Cabinet Secretary Avichai Mandelblit intends to block a draft agreement that would transfer control of parts of the Western Wall to a right-wing Israeli nonprofit.Mandelblit’s decision to oppose the tentative deal comes shortly after a group of Reform and Conservative rabbis sent him a letter strongly protesting the transfer of control.Under the deal, the government would have transferred control of the Jerusalem Archaeological Park and Davidson Center to the City of David Foundation, according to Haaretz.The foundation currently runs the City of David tourist site outside Jerusalem’s Old City and works to settle Jews in the surrounding Arab neighborhood.The Israeli Reform and Conservative movements have been negotiating with the government for months to expand a non-Orthodox prayer space at Robinson’s Arch, a section of the Western Wall that the deal would have included.On Wednesday, the CEO of Israel’s Masorti Movement, Yizhar Hess, told JTA that the Reform and Conservative leaderships were not notified of the deal with the City of David Foundation before it was drafted.Hess said that if implemented, the draft agreement would depart from a compromise on the Western Wall outlined  last year by the Jewish Agency for Israel’s chairman, Natan Sharansky. Sharansky’s outline proposed creating a pluralist council to manage the site.“One of the primary issues of our negotiation, from the earliest stages of the Sharansky plan, was that religious governance and authority over the site would be granted to duly appointed religious leaders of the Reform and Masorti/ Conservative movements, to serve at the pleasure of the Prime Minister or his designates,” the rabbis’ letter stated. “Surely you will understand that we would like to know why the Government of the State of Israel does not accept our legitimacy to form a governance body, but find the [City of David Foundation] suitable to do this and much more.”Women of the Wall, a women’s prayer group that meets monthly at the Western Wall and that is also negotiating the Robinson’s Arch expansion, also protested the draft agreement.

Police to restrict Friday prayers on Temple Mount

Announcement comes after protesters burn Israeli flag, throw rocks near entrance to al-Aqsa compound

Muslim prayers on the Temple Mount Friday will be restricted Friday for fear of riots, police said. Only women, children and men over the age of 50 bearing Israeli ID cards will be allowed access to the holy site.
The announcement followed a protest in Jerusalem’s Old City that turned violent Thursday, when dozens of Palestinians hurled firecrackers and stones at police forces, while others attempted to set fire to the Lions’ Gate near the entrance to the al-Aqsa mosque compound.According to Ynet, several demonstrators also burned an Israeli flag in protest of a recent government debate over Jewish prayer rights at the Temple Mount, as well as the death of an Arab inmate in the Soroka Medical Center in Beersheba several days ago. The protesters were heard chanting “a million martyrs [will] march to Al-Aqsa.”The protests began after a large number of youths requested to carry the body of Jihad al-Tawil, a traffic violator who died after being diagnosed with cancer and suffering a heart attack, up to the Temple Mount.After police did not grant them access to the holy site, the youths attempted to ignite an abandoned police post near the Lions’ Gate. At that point, police broke up the gathering and the protesters fled towards East Jerusalem.
No one was reported to have been injured during the clashes.

On Tuesday, the Knesset held a first of its kind debate to examine the right of non-Muslims to enter and pray at the holy compound in Jerusalem, with over 30 MKs from both right-wing and left-wing parties seeking to voice their opinion on the divisive topic.The discussion ended late Tuesday with no vote being taken.Almost all of the parliament’s Arab members chose not to attend the session in protest over the decision to hold it.
The debate, headlined “the loss of Israeli sovereignty on the Temple Mount” and rescheduled from last week, was initiated by right-wing lawmaker MK Moshe Feiglin (Likud), whose visits to the Temple Mount have drawn media and police attention. Feiglin was arrested for praying there in October 2012 and January 2013, before he became an MK, and visited the Mount earlier this week ahead of the debate.Police restrictions bar Jews from praying or engaging in other religious activities while on visits to the Mount for fear that they will provoke a violent reaction from Muslims, a policy Feiglin said was absurd.The Temple Mount is jointly administered by the Jordanian government and the Jerusalem-based Islamic Waqf, an arrangement that has been in place since Israel captured the Old City and East Jerusalem in the 1967 Six Day War and later annexed them. Regarded as a holy site by both Judaism and Islam, proposed changes to the status quo at the Mount are often a source of unrest.Hamas and Palestinian Authority officials, together with leaders of the Islamic Movement in the Galilee, have long accused Israel of planning to take control of the Muslim sites on the Mount.Lazar Berman, Gavriel Fiske, The Associated Press and AFP contributed to this report.

Poll: Three quarters of Israeli Jews would accept peace deal

More than 50% define themselves as right wing and don’t trust the Palestinians, yet would vote for a new Netanyahu-led centrist party

Three quarters of Hebrew-speaking Israelis would support a peace agreement with the Palestinians based on the Arab Peace Initiative, and more than half would vote for Prime Minister Benjamin Netanyahu if he were to leave the Likud and create a new party, according to a new poll published Thursday.The survey, commissioned by the non-profit Israeli Peace Initiative, was conducted earlier this month among a representative sample of 500 Hebrew-speaking Israelis. The poll’s sponsors said it indicated that a large majority of the country’s Jews hold hawkish views regarding the peace process but would be willing to accept a deal if they understood what Israel stands to gain from an accord normalizing diplomatic and trade relations with the entire Arab world.According to the survey, 76 percent of respondents said they are “sure” or “think” that they would be willing to support an agreement after they were told about nine different elements of the deal, all based on the Arab Peace Initiative, presented to them in a way that made them seem beneficial to Israel. More than 60 percent of respondents said they would likely support a regional peace treaty even before any components of it were discussed.“This represents a statistically significant increase over the findings in other surveys conducted over the past few months,” according to the authors of the survey.“The significance of this poll shows that a) Israelis indeed hold right-wing views, b) they don’t believe the Palestinians, c) they will accept a far-reaching deal based on the Arab Peace Initiative if presented properly to them and d), that they will support Bibi Netanyahu if he does make such a heroic decision,” said IPI’s Koby Huberman, during a conference call with reporters Thursday.“If [Israelis] understand the underlying logic of involving the Arab states in the equation and moving toward the end of the Israeli-Arab conflict, then they would be willing to accept a package deal that is far-more reaching than if it was a just a bilateral agreement.”More than half of the poll’s respondents said they consider themselves either “extreme right wing” (28 percent) or “soft right” (24 percent). About 30 percent define their political position as centrist and 16 percent as either “soft left” or “extreme left.”First adopted by the Arab League in 2002, the Arab Peace Initiative promises Israel “full diplomatic and normal relations” with 57 Arab and Muslim states, in exchange for a “comprehensive peace agreement” with the Palestinians. Israelis leaders have so far reacted mostly coldly to the initiative, unhappy about some of its terms.This week’s poll presented respondents with what Huberman called a “legitimate interpretation” of the Arab Peace Initiative, though not with its exact wording. Some of the terms presented to the respondents included the creation of a demilitarized Palestine, settlements remaining under Israeli sovereignty with only “minor territorial exchanges,” East Jerusalem as capital, no right of return for Palestinian refugees (with the with the exception of “a symbolic number”), security arrangements to protect against Iran and terror, and the promise that economic access to “300 million consumers and a billion residents [in the Arab and Muslim world] will improve the situation of Israeli citizens.”Some 70 percent of respondents indicated a willingness to support these parameters. Only two of the nine components — the future of the holy sites, which would not be under any specific sovereignty but managed separately by each religious group, and the division of Jerusalem — received the support of slightly less than 50 percent.Seventy-two percent of respondents believed that Israelis are interested in signing a peace treaty to end the conflict. However, 77 percent are convinced that the Palestinians are not interested in reaching such an agreement.Netanyahu has repeatedly stated that any possible peace agreement would have to be submitted to a referendum. “It is important that every citizen have a direct vote on fateful decisions such as these that will determine the future of the state,” he said in July, when the ongoing US-brokered peace negotiations resumed last summer.According to the poll, conducted by Israeli research institute New Wave Research, 73 percent of the Israeli public would support the prime minister if he were to present a peace treaty based on the nine components. Fifty-six percent said they would vote for him if he broke away from the Likud — most of whose senior members are opposed to a two-state deal with the Palestinians — and were to create a new centrist party.“In summarizing the demographic variables, it is important to note that previous surveys reveal that younger respondents and women tended towards weak support for the principle of a regional agreement to end the conflict,” the poll’s authors noted. “This time, it is clear that support for peace agreements and willingness to support the components of the agreement among these two population groups is now similar to that what they are among the rest of the population.”

Massive ultra-Orthodox demonstration set for Sunday

Protest against draft law expected to disrupt routine in Jerusalem; Route 1 and bus station to close; schools near city entrance to shut early

A large demonstration called by ultra-Orthodox leaders on Sunday in Jerusalem is expected to snarl traffic, close roads and shut down public transportation around the entrance to the city and the Knesset, police said on Thursday.The protest against the draft law is expected to disrupt normal routine in Jerusalem and authorities are to deploy a large security contingent in an effort to keep the peace. In the past, ultra-Orthodox protesters have clashed with police — earlier this month in Ashdod, a protest which drew several hundred led to over a dozen arrests for rioting.The authorities said that Route 1, the main road between Tel Aviv and Jerusalem, would be closed after 2 p.m. Sunday from the Latrun area to the capital, and the Jerusalem Central Bus Station would also be shut down in the afternoon.Police warned of heavy traffic and blocked roads in the area around the entrance to Jerusalem and the Knesset. Buses and light rail service near the entrance to the city will cease Sunday afternoon, and public schools near the entrance to Jerusalem will close at 1 p.m.Most public transportation and schools in the city are to function normally, police noted.
Jerusalem’s Deputy Mayor Yisrael Kellerman, one of the organizers of the event, said he hoped hundreds of thousands of ultra-Orthodox would come. “We wanted to bring the Haredi community from the entire country,” he told Haredi news site Kikar Shabbat. “There were some difficulties because within a few short days we had to bring everyone — we have to bring thousands of buses; we hope that hundreds of thousands will arrive.”Kellerman also said that Mayor Nir Barkat was cooperating in coordinating the event, as were security and rescue services.Last week, ultra-Orthodox leaders debated the wisdom of holding large-scale public protests against the proposed draft law, which would require yeshiva students to do military or national service and punish individuals who do not report for service or institutions which facilitate resisting the law.The latest version of the draft bill has faced scathing criticism from ultra-Orthodox leaders over its inclusion of individual criminal sanctions against draft-dodgers that would kick in if the community as a whole failed to meet rising quotas for the draft. But it has also faced criticism from proponents of an equal draft for delaying such criminal sanctions until mid-2017, after the next election.Haviv Rettig Gur contributed to this report.

Kerry: Peace talks to extend past April deadline

WASHINGTON — US Secretary of State John Kerry acknowledged Wednesday that his quest to seal a full Middle East peace deal will slip beyond an April deadline.He was first hoping to agree a framework to guide the talks between Israel and the Palestinians, Kerry told a small group of reporters in Washington, including AFP.“Then we get into the final negotiations. I don’t think anybody would worry if there’s another nine months, or whatever it’s going to be… But that’s not defined yet,” he said in his private conference room at the State Department.“We’re using the current deadline to help shape this,” he said, adding he was prepared to continue the talks “for whatever period of time might be appropriate.”The top US diplomat coaxed the two sides back to the negotiating table in late July, after a three-year hiatus, and at the time said the aim was to reach a full peace treaty within nine months.But asked Wednesday if that was still possible, Kerry replied: “Well, no, we’ve been very upfront about that. For months we’ve been saying we’re trying to get a framework.”“We’ve understood what we can get within this time period. We’ve never fudged that,” he insisted.“We’re trying to get the framework, which is a huge deal if we’ve used these seven months thus far to get an understanding of where the parties are and to be able to shape the final negotiations.”Kerry has been shuttling between the two sides, and last week met Palestinian president Mahmud Abbas in Paris for talks as he seeks to hammer out the framework.The negotiations have shown little sign of progress, amid bitter recriminations with each side blaming the other for the stalemate.But Kerry insisted that both parties were still “in the middle” of the talks.“I laugh at people who say it’s not going anywhere. They don’t know because we’re not talking about where it’s at. They have no clue where our negotiations are and whether they could go anywhere.”A Palestinian official told AFP however last week that Kerry’s ideas could not be the basis of any framework.“The ideas proposed cannot be accepted by the Palestinian side as the basis for a framework accord between the Palestinians and Israel as they do not take into account the legitimate rights of the Palestinian people,” he told AFP, asking not to be named.US ambassador to Israel Dan Shapiro said on Friday that he expected Palestinian recognition of Israel’s Jewish character to be part of the framework, which Palestinians fear could compromise the right of return for refugees.Kerry is also likely in the coming days to meet Israeli Prime Minister Benjamin Netanyahu on the sidelines of an annual conference in Washington organized by AIPAC.“Clearly the final status agreement is a huge document, pages of legalese that have to be worked out, about security and movements and passages… water, energy, there’s a lot there,” he added.

Palestinian Authority President Mahmoud Abbas left a two-day meeting with US Secretary of State John Kerry in Paris last week fuming over Kerry’s proposals for a framework accord between Israel and the Palestinians, according to a Palestinian report.The top American diplomat reportedly offered for Abbas to form a Palestinian capital in Beit Hanina, not all of East Jerusalem, as the Palestinians have demanded.
Kerry also suggested that Israel keep 10 settlement blocs as part of any territorial exchange, according to Al Quds, the most widely read Palestinian daily, on Wednesday.The Jordan Valley would not be part of a future Palestinian state, Palestinian sources told the paper, nor would there be an international force stationed there. And Kerry reportedly demanded that the Palestinians recognize Israel as the homeland of the Jewish people.
The report, which received no official confirmation, added that Abbas exploded with rage over the US secretary’s proposals, and described them as “insanity.” The PA president threatened to “overturn tables” and to go back on the flexibility he had shown in order to facilitate US-led peace efforts, according to Al Quds.The paper suggested that Abbas’s subsequent invitation to meet US President Barack Obama at the White House was a form of damage control on the part of the Americans. A date has yet to be set for the visit.

The explosive nature of the meeting reported in the Palestinian daily appeared far removed from the image projected by Abbas to the media in Paris, where he described American efforts as “extremely serious.”
“So far the Americans have not been able to put these ideas into a framework, even if the efforts are extremely serious,” he said Friday. Kerry called the meeting “constructive.”But a Palestinian official who spoke Friday on condition of anonymity said that the US secretary’s proposals could not serve as the basis for a framework deal, as “they do not take into account the legitimate rights of the Palestinian people.”
Israel and the Palestinians are nearing the end of a nine-month round of talks, brokered by the US.Kerry acknowledged Wednesday that talks between the parties would stretch beyond the current April deadline. He told reporters that he was hoping to first secure a framework agreement.“Then we get into the final negotiations. US President Barack Obama is gearing up to take a more active role in Israeli-Palestinian peace talks and will begin by pressuring the sides to accept US Secretary of State John Kerry’s framework proposals, according to a report that cited administration officials on Wednesday.In his scheduled meeting with Prime Minister Benjamin Netanyahu on Monday in Washington, Obama will make an urgent appeal to the Israeli leader to accept Kerry’s generalized roadmap for final status negotiations, according to The New York Times.The US president is expected to apply the same pressure to Palestinian Authority President Mahmoud Abbas when the two meet next month.Obama, since his reelection, has ostensibly given Kerry the reins when it comes to the Middle East conflict, with the secretary making 11 trips to the region since helping to launch a new round of talks in July.“Now is a very timely opportunity for [Obama] to get involved,” a senior administration official said, speaking on condition of anonymity.With reports that the sides have reached an impasse over issues such as the recognition of Israel as a Jewish state and maintaining an Israeli presence in the Jordan Valley, and with a 9-month deadline for talks looming in April, White House officials said now is the time for the president to get involved.“The president wouldn’t want to run any risk that it was the lack of his involvement that would make the difference between success and failure,” said a senior official.On Wednesday, Kerry admitted that the talks would extend past April, but officials said the goal is to have a framework by the end of that month.Also on Wednesday, a report surfaced in the Palestinian media which described an explosive meeting between Abbas and Kerry in Paris last week, after which the Palestinian leader reportedly called the secretary’s proposals “insanity.”According to Al Quds, Kerry offered for Abbas to form a Palestinian capital in Beit Hanina, not all of East Jerusalem, as the Palestinians have demanded. And he suggested that Israel keep 10 settlement blocs as part of any territorial exchange. The Jordan Valley would not be part of a future Palestinian state, Palestinian sources told the paper, nor would there be an international force stationed there. And Kerry reportedly demanded that the Palestinians recognize Israel as the homeland of the Jewish people.There was no official confirmation of the report.

The government has unofficially and quietly froze settlement construction outside the major blocs for the past few months in an apparent acquiescence to American pressure.According to a report in Yedioth Ahronoth on Thursday, Jordan Valley regional council chief David Elchaiiani asked Cabinet Secretary Avichai Mandelblit last week why construction was being held up in the settlements that he administers, even in projects that had received approval from the defense minister. He was told that the order had come from on high not to advance construction plans in settlements outside the major blocs.“We received instruction from policy makers not to advance plans outside what’s found in the settlement blocs,” Mandelblit was quoted as telling Elchaiiani last Monday. “Let’s wait patiently until we return from the United States and then we’ll talk,” he was said to add, in a reference to Prime Minister Benjamin Netanyahu’s visit to Washington on Monday.
Major West Bank settlement blocs are typically thought to include the Jewish communities in the Etzion bloc south of Jerusalem, Ma’aleh Adumim, and Ariel, but it wasn’t clear from the report what areas are included in the unofficial construction freeze.Israel has demanded that the sparsely populated Jordan Valley, which runs along the border with the Hashemite Kingdom, remain under its control as part of a deal with the Palestinians, citing its strategic importance.In recent months, right-wing MKs have drafted bills seeking to annex the Jordan Valley and place it under Israeli jurisdiction, and the UN has noted a rise in Israeli demolitions of Palestinian construction in the area.Last week Army Radio reported that the Obama administration asked Israel to impose an unofficial settlement freeze outside major settlements blocs if an American-mediated framework agreement is agreed upon by Israeli and Palestinian negotiators. The prime minister clearly promised there wouldn’t be any freezes, official or unofficial, and I expect that he will stand by that commitment.”Earlier this week a group of right-wing MKs wrote a public letter to Netanyahu published in the Israeli press warning him against agreeing to a settlement freeze, stressing that they would not accept any framework agreement that would prevent Israelis from expanding the Jewish presence in the West Bank.

Israel has killed dozens of Palestinian civilians in the West Bank over the past three years showing a “callous disregard for human life,” a report by Amnesty International said Thursday.Israel responded by saying the London-based rights group did not take into account the increasing number of attacks on its forces in the past year or seek comment until the eve of publication.The report entitled “Trigger-happy: Israel’s use of excessive force in the West Bank” documents the killing of 45 Palestinians and wounding of thousands “who did not appear to be posing a direct and immediate threat to life.”It “shows a harrowing pattern of unlawful killings and unwarranted injuries of Palestinian civilians by Israeli forces in the West Bank.”The report accuses Israel of “war crimes and other serious violations of international law” against Palestinians.Since occupying the West Bank, East Jerusalem and Gaza in 1967, “Israeli authorities have signally failed to carry out independent investigations that meet international standards into alleged crimes,” Amnesty claimed.
The group calls on Israel “to open independent, impartial, transparent and prompt investigations into all reports of Palestinian civilians killed or seriously injured by the actions of Israeli forces.”It also urges the United States, European Union and the rest of the international community to “suspend all transfers of munitions, weapons and other equipment to Israel” to pressure it to change.The Israeli military said Amnesty failed to take into account “the substantial increase in Palestinian violence initiated over the past year,” which “saw a sharp increase in rock hurling incidents, gravely jeopardising the lives of civilians and military personnel.”“During that year alone, 132 Israelis were injured, almost double the previous year,” it added. “Over 5,000 incidents of rock hurling took place.”“In 2013 there were 66 further terror attacks which included shootings, the planting of IEDs (improvised explosive devices)… and the abduction and murder of a soldier.”Foreign Ministry spokesman Yigal Palmor said Amnesty authored its report “without even bothering to ask for response and comment,” until the eve of publication.“Their trick is to disable our capacity to respond,” he said in an email to AFP. “And that’s what this move is about: not to get responses, but to deprive Israel of its capacity to even take part in the conversation.”

The Defense Ministry said it successfully completed final testing on a system that protects commercial planes from missile attacks.Eitan Eshel, head of research and development at the ministry, said Wednesday that testing of the “Sky Shield” system was “100 percent successful.”Wednesday’s tests involved firing live missiles, which were all successfully deflected.The system integrates laser technology with a thermal camera to protect aircraft against missiles fired from the ground. It deflects missiles fired at aircraft by changing their direction.Eshel did not say when the system, under development for about a decade, would become operational.Israel’s Channel 2 news said the threat to civilian airliners worldwide was on the rise, and reported that European authorities had thwarted eight efforts to launch shoulder-fired missiles at airplanes in the past year alone.Islamic terrorists fired two surface-to-air missiles at an Israeli charter plane shortly after takeoff in Mombasa, Kenya, in 2002. A Knesset debate Tuesday on Israeli sovereignty over the Temple Mount set off intense criticism in the Arab world, including in countries with which Israel has signed peace treaties.Egypt’s foreign minister, Nabil Fahmy, warned Tuesday in a statement that an Israeli declaration of sovereignty over the contested site could lead to an “explosion’” in the region.The PA asked the Arab League Tuesday to hold an emergency session on Wednesday to discuss Israeli policy toward the Temple Mount, Ma’an news agency reported. “If Israel continues this policy,” said PA ambassador to Egypt Barakat al-Farra, “it proves that it does not want peace but continues to violate international laws and resolutions.”In Jordan, 47 out of 150 members of the country’s lower house signed a motion late Tuesday that the treaty be annulled, the government-owned al-Rai newspaper reported.“The motion came in response to Israel’s actions in Jerusalem and to the Knesset debate of a law that seeks to impose Israel’s sovereignty over Al-Aqsa,” Al-Rai quoted MPs as saying in the motion.“Israel’s actions clearly violate the peace treaty… it is aggression against Jordanian custodianship,” the motion said.Al-Rai said the lower house will discuss “the repercussions of the debate later Wednesday”.
Most of the signatories came from Jordan’s Islamic Action Front, a Muslim Brotherhood faction that serves as the kingdom’s main opposition party. “We ask the government to accede to the demands of those who have called repeatedly for freezing, and eventually cancelling, the peace treaty,” the group said on its website.
Tuesday’s debate was the first to examine the right of non-Muslims to enter and pray at the holy compound in Jerusalem, with over 30 MKs from both right-wing and left-wing parties seeking to voice their opinion on the divisive topic.The discussion ended late Tuesday with no vote being taken.Almost all of the parliament’s Arab members chose not to attend the session in protest over the decision to hold it.

The debate, headlined “the loss of Israeli sovereignty on the Temple Mount” and rescheduled from last week, was initiated by right-wing lawmaker MK Moshe Feiglin (Likud), whose visits to the Temple Mount have drawn media and police attention. Feiglin was arrested for praying there in October 2012 and January 2013, before he became an MK, and visited the Mount earlier this week ahead of the debate.“The Israeli leadership is shirking its duty,” Feiglin said at the opening of the session, during which he called for Jewish freedom of worship at the site where the first and second Jewish temples once stood. “Without the Mount, we have no home in Tel Aviv, or Haifa or anywhere else.”Police restrictions bar Jews from praying or engaging in other religious activities while on visits to the Mount for fear that they will provoke a violent reaction from Muslims, a policy Feiglin said was absurd.“Behind the back of our people we gave up on any vestige of Israeli sovereignty at the Mount. Every terrorist organization can wave their flag there, but the flag of Israel? It must not be mentioned. Reciting a psalm is grounds for arrest. Even wearing a skullcap [at the site] is inadvisable by police standards,” he said.The Temple Mount is jointly administered by the Jordanian government and the Jerusalem-based Islamic Waqf, an arrangement that has been in place since Israel captured the Old City and East Jerusalem in the 1967 Six Day War and later annexed them. Regarded as a holy site by both Judaism and Islam, proposed changes to the status quo at the Mount are often a source of unrest.Meretz head Zahava Gal-On slammed the discussion as an attempt to damage peace talks and hurt ties between Israel and the Muslim world.Before the debate Tuesday, Israeli police clashed with rioters on the mount, who pelted them with stones and firecrackers.Azzam Khatib, director general of the Waqf, Jordan’s Islamic authority that currently manages religious affairs at site, said the clash followed rumors that Jewish extremists were planning on entering the compound and raising the Israeli flag. A first-of-its-kind debate over the right of non-Muslims to enter, and pray at, the Temple Mount compound in Jerusalem was held at the Knesset on Tuesday, with over 30 MKs from both right wing and left wing parties requesting to voice their opinion on the divisive topic.Almost all of the parliament’s Arab members chose not to attend the discussion in protest over the decision to hold it.The debate, headlined “the loss of Israeli sovereignty on the Temple Mount” and rescheduled from last week, was initiated by right-wing lawmaker MK Moshe Feiglin (Likud), whose visits to the Temple Mount have drawn media and police attention. Feiglin was arrested for praying there in October 2012 and January 2013, before he became an MK, and visited the Mount earlier this week ahead of the debate.“The Israeli leadership is shirking its calling,” Feiglin said at the opening of the session, during which he called for Jewish freedom of worship at the site where the first and second Jewish temples once stood.“Behind the back of our people we gave up on any vestige of Israeli sovereignty at the Mount. Every terrorist organization can wave their flag there, but the flag of Israel? It must not be mentioned. Reciting a psalm is grounds for arrest. Even wearing a skullcap [at the site] is inadvisable by police standards.”The Temple Mount is jointly administered by the Jordanian government and the Jerusalem-based Islamic Waqf, an arrangement that has been in place since Israel captured the Old City and East Jerusalem in the 1967 Six Day War and later annexed them. Regarded as a holy site by both Judaism and Islam, proposed changes to the status quo at the Mount are often a source of unrest.Police restrictions bar Jews from praying or engaging in other religious activities while on visits to the Mount for fear that they will provoke a violent reaction from Muslims.MK Zahava Gal-on of the left-wing Meretz party stated that though she believes Jews have a right to pray at the Temple Mount, such a right must be expressed only after consulting with Palestinian and Arab representatives. Feiglin’s proposal, Gal-on said, was “a match that could ignite the powder keg on which the Middle East rests,” and implementing it “would harm the peace process.”“Anyone who today calls [on Israelis] to ascend to the Temple Mount is creating a provocation whose sole purpose is to blow up the relationship between Israel and the Arab world,” she said.Responding to Gal-on, Likud MK Miri Regev said freedom of worship was not up for debate.“Why can a Muslim cry out loud in his own language that ‘there is no God but Allah and Muhammad is his prophet and messenger,’ yet a Jew cannot enter the Temple Mount and recite out loud ‘Hear O Israel the Lord our God the Lord is One?’” Regev asked, concluding that “he who gives up on the [Temple] Mount will be left without a home.”Earlier Tuesday, Israeli police were showered with stones and firecrackers on the Temple Mount, as Palestinian youth protested the debate over the contested holy site.
The clashes began when officers opened the Mughrabi Gate, an entrance to the Temple Mount next to the Western Wall that only provides access for non-Muslims.Police dispersed The perpetrators, some of whom were masked, with stun grenades. Two police were lightly injured and three suspects were arrested.Palestinian media reported dozens of protesters were injured by rubber bullets, tear gas and stun grenades.The Ma’an news agency said two Palestinians were seriously injured, one from a rubber bullet shot to the nose.Hamas and Palestinian Authority officials, together with leaders of the Islamic Movement in the Galilee, have long accused Israel of planning to take control of the Muslim sites on the Mount.Last week, the planned Knesset debate drew condemnation from Jordan’s parliament, whose Palestine Committee said a move to expand Israeli control over the sensitive site would be a violation of “Jordanian national sovereignty and is tantamount to a breach of the peace treaty signed between Jordan and Israel.”Times of Israel staff contributed to this report.

A meeting on Tuesday between US Ambassador to Israel Dan Shapiro and right-wing MKs turned into a tense stand-off over the continued incarceration of convicted Israeli-American spy Jonathan Pollard and US efforts to broker a peace deal with the Palestinians.Shapiro met with 16 members of the Land of Israel Caucus, a caucus of some 40 MKs who either openly oppose or are deeply skeptical about land concessions in the framework of Israeli-Palestinian talks.The discussion, which was closed to the press, took place in “an atmosphere of respect and listening,” a source who was present at the meeting told The Times of Israel. But Shapiro also heard a great deal of criticism about American policy.Shapiro started the meeting with a discussion of the American position on the US-brokered peace talks with the Palestinians, the policy issue in which the Obama administration and right-wing MKs diverge most markedly.“Nobody criticized what the Americans believe [on the Palestinian issue], but some said that these opinions don’t really fit reality, and they brought examples such as the [2006 Palestinian] elections they forced on us that brought Hamas [to power in Gaza] and more terrorism,” the source said.The MKs nevertheless asked, “Is it right to force Israel to do things that are dangerous, and to condition [America’s] friendship with Israel on our doing those things?”While the American ambassador did not suggest that American-Israeli ties were dependent on Israel’s actions in the peace talks, “people connected [Shapiro’s] gentle language with other American statements, such as what [US Secretary of State] John Kerry said in Germany” – a reference to a warning from Kerry that failure to achieve peace could shore up those who call for a boycott of Israel.Shapiro insisted during the meeting that a final peace treaty resulting from the talks would “protect Israel’s security and would be good for Israel,” according to sources familiar with the conversation.But MKs were skeptical.
“How can we trust you?” demanded MK David Rotem, of Foreign Minister Avigdor Liberman’s Yisrael Beytenu party. “When have you stood by us in the past?” he asked.Similar complaints were heard from MK Reuven Rivlin (Likud) and Deputy Transportation Minister Tzipi Hotovely (Likud), who said the MKs with whom the American administration disagreed were nevertheless elected by the Israeli public, and that imposing American views on them undermined Israeli democracy.MK Nissan Slomiansky, whose Jewish Home party categorically rejects land concessions that lie at the heart of the US-backed talks, told the ambassador the American policy was tantamount to “rape,” insisting that Israel was being forced into the talks against its will. “That’s not friendship,” he said.“I think [Shapiro] was surprised at the diversity of MKs, that there were members there from Yesh Atid and Shas as well, and not just Likud or Jewish Home,” said a source.But the most tense moments came when the conversation turned to the fate of Israeli-American spy Jonathan Pollard, who was arrested in 1985 on charges of spying for Israel and remains in an American prison serving a life sentence.Shapiro defended Pollard’s continued incarceration, reiterating his statements in recent weeks on the issue, including noting that Pollard had been convicted in court.“Don’t sell us unintelligent arguments,” retorted MK Orit Strock (Jewish Home), who co-chairs the caucus together with MK Yariv Levin (Likud). Strock reportedly said the MKs were aware that the administration had the power to release Pollard at will.MK Moshe Feiglin (Likud) said the American government was singling out Pollard in a way that suggested an anti-Semitic motive.The meeting with right-wing MKs followed a meeting last week with the left-leaning Knesset Caucus to Resolve the Arab-Israeli Conflict. That meeting, held on February 18 in the Knesset, was attended by 15 MKs from the 40-member caucus.“At the ambassador’s request, and unlike the Land of Israel Caucus, we didn’t leak from the meeting either criticism or praise,” noted caucus chair MK Hilik Bar (Labor).Bar criticized the leaks from Tuesday’s meeting. “The far right continues to cross these lines and to harm the delicate ties we have with the Americans. It continues to attack the ambassador of our closest friend without any restraint or sense of proportion. It’s continuing to shoot Israel in the foot,” he insisted.

Prime Minister Benjamin Netanyahu hinted Tuesday at Israeli involvement in a reported air raid on a Hezbollah convoy on the Lebanon Syria border a night earlier.Speaking at a joint press conference with German Chancellor Angela Merkel, Netanyahu said he would not speak to the reports that Israeli planes struck a missile shipment or missile base in the Baalbek region on the border between the Syria and Lebanon.However, he added that Israel would defend itself through whatever means necessary.“Our policy is clear,” he said in response to a reporter’s question about the strike. “I won’t speak about what is being claimed or not being claimed. However, we will do everything we need to in order to defend the security of our citizens.”Reports out of Lebanon Monday night indicated Israeli planes had struck Hezbollah sites near Nabi Sheet and Janta, both strongholds of the Shiite terror group.Lebanon’s Daily Star reported overnight Monday that the strikes targeted a weapons shipment meant for Hezbollah. Citing unconfirmed reports, Al Arabiya said the strikes hit a moving convoy carrying ballistic missiles from Syria to Lebanon, to be put to use by Hezbollah.However, Abu al-Majd, a Syrian rebel in the nearby town of Yabroud, told The New York Times that the air raid hit Hezbollah trucks loaded with weapons heading from Lebanon into Syria.Israel has refused to comment on the report, but US officials have confirmed Israeli involvement in raids on missile shipments from Syria to Lebanon in the past.The Britain-based Syrian Observatory for Human Rights activist group said Israeli warplanes bombed a rocket launcher for Hezbollah fighters near the villages of Janta and Yahfoufa along the border. It was not known if the strikes hit inside Lebanese or Syrian territory, the Observatory added.The border in the area is poorly marked, The New York Times reported.“Two Israeli raids hit a Hezbollah target on the border of Lebanon and Syria,” a Lebanese security source told AFP earlier Monday.The Israeli military declined comment.Hezbollah seemed eager to downplay the reports that there had been a strike in Lebanon, which would require the group, already stretched thin by fighting in Syria, to respond to Israel.The Hezbollah television station Al-Manar said there had been “no raid on Lebanese territory,” reporting only the “strong presence of enemy planes over the area north of Bekaa” in eastern Lebanon.Satellite image of suspected Hezbollah training site near Janta. Janta lies along a known smuggling route for arms between Syria and Lebanon, the Daily Star reported. According to a 2012 report, Hezbollah built a training facility at Janta “which includes a suspected driver training course, a 100-meter firing range and a possible urban terrain assault course.”There was no independent confirmation of the reports.An officer in the IDF’s Northern Command told Reuters that “we have known for some time that there are efforts to move serious weaponry from Syria to Lebanon,” but would not comment on Monday night’s reports.AP and AFP contributed to this report.

Monday’s alleged IAF strike against Hezbollah-bound weapons is yet another stage in the deadly game playing out in the border regions to Israel’s north

In January, during his annual address at the Fisher Institute for Air and Space Strategic Studies, the commander of the Israeli Air Force, Maj. Gen. Amir Eshel, spoke about the current “war between wars.” The IAF, “a sledgehammer,” he said, was being asked to do the “work of a scalpel.”That appears to be what happened on Monday night. According to Lebanese sources, four “warplanes for the Israeli enemy,” flying southwest off the sea, entered Lebanese airspace at 9:50 p.m., streaking toward the Beqaa Valley. Thirty-five minutes later, the planes exited Lebanon via Nakoura and were back out over the sea.The strikes took place in the northern Beqaa Valley region, “where recruitment and training of [Hezbollah] fighters are carried out,” and along “a well-known route for arms smuggling between Lebanon and Syria,” according to the Lebanese newspaper the Daily Star.Al Arabiya suggested that the target was a convoy of long-range surface-to-surface missiles. This was not confirmed. But what is clear, according to Maj. Gen. (res) Eyal Ben-Reuven, the deputy commander of the northern front during the Second Lebanon War, is that the front, ever since Hezbollah and Iran came to the aid of the then-waning Bashar Assad, has changed shape entirely. “Today Lebanon and Syria are one front, under the umbrella of Iran,” Ben-Reuven said in a conference call.
The tens of thousands of rockets and missiles Hezbollah possesses have always come largely from the stores of the Syrian army. Today, though, the balance of power has shifted. Bashar Assad won Qusayr and held the capital thanks to Hezbollah soldiers on the ground and Iranian Quds Force officers at the helm. Qassem Suleimani, the commander of Iran’s Quds Force, is now “running the war himself,” according to a 2013 New Yorker profile. Iran, which gave the regime a $7 billion loan in 2013, has been sending troops and arms daily to Damascus.The price for these self-serving heroics, Ben-Reuven said, is the delivery of “game-changing weapons” to Hezbollah.The transfer of those arms – the cornerstone of Hezbollah’s involvement in Syria – is a murky, deadly affair. Hezbollah troops guard an array of arms depots in Syria. They might simply be safeguarding the weapons from rebel troops or they might be watching over the arms until the order is given to move the matériel into Lebanon. Quite possibly both. Further complicating matters, many of these weapons are put into motion and then, according to a January report in The Wall Street Journal, transferred “piece by piece” to Lebanon.On Monday night, after weeks of clear skies in the region, Hezbollah may have tried to operate under the cover of stormy weather, veteran military affairs analyst Ron Ben-Yishai wrote Monday. If so, the organization’s calculations were off. Brig. Gen. (res) Asaf Agmon, the head of the Fisher Institute, said that while meteorological conditions are a factor “that always influences things,” the IAF has the sort of thermal or radar-guided capacities “to operate in this sort of weather.”Eshel did not elaborate on the difficulty of tracking weapons through the mountainous and fog-enclosed border regions. He did say, though, that the “bubbling spring” of continuous, low-grade conflict was “a daily problem,” which the IAF, on account of its flexibility and near-immediate readiness, was uniquely equipped to deal with.Acknowledging, though, that certain actions could, as in 2006, spark a full-scale conflict, he said that the test of each decision made is that “the efficacy will be immediate and will not make things worse or lead to war.”Thus far, the alleged Israeli considerations have proved correct but the Middle East, as Ben-Reuven noted, has a logic of its own.
