Alessandro Speciale vatican city “I do not abandon the cross”: In his last public appearance as Pope at today’s General Audience, in a St. Peter’s Square full to the brim with cardinals and simple faithful, Pope Benedict XVI made one last attempt to explain the innermost reasons for his unprecedented resignation. Addressing his 150,000-strong audience, the Pope said he was aware of the “gravity” and “novelty” of his decision but that he had taken this step “with a deep peace of mind” and “great trust” in the Church.This is the first time Benedict XVI spoke so extensively about the reasons that led him to become the first Pope to resign in 600 years. His catechesis was an indirect response to the doubts expressed by many within the Church in recent weeks.Twice the Pope cast his audience’s mind back to the day of his election – 19 April 2005 – reiterating that the commitment he took on that day was “forever”. “He who assumes the Petrine ministry no longer has any privacy. He belongs always and totally to everyone, to the whole Church. His life is, so to speak, totally deprived of the private sphere,” what with all the “pastoral visits”, “public encounters”, “Audiences” and “travelling” he must undertake.Ratzinger explained to Catholics from al lover the world that his resignation in no way means “he is abandon[ing] the cross, but remain in a new way near to the Crucified Lord.” Although Benedict XVI will no longer be governing the Church, “in the service of prayer I remain, so to speak, within St. Peter’s bounds,” he said. This message sheds more light on the reason for his decision to adopt the title “Emeritus Pope” when he resigns and to continue to dress in the papal colour white. He announced this decision yesterday.His decision to resign was an easy one, the Pope admitted, but “loving the Church also means having the courage to make difficult, trying choices, having ever before oneself the good of the Church and not one’s own. “

Benedict XVI also looked back at his eight years as Pope, a time which has seen “moments joy and light, but also difficult moments.” Ratzinger evoked the image of the Church as St. Peter’s boat, one he had already used to condemn the failings of the Church ahead of the Conclave which elected him Pope. “The Lord has given us many days of sunshine and gentle breeze days in which the catch has been abundant; [then] there have been times when the seas were rough and the wind against us and the Lord seemed to sleep,” Benedict XVI said. In response to the numerous conspiracy theories and behind-the-scenes events of recent weeks, the Pope said “I have not ever felt myself alone in bearing either the joys or the weight of the Petrine ministry.”But even now that he is faced with so many personal and collective difficulties, the Pope wished to place an emphasis on faith in his last public speech: “Today my heart is filled with gratitude to God, for never did He leave me or the Church without His consolation, His light, His love.” “I see the Church is alive,” the Pope added in an off-the-cuff comment at the beginning of his speech, as he looked across St. Peter’s Square at the thousands of people who had broken into applause. Finally, Benedict XVI expressed his gratitude to all: firstly to the cardinals, starting with the Secretary of State, Tarcisio Bertone who “has stood faithfully by his side throughout [his] papacy,” the various members of the Church, accredited diplomats and all those who work in the communications sector as he recognised that relations with the media have not always been easy during his pontificate.

Venerable Brothers in the Episcopate and in the Priesthood.Distinguished Authorities!Dear brothers and sisters!

Thank you for coming in such large numbers to the last General Audience of my pontificate.Like the Apostle Paul in the biblical text that we have heard, I feel in my heart the paramount duty to thank God, who guides the Church and makes her grow: who sows His Word and thus nourishes the faith in His people. At this moment my spirit reaches out to embrace the whole Church throughout the world, and I thank God for the “news”that in these years of Petrine ministry I have been able to receive regarding the faith in the Lord Jesus Christ, and the charity that circulates in the body of the Church – charity that makes the Church to live in love – and of the hope that opens for us the way towards the fullness of life, and directs u

s towards the heavenly homeland.I feel I [ought to] carry everyone in prayer, in a present that is God’s, where I recall every meeting, every voyage, every pastoral visit. I gather everyone and every thing in prayerful recollection, in order to entrust them to the Lord: in order that we might have full knowledge of His will, with every wisdom and spiritual understanding, and in order that we might comport ourselves in a manner that is worthy of Him, of His, bearing fruit in every good work (c

f. Col 1:9-10).At this time, I have within myself a great trust [in God], because I know – all of us know – that the Gospel’s word of truth is the strength of the Church: it is her life. The Gospel purifies and renews: it bears fruit wherever the community of believers hears and welcomes the grace of God in truth and lives in charity. This is my faith, this

is my joy.When, almost eight years ago, on April 19th, [2005], I agreed to take on the Petrine ministry, I held steadfast in thiscertainty, which has always accompanied me. In that moment, as I have already stated several times, the words that

resounded in my heart were: “Lord, what do you ask of me? It a great weight that You place on my shoulders, but, if You ask me, at your word I will throw out the nets,sure that you will guide me” – and the Lord really has guided me.He has been close to me: daily could I feel His presence. [These years] have been a stretch of the Church’s pilgrim way,which has seen moments joy and light, but also difficult moments. I have felt like St. Peter with the Apostles in the boat on the Sea of Galilee: the Lord has given us many days of sunshine and gentle breeze, days in which the catch has been abundant; [then] there have been times when the seas were rough and the wind against us, as in the whole history of the Church it has ever been - and the Lord seemed to sleep. Nevertheless, I always knew that the Lord is in the barque, that the barque of the Church is not mine, not ours, but His - and He shall not let her sink. It is He, who steers her: to besure, he does so also through men of His choosing,for He desired that it be so. This was and is a certainty that nothing can tarnish. It is for this reason, that today my heart is filled with gratitude to God, for never did He leave me or the Church without His consolation, His light, His love

We are in the Year of Faith, which I desired in order to strengthen our own faith in God in a context that seems to push faith more and more toward the margins of life. I would like to invite everyone to renew firm trust in the Lord. I would like that we all, entrust ourselves as children to the arms of God, and rest assured that those arms support us and us to walk every day, even in times of struggle. I would like everyone to feel loved by the God who gave His Son for us and showed us His boundless love. I want everyone to feel the joy of being Christian. In a beautiful prayer to be recited daily in the morning says, “I adore you, my God, I love you with all my heart. I thank You for having created me, for having made me a Christian.” Yes, we are happy for the gift of faith: it is the most precious good, that no one can take from us! Let us thank God for this every day, with prayer and with a coherent Christian life. God loves us, but He also expects that we love Him!

At this time, however, it is not only God, whom I desire to thank. A Pope is not alone in guiding St.Peter’s barque,even if it is his first responsibility – and I have not ever felt myself alone in bearing either the joys or the weight of the Petrine ministry. The Lord has placed next to me many people, who, with generosity and love for God and the Church,have helped me and been close to me. First of all you, dear Brother Cardinals: your wisdom, your counsels, your friendship, were all precious to me. My collaborators, starting with my Secretary of State, who accompanied me faithfully over the years, the Secretariat of State and the whole Roman Curia, as well as all those who, in various areas,give their service to the Holy See: the many faces which never emerge, but remain in the background, in silence, in their daily commitment, with a spirit of faith and humility. They have been for me a sure and reliable support. A special thought [goes] to the Church of Rome, my diocese! I can not forget the Brothers in the Episcopate and in the Priesthood, the consecrated persons and the entire People of God: in pastoral visits, in public encounters, at Audiences,in traveling, I have always received great care and

deep affection; I also loved each and every one, without exception,with that pastoral charity which is the heart of every shepherd, especially the Bishop of Rome, the Successor of the Apostle Peter. Every day I carried each of you in m

y prayers, with the father's heart.I wish my greetings and my thanks to reach everyone: the heart of a Pope expands to [embrace] the whole world. I would like to express my gratitude to the Diplomatic Corps accredited to the Holy See, which makes present the great family of nations. Here I also think of all those who work for good communication, whom I thank for their important service.At this point I would like to offer heartfelt thanks to all the many people throughout the whole world, who, in recent weeks have sent me moving tokens of concern, friendship and prayer. s. Here, one can touch what the Church is – not an organization, not an association for religious or humanitarian purpo

ses, but a living body, a community of brothers and sisters in the Body of Jesus Christ, who unites us all. To experienc

e the Church in this way and almost be able to touch with one’s hands the power of His truth and His love, is a source

of joy, in a time in which many speak of its decline.In recent months, I felt that my strength had decreased, and I asked God with insistence in prayer to enlighten me with His light to make me take the right decision – not for my sake, but for the good of the Church. I have taken this step in full awareness of its severity and also its novelty, but with a deep peace of mind. Loving the Church also means having the courage to make difficult, trying choices, having ever before oneself the good of the Church and not one’s own.Here allow me to return once again to April 19, 2005. The gravity of the decision was precisely in the fact that from that moment on I was committed always and forever by the Lord. Always – he, who assumes the Petrine ministry no longer has any privacy. He belongs always and totally to everyone, to the whole Church. His life is, so to speak, totally deprived of the private sphere. I have felt, and I feel even in this very moment, that one receives one’s life precisely when he offers it as a gift. I said before that many people who love the Lord also love the Successor of Saint Peter and are fond of him, that the Pope has truly brothers and sisters, sons and daughters all over the world,and that he feels safe in the embrace of their communion, because he no longer belongs to himself, but he belongs to all and all are truly his own.The “always” is also a “forever” - there is no returning to private life. My decision to forgo the exercise of active ministry, does not revoke this. I do not return to private life, to a life of travel, meetings, receptions, conferences and soon. I do not abandon the cross, but remain in a new way near to the Crucified Lord. I no longer wield

the power of the office for the government of the Church, but in the service of prayer I remain, so to speak, within St

. Peter’s bounds. St.Benedict, whose name I bear as Pope, shall be a great example in this for me. He showed us the way to

a life which,active or passive, belongs wholly to the work of God.I thank each and every one of you for the respect and understanding with which you have welcomed this important decision. I continue to accompany the Church on her

way through prayer and reflection, with the dedication to the Lord and to His Bride, which I have hitherto tried to li

Encountering Peace: Israeli-Palestinian peace is achievable

This agreement is possible. The concessions within are not losses but gains and both sides will be able to stand tall and declare peace and victory.

Many of those who claim that a comprehensive Israeli-Palestinian peace treaty putting an end to the conflict is not possible are the very people who do not want it to happen. This includes those who say it’s too late, there are too many Israelis living beyond the green line, or too many new settlement houses have been built, and those who say there is no Palestinian partner.

Until now there has been no partner for peace because the negotiations, even after 20 years of negotiating have not yet produced an agreement that is acceptable to both parties and ends the claims on all of the eight core issues of the conflict. But agreement is conceivable and after each side makes the concessions which must be made they will be able to stand up proudly before their people and declare “we got the best agreement possible and it is a victory for us!” Here it is in short: 1. Palestinian statehood – this is already a fait accompli, clearly in the interests of both sides – the territorial expression of our national identity sealed by agreement, recognized by the international community, accepted by the United Nations and fulfilling the principle laid down in UN Resolution 181 from November 29, 1947 – the formal birth certificate of the two states – the establishment of two states – one Jewish and one Arab on the land known as Palestine/Israel.

2. The delineation of borders between the two states – not based on the map of 1947 but on the armistice agreement of 1949, the border line between the two states will divide the land with Palestine on 22 percent and Israel on 78%. The line will allow Israel to annex about 4% of the West Bank enabling about 80% of the Israeli citizens in settlement blocs to remain where there are.

Palestinians will get in exchange equal territory from inside of Israel proper. They will be able to use those areas as development zones and as compensation for land taken by Israeli settlements.

3. Jerusalem – Israel will have full sovereignty over all of the parts of Jerusalem where Israelis live. Jewish Jerusalem will be united and recognized by the whole world as Israel’s capital. Palestine will have full sovereignty over all of the parts of Jerusalem where Palestinians live. Palestinian Jerusalem will be united and recognized by the whole word as Palestine’s capital.

Jerusalem will be like Siamese twins – connected at the most sensitive points and therefore will remain an open city with free movement throughout.

Both parts of Jerusalem will share many aspects of infrastructure and most importantly, both sides will be responsible to work together to provide real security throughout the city. The Old City and holy places will either work on the same demographic principles or will be managed by agreement by others on behalf of both peoples. The Temple Mount/Haram al Sharif compound will see the transformation of current realities into agreements with the Muslim authorities in control on top of the Mount over the mosques there and Jewish authorities in control of the Western Wall.

This arrangement can hold at least until the Messiah comes, who can make changes then if the reality allows for it. Hundreds of millions of Muslim pilgrims will be allowed to come to complete their Haj pilgrimage which brings them to Mecca and Medina and concludes in Al-Quds, Jerusalem.

4. Refugees – All Palestinians, always, wherever they are will be able to become citizens of their independent sovereign state.

Lands added to Palestine within the territorial swaps can be used for resettlement purposes enabling Palestine to say that there is a partial return to lands from before 1948.

Israel, Palestine and the international community all have an interest to give refugees a new beginning and therefore an international donor effort will be made with generous Israeli participation that will grant all refugees in need a chance for decent modern housing, education and work. New cities like Modi’in can be constructed in the West Bank. Palestinians with land deeds and businesses that were lost will be able to apply for compensation for their losses to an international commission and Israel will also generously participate in this fund.

An agreed-to symbolic number of Palestinians will be able to apply for return to Israel proper (somewhere around 50,000 people) noting that they will be then living in the State of Israel, under Israeli laws and sovereignty. Israel can call this a humanitarian gesture of family reunification and Palestine can call it the implementation of the right of return. Palestinian refugees will also have the possibility to apply for citizenship in other countries that may offer such a possibility always holding onto to the option of becoming a citizen of Palestine also and holding dual citizenship.

5. The physical crossing between West Bank and Gaza – a stretch of about 40 kilometers going through the sovereign State of Israel. The best option, I believe, is the rail link offering services to carry passengers, cars and cargo with one stop in Gaza and one in the West Bank. Other possibilities include a bridge, road, tunnel, sunken road or combinations of the above. I propose beginning to build it now, as soon as possible from the West Bank towards Gaza and ending one kilometer short of Gaza. Gaza will be part of the full agreement, but it will only be implemented when the regime in Gaza agrees to all of the terms of the agreement.

6. Economic relations – I believe the best option for Palestine will be an improved customs union which ends all of the leakages in the Paris protocol and enables Palestine to collect their own customs because their state will have clear and defined borders.

If they would like a different trade regime they should be able to propose whatever they want because the economic consequences for Israel are inconsequential.

Israel should do everything possible to allow for a prosperous Palestine.

7. Water – with double the amount of water available today because of desalination and reuse of waste water there is no real water conflict any more. Palestine will have to have an equitable share of all of the water available in the territory between the Jordan and the Sea and water has a wonderful characteristic enabling this – it moves. The two states will probably arrive at a reallocation agreement, but I would propose, in the interest of real peace, a joint management model which states that all of the water is a shared resource, not only the water underneath the West Bank. Gaza will need a desalination plant of its own and should already be working on that today.

8. Security arrangements – without security there is no agreement on any of the above. Security arrangements need to provide real security for both peoples. Primary security responsibility is in the hands of each side within its own territory. Security cooperation between the two must be robust. A multi-national force (similar to Sinai) led by the US or by NATO with Israeli and Palestinian participation will hold longterm responsibilities along the Jordan. International monitors will be on the ground to ensure full compliance of security arrangements.

More – there will be a Jewish minority in Palestine. The rights of the Jews in Palestine will be linked to the rights of the Arabs citizens of Israel. The borders between the two states should be as open as possible. Cooperation between the two states should be the goal of both sides in every field possible.

An agreement is meant to enable a new relationship taking both sides beyond conflict toward truly peaceful relations.

Our physical space is so small; we are both required to cooperate on all aspects concerning the environment and on many other issues that are cross-boundary concerns.

The agreement must build bridges of cooperation and not walls of separation.

Implementation of the agreement will be incremental, over time based on performance and upholding obligations within the agreements. A third party monitor/judge (likely the US) will be necessary for this purpose.

U.S. Secretary of State John Kerry will bypass Israel on his first official trip to the Middle East, U.S. officials said Tuesday as they announced a jam-packed itinerary through nine nations, including several in Europe.
Kerry’s maiden voyage begins Sunday. He will visit close U.S. allies and partners in Britain, Germany, France, Italy, Turkey, Egypt, Saudi Arabia, United Arab Emirates and Qatar.Kerry’s trip will focus on the conflicts in Mali, Syria and Afghanistan, State Department spokeswoman Victoria Nuland said.Nuland said the U.S. was waiting for Israeli political parties to form a new government after the recent Knesset election.
“The Israelis are still working on their coalition,” she told reporters, adding that Kerry won’t travel to Israel or the Palestinian territories until next month—when he will accompany President Barack Obama to the region.

Arab Group: Kotel is a Muslim Site, And Jews Don't Belong There

An Israeli Arab group, “The Al-Aqsa Heritage Institute,” on Thursday issued a statement demanding that Israel halt its plans to bring more Jews to the Kotel (Western Wall) – which, the group claims, is holy not to Jews, but to Muslims.In fact, the group says, Israel is “defiling the holiness of the site” by conducting Jewish prayers there.In Jewish tradition, the Kotel is the outer retaining wall of the Holy Temple, which stood on the Temple Mount, approximately at the same location as the Al-Aqsa Mosque. When the Holy Temple was destroyed nearly 2,000 years ago, Jews were prohibited from worshipping on the Mount, first by the Romans and then by the Muslims, and proscribed from doing so by Jewish law – and adopted the Kotel as a place of prayer, as it was the closest place to the Holy Temple as the could get.In Islamic legend, however, the Kotel is a Muslim site – famous as the wall that Muhammad used to tie up his donkey when he ascended to heaven on his “night journey” from the Temple Mount. The “Buraq Wall,” as Islamist groups call the Kotel, is a part of the Temple Mount, and thus has the same status for Muslims as the Al-Aqsa Mosque, or the other holy places in the area.In a statement this week, the group said that “the Buraq Wall, west of the Al Aqsa Mosque, is one of the main objectives of the Israeli occupation. As a result, more than 10 million Israelis and tourists violated the holiness of the site during 2012, this according to the occupying police force. The occupiers are proud of this large number, and say in fact that they want to double the number of visitors within a few years,” the statement said.“Such plans endanger Al-Aqsa by making it a target for direct Israeli occupation,” the statement said. “The Al-Buraq Wall along with the entire area around Al-Aqsa, including the Mugrabi neighborhood (the term used by the group for the Jewish Quarter of the Old City of Jerusalem), destroyed in 1967, is holy Muslim land, and an inseparable part of the Al-Aqsa property,” the statement added.

Syria Claims It Shot Down Israeli Drone

Syria claims in unconfirmed report that its forces downed an Israeli unmanned aerial vehicle (UAV) near the border with Lebanon.

Syria claims its forces have downed an Israeli unmanned aerial vehicle (UAV) near the border with Lebanon.
A report broadcast Wednesday on Syria's state-run Mayadeen TV claimed government forces shot down the drone over the village of Deir al Ashayer, about 15 miles west of Damascus and not far from where an alleged Israeli strike on a chemical weapons processing plant took place last month.A separate report published by the Damas Post quoted local witnesses who said they saw a surface-to-air missile fired from Syria hit the drone, and burning wreckage falling from the sky over the eastern Lebanese village of Yanta.
The event was not reported in the Syrian state-run SANA news agency, and there was no comment by Prime Minister Binyamin Netanyahu's office.On Wednesday there were numerous reports in Lebanese media about Israeli warplanes conducting “mock raids” over southern Lebanon, and multiple reconnaissance flights over towns and villages around the country.Earlier this week, Israeli submarines were reported by Lebanese media to be cruising off the coast of Lebanon between Sidon and Nakura. French tracking installations had allegedly informed the United Nations the subs were detected.
A week ago, four Israeli warplanes were spotted flying in Lebanese air space on what appeared to be intelligence-gathering missions. Two of the planes appeared above Kafrkila village, and then circled over various regions before leaving several hours later from above Rmeish village. Two others began at the same starting point but circled a different route before leaving some time later from over Aima Sha'ab village.

Conte Jr., believes the next pope will be Cardinal Francis Arinze and that he will take the name Pius XIII. This name (Pius) is associated historically with popes who emphasized authoritative doctrine during their pontificates. Cardinal Arinze fits this description, and Conte interprets this qualification as best fulfilling “Peter the Roman” as a pope who “will reaffirm the authority of the Roman Pontiff over the Church; this authority is based on his place as a Successor of Peter” and “will emphasize the supremacy of the Roman Catholic Faith and the Roman Catholic Church above all other religions and denominations, and its authority over all Christians and all peoples of the world.” To this, Conte adds, “During the reign of Pope Peter the Roman, the great apostasy begins” and this pope will mark “the first part of the tribulation, during our generation.”[i] Conte envisions this apocalypse beginning in 2012 when, as he sees it, Benedict is assassinated and is replaced by Petrus Romanus. Pope may change conclave rules before leaving: Vatican

VATICAN CITY (Reuters) - Pope Benedict may change Church rules governing the conclave where cardinals from around the world will meet next month to secretly elect his successor, the Vatican said on Wednesday.Benedict was studying the possibility of making changes to two laws established by his predecessor Pope John Paul before he abdicates on February 28, a spokesman said.The changes may affect the timing of the start of the conclave.Spokesman Father Federico Lombardi said Benedict was considering making changes that would "harmonize" two documents approved by his predecessor.One governs the period while the papacy is vacant, known as the "Sede Vacante," and another is more specific about the running of the conclave after it begins.A 1996 apostolic constitution by Pope John Paul, called "Universi Dominici Gregis," stipulates that a conclave must start between 15 and 20 days after the papacy becomes vacant, meaning it cannot begin before March 15 under the current rules.Some cardinals believe a conclave should start sooner in order to reduce the time in which the Roman Catholic Church will be without a leader.
Cardinals around the world have already begun informal consultations by phone and email to construct a profile of the man they think would be best suited to lead the Church in a period of continuing crisis.

Sede vacante - The papal transition

Officials in the Vatican are busy preparing the election of a successor after Pope Benedict XVI announced he would resign at the end of the month. The 'sede vacante' period is subject to a strict code of regulations.

Sede vacante is literally the period of the 'empty seat', when the Holy See becomes vacant after the death or resignation of a pope. It is a well-regulated interim period. Following his resignation announcement, Pope Benedict XVI will remain in office for about two more weeks. The German pope is not expected to make any spectacular decisions during that period, said Stephan Haering, a Munich-based expert on canon law, "I do not believe he will appoint more cardinals, but he will observe his regular papal duties," Haering told a Munich church radio station. According to schedule, Pope Benedict is expected to hold public appearances on Ash Wednesday and on February 24.This time, Vatican authorities have more time than they usually do to prepare for the transition period, the secret conclave and the arrival of the presumably 117 cardinals eligible to vote, as well as thousands of reporters. The actual sede vacante period begins when the pope steps down at 8 p.m. on February 28.The Cardinal Camerlengo, currently 78-year-old Tarcisio Bertone, is responsible for managing the property of the Holy See during the interim period between the resignation and the election of a new pope.

Benedict's surprise resignation announcement allows for a completely new and much longer period of speculation and taking stock as well as mental preparation.The Sistine Chapel, presumably the best-known chapel in the Apostolic Palace, is in for several changes before the conclave begins; bustling activity, too, in the rooms and corridors of the guest house that will house the electors. At some point, then, the Cardinals install themselves in the Chapel to elect a successor. VATICAN CITY (AP) — Popular pressure is mounting in the U.S. and Italy to keep California Cardinal Roger Mahony away from the conclave to elect the next pope because of his role shielding sexually abusive priests, a movement targeting one of the most prominent of a handful of compromised cardinals scheduled to vote next month.Amid the outcry, Mahony has made clear he is coming. And a Vatican historian said Wednesday that there is no precedent for a cardinal staying home because of personal scandal.Conclaves always bring out the worst in cardinals' dirty laundry, with past sins and transgressions aired anew in the slow news days preceding the vote. This time is no different — except that the revelations of Mahony's sins are so fresh, and ordinary Catholics seem to want to have a greater say in who is fit to choose their next pope.
This week, the influential Italian Catholic affairs magazine Famiglia Cristiana asked its readers if the Los Angeles-based cardinal Mahony should participate in the conclave given the revelations. "Your opinion: Mahony in the conclave: Yes or No?" reads the online survey of one of Italy's most-read magazines.
That followed a petition by a group in the United States, Catholics United, demanding that Mahony recuse himself from the papal conclave.Mahony, however, has made clear he will vote. "Count-down to the Papal Conclave has begun. Your prayers needed that we elect the best Pope for today and tomorrow's Church," he tweeted earlier this week. He promised daily Twitter updates from the conclave.Last month, a court in Los Angeles ordered the release of thousands of pages of confidential personnel files of more than 120 priests accused of sex abuse. The files show that Mahony and other top archdiocese officials maneuvered behind the scenes to shield accused priests and protect the church from a growing scandal while keeping parishioners in the dark.Mahony was stripped of his duties last month by his successor at the largest Catholic diocese in the United States. VATICAN CITY (AP) — Pope Benedict XVI may enact a new law governing the upcoming conclave to elect a new pope amid continued uncertainty over when the voting can begin.The Vatican spokesman, the Rev. Federico Lombardi, said Wednesday that he didn't know for sure if the new law under consideration would address the timing of the conclave following Benedict's Feb. 28 resignation. He said it would contain some "clarifications" on certain points. But given the crush of interest surrounding the conclave date, it's likely to address the issue.The current law says cardinals should wait 15 days after the papacy becomes vacant before launching a conclave to allow all eligible cardinals to arrive in Rome, making March 15 the presumed start. That delay, however, assumed a papal death and funeral. In this case, the cardinals already know that this pontificate will end Feb. 28 and can get to Rome in plenty of time to take part in the conclave.Some canonists and scholars have said the current rules allow for some wiggle room on the 15-day wait given that most if not all the cardinals will already be in Rome for Benedict's final general audience Feb. 27 and his farewell meeting with cardinals on Feb. 28."The document says that the cardinals present in Rome must wait 15 days for the arrival of the others," noted Ambrogio Piazzoni, the vice prefect of the Vatican library. "That can mean that if the cardinals all arrive before the 15 days there is no need to wait. 1-Cardinal Angelo Scola

Why He Might Be Elected: Scola's academic background mirrors Pope Benedict's and he has been at the front of the church's Muslim outreach efforts. He established the Oasis Foundation, which brings Muslim and Christian scholars together to promote mutual understanding and brainstorm the future of the Middle East. His extroverted public persona has been compared to that of Pope John Paul II. Also, twice in the last century, archbishops from Milan have been elected pope: Popes Pius XI in 1922 and Paul VI in 1963.
Why He Might Not Be Elected: Scola is rumored to have enemies in the Roman Curia (the governing body of the church) and some church leaders are wary of anointing another academic as pontiff.

2- Cardinal Tarcisio Bertone

Country: Italy.
Position: Cardinal Secretary of State; Camerlengo of the Holy Roman Church.
Age: 78.
Why He Might Be Elected: Bertone has been assuming more of the day-to-day responsibilities of the papacy in recent years and he has a reputation as the most powerful (if somewhat ruthless) politician in the Holy See. He is responsible for appointing many of the Italian elector-Cardinals who will name the next pope, and, as Business Insider points out, he "knows where every body is buried."
Why He Might Not Be Elected: The master politician has too many enemies within the church. Bertone was the main target in 2012's "Vatileaks" scandal and many cardinals have openly blamed him for failing to "avert the gaffes that have marred Benedict's papacy." He does not speak English or French and is considered by many to be power-hungry and unqualified for the office he currently holds, let alone the office of the pope.

3- Cardinal Peter Turkson

Position: President of the Pontifical Council for Justice and Peace.
Age: 64.
Why He Might Be Elected: Africa is one of the fastest-growing regions in Catholicism. In 2008, Pope Benedict said that the election of a black pontiff would "send a splendid signal to the world" about the universal nature of the Catholic Church. Turkson speaks six languages and is one of the more visible members of the Church, who comes across as both likeable and pragmatic in his public appearances. His extensive pastoral experience in Africa is also a point in his favor.
Why He Might Not Be Elected: Turkson sparked controversy in October 2012 when he screened a YouTube video that made alarmist predictions about the growth of Islam in Europe at an international meeting of bishops. Also, as the National Catholic Reporter points out: "As the head of a pontifical council (which doesn't really wield binding authority over much of anything), Turkson hasn't fully laid to rest questions about his ability to govern."

4- Cardinal Francis Arinze

Why He Might Be Elected: Like Turkson, Arinze is a high-profile African cardinal and was on the short list after Pope John Paul II's death.
Why He Might Not Be Elected: At 80, Arinze is too old to vote in the papal election himself and the last non-voting Cardinal to be elected pontiff was Hadrian VI in 1522. It seems unlikely that the conclave would appoint the oldest pope in the history of the church after the health-related resignation of Pope Benedict.

Palestinian Authority officials have welcomed the news that MK Tzipi Livni, formerly the Foreign Minister, will head Israel-PA negotiations under her party’s coalition deal with Prime Minister Binyamin Netanyahu.
“Livni’s publicly stated positions are positive,” said Nimer Hammad, a top advisor to PA Chairman Mahmoud Abbas. “She has experience with the demands of the peace process and with the Palestinian side’s view of the solution.”Livni was heavily involved in negotiations with the PA under the administration of former Prime Minister Ehud Olmert. He and Livni reportedly offered the PA over 90% of land in Judea and Samaria for the creation of a new Arab state, and suggested splitting the city of Jerusalem to give the PA a capital in the eastern part of the city.Both Netanyahu and Livni have been taking heat from Israelis for their coalition agreement. Livni had previously declared that Netanyahu would be a diplomatic disaster for Israel, while Netanyahu said before the elections that Livni failed as a negotiator and should not have a major role in talks with the PA.The two tried to staunch the flow of criticism in their Tuesday night news conference by acknowledging their previous statements. Israel’s current security needs required them to overcome their differences for the common good, they argued.Livni’s former party, Kadima, is expected to join the coalition soon as well. Kadima has just two seats in the current Knesset, down from 28 in the previous Knesset. Party head Shaul Mofaz is rumored to have been offered either the Ministry of Strategic Affairs or the Environmental Protection Ministry.

The Bayit Yehudi (Jewish Home) party is moving forward in its coalition talks with Likud Beytenu, MK Uri Ariel said Wednesday, speaking to Arutz Sheva.“There is progress, not in Kfar Maccabia in front of the cameras, but in various discussions with senior members of Likud,” he reported. However, he said, “it is not enough.”Likud’s deal with Tzipi Livni’s Hatnua party “is cause for concern,” he said. The agreement will affect the Jewish Home party, which disagrees with Livni regarding concessions in Judea and Samaria and which Livni has dismissed as dangerously extremist.It is also a blow to Yair Lapid of Yesh Atid, who had hoped to be given the Justice Ministry portfolio that Netanyahu just gave to Livni, he noted.However, Ariel scoffed at media reports, based on “senior Likud sources,” that Bayit Yehudi is “at war” with Likud. “That’s just spin from cowardly senior party members,” he said, adding, “It’s not for nothing that they’re hiding [under anonymity].”Ultimately, he predicted, the Jewish Home party will be in the coalition. “Netanyahu needs us even if he doesn’t want us,” he said.MK Ariel reported that in addition to Bayit Yehudi’s known understandings with Lapid and Yesh Atid, “we are in close contact with the hareidi parties.”The party would have preferred an agreement with the hareidi parties, but was rejected by them, he revealed. “We proposed several times that we establish a joint religious front based on the Sabbath, the Land of Israel, and sharing the burden [of military service],” he said.The hareidi-religious parties are steadfast in their rejection of mandatory military service for youth who wish to study Torah full-time.

IDF Seeks Religious Jewish Female Soldiers

IDF higher-ups discuss ways to boost enlistment among religious Jewish women.

Top IDF officials met this week with representatives from Aluma, an organization that directs Israeli youth to meaningful IDF service. Their goal: to figure out how to boost IDF enlistment among religious Jewish women.Women who live a traditional religious lifestyle are exempt from army service. In total, 40% of Israeli women eligible for IDF service do not serve, and 35% of those get an exemption for religious reasons.
While exemptions from service for men are common primarily in the hareidi-religious community, women from both the hareidi community and the religious-Zionist community often seek exemptions.However, IDF officers noted a recent increase in the number of female recruits who are graduates of the public religious Jewish school system. The increase comes despite the fact that many religious girls’ schools have a policy not to allow recruitment activities on school grounds.Brigadier-General Gadi Agmon of the IDF Manpower division said the army would work to ensure that each religious female recruit would be able to serve without compromising on her values. The IDF is willing to commit to allowing female soldiers to leave their positions without negative repercussions if the position does not allow religious observance, he said.Units that include religious female recruits are subject to visits from superiors, and the recruits have twice-annual meetings with superior officers to ensure any concerns are addressed, Agmon added.Yifat Selah of Aluma has worked on behalf of religious female soldiers for several years. Aluma’s goal is not to encourage 12th grade girls to enlist, she said, but rather to be sure they have all the relevant information.“That said, we are all women who decided to enlist, and we do not conceal our stance,” she added.Selah explained that Aluma works directly with religious soldiers and not with rabbis, but said there are rabbis who support religious female soldiers even if they do not actively encourage female IDF enlistment.
