JERUSALEM – Prime Minister Ehud Olmert's government is debating asking the international community or NATO to send troops to the Gaza Strip, according to Israeli defense officials speaking to WND.

The officials said Olmert is considering allowing the Israel Defense Forces to launch a large-scale ground operation in Gaza to counter the Hamas terrorist group's advanced military infrastructure in the territory and to halt the regular onslaught of rockets from Gaza fired at nearby Jewish communities.According to the defense officials, after a prolonged ground operation, Olmert would threaten that Israeli troops would remain in Gaza unless the international community deploys forces to serve as a buffer between Israel and Gaza-based militants and to assist Palestinian Authority President Mahmoud Abbas' Fatah forces, which would re-enter Gaza.U.S. and Israeli policy considers Fatah moderate. Fatah's declared military wing, the Al Aqsa Martyrs Brigades, is the most active West Bank Palestinian terror group and is classified by the State Department as a terrorist organization. Hamas forces last summer overran all U.S.-backed Fatah security compounds in Gaza and took over the territory, reportedly seizing large stockpiles of Fatah weapons.

Olmert has been under pressure from IDF leaders to approve a ground onslaught in Gaza, where terrorists have been firing rockets into Israel at an exponentially increasing rate. Military sources also warn Hamas has transported mass quantities of weapons into Gaza and built army units with some commanders trained by Iran.Yesterday, one civilian was killed and several were wounded after more than 30 rockets slammed in and near Sderot, a town of 25,000 residents about three miles from the Gaza border.Residents of Sderot and surrounding communities have been protesting against Olmert in recent weeks, setting up camp and leading marches outside the Knesset, Olmert's Jerusalem residence and at the IDF headquarters in Tel Aviv.Defense officials speaking to WND said most senior IDF officials strongly oppose the idea of NATO or international troop deployment in Gaza. They said they fear international forces would not be motivated to protect Israel and would impede any further necessary Israeli ground operations in Gaza.Can you imagine if Israel needs to take out a terror crew firing rockets into Sderot and mistakenly bombs a German or French tank? asked one defense official. Does anyone believe France or Belgium would protect Israel? the official asked sarcastically.The official pointed to international troops deployed in south Lebanon following Israel's 2006 war against Hezbollah there. According to reports, Hezbollah rearmed, regrouped and transferred rockets and anti-tank missiles to the area the international forces were supposed to maintain as an arms-free zone.

According to the defense officials speaking to WND, Olmert and Foreign Minister Tzipi Livni support the deployment of international forces in Gaza while Defense Minister Ehud Barak and IDF officials have voiced reservations.In December at a speech in Brussels before NATO officials, Livni hinted at allowing international troops to be stationed in Gaza, setting of a firestorm of opposition from many Knesset members.We are now in a process that is expected to strengthen the capabilities of the Palestinian Authority – so they would fight terror instead of Israel. However, one cannot exclude the possibility that we will need to discuss what can be the role of NATO in supporting the need for a change, a real change, on the ground, Livni said.Some world leaders in recent months spoke openly about joining a force in the Palestinian territories. In December, French President Nicolas Sarkozy told the media he would be supportive of the deployment, when the time and conditions are right, of an international force to assist the Palestinian security services.In an interview in December with the Jerusalem Post, European Union Middle East envoy Marc Otte said he heard from Israeli and Palestinian leaders there was definitely more interest than in the past for the deployment of international forces.After the [Second] Lebanon War, the sides see the merit in an international security presence, he said.

GAZA (Reuters) - A rocket launched from the Hamas-run Gaza Strip killed a man in Israel on Wednesday, the first such fatality in nine months, after Israeli forces killed six Palestinian militants and four civilians in the territory. The rocket attack, claimed by Hamas, seemed certain to increase public pressure on Prime Minister Ehud Olmert to order tougher Israeli military action in the Gaza Strip which might include a widescale ground operation.Mounting violence could complicate peace talks between Israel and President Mahmoud Abbas's Palestinian Authority which the United States hopes can lead to a statehood deal this year.The Hamas terror endangers not only the lives of Israeli and Palestinian civilians, but also the peace and stability of the entire region, Israel's Foreign Ministry said in a statement which called rocket salvoes a war crime.

Earlier, five senior members of Hamas were killed when the van in which they were traveling was attacked from the air near the southern Gaza town of Khan Younis, medical officials said.Local residents who knew the men said some had undergone training in Syria or Iran and returned home after Hamas breached Gaza's border with Egypt last month in defiance of an Israeli blockade of the territory.Abu Ubaida, spokesman of Hamas's Izz el-Deen al-Qassam Brigades, denied they had traveled outside Gaza, whose border with Egypt has been resealed.

Hamas, which seized Gaza in June, struck back by firing more than 30rockets at southern Israel. Four Palestinian civilians -- two men and two youths, according to medics -- died in Israeli air strikes near launch sites in northern Gaza.The Israeli fatality was identified as a 47-year-old man who was visiting a college in Sderot, a town near Gaza's border.No one had been killed in Israel by a Palestinian rocket strike since May 2007. Such attacks are launched almost daily from Gaza, which Israeli soldiers and settlers quit in 2005.The (rocket) bombardment came in response to the Zionist massacre committed this morning in Khan Younis which led to the martyrdom of five of our best fighters, a Hamas statement said.A militant from the Islamic Jihad group was killed in a separate air attack east of Bureij refugee camp in the central Gaza Strip, medical workers said.Hamas says attacks from Gaza, including rockets fired by its own militants and others, are a response to Israeli military operations in the territory and the occupied West Bank.They would end if Israel stopped all such military activity and lifted its blockade, Hamas says.In the West Bank city of Nablus, Israeli undercover forces killed one militant and wounded and detained four others, a Palestinian official said.

The men had been confined to a Palestinian security headquarters as part of an Israeli amnesty for militants affiliated with President Mahmoud Abbas's Fatah faction, but had left the compound, a Palestinian official said.Israel's Shin Bet security service said the Nablus militants were suspected of planning to carry out a suicide bombing. Israeli PM say Iran can be stopped from getting nuclear capacity by Patrick Anidjar

TOKYO, Feb 27, 2008 (AFP) - Israeli Prime Minister Ehud Olmert said Wednesday it was possible to prevent Iran developing a nuclear weapons capacity as he praised what he called Japan's firm stance towards Tehran. Olmert told reporters accompanying him on a rare trip to Japan that Iran was putting substantial energy into developing a non-conventional capacity.It is still possible to stop them. It's not too late. There is still time. But it is not unlimited. It's a matter of no more than a few months, he said.

Western powers are currently stepping up efforts to impose a third set of UN Security Council sanctions over Iran's nuclear programme, to punish its refusal to suspend uranium enrichment, a potential weapons-making process.Iran insists its nuclear programme is peaceful and aimed only at generating atomic energy.Olmert, the first Israeli premier to visit Tokyo in 11 years, has met with Prime Minister Yasuo Fukuda and Emperor Akihito on a trip primarily aimed at boosting tepid trade ties.He signed a deal pledging to work to boost commerce between the two countries, including through cooperation in science and technology.According to Olmert, the latest report from the International Atomic Energy Agency on Iran's nuclear activities released Friday had, in Israel's eyes, played down the seriousness of the problem.International efforts must be stepped up, he said.I hope that soon, in the coming days, the UN Security Council will adopt a third course of sanctions against Iran and that certain states will adopt their own sanctions in order to limit the activities of this country in the nuclear arena, he said.Top officials of the council's five permanent members -- the United States, Britain, France, China and Russia -- plus Germany on Wednesday discussed the IAEA report in Washington and the next steps at the UN panel.The UN atomic watchdog said it could still not confirm if the Iranian atomic drive was peaceful, prompting the United States and its European allies to push for new sanctions.Olmert said Iran and the issue of nuclear proliferation had an important role in his discussions with Japan's leaders.

The country is funding a project to build an agro-industrial park in the West Bank in a bid to create jobs in the ailing Palestinian economy. Japan will give the utmost support to achieve peace in the Middle East, Fukuda told reporters. A joint statement said the two countries reaffirmed that the solution of the Arab-Israel conflict will contribute to achieving stability and prosperity in the Middle East.Olmert was expected to have spoken with Fukuda about the joint dangers of Iran and North Korea, the arch-enemies of Israel and Japan, respectively. A Japanese newspaper had said Tuesday that Olmert would share intelligence photos purporting to show military cooperation between the Islamic republic and communist state. Olmert said on Thursday morning he would meet US Secretary of State Condoleezza Rice, who is currently on a three-nation regional tour. He will be back in Israel on Friday.

Rice to visit Mideast next week: State Dept FEB 27,08

WASHINGTON, Feb 27, 2008 (AFP) - US Secretary of State Condoleezza Rice is to visit Israel and the Palestinian territories on a trip starting March 3, State Department spokesman Tom Casey told reporters Wednesday. Next week, from March 3 to 7, Secretary Rice will be traveling to Israel and the Palestinian territories, as well as continuing on to attend the NATO ministerial meeting in Brussels, Casey said.In Israel and the Palestinian territories she will meet with officials from both sides and obviously this is part of the follow-up to the Annapolis process for Middle East peace initiated by President George W. Bush, he said.I'm sure she'll get a good sense there from the parties as to the state of play in their discussions and negotiations and cover a variety of other bilateral issues as well.At the summit hosted by Bush in the US city of Annapolis in November, the Israelis and Palestinians set a target of reaching a two-state peace settlement by the end of 2008.

Casey's statement followed reports Wednesday of a spate of violence across the Gaza Strip. Ten Palestinians including at least six militants were killed in Israeli air strikes and Palestinian rockets killed an Israeli.We condemn as we always do these kinds of unprovoked attacks on innocent civilians, Casey said, referring to that rocket attack.Despite the attacks he expressed confidence that Palestinian president Mahmud Abbas and Israel's Prime Minister Ehud Olmert were committed to pressing on with the drive for a settlement this year.That is an ambitious timetable but it's one that they continue to hold to and we continue to support their efforts to do so, Casey said.At next week's NATO meeting, there will be a number of topics under discussion, including I am sure the situation in Kosovo as well as NATO's mission in Afghanistan and the desire ... to meet the criteria and meet the demand for additional forces there.The meeting of NATO ministers will prepare the ground for a summit of NATO heads of state scheduled for April in Bucharest.

Their comments ... against Israel are unacceptable, damaging and uncivilised, a statement from the EU's Slovenian presidency said.The EU calls on Iran to stop hostile rhetoric and refrain from all threats towards other states, members of the international community, it said.Last week, Ahmadinejad called Israel a dirty microbe and savage animal, as Iran stepped up its rhetoric against the Jewish state after the murder of a top Hezbollah commander.World powers have created a black and dirty microbe named the Zionist regime and have unleashed it like a savage animal on the nations of the region, he said at a rally, in remarks broadcast on state television.

The commander of Iran's Revolutionary Guards, Mohammad Ali Jafari --who along with Foreign Minister Manouchehr Mottaki was also singled out by the EU -- had predicted the Lebanese Shiite militant group Hezbollah would destroy Israel.The EU calls again on the Iranian leadership to support the need for a two-state solution to the Palestinian-Israeli conflict and to the search for lasting peace between Israel and its neighbours, the statement said.Israel has denied involvement in the killing in a car bombing on February 12 in Damascus of Imad Mughnieh, a top Hezbollah commander hailed by Iran as a great martyr.

BEIT HANUN, Gaza Strip (AFP) - Palestinians formed a human chain in the Gaza Strip on Monday in protest at a crushing Israeli blockade, with Israeli forces on alert for any rush on the border. Under a light late-morning rain, thousands of schoolchildren were joined by adults along Salaheddin Road, the main highway traversing the centre of the impoverished coastal strip, an AFP correspondent witnessed.Slogans such as The Siege of Gaza Will Only Strengthen Us, The World Has Condemned Gaza to Death and Save Gaza were among banners brandished by demonstrators, who gathered peacefully.As the demonstrators dispersed a few hours later, a small group of youths set fire to a tyre a few dozen metres (yards) from the Israeli army position at the Erez crossing and began throwing stones.The incident drew fire from Israeli soldiers, and two of the youths were wounded, medical sources said.At the same time, the army said it had arrested around 50 Palestinians who had approached the crossing.

The Popular Committee Against the Siege, a politically independent group headed by Jamal al-Khudari, an MP with close links to the Islamist Hamas movement, had called for the demonstration against the months-long siege.This is a peaceful and civilised act to let the people express their rejection of the siege and of collective punishment, Khudari told journalists. We are raising a cry to the world for it to act.Hamas, which seized the Gaza Strip in June from forces loyal to Palestinian president Mahmud Abbas, backed the demonstration.This is a message addressed to the international community and to the Israeli occupation, and I hope it will seize the opportunity to lift the siege, Hamas spokesman Fawzi Barhum said.Hamas MP Ismail al-Ashqar warned that if this does not happen there will be a hurricane that will flood the whole region.Israel has sealed the territory to all but vital humanitarian supplies since Hamas seized power in June, in a bid to pressure the group to halt rocket and mortar attacks on southern Israel by its own militants and others.Huzeifa al-Masri, 14, said he and his classmates from the northern border town of Beit Hanun attended the protest because there is hardly any food, and the Israeli incursions are frequent. We want to live in security like the rest of the world.Most of Gaza's 1.5 million population depends on foreign aid.Israel had warned Hamas it would defend its territory if there was any trouble.Israel will not intervene in demonstrations inside the Gaza Strip but it will ensure the defence of its territory and prevent any violation of its sovereign borders, said a joint statement from Foreign Minister Tzipi Livni and Defence Minister Ehud Barak.Their statement accused Hamas of orchestrating a premeditated effort to put civilians on the front line.

Israel is working to prevent an escalation, but has made it absolutely clear that if there is an escalation, the responsibility will be entirely on Hamas's shoulders.Media reports said the army had been prepared for any attempt to storm the border fence around the Gaza Strip aimed at breaking the blockade. The army and police had beefed up forces in the border area. Media reports said organisers were planning to place one person every metre (yard) along the roughly 40-kilometre (24-mile) road running from Rafah to Beit Hanun, for a total of around 40,000 people. Salaheddin Road runs through the centre of the territory and is never much closer than around three kilometres (two miles) from the border. Reports said the Israelis' main concern was what could have happened at the road's northern terminus near Erez. On January 23, Palestinian militants blasted several holes in the border barrier between Gaza and Egypt, sending a human tide of hundreds of thousands streaming into the Sinai on a mission to replenish depleted stocks. Hamas gunmen and Egyptian troops resealed the border on February 3.

Meanwhile, an Israeli youth was moderately wounded when a rocket fired from Gaza hit the entrance to a housing complex in the southern city of Sderot, officials said. That attack came after four Palestinian militants were killed by Israel raids overnight.

PITTSBURGH - Israel and Palestinians will not reach a peace deal this year, and a recent Mideast peace conference in Annapolis was only an exercise in public relations, Syria's ambassador to the United States said Monday. Imad Moustapha said President Bush has no real desire to broker a peace deal and that there are powerful forces within his administration who believe chaos is constructive in the Middle East.I don't know who he is referring to, responded Tom Casey, a U.S. State Department spokesman. I certainly know that we have serious and ongoing concerns about Syria's unconstructive role in the region.The White House accuses Syria of harboring terrorists, supporting Hezbollah — a Lebanese group classified by the United States as a terrorist organization — and of allowing insurgents to freely cross its border into Iraq. Moustapha said Hezbollah leaders will remain active in Syria despite the mysterious killing earlier this month of one of the group's top commanders, Imad Mughniyeh.Moustapha represented Syria at the Annapolis, Md., conference in November, and later expressed optimism that the talks could ease tensions between Washington and Damascus.

But in an interview with The Associated Press on Monday, hours before he was scheduled to speak at Carnegie Mellon University in Pittsburgh, Moustapha said the United States only makes positive statements about Syria when it serves a political purpose.We believe that the whole Annapolis thing was an exercise in public relations, Moustapha said. The only thing that happened there was people were smiling and saying cheese.Moustapha added, I don't think there is a unanimous belief among the administration, across the departments of this administration, that peace should be the path forward in the Middle East.Palestinian officials are also pessimistic, he said, adding that they have told him no progress has been made in one-on-one negotiations with Israel.Bush announced in Annapolis that Israel and the Palestinians would relaunch long-stalled peace talks with the goal of reaching a deal by the end of this year. Since then, high-level talks have been held, including several meetings between Israeli Prime Minister Ehud Olmert and Palestinian leader Mahmoud Abbas.No breakthroughs have been reported, and the talks have been overshadowed by increasing violence along the Israel-Gaza border and Israeli construction in areas the Palestinians want for a future state.Bush is happy with Annapolis' outcome and has no real enthusiasm to pursue matters further, Moustapha said.They have now their photographs for their memoirs, he said. The Syrian leadership does not believe that this year will witness any major movement.

He said Syria's investigation into Mughniyeh's killing in a Damascus car bombing is progressing. He said Damascus will allow Hezbollah to remain active because it is popular throughout the Muslim world, viewed by many as successfully resisting Israel.Many Muslims and Arabs believe Hezbollah's resistance led Israel to end its 18-year occupation of south Lebanon in 2000. Many also believe Hezbollah was victorious in a 2006 war with Israel.Hezbollah leaders have accused Israel of killing Mughniyeh and have vowed to retaliate. Israel has denied involvement in the Feb. 12 car bombing. Mughniyeh, who helped set up the Shiite guerrilla group, was one of the world's most wanted terror masterminds, accused by the West of killing hundreds in suicide bombings and hijackings in Lebanon and around the world.Syria demands Israel withdraw from the Golan Heights, a strategic plateau it captured in the 1967 Middle East war, as part of a peace deal.Moustapha has been Syria's ambassador to the United States since 2004. At times, he has said he is the loneliest ambassador in Washington, because no one in the Bush administration will talk to him.

TEL AVIV, Israel - Israeli police arrested about 200 African migrants Monday, a day after Prime Minister Ehud Olmert ordered a crackdown on the growing problem of illegal immigration, officials said. Israeli police spokesman Micky Rosenfeld said the migrants, mostly Sudanese who entered through the porous border with Egypt, were arrested in a raid near Tel Aviv's old bus station, where many live. Rosenfeld said the arrests would continue this week.The dilapidated buildings that shelter migrants in southern Tel Aviv were nearly empty after the raid as people tried to avoid arrest. They left hundreds of barren mattresses side-by-side in smelly underground dwellings.Solomon Mangstie-Dayan, a 40-year-old migrant from Ethiopia who crossed into Israel nine days ago, said police officers raided his shelter, seizing fellow African migrants and hurrying them onto three buses. He said he was spared only because of the cries of his 3-year-old daughter, Sunight.Olmert on Sunday ordered security officials to tighten supervision of the Egyptian border and directed officials to expedite the processing of those seeking asylum, to decide which were just seeking work and could be deported.

Africans have been sneaking into Israel in increasing numbers over the past year. More than 7,000 have entered the country illegally through Egypt in just over a year, including more than 2,000 so far in 2008, said Michael Bavly, a representative in Israel of the U.N. High Commissioner for Refugees.Israeli government statistics estimate about 100,000 legal foreign workers in the country. At least 100,000 others, many from Africa, work in Israel without permits, according to experts.Foreign workers flock to Israel because the higher wages allow them to send relatively large amounts of money back home to their families. Refugees seeking asylum from wars or persecution see Israel as a welcoming, Westernized country.Many Israelis feel an obligation to help refugees because of the centuries of persecution Jews endured before they created their own state.Most migrants are from Sudan, including southern Sudan, where a 22-year conflict left 2.5 million people dead, and Darfur, where a rebellion has cost more than 200,000 civilian lives and made 2.5 million homeless. Others have fled Eritrea and forced military conscription there.

This year, Israel granted temporary residency status to 600 refugees from Darfur. It also recognized about 2,000 migrants from Eritrea whose lives would be endangered if sent home.But the nation plans to deport another 4,500, many of whom came from countries like Ivory Coast, Ghana and Nigeria.Their route to Israel is often treacherous. Egyptian border police on Monday shot and wounded a Sudanese and a man from Ivory Coast in separate incidents as they tried to cross into Israel. On Sunday, Egyptian forces shot and killed an African woman who was trying to cross the border into Israel, a medical official said.A spokeswoman for Israel's Interior Ministry said those arrested Monday who have work permits would be released. Those whose refugee status is being reviewed by the U.N. would be granted a limited stay, and the others would be deported.

Sigal Rozen, of the Hotline for Migrant Workers in Tel Aviv, who represents the migrants, said authorities were shipping some of the arrested migrants to a prison in southern Israel.

US floats NATO troop plan for West Bank: Israeli report Wed Feb 20, 3:45 AM ET

JERUSALEM (AFP) - The United States is floating an idea to temporarily deploy NATO troops in the West Bank after Israeli troops eventually withdraw, a newspaper said on Wednesday, quoting Israeli defence officials. General James Jones, the US special Middle East envoy, is spearheading the idea, the Jerusalem Post reported.It said Israeli Defence Minister Ehud Barak had been briefed but had not finalised his position. Israel has traditionally been hostile to any suggestions of using foreign troops to help achieve peace in the region.Under such a deal, third-party troops would be stationed in the West Bank to secure the area between the time of an Israeli withdrawal and when the Palestinian Authority is able to take over full security control.The deployment of such a force has come up in talks, and Jones is known to be working on it, a senior defence official was quoted as saying. At the moment, it's just an idea and yet to be accepted or adopted by Israel.Asked about the report, US embassy spokesman Stewart Tuttle said only that General Jones hasn't said anything in public about any discussions he may be having in private, and it is very early in the process.Jones, a former commander of the US Marine Corps and NATO military chief, was named in November as US envoy on Middle East security issues.

Israeli official says EU pressure grows to end Gaza blockade by Ron Bousso FEB 21,08

JERUSALEM (AFP) - The European Union is increasing pressure on Israel to end its nine-month old blockade of the Hamas-ruled Gaza Strip to prevent a humanitarian crisis, an Israeli official said on Thursday. EU ministers are expressing growing concern over the humanitarian situation in the Gaza Strip and the lack of progress in the peace talks with the Palestinians, he told AFP on condition of anonymity.Our embassies in Europe report increasing pressure to try to end the blockade.Meanwhile the European Parliament adopted a resolution calling on Israel to lift the blockade, with MEPs saying the policy of isolation of the Gaza Strip has failed at both the political and humanitarian level.Israeli Foreign Minister Tzipi Livni said at a meeting with her Romanian counterpart Adrian Cioroianu that any talk of ending the blockade only weakens Palestinian president Mahmud Abbas, with whom Israel renewed peace talks in November.Any indirect support of Hamas, even if it is done through discussions on the crossings or the humanitarian situation, weakens those interested in reaching an agreement, Livni's office quoted her as saying.The Palestinian people has no future with Hamas and we will continue to fight its terrorism, she added.

TEHRAN (AFP) - The assassination of a top commander of the Lebanese Shiite militant group Hezbollah has hastened the certain death of Israel, the top military adviser to Iran's supreme leader said on Thursday. JERUSALEM - Israel is keeping Palestinian institutions in east Jerusalem shut tight, despite its pledge to reopen them under a recently revived peace plan, Palestinian officials said Thursday. Israel this month renewed its order to close a leading Palestinian center known as Orient House, the city's Arab Chamber of Commerce and other symbolic buildings that are rallying points for the Palestinians' claims to Jerusalem's eastern sector, the officials said.The fate of east Jerusalem is the most explosive issue facing Israeli and Palestinian peace negotiators, and the closures are the latest area of dispute in the peace talks, relaunched in November after seven years of violence.The two sides have set a December 2008 target for completing a peace agreement, but Israeli construction in disputed areas and continuing Palestinian rocket attacks from the Hamas-controlled Gaza Strip have clouded talks so far.

Israel captured the eastern part of Jerusalem — home to sensitive Jewish, Muslim and Christian holy sites — in the 1967 Mideast war and annexed it. The Palestinians want east Jerusalem to be the capital of a future independent state.During peace talks in the 1990s, Israel allowed the Palestinians to operate institutions such as Orient House, an elegant century-old mansion that served as the headquarters of the Palestine Liberation Organization.Israeli police shut down the institutions in 2001, shortly after the second Palestinian uprising erupted. It has issued orders every six months since then renewing the closure.With the resumption of peace talks, the Palestinians say these places should reopen. They told us they need time to negotiate with the Israelis, he said.
Israeli police spokesman Micky Rosenfeld could not confirm the extension of the closure orders. But he confirmed that officers periodically visit Orient House to ensure that it is not being used. He cited a law prohibiting Palestinian political activity in the city.I am not aware of any change in our policy, Olmert spokesman Mark Regev told the AP.When Orient House was shut down, Israel said it would only withdraw if the Palestinian Authority, today headed by Abbas, promised not to operate there. Abdel Khader said the Palestinians had given the necessary assurances.Orient House is owned by the Husseinis, a prominent Palestinian clan in Jerusalem. The road map also states that the Palestinians must dismantle militant groups and that Israel must cease settlement construction in the West Bank. Neither side has met its obligations. WASHINGTON (AFP) - The United States on Wednesday rejected comparisons between the Palestinian situation and Kosovo, after a senior Palestinian official called for a Kosovo-like declaration of independence. Kosovo is a unique situation, State Department spokesman Sean McCormack told reporters. It is not a precedent for any other situation around the world.McCormack said the United States is holding out hope that Israeli-Palestinian peace talks will result in a solution.The Israelis and the Palestinians have been trying for some time in the confines of the political process to try to work something out and come to an accommodation, a solution, McCormack said.The international community has spoken to that, as well. We believe that there is hope in that process. It has not run its course.Asked why Kosovo had to wait just nine years under UN administration to obtain its independence, while the Palestinians have been waiting since 1948, McCormack said the situations were different.The situation in Kosovo had run its course, in terms of trying to find a solution, a negotiated political solution, McCormack said.We believe that there still is the possibility of a negotiated settlement in the Palestinian territories, he said, citing peace talks held in Annapolis, Maryland last year under the auspices of President George W. THIS IS SAD BUT THE BIBLE SAYS JERUSALEM WILL BE DIVIDED SO WORLD WAR THREE OCCURS. THIS IS HOW ISRAEL WILL GET THE LAND PROMISED THEM THROUGH WAR WITH GODS HELP. BUT THE TRIBULATION ISRAEL WILL GO THROUGH WILL BE HARD TO HANDLE.

(IsraelNN.com) A 4-page pamphlet distributed in synagogues around the country this past Sabbath is devoted to one topic: Getting Shas to quit the government. It warns that Olmert is using the continued presence of Shas in the government to formulate an agreement endangering Jerusalem, other areas of the land of Israel - and hundreds of thousands of Jews.No address, organization or publisher is printed on the pamphlet. However, it does feature a full-page article by Yossi Elituv, long-time Shas affairs commentator and writer for the weekly Mishpacha magazine.The top article is headlined, Israel has Secretly Agreed to Divide Jerusalem, and cites a PA source bragging that major progress has been made in the secret talks, especially regarding Jerusalem. The source said, Today we can say that Israel is agreeable to withdraw from nearly all the Arab neighborhoods and villages in Jerusalem. Israel is willing to re-divide Jerusalem, and this is a positive development.

Two other front-page stories remind readers - and Shas MKs - that Shas spiritual leader Rabbi Ovadiah Yosef, Israel's former Chief Rabbi, has stated his objections in the past to giving away Jerusalem and other areas. Don't Talk About Jerusalem, and Giving Away Parts of our Holy Land Endangers Jewish Lives are two of the Rabbi's quotes that are headlined.Similarly, a recent decision by the Shas Council of Torah Sages, headed by Rabbi Yosef, is featured, with this headline: Council of Torah Sages Rules: The Moment They Begin Talking About Jerusalem, Shas will Immediately Quit the Government.

Olmert is Using You to Give Away Jerusalem

Elituv's article, an open letter to the leaders of Shas, praises their governmental work on behalf of their constituents over the past two years - but then goes for the jugular: This period has now ended. Your mandate is over. Shas must leave the government, simply because the Prime Minister has decided to take advantage of the time that is left until the coming elections to formulate an unreal and dangerous diplomatic agreement that has major and far-reaching concessions.Jerusalem is being torn to pieces, and all in the merit of the votes of the Shas Knesset Members. We are talking about terrorist attacks against good Jews all over the country! ... We are begging you! What good will it do to get extra benefits for young Torah scholars, if those same Torah scholars won't return home one day because of a bomb on a bus? Olmert is speaking to you in two voices, without even clearing his throat in between: On the one hand, he freezes construction in Jerusalem, and with the other he enwraps you with embraces of promises. With one voice, he calls rabbis and swears allegiance to Jerusalem, and with the other voice, he calls his clerks and instructs them to stop every project, to strangle the city, and bring down the hareidi cities. All the neighborhoods that were built past the '67 borders have been arbitrarily and unforgivably frozen. His hand did not tremble when he signed away our normal lives here... He is busy fooling you with smiles and stories of heroism, while you debate him about the precise definition of 'talking' about Jerusalem... How can you remain partners in a government that is willing to trade Jerusalem neighborhoods and is willing to abandon the lives of hundreds of thousands of Jews? You don't have to be a Gush Emunim refugee or a Complete Land of Israel Movement supporter to be devastated at what is happening...

How noble it would be if you would quit now, in an honorable manner. You can tell about your fine achievements of the past two years... and explain that the time has now come to leave... The train is hurtling towards an abyss, but you have the chance to jump out before it crashes. There must be some red lines that will get you out - and those red lines have already been crossed. Your four Cabinet ministers are a source of pride; Yeshai, Attias, Nahari and Cohen can tell us what they have done, collectively and individually, for the People of Israel. We believe you that you have accomplished much. But now, please make a courageous decision and change the tune.

MASKIOT, West Bank - Nine Israeli families staked out homesteads in a valley deep in the West Bank on Friday and promised to bring more settlers to the area that the Palestinians want for a future state.
Palestinian charges of bad faith over the move were fueled by reports that the Israeli government has awarded permits for more Jewish housing in an east Jerusalem neighborhood.The wildcat action at Maskiot, in the northern West Bank, was funded in part by a private American group and is just one of recent Israeli actions to anger Palestinians as peace negotiators try to reach a final treaty.

President Bush hopes to get the sides to complete a deal by year's end, but Israeli settlement activity and Palestinian failure to rein in militant violence are widely seen as stumbling blocks.The Israeli newspaper Haaretz reported that the government has issued permits for construction of 307 Jewish homes in the Har Homa area of east Jerusalem. That drew sharp comment from a leading Palestinian peace negotiator.In the morning there are new violations at Har Homa and then in the afternoon we hear of caravans in the northern West Bank, Saeb Erekat said.When announced in December, plans for the east Jerusalem units prompted criticism from the U.S. and marred peace talks between Israelis and Palestinians as they were getting under way after seven years of bloodshed.This week, Israel announced that plans for an additional 350 units in the neighborhood would go ahead once the first 307 had been contracted out.We condemn this move and we believe this will undermine our efforts to begin the negotiations on Jerusalem and settlements and other ... issues. The Israeli government has an obligation to stop settlement activity, Erekat said.At Maskiot on Friday, the air smelled of fresh earth dug up for the trailers. A drill could be heard inside one of the homes.A barefoot boy peeked out the door of one home, calling for his father. Cardboard boxes from newly installed electric heaters littered the muddy ground. A bulldozer sat nearby.About two dozen Israelis from a former Gaza Strip settlement have moved to Maskiot despite a government decision last year to freeze plans to build a settlement here.

The international community criticized Israel in 2006 when it announced plans to establish Maskiot, saying the project violated Israel's commitments under an internationally sponsored peace plan.
Yossi Hazut, the settler leader at Maskiot, said 28 families are waiting for more trailer homes to arrive. He said his group decided to move in after being forcibly evacuated from Gaza in 2005.Like many settlers, those at Maskiot are Orthodox Jews and believe the West Bank is part of land given to the Jewish people by God.We hope that we will be able to bring all the families here, Hazut said, holding his year-old daughter, Shir, while his wife made pizza.

Maskiot has 150 acres where olive trees grow and date trees will be planted, said Hazut, who grew up in a tightly guarded Gaza settlement.A sign in English and Hebrew on one of the trailer homes read: This caravan was built in part through a grant from One Israel Fund. The organization's Web site says it is a New York-based charitable group that helps Israelis who were evacuated from Gaza. While Hazut said he understands Israel's government froze construction of permanent homes at Maskiot, he said a Defense Ministry official who visited him Friday did not say authorities would block any attempt to expand the community. The Defense Ministry oversees settlement activity. A call requesting ministry comment was not returned Friday. Prime Minister Ehud Olmert's spokesman, Mark Regev, said Friday that Israel would abide by its commitments in the internationally backed peace plan known as the road map.There will be no new settlements, Regev said. Israel agreed in the plan not to establish new settlements or expand existing ones and to dismantle dozens of unauthorized outposts established by settlers to prevent land from being transferred to the Palestinians.

But Israel has not taken down any of the outposts, and Palestinians fear they will eventually become established communities. Most of the time our experience shows that they come move in and then the government keeps them there, Erekat said. A spokesman for the U.S. Embassy in Israel, Stewart Tuttle, said Israel must evacuate all settlement outposts. We have commitments from the government of Israel and we expect that the government of Israel will meet them, he said.

JERUSALEM (AFP) - French Foreign Minister Bernard Kouchner urged Israel to lift its blockade of the Gaza Strip and to freeze its policy of building settlements in the West Bank, at the start of a visit to the region on Saturday. Kouchner visited east Jerusalem and met UN emergency relief coordinator John Holmes before travelling to Bethlehem in the West Bank to meet officials.Later he will meet Palestinian president Mahmud Abbas in Ramallah and is expected to have talks with Israeli Prime Minister Ehud Olmert, Foreign Minister Tzipi Livni and Defence Minster Ehud Barak in Jerusalem on Sunday.The economic and humanitarian situation in Gaza is especially bad. The blockade directly affects the entire economy and living conditions as well, Kouchner said in an interview with Al-Quds newspaper, published on Saturday.We call for the Gaza blockade to be lifted -- there must be free movement of both people and goods, Kouchner told the main Arabic daily in the Palestinian territories.Israel has kept Gaza under effective lockdown since last June following the territory's takeover by the Islamist movement Hamas, and on January 17 it tightened the blockade before easing it again slightly.The Israelis say the measure is in response to rockets being fired at it by Palestinian militants inside the impoverished coastal territory.

Kouchner also called on the Palestinians to take steps to improve conditions for a peace agreement.The Palestinian Authority must make very important efforts to fight against terrorist movements and reform the security services in order to make them more efficient, he said. Encouraging progress has been achieved but more must be done, he added. Kouchner also said that improving living conditions in the West Bank could have a positive knock-on effect on the Gaza Strip.

The bloodshed came hours before French Foreign Minister Bernard Kouchner began a visit to the region, calling for Israel to end its punishing blockade on Gaza.In the Hamas-run territory, anger boiled over as thousands of mourners attended the funeral of the eight Palestinians killed late Friday in the teeming Bureij refugee camp south of Gaza City.The dead included Ayman al-Fayed, 43, a senior militant in Islamic Jihad's armed wing the Al-Quds Brigades, his 37-year-old wife and three of their children aged 21, 19 and six, the Palestinian health ministry said.Three other people were also killed while 42 others, including 17 children, were wounded.Palestinian medics and witnesses said the blast was caused by a missile fired at the Fayed home during an air raid, but the Israeli military denied all involvement.

We condemn the Israeli crime perpetrated against the Bureij refugee camp, said Sami Abu Zuhri, spokesman for the Islamist Hamas movement that has ruled the Gaza Strip since June.Israel bears full responsibility and will also suffer the consequences, he told reporters. Hamas, which controls the coastal Palestinian territory, demanded that the Danish cartoonist be brought to trial and that an official apology be made to Muslims. It urged an end to what it called organized campaigns to spread hatred of Islam.We are all a sacrifice to the Prophet Mohammad, our blood, our property and our families are all a sacrifice to him, a Hamas activist shouted through a loudspeaker after Friday prayers in the Jabalya refugee camp in the northern Gaza Strip.Danish newspapers said they reprinted a cartoon showing the Prophet with a bomb in his turban in protest over a plot to murder the cartoonist. The original drawing published in September 2005 sparked criticism and riots in the Muslim world.At least 4,000 Hamas supporters took part in the rally on Friday, many waving green Hamas flags and others holding banners condemning the cartoons and urging Muslims to take action against Denmark.Muslims must not be silent against these cartoons which are offensive to the great Prophet Mohammad, one banner read.

BEIRUT (Reuters) - Lebanon's Hezbollah has appointed a successor to its senior guerrilla commander Imad Moughniyah who was assassinated in Syria this week, a Lebanese security source said on Friday. The source said the appointment was made hours after the announcement of Moughniyah's death in a car bomb in Damascus on Tuesday. He did not identify the successor who would now command Hezbollah's formidable and well-armed guerrilla army.A joint investigation into the bombing by Syrians, Iranians and Hezbollah was well under way and suspects had been arrested in the Syrian capital, the source said.Hezbollah and its main backer Iran have accused Israel of killing Moughniyah, who was among the United States' most wanted men. The Israeli government has denied any links, though its Mossad spy service had been hunting him for two decades.A successor to Imad Moughniyah has been appointed, which is natural, said the source, who requested anonymity. That's how Hezbollah works, they move quickly to choose successors of fallen leaders.The source said the successor was not one of the two names being circulated in the Israeli media. Hezbollah leader Sayyed Hassan Nasrallah has threatened Israel with open war in retaliation for the killing.

Moughniyah had been in charge of Hezbollah's security organ. He gained legendary status in Hezbollah for a string of attacks on Israeli and Western targets in Lebanon in the 1980s.An Iranian Arabic television station released mobile phone footage of the scene minutes after the blast that killed Moughniyah, chief of the forces of a group that fought a 34-day war against Israel in 2006.It showed the car on fire and people running past it.The source said the investigation showed Moughniyah was killed by a car bomb parked close to his car. It was detonated remotely as he walked past after leaving a building he had been visiting.Early reports said the bomb had been placed inside Moughniyah's car.

JOINT INVESTIGATION

The suspects arrested were mostly Palestinians residing in Syria, the Lebanese source said.Iranian Foreign Minister Manouchehr Mottaki agreed with Syrian officials during a visit to Damascus on Thursday to set up a joint team to investigate the killing, Mottaki's deputy Alireza Sheik-Attar said on Friday.Mottaki had attended Moughniyah's funeral in Beirut.Moughniyah commanded the Islamic Jihad, a shadowy pro-Iranian group which emerged in Lebanon in the early 1980s and was believed to be linked to Hezbollah.The group claimed many kidnappings and bombings but disappeared after the release of the last Western hostages in Lebanon shortly after the end of the civil war in 1990.Moughniyah was implicated in the 1983 bombings of the U.S. embassy and U.S. Marine and French peacekeeping barracks in Beirut, which killed more than 350 people.
Israel accuses Moughniyah of planning the 1994 bombing of a Jewish centre in Buenos Aires that killed 85 people and of involvement in a 1992 bombing of the Israeli embassy in the Argentine capital that killed 28. JERUSALEM (AFP) - Israeli authorities have appointed five companies to expand a Jewish settlement in occupied east Jerusalem, work which could undermine peace talks with the Palestinians, officials said on Friday. The call for tenders for 307 housing units last December to be built in Har Homa was criticised by the United States and European Union and denounced by the Palestinians who want east Jerusalem as the capital of their future state.The five companies whose winning bids were announced on Thursday have 60 days to sign a contract, with the work to be completed within three years, the Haaretz newspaper reported on Friday.This will make it harder to stop the planned building in this controversial district and could jeopardize peace talks with the Palestinians, the newspaper said.US Secretary of State Condoleezza Rice has said the move to extend the settlement doesn't help to build confidence at a time of renewed peace negotiations between the Israelis and Palestinians.Haaretz quoted Adnan Husseini, adviser to Palestinian president Mahmud Abbas, as saying that if construction continues, the Palestinians may suspend the peace talks.

Rice and Livni released no statement after their afternoon meeting at the State Department. But a spokesman for the Israeli embassy in Washington, David Siegel, said they were to discuss conditions in the Gaza strip and peace negotiations with the Palestinian Authority which are very intensive.A draft UN resolution on Iran calling for the tightening of sanctions against the regime over its disputed nuclear program was also on the agenda, he said.We would like to see a third resolution pass and we would like to see further measures and sanctions through the Security Council and outside the council, he said.The draft resolution would form the basis of a third set of economic and trade sanctions against Iran for defying Security Council demands to stop uranium enrichment activities.State Department spokesman Sean McCormack said Rice expected to receive an update on peace negotiations from Livni, head of the Israeli delegation.

I expect they will talk about Gaza too, he said.The unscheduled meeting was arranged at the last moment with Livni in Washington to attend memorial services for US lawmaker Tom Lantos, the Holocaust survivor and chairman of the House Foreign Affairs Committee who died on Monday.

OTTAWA (AFP) - A Canadian immigrant has lost his court battle to have his birthplace, Jerusalem, recognized as part of Israel on his passport as Ottawa insists it must remain neutral on the contested holy city. The Supreme Court refused Thursday to hear the appeal of Eliyahu Veffer, who immigrated to Canada about 12 years ago and wanted his Canadian passport to show he was born in Jerusalem, Israel.The decision means that Veffer has no further legal remedy in Canada for the differential treatment he faces under the policy, David Matas, Veffer's attorney, said in a statement.Veffer's passport states only his birth city with no reference to any country because Canada does not want to be seen as taking sides in the conflict between Israelis and Palestinians over claims to the holy city, officials said.Matas argued unsuccessfully in federal court that Canada allows people to choose which state appears in their passport if a birth city is in disputed territory.

But Jerusalem is an exception to this policy.

Ottawa contends the status of Jerusalem, which is important to three major religions -- Judaism, Islam and Christianity -- has been disputed since 1948 when the state of Israel came into existence.The city, which dates back some 5,000 years, holds several places of religious significance, including the Western Wall, Judaism's holiest site; the Church of the Holy Sepulchre, built where Jesus Christ is believed to have been crucified and buried; and the sacred Al-Aqsa Mosque where Mohammed is said to have briefly ascended to heaven.Both Israelis and Palestinians claim it as their capital or future capital.Until the claims of sovereignty over the city are settled, officials said, Canada would continue its current passport policy, to avoid showing favoritism to either side and prejudicing a peaceful political settlement.

JERUSALEM - Israel put its military and embassies on alert Thursday and advised Jewish institutions worldwide to follow suit as Lebanese guerrillas threatened to avenge the killing of a militant tied to spectacular attacks against U.S. and Jewish targets. Imad Mughniyeh, one of the world's most wanted and elusive terrorists, was killed in a car bombing Tuesday in the Syrian capital of Damascus. He was the suspected mastermind of attacks that killed hundreds of Americans in Lebanon in the 1980s.The Lebanese guerrilla group Hezbollah and its Iranian backers blamed Israel. Israel's government denied the charge, although military officials were more vague, refusing to confirm or deny involvement. And officials made no effort to conceal their satisfaction he was dead.

On Thursday, Hezbollah's chief Sheik Hassan Nasrallah vowed in a videotaped eulogy broadcast at Mughniyeh's Beirut funeral to retaliate against Israeli targets anywhere in the world. Israel beefed up its troop presence along the Lebanese border.Mughniyeh, 45, was the Hezbollah's former security chief. Israel blamed him for the 1992 bombing of its embassy in Buenos Aires, Argentina, in which 29 people were killed. Argentina linked him to the 1994 bombing of a Buenos Aires Jewish center that killed 85 people.Israeli military chief Lt. Gen. Gabi Ashkenazi put forces on heightened alert, instructing them to take the necessary precautions by air, land and sea in order to protect the northern border and other Israeli interests, the army said.The military sent more troops to the already heavily patrolled northern border with Lebanon, defense officials said, without elaborating. And soldiers were ordered to be on guard for attacks and kidnappings on both the border with Lebanon and in the Palestinian territories.Israeli embassies worldwide also were put on alert, and Jewish institutions across the globe were advised to be vigilant, Israeli officials said on condition of anonymity because they were not authorized to discuss security matters with the media.

Israel Radio reported that security had been raised on airplanes and ships and at sensitive installations.A statement from the prime minister's office said the Israeli anti-terror command center warned Israelis abroad to act with extra caution, noting the threat of kidnapping. It recommended staying out of Arab and Muslim countries, avoiding concentrations of other Israelis and turning down unexpected invitations to meetings in remote places.Israel fought a fierce but inconclusive monthlong war with Hezbollah in the summer of 2006, and residents of northern Israel feared a new conflict was brewing.Everything can get all messy after one incident like this, said Shuli Oozan, a 47-year-old convenience store employee in the town of Shlomi near the Lebanese border. The town was a frequent target of Hezbollah rocket attacks during the war, and was hit by two rockets fired last month, apparently by a smaller Lebanese group.The war killed 40 Israeli civilians and 119 Israeli soldiers and more than 1,000 Lebanese, most of them civilians.But while Israelis worried about the possibility of renewed war on their turf, Nasrallah declared on Thursday that his guerrilla group would hit Israeli targets anywhere in the world.

Israeli analysts were taking the threats seriously.Hezbollah doesn't want to heat up the border, said Ephraim Kam, an Israel-based Iran analyst. It's afraid Israel would strike it again hard, and Israel is better prepared to fight now, having learned the lessons of the war.The likelier avenue would be a spectacular terror attack, not necessarily against Israel itself, but something like the embassy attack in Argentina, Kam said. It won't necessarily take place tomorrow morning, he added. It takes time to carry out a spectacular attack.Yaakov Perry, a former chief of Israel's internal security service, said Hezbollah might act against Israel through allied Palestinian militant groups.

Hezbollah doesn't usually act alone, but acts with others, the best-known being Hamas and Islamic Jihad.
