There were no immediate reports of injuries or damage.The strikes came hours after the bodies of kidnapped Israeli teenagers — Eyal Yifrach, 19, Gil-ad Shaar, 16 and Naftali Fraenkel, 16 — were found partially buried in a field near the West Bank village of Halhul, north of Hebron.The teenagers were kidnapped on the night of June 12 at a hitchhiking post outside the settlement of Alon Shvut in the Etzion Bloc south of Jerusalem.The bodies were found at about 5:30 p.m. Monday, bound and partially buried, in an open field in a hard-to-access area. The security cabinet was set to convene an emergency session at 8:00 p.m. on Monday night, as the IDF increased its presence in the search for the kidnapped teenagers north of Hebron.Defense Minister Moshe Ya’alon said dramatic developments have taken place in the abduction case.Clashes were reported between Palestinian and the IDF Monday in the West Bank village of Halhul, north of Hebron. Several Palestinian protesters hurled stones and other objects at the soldiers. IDF forces have been in the area since the three teenagers were abducted.Israel’s security forces arrested six Palestinians Sunday night in an ongoing effort to find three kidnapped Israeli teens.The IDF said that five of the suspects were members of Hamas from Hebron, where the military has been concentrating its search, and one was from the Ramallah area.IDF Spokesman Lt. The spread of the Islamic State of Iraq and the Levant (ISIS) through Iraq has not eluded the Jewish state's notice, Foreign Minister Avigdor Liberman (Yisrael Beytenu) said Monday.According to Liberman, regional stability is important enough to prompt financial help from Israel to Jordan, if necessary, to prevent ISIS from reaching the Jewish state."Jordan's stability is a vital interest of the State of Israel," Liberman stated, in a meeting with German Foreign Minister Frank-Walter Steinmeier. "Without going into details, we will do everything to maintain the stability of Jordan."

Steinmeier agreed.

"ISIS in Iraq constitutes a serious threat to the territorial integrity of Iraq and the entire region," he said. He urged that the entire international community must work so that "ISIS cannot tighten its grip [on the Middle East] and the caliphate it declared does not turn into a center for terror and violence." "We have seen from clashes in the Golan Heights how events in the region can affect the security of Israel," Steinmeier continued. "We must ensure that a solution is found for the internal problems in Iraq, and establish a government that will represent proportionally all communities and factions to detract support for ISIS from the Sunni population." On Sunday, former National Security Council director Yaakov Amidror warned against ISIS moving in on Jordan and posing a threat to Israel, adding that if Jordan requested Israeli assistance in preventing its border with Iraq from being overrun by ISIS, Israel would have little choice but to help.ISIS on Sunday declared it had established a "caliphate", or Islamist state, straddling Iraq and Syria.The jihadists said the state would spread from Aleppo in northern Syria to Diyala in eastern Iraq, and ordered Muslims in those areas to pay allegiance to the group.In Syria, ISIS fighters already control large swathes of territory in Deir Ezzor near the Iraq border, in Raqa in the north, as well as parts of neighboring Aleppo province.In Iraq, they have spearheaded a lightning offensive, capturing sizable territories in the north and west of the conflict-torn country.Prime Minister Binyamin Netanyahu also voiced concern over "the powerful wave triggered by ISIS, which could reach Jordan in a very short time" Sunday, in a speech calling for independence for Kurdish Pashmerga forces fighting the terrorist group. On Sunday night, at a high-profile conference, Benjamin Netanyahu delivered what was essentially his “Bar-Ilan 3″ speech – a foreign policy address that outlined his government’s policy regarding the conflict with the Palestinians. But while other speakers at the conference put forth new ideas on how to break the impasse in the peace process, the prime minister, despite stating his commitment to a two-state solution, announced a set of policies that would make such a solution even harder to achieve.The conference, held by the Institute for National Security Studies and titled “In the Absence of Progress toward a Final Status Agreement: Options for Israel,” was the ideal venue for Netanyahu to lay down a new vision for the future now that the US-brokered peace talks have collapsed and a Palestinian unity government has been established. He utilized it to announce the construction of a security fence on Israel’s border with Jordan, and to insist that the IDF must maintain overall security responsibility for the entire West Bank in the foreseeable future. Rather than explaining how he intends to implement his first Bar-Ilan speech of 2009, in which he envisaged the creation of a Palestinian state, he fueled the right wing’s hopes that there will never be a Palestinian state between the river and the sea.Before Netanyahu took the podium at the prestigious think thank in Tel Aviv, its director, retired general Amos Yadlin, a former military intelligence chief, laid out his Plan B, to be implemented in the likely scenario that Israeli and Palestinian leaders fail to bridge their gaps and sign a peace agreement. He called for Israeli “redeployment” — in other words, a unilateral withdrawal from most of the West Bank that could facilitate, if not the end of the conflict, at least a two-state reality that would forestall the binational state scenario.If Jerusalem finds that it has no Palestinian partner with which to sign an accord, “Israel will initiate a long-term program to independently draw Israel’s borders in coordination with its allies,” Yadlin suggested. “This program will signal the state’s willingness to relinquish sovereignty over 80 to 90 percent of the West Bank, a willingness that will be also be exercised on the ground.” Israel’s new borders would be based on the security fence in the West Bank, but the Jordan Valley and the entire city of Jerusalem should remain under Israeli sovereignty, Yadlin recommended.“Israel needs to have an alternative plan, because we don’t want to remain with the status quo,” Yadlin continued. He didn’t fear the current state of affairs in Israel and the West Bank as much as others in the international community did, he clarified. But, he cautioned, “if managed unwisely,” the status quo will harm Israel in the long run, causing delegitimization, boycotts, economic woes and eventually a one-state solution that would spell the end to Israel’s Jewish and democratic character.“As we’ve always done in the history of Zionism, we need to take the initiative, to move on to a proactive policy, to stop buying time and to start enacting a policy that will benefit us,” Yadlin said. An Israeli “redeployment” would be no gift to the Palestinians, the veteran military analyst asserted, but would ultimately serve Israel’s interest.To be sure, the idea that Israelis need to take their destiny in their own hands and unilaterally withdraw from large parts of the West Bank has been gaining traction for months now. It has many supporters, including former close advisers to Netanyahu such as Yoaz Hendel and Michael Oren.Yadlin himself has spoken about his Plan B several times in the past, yet never in quite so prominent a venue: a half-day conference keynoted by the prime minister. In between Yadlin’s presentation and Netanyahu’s speech, a panel comprising prominent Israeli lawmakers from various parties discussed a possible Israeli withdrawal, and alternatives to it, wondering whether the prime minister would pick up the gauntlet and offer something new on the future of Israeli-Palestinian relations.But Yadlin and others who hoped that Netanyahu would agree that Israel needs to proactively shape its own borders were disappointed. The prime minister spoke for 25 minutes, and delivered headlines by calling for an independent Kurdistan, but there was nary a word about how Israel could draw closer to implementing the two-state solution he himself has in the past endorsed as a key policy point.Declaring that “the forces of fanatical Islam” — in the form of Sunni ISIL militants in Iraq and Syria, as well as Iran — “are already knocking on our door,” the prime minister called for the construction of “a security fence on our eastern border, and to build it gradually all the way from Eilat to merge with the security fence that we’ve been building over the last two years in the Golan Heights.”Such a plan implicitly suggests that the Jordan River would become Israel’s eastern border, and it leaves little room for an independent Palestine, a senior Israeli official acknowledged in a private conversation. It certainly won’t bring Israel closer to a negotiated two-state solution, since the Palestinians have insisted that even if short-term security arrangements keep the Jordan Valley out of their hands for a limited time, they eventually expect to be granted control of the border with Jordan.Another senior government official, however, rejected this assessment. “The political border between us and the Palestinians will be determined in the negotiating room. But what the prime minister made clear last night is that Israel’s will have a security presence on the Jordan River,” the official said. But Israeli right wingers who read between the lines found reason to rejoice over the prime minister’s words.“Two of Netanyahu’s assertions yesterday, when combined, are very significant,” said Dani Dayan, the chief foreign envoy of the settler movement’s Yesha Council and an advocate for a single-state solution. Israel should “shut off the electricity in the West Bank and Gaza” in response to rocket fire in the south and the abduction of three Israeli teens earlier this month, Deputy Defense Minister Danny Danon said Sunday.“In my opinion there is room for extensive actions against the civilian population,” Danon said in an interview with Radio Darom. “I am saying something harsh here, but I believe it.“We must change the way of life for the residents of the West Bank and Gaza Strip. Shut off the power for a few days and you’ll see that suddenly all the world leaders will come and ask: ‘Why did you turn off the power?’ And then maybe we can tell them: ‘Sorry, didn’t you know three teenagers were kidnapped?’”The West Bank and Gaza Strip rely on the Israel Electric Corporation for their electricity.Since the June 12 kidnapping of Naftali Frankel, 16, Gil-ad Shaar, 16, and Eyal Yifrach, 19, who were last seen at a hitchhiking post south of Jerusalem, thousands of Israeli troops have searched hundreds of locations in the West Bank and arrested more than 350 Palestinians, many of them members of the Hamas organization which Israel blames for the abduction. Prime Minister Benjamin Netanyahu told UN Secretary General Ban Ki-moon on Saturday that Israel has definitive evidence Hamas perpetrated the kidnapping of three Israeli teens and that Israel opposes a transfer of funds to Hamas in Gaza.Netanyahu told Ki-Moon that “information in Israel’s hands unequivocally indicates that Hamas is responsible for the abduction of the youths, adding that this needs to be expressed in actions on the ground,” Netanyahu’s office said in a statement.On Tuesday, deputy spokesman for Ban Ki-moon Farhan Haq said the UN had “no confirmation that we can independently make about an abduction,” in response to a question about how the UN had established that there had been a kidnapping. Israel’s Foreign Minister Avigdor Liberman intends to kick out the UN’s top Jerusalem-based Middle East official for seeking to transfer tens of millions of dollars of funds to Hamas, Israeli television reported Saturday night.Liberman will seek the approval of Prime Minister Benjamin Netanyahu for the move to expel the UN’s Special Coordinator for the Middle East Peace Process, Robert Serry, and have him declared persona non grata, Channel 2 said. The report added that Liberman would discuss the move, which could place Israel on a collision course with the world body, with officials at his ministry on Sunday. There was no immediate response from Serry, a Dutch diplomat who has held the post since 2007.Liberman was reported to have long regarded Serry as biased against Israel, but the specific grounds for the foreign minister’s extraordinary move reportedly relate to ongoing efforts by the UN official to arrange the transfer of funding to Hamas in Gaza.Hamas seized control of the Gaza Strip in 2007, and continues to rule there. It recently agreed on a process of reconciliation with Palestinian Authority President Mahmoud Abbas’s rival Fatah faction, and backed a newly established PA government, but that process is collapsing because Hamas been accused by Israel of orchestrating the kidnapping of three Israeli teenagers on June 12. According to the article and the audio link posted below, Rabbi Chaim Richman has announced on a radio show that there is at least one kosher red heifer alive and well in Israel. You can click on the audio link below and go to part 2, a little past 38 minutes in to hear the announcement for yourself. This is a very momentous announcement.This is very significant from a prophetic and Jewish perspective as the ashes from a red heifer are required for purification and a requirement for the future Temple. From Moses to the Second Temple: Only Nine Red Heifers

The Mishna teaches that up until the destruction of the Second Temple, ashes had been prepared from a total of only nine red heifers. The very first red heifer was processed by Moses himself - as the verse states, "... have them bring you a red heifer." The second was done by the prophet Ezra in the days of the First Temple, and during the entire era of the Second Temple only seven more heifers were used for ashes. This was enough to provide for the nation's needs for purification throughout all those years.The names of all the High Priests who prepared those seven heifers during Second Temple times are recorded by the Mishna: Simon the Just and Yochanan each made two; El'yhoeini ben Hakof, Chanamel HaMitzri and Yishmael ben Pi'avi processed one heifer each. Thus, from the time that Moses received the commandment of the red heifer from the Holy One, blessed be He, until the destruction of the Second Temple, purifying ashes had been produced by the hands of these great leaders from a total of nine red heifers.

The Tenth Red Heifer Will be Prepared by the Messiah

In recounting this historical record in his commentary to the Mishna, the great Maimonides ends with the enigmatic statement: "... and the tenth red heifer will be accomplished by the king, the Messiah; may he be revealed speedily, Amen, May it be God's will."With this amazing statement, Maimonides recounts an ancient tradition - that the tenth red heifer is associated with the Messianic era. Does this perhaps mean that the appearance of a red heifer in these waning end times is an indication, a forerunner of the appearance of the Messiah himself, who will officiate at its preparation? If there has been no red heifer for the past 2,000 years, perhaps it is because the time was not right; Israel was far from being ready. But now... what could it mean for the times we live in, to have the means for purification so close at hand? With the words of Maimonides in mind, we cannot help but wonder and pray: If there are now red heifers... is ours the era that will need them?

On this note, it is fitting that we pay particular attention to a Midrashic teaching:

Each day in the Holy Temple, the Levites sang a special daily song. The order of the daily songs have a deep significance, and there is a mystical connection which each song had for the particular day it was sung. The Oral Tradition has preserved the listing of the Levitical songs that were sung each day in the Holy Temple, and various commentators and sages have explained some of the connections which can be seen between these songs and the days of the week..According to tradition, the Second Temple, like the First, was destroyed at the conclusion of Shabbat - on a Saturday night. Both Josephus and the Midrashic writings describe how even though the flames of destruction raged all around, and the blood of the slain flowed through the Temple, the priests nevertheless continued to serve atop the altar, and the levites did not cease to sing, right up until the very end.Yet despite the fact that the actual destruction of the Holy Temple took place on a Saturday night, the Midrash records that at those moments the Levites sang the song for Wednesday - "O Lord God, to whom vengeance belongs; O God, to whom vengeance belongs, shine forth!" Why did they not sing the song for that day of the week, which was Saturday? Perhaps the levites were addressing their song to the destruction itself, and consoling Israel by reminding her that God has sworn vengeance against His enemies. In this context perhaps their song was even meant to "remind" God to keep His word, and to "shine forth" at the proper time, to manifest Himself in the garb of Divine vengeance.But we know that there is a close relationship between each day of the week and its respective song. We have seen something of the great insight and understanding which the sages of Israel possess. It is possible that in our own generation, we can shed new light on this perplexing question... based on our own contemporary knowledge, and the wisdom and experience that we have acquired from hindsight in our own times. For although the sages of yore were great and inspired, we in our own generation, are privy to new understanding to which those great men had no access; in short, we have new evidence.For on that fateful evening of destruction, it is true that the priests and levites consoled each other and all of Israel with the knowledge that God will avenge His honor; perhaps their song summarized the entire epoch. It is certainly possible that they chose to remind the Holy One of his own vow, as well.But while all of these explanations are acceptable, it is also quite possible that as the Levites stood atop the platform in that place of sublime inspiration and holiness for the last time, all of a moment they received the most profound flash of prophetic revelation...And they prophesied, they saw with perfect clarity of vision, that although the terrible destruction now loomed all around them on this Saturday evening, the continuation of their service would most certainly come about as well. The day would come when the Holy Temple would be rebuilt. Though it may be far off in the distance, it would certainly transpire, for it is a Divine promise...At that moment they could see that it would truly come to be. The rebuilding would happen, even if it happens very slowly, and in stages, one step at a time. For like the morning dawn, "such is the way of Israel's redemption. In the beginning, it progresses very slowly... but as it continues, it grows brighter and brighter."So too, the Levites perceived that the long process of Israel's redemption, hinging on the rebuilding of the Holy Temple, would begin again on a Wednesday... thus they sang the song of Wednesday, for they sang not of destruction, or revenge, but of promise continuation, renewal and rebirth:The Levites saw that Jerusalem and the Temple Mount would stand desolate for nearly two milenia... but they would be regathered by Israel once again on a Wednesday: Wednesday, June 7th, 1967 was the day they saw. This day could be considered the first step towards the rebuilding of the Holy Temple. For this day marked a turning point in Jewish history, and began a new era, which progresses in our own time, and moves towards the great destiny of the Jewish people, to be a light to the nations and a people who walk with God in their midst.

Over the past several years JoAnn and I have enjoyed watching God do a phenomenal work. However, we could say little about it until now, a time when you have an opportunity to get involved. The red heifer of Numbers 19 has brought together a group of Christian ministers and Israeli rabbis that love God. This has been done without division, without arguments and with great love and respect between them. Now you can join them in a history making biblical project.It all started on September 18, 1990 when Reverend Clyde Lott of Canton, Mississippi mailed his first letter to Israel. God had prompted him and he was trying to find out about the red heifer spoken of in Numbers 19. He wondered where these cattle came from and exactly what they looked like. This brought Rabbi Chaim Richman of the Temple Institute into the picture. During 1991 and 1992 these men were laying groundwork for what is now the red cattle program for Israel.In 1994 Clyde phoned and invited JoAnn and me to come and meet Rabbi Richman, a man many U.S. citizens now know because of his visit to their churches. On November 10, 1994, this orthodox rabbi laid his hands on Clyde's perfect red heifers. This was the first time in over two thousand years a rabbi had touched such a cow. It was a historical event. Now, a new, non-profit corporation, Canaan Land Restoration of Israel, Inc., with Clyde Lott as president will ship plane loads of red cattle to Israel, 140 heifers per load. The first shipment is scheduled for August 1998. Because of this many Christian people are going to be blessed, blessed by giving red heifers to this restoration program.God said to Abram (Abraham), I will bless those that bless thee, and curse him that curseth thee: and in thee shall all the families of the earth be blessed (Gen. 12:3). We know that Jesus, by His mother's lineage, was an offspring of Abraham. Therefore, the promised blessing is still in force. This is why Christians can bless the offspring of Abraham, Isaac and Jacob and in turn be blessed by God.Today, we see many examples of Christian love for Am Yisrael (the people of Israel) and Yertz Yisrael (the land of Israel). It is their desire for Jewish people to turn to God. Now there is a way for you to help bring this about. It is through Canaan Land Restoration of Israel, Inc./Emmet Bet Sheroot, a Georgia corporation established by several ministers. In addition to Clyde there is the corporation's vice president, Rev. Guy Garner, Jr. of Georgia, the Secretary-Treasurer, Rev. Alfred Bishop of Tennessee and directors Rabbi Chaim Richman of Jerusalem. (Others will be added.) All the ministers in this work are well respected men of God, but the focus is on Clyde Lott and Chaim Richman. Clyde is a licensed minister, a graduate of Mississippi State University where he majored in animal science. He is a prominent cattleman working cattle shows throughout the U.S. Chaim Richman is an Israeli, but he was born, raised and educated in the Unites States. He is highly respected among the orthodox rabbis. This helps him as he works with Israeli attorneys, government officials, etc. getting ready to receive the red cattle as fast as they can be shipped. Obviously the cattle farms, grain farms and grassland will occupy a large amount of acreage while restoring the land. (Israel now imports about 80% of it's beef, so shortly the farm should be self-sustaining.)

Clyde will soon be in Israel maintaining the farms. Because he is a minister, ministry will be a part of his Israeli work. This will be done through Emmet Bet Sheroot (Faithful House of Service). In Israel, Emmet Bet Sheroot will foster New Testament Bible schools while rabbis continue to teach the Torah, Nevi'im and Kethuvim (Old Testament).Back to the red heifers and you. Clyde has been working with cattlemen in other states, preparing a herd of red cattle for shipment. These cattlemen must be paid for their efforts as the heifers are moved to Israel. Did Pope Francis realize how his association with Palestinian rhetoric would appear in pictures published for his admirers around the world and what it could mean? Many do not think of the Vatican as an independent, sovereign city-state with its own diplomatic envoy, Secretariat of State and embassies around the world. Most think of it as the home of the Pope and the headquarters of the Catholic hierarchy. The Catholic Pope, both spiritual leader and head of a tiny kingdom in the center of Rome, is the only absolute monarch in Europe -- exercising legislative, executive, and judicial power over the state.So when the Vatican spokesperson announced in advance of the Pope’s trip to the Holy Land this past month that his visit would be a spiritual journey in response to an invitation from the Patriarch of Jerusalem, the Vatican meant that the Pope’s visit would not be political. But the Vatican did not anticipate the Pope’s unplanned stop at Israel’s security barrier – a wall built by Israel 10 years ago to protect Israeli citizens from Arab-Palestinian suicide bombers – en route to Jerusalem.Pope Francis stopped at two walls. Before visiting the Western Wall religious site he made an unexpected stop at Israel’s security wall. The controversial separation fence between Israel and Bethlehem has aided Israel in saving lives while being labeled the “apartheid fence” by pro-Palestinian voices.One photo circulating in the aftermath of the Pope’s visit to the security wall shows him making the sign of the cross to begin prayer. Next to him is giant, red-lettered graffiti, “Free Palestine,” next to bold black letters, “Apartheid wall” – the latter, ironically an accusation against Israel’s multicultural democracy. Did Pope Francis realize how his association with Palestinian rhetoric would appear in pictures published for his admirers around the world and what it could mean? The Pope’s sudden visit to the concrete barrier was atypical of a spiritual pilgrimage where the heart of Christianity awaited him at notable biblical landmarks. For the Pope to pray anywhere in public other than holy sites or sanctuaries would be considered unusual. And for what purpose? We can only guess. Leaving Hamas-held Bethlehem, the Pope paused in silence as he pressed his face and hands against a wall detested by Muslims around the world. He linked his own image to powerful Palestinian rhetoric.

Photos around the world show him standing alongside “Bethlehem looks like a Warsaw Ghetto.” Such sentiments reverberate across the world to equate Israel with Nazism and Palestinians with Polish Jews. If we didn’t think differently of him, we would suspect that the Pope’s visit to this wall was a special gift for Palestinian Authority head, Mahmoud Abbas.Another snapshot connects the Pope’s image with a forlorn child holding a Palestinian flag. The Pope is silent. The viewer needs to read his mind. He says nothing because his journey is spiritual not political. The images remain and foster speculation. Is the Pope’s ambiguity sending a political message for the Vatican after all? And coupled with the Vatican’s planned agenda for the Pope’s visit to the Holy Land that entailed a first stop in Amman, Jordan, then Hamas-held Bethlehem and finally Jerusalem (the origin of his invitation), one might get the distinct idea that the Pope’s trip represented from the outset the opposite of the Vatican’s announcement.Egyptians paid almost no attention to the Catholic Pope’s historic visit -- no comments one way or the other – odd, but not so much, considering the circumstances. Upon the Pope’s return to Rome, Egyptians began three days of voting which ended decisively with a new President. A candidate of the people’s choice was successfully elected – a far cry from the previous election consisting of delays and much mystery surrounding the outcome. In and of itself, it spells for the first time a moral victory for Egypt over political Islam and Islamic terrorism.Former military Field Marshal Abdel Fatah Al Sisi has won the people and won the country’s election, and any steps he takes now to further the direction he has already taken will be monumental for Egypt.Meanwhile, at exactly the same time, the European Union elections shifted France’s representation to the right (and others as well: Greece, Denmark, UK, and Austria) in response to its controversial immigration problem – illegal Arab-Muslim populations coming from Morocco, Algeria, Tunisia, Libya and Egypt. Italy, however, which has the presidency of the European Parliament this semester and will lead, has created an opposite wave with the 40.8 percent win of Matteo Renzi’s Left-wing party (Partito Democratico) and is likely to be widely challenged by the minority Right and the Euroskeptics.The Pope has followed up his trip with the recent visit of Israeli President Shimon Peres and PA Chairman Mahmoud Abbas to the Vatican -- praying and advocating for a dialogue of peace.But the hope of Europe rests in political movements that will assure real peace after the much prolonged attempt at appeasement. This may ultimately jeopardize the stability of the EU threatening its dissolution, but all the better if it means regaining individual state sovereignty on matters of regulation, borders, immigration and culture.

Former Knesset speaker, Likud MK Reuven Rivlin, has won Israel's presidential elections, beating his opponent MK Meir Sheetrit (Hatnua) in the second round of votes.119 out of 120 Members of Knesset voted in the second round, with 63 voting for Rivlin and 53 for Sheetrit. Three MKs cast blank ballots.The election of Israel's new president took a dramatic turn Tuesday. In the first round of voting, MK Rivlin received 44 votes, and MK Sheetrit got 31 - and with no candidate receiving an outright majority the two were forced to face off in a second round of voting, which began around 2:00 p.m.Also in the first round, ex-MK Dalia Itzik received 28 votes, former Supreme Court justice Dalia Dorner got 13 votes and Prof. Dan Shechtman received just one vote.Sheetrit's surprisingly strong showing was apparently the result of agreements reached between several opposition parties Monday evening, which also spilled over into the Coalition, of which Sheetrit's left-wing Hatnua party is a member. Although Yesh Atid head Yair Lapid announced his support for Rivlin, one of his party's ministers, Meir Cohen, lobbied party MKs for Sheetrit, who is married to Cohen's sister.While the office of president is almost completely ceremonial in nature, Israel's president plays a key role in summoning a party leader to try and form a coalition, after elections to the Knesset are held. If the next election results are close, as many expect them to be, the identity of the president could determine which party leader is summoned first to try and put together a coalition.There was much tension in the Knesset Tuesday morning, as persistent rumors said that MK Sheetrit was gaining strength and could be the candidate to face Rivlin in a second round of voting. An Arab MK told the Knesset Channel before the results were announced that most Arab MKs would vote for Sheetrit, as would many other members of the opposition. MK Ze'ev Elkin (Likud) also said that Sheetrit was gaining ground.Ultimately, however, Rivlin took the second round by a 10-vote margin.

President Rivlin inherits the role at a difficult time, and will have to work hard to rehabilitate the role, after the race that preceded the vote was widely described as the ugliest presidential race Israel has seen.MK Binyamin Ben-Eliezer (Labor) dropped out of the contest Saturday, after being questioned by police over bribe allegations that surfaced mysteriously just a few days before the poll.The main beneficiary from Ben Eliezer's leaving the race was expected to be retired Supreme Court justice Dalia Dorner, according to some analysts. Five members of Meretz, who were going to vote for Ben Eliezer, announced that they would support Dorner instead. The sixth Meretz MK, Ilan Galon, said he intended to vote for Rivlin.However, the last-minute shift involved many MKs ditching their previous candidates in favor of Sheetrit, who was seen as posing the most serious challenge to Rivlin.Prior to Ben-Eliezer bowing out, Rivlin's fellow Likud MK Silvan Shalom quit the race after mysterious allegations of sexual assault were lodged against him. Many observers were extremely skeptical at the time, considering the circumstances and timing of the sudden complaint - which came 15 years after the alleged incident had occurred.A police investigation subsequently cleared Shalom, but he left the race shortly afterwards.

Vatican City-There are gestures that come from the heart, in that precise instant ... ».  This is how Pope Francis answered two weeks ago after being asked how that tribute, with a kiss on the hand of the survivors of the Holocaust in Yad Vashem, was born.  And it is in this way that, during a short trip to the Holy Land last May, Bergoglio had the idea of bringing together in prayer the leaders of the two peoples, Israeli and Palestinian. The dream could not come true on-site, but the Pope did not give up, and so he invited Shimon Peres and Mahmoud Abbas to his home.The prayer to God to grant peace in the Holy Land, which took place yesterday evening in the Vatican, is a new and unprecedented gesture. John Paul II, after September 11th , had invited religious leaders to Assisi. But he had not brought them to pray in the same place where there is fighting.  More than the words, which however are significant, the most striking part of  the ceremony that took part in the triangular garden with the Dome looming in the background, was the silence, the participation, the images. Something truly «powerful », said a spokesman of President Peres.  A celebration organized with attention to every detail by the Custos of the Holy Land, Father Pizzaballa, with equal space for the three religions professed by those who live in Israel and Palestine. Three distinct prayers, without confusion, but accompanied by many believers around the world, all spiritually present beside the four elders who with blue metal shovels planted a small olive tree, symbol of peace and a plant in its own way emblematic: it takes many years before bearing fruit.An unprecedented gesture, that of yesterday evening, even for Christians.  Joined in the embrace between Francis and the Ecumenical Patriarch of Constantinople, Bartholomew, both at the center of the scene at the moment of the final peace greeting.  A minority, that of Christians, increasingly internally reconciled, that can play a key role in bringing peace to Israelis and Palestinians.Francis wanted to throw a stone into a stagnant negotiation process, interrupted after the decision of Abu Mazen to create a national unity government with Hamas leaders, which was followed by the go-ahead announced by the Israeli Prime Minister Benjamin Netanyahu for thousands of new settlements in the West Bank. The Bishop of Rome did not act as a politician, he brought the two presidents to pray, as men of faith, in the shadow of the Dome of St. Peter. There are many tensions and conflicts that remain open. In their speeches both Peres and Abu Mazen referred to the uniqueness of Jerusalem as the holy city of their respective faiths. But the Israeli president, nearing the end of his tenure, also recognized that peace must be built even «if it requires sacrifices or compromises.Francis did not act as diplomat or mediator. However, he spoke clear words about the numerous innocent child victims of war and violence: «It is our duty to ensure that their sacrifice not be in vain». «To make peace - he added - it takes courage, much more than to make war. It takes courage to say yes to meeting and no to confrontation; yes to dialogue and no to violence; yes to negotiations and no to hostilities; yes to the observance of pacts and no to provocations; yes to sincerity and no to duplicity. For all this, it takes courage, great fortitude.Praying to God, raising eyes to heaven, does not mean giving up efforts to build peace «by hand», every day with courage. To have prayed in the same place, with rabbis, priests and imams, with representatives of the Israeli and Palestinian peoples, on the day when Christians celebrate Pentecost – the Feast of the Holy Spirit who is «harmony» as always, recalls Bergoglio - is a calling and a responsibility. The spiral of hatred and violence must be broken «with just one word: “brother”.  But to say this word - said Francis – we must all raise our eyes to heaven, and recognize each other as children of the one Father.

From the gardens of the Vatican, Shimon Peres has left his last message as a political leader as a legacy for Israel, casting his gaze to the future of the Middle East». Sitting in the living room of his apartment in Tel Aviv, writer Abraham B. Yehoshua watches the live images coming from the Vatican, with particular attention to the ninety year old Israeli President, who has arrived at the end of his term.                                  

What is the message that Peres leaves Israel?-«It is the recognition of the government of national unity created by Abu Mazen and Hamas. Tomorrow the Knesset will elect his successor. We are at the end of the seven-year mandate for Peres, and also of his long public life, dedicated to the security and prosperity of Israel, and we find ourselves before the last statesmanlike gesture he will make. This is a symbolic moment of political value. Peres acknowledges the Hamas-Fatah government, suggesting that Prime Minister Benjamin Netanyahu do so the same.


Why believe that in an interreligious event full of symbolism, this political aspect is what prevails?-For the simple reason that there have been many of these meetings between Israeli and Palestinian leaders. The handshake in the Vatican gardens evokes, for those who saw it, that of the Rose Garden of the White House between Rabin and Arafat over the Oslo Accords. It was 1993. We were in the days of Bill Clinton, but neither the U.S. President, or others who came later were able to bring the parties to an agreement on the final status. I doubt that the Pope can do so.  Those who can do this however are the parties involved, with decisions and concrete actions such as that has made by Shimon Peres.

In introducing the event at the Vatican, the Vatican spokesman said they would only create a favorable atmosphere between the parties, without going into negotiation details such as borders and settlements. Is it an approach that can work?-«Only time will tell, but as I said, they belong to a generation that has seen many handshakes, many hopes for agreements go up in smoke and many certain understandings fade away. The belief that I have learned is that the intermediary may very little in the Middle East, even if the parties are actually very close. To reach an understanding first and foremost there must be mutual desire.  It must be the Israelis and Palestinians to want peace».If, then, what struck you most is the gesture made by Peres to attend, how do you interpret that of Abu Mazen going to the Vatican? «The Palestinian president is seeking legitimacy for the government just created. Is this the path he is following to reach a peace agreement with Israel and Shimon Peres has rightly decided to meet him. At this time, from an Israel point of view, this is a very important political step.What might be the consequences of this act that Shimon Peres bequeaths to Israel?-«Hard to say. Just think about the fact that the major Israeli television channels did not devote great attention to the event, in fact it declassified it to marginal event.  It's something that makes you think, but that does not detract from the decision taken by Peres.In a recent interview with "La Stampa" Shimon Peres said that religious leaders «can act as heads of state».  Can the event at the Vatican initiate a new line of dialogue in an attempt to reach a peace agreement?-«Peres is right in assigning religious leaders a strategic and growing importance here in the Middle East, and not only. But the fact remains that we are faced with a conflict between two peoples, each with their own legitimate reasons, which can only be solved through political decisions taken by the respective governments. And Peres, from the gardens of the Vatican,  turned primarily to Israel, the Israelis as citizens and as a nation, urging them to continue on the path for peace with the Palestinians, to face the sacrifices that agreements involve, and to seize the agreement between Fatah and Hamas as an opportunity to reach an understanding that can bring an end to the conflict between the two peoples nearer.

rome-Ceremonies with participants in rank and file, the fanfare of formal dress and music, a select audience amplified to the point of near infinity by the presence of TV troops, cameramen, media representatives from the four corners of the earth – this, consequent to John Paul II’s genial transformation of Papal communications – is the style chosen by the Vatican today as the most  effective way to evangelize and at the same time work for peace.The unprecedented prayer on June 8 by the Israeli and Palestinian Presidents hosted by Pope Francis for a united prayer for peace by the three monotheistic religions represented in each group, is the latest example of an ancient diplomacy’s updated expertize in expressing its commitments.The effects on participants and observers corresponded to the artistry of the mediatic message.Presidents Peres and Abbas, first received privately and separately by Francis in his “home” (Santa Marta), then brought, together, in a simple white van to the Vatican gardens, President Abbas seated next to the Pope and facing President Peres who was ensconced between Father Pizzaballa – the Francescan Custodian of the Holy Land -- and Orthodox Patriarch Bartholomew:  this carefully planned scenario in itself symbolized a process, a hope, and also an aspired unity of Roman Catholicism with Eastern Orthodoxy.From the first images transmitted by CTV, the Vatican TV station, it could easily have seemed a prayer meeting of old friends, of religious people who knew each other well and had always known that peace was a common goal and that prayer with great and serious intent was necessary for its maintenance. In reality, the scenario was more complex and betrayed subtle uncertainties, but the emotional impact was overwhelmingly positive.  To see Pope Francis, President Peres, President Mazen, and Father Pizzaballa smilingly conversing, even apparently joking and laughing together in the van,  (although Patriarch Bartholomew’s veneer was more contemplative),  the event did not seem like a meeting between the highest representatives of two states in dispute over territories, boundaries, mutual recognition and terrorism.And yet, those issues remain on the table. Whether this personal and mass media experience can also generate positive political developments remains to be seen. Participants, though hopeful, remain skeptical. “The medium is the message” said a foresighted sociologist (Marshall McLuhan) exactly 50 years ago.  An excellent little multinational orchestra of Jewish, Muslim and Christian musicians from different nations performed music of the three traditions  at intervals throughout. They were completely attuned to each other and to each other’s music.Two delegates, a Palestinian Imam and an Israeli rabbi (David Rosen) respectively sang a Muslim and a Jewish prayer (“Grant Peace” from the daily “Amidah”).While the political delegations of Palestinian Muslims and Christians and Israeli Jews, Muslims, Christians and Druse sat together in their separate national delegations, the predicted intermingling of Palestinian and Israeli religious representatives according to their religious and not national identities took place, with Israeli Arab Muslims and Druze joining their Palestinian brothers and sisters for prayers.  After the ceremony, the delegations crossed the lawn and met in the center for smiles and greetings. Palestinians and Israelis could no longer be distinguished from each other except for the headdress and clothes of some.The final invocations expressed different personal and religious heritages, but the messages matched. Francis emphasized that “Peacemaking calls for courage, much more so than warfare. It calls for the courage to say yes to encounter and no to conflict; yes to dialogue and no to violence; yes to negotiations and no to hostilities; yes to respect for agreements and no to acts of provocation; yes to sincerity and no to duplicity.”  Pope Bergoglio’s words seemed designed to recall and address the various aspects of the present Israeli-Palestinian impasse.A strong admonition from the wells of his faith characterized Francis’ words.  “History teaches that our strength alone does not suffice.  More than once we have been on the verge of peace, but the evil one, employing a variety of means, has succeeded in blocking it.  That is why we are here, because we know and we believe that we need the help of God.”Israel’s President Peres, the 90 year old Nobel Peace Prize winner, concurred that “Peace does not come easy.  We must toil with all our strength to reach it.  To reach it soon, even if it requires sacrifice and compromise….Two peoples—Israelis and Palestinians –  are still aching for peace. The tears of mothers over their children are still etched in our hearts.  We must put an end to the cries, to the violence,  to the conflict.  We all need peace. Peace between equals.”Shimon Peres also paid tribute to Pope Francis, thanking him for his “exceptional invitation”. He said, “During your historic visit to the Holy Land, you moved us with the warmth of your heart, the sincerity of your intentions, your modesty, and your kind ways.  You touched the people’s hearts …. regardless of their faith or nation.  You emerged as a bridge-builder of brotherhood and peace.  We are all in need of the inspiration which accompanies your character and your way.”On a spontaneous personal note, Shimon Peres said, “I was young and now I am old. I have lived through war and tasted peace.  I shall never forget the bereaved families and shall continue to search for peace for my entire life.”The Palestinian President, Mahmoud Abbas thanked Pope Francis “for initiating  this important gathering in the Vatican”.….and for his “visit to the Holy Land Palestine, and specifically to our Holy city Jerusalem and to Bethlehem.” His invocation stressed the religious significance to Muslims of Jerusalem, thus making veiled references to territorial disputes. He prayed for a “comprehensive and just peace to our country and region so that our people and the peoples of the Middle East and the whole world may enjoy the fruit of peace, stability and coexistence. We want peace for us and for our neighbors…”The invocations were followed by ubiquitous hugs and kisses. Pope Francis and President Peres, then the Pope and President Mazen, and finally, the Israeli and Palestinian presidents all freely and heartily embraced one other.  This was followed by a line-up of handshakes, kisses and embraces between the guests, the two Presidents and the Pope, standing together.Among various greetings, President Mazen was seen talking at length with Riccardo Pacifici, President of the Rome Jewish Community.  “When I told him my name”, said Pacifici, “President Mazen asked me to repeat it and then said he had heard of me!”Asked about his impressions regarding the consequences of this event, Pacifici stated “A moment of prayer such as this must leave a sign in sincere believers.  It can and hopefully will kindle hope in young Israelis and Palestinians  and encourage them to summon up more courage for peace.”Referring to wider political consequences, Pacifici said “After Pope Francis’ initiative, neither the EU nor President Obama can be indifferent to the fate of the Middle East.  They will have to be more engaged. However, permanent boundaries between will have to be negotiated directly by the two parties.”Riccardo Pacifici; the President of the Union of Italian Jewish Communities Renzo Gattegna; and the Chief Rabbi of Florence Josef Levi were invited as representatives of Italian Jewry.
The participating Israeli rabbinical authorities expressed their emotional and spiritual response to the ceremony. Rabbi David Rosen, AJC’s International Director for Interreligious Affairs, said the prayers were “very inspiring and moving.  I hope they will also inspire and move those who make the political decisions.”Rabbi Skorka, the Pope’s Argentinian friend who accompanied him in Jerusalem, commented on the “very impressive ceremony”. He noted the positive comments from the team of President Peres’ office.  “One person told me it was very different from what she had expected.  – very positive.  In private conversations after the event people spoke to each other very frankly and sincerely, and without embellishing their words they spoke the truth”, she said.Time will tell whether this spiritual happening will move the “hard-liners” in the political camps back home.  As Pope Francis said, so many times Israelis and Palestinians “have been on the verge of peace”.  But their efforts were then nullified by the destructive whirlwind  of political pressures and corruption.President Peres will soon retire. President Mazen may or may not be re-elected. The impact and consequences of an extraordinary spiritual moment in the Vatican Gardens will depend on whether the waves of this event will reach those who were absent. And perhaps create the miracle of an acceptable Palestinian Unity government in which Hamas finally accepts the three basic principles, already accepted by Mahmoud Abbas, and that Israel requires in order to return to the negotiating table:  1) recognition of Israel's right to exist; 2) recognition of all past peace agreements between Israelis and Palestinians including the Oslo accords and 3) calling an end to violence and terrorism.
Even President Peres in his fervent commitment to peace, deems these three conditions as a necessity.

Sheikh Raed Salah, head of the radical Islamic Movement in Israel, wrote an open letter to Pope Francis last Thursday, criticizing him for his visit to the Western Wall (Kotel) two weeks ago, and further claiming that the site is Muslim.In the letter, which was posted on the Arabic site Al-Sonara, Salah condemns the pope for placing a note in the Kotel."The Israeli occupation utilized the visit of the pope in the most ugly fashion," wrote Salah, going on to list the pope's actions he saw as being in Israel's favor at the 'Al-Buraq' Wall, a name given by Muslims to the Kotel in the 1920s in an attempt to claim it. The name refers to Mohammed's "winged steed" he supposedly rode to Jerusalem in his "night journey.""You put a note in the 'Al-Buraq' Kotel which the Israeli occupation calls in deception and lies the Wailing (Western) Wall...as a result you give them approval that this Kotel is the Western Wall and not the 'Al-Buraq' Wall, and you permit them sovereignty on it," charged Salah.Another source of contention for Salah was the pope's visit to the Yad Vashem Holocaust Museum."There you apologized for the tragedies that occurred to the Jews in Europe and during the Second World War. Violent extremist

The Israeli government in late May began discussions on whether to declare Salah's Islamic Movement in Israel an illegal organization. Salah has been jailed for incitement in the past after calling followers to physically block Jews from entering the Temple Mount, and has been sentenced in the past for incitement and assault, among other nationalistically-motivated crimes.The Islamic Movement has also been involved in the violent "Nakba Day" protests opposing Israel's existence.Salah's revisionist history is not new; the Jordanian Waqf (Islamic trust) which supervises the Temple Mount, Judaism's holiest site, issued a pamphlet in January claiming Jews have no connection to the Temple Mount or the Kotel, calling it the Al-Buraq Wall.The Palestinian Authority also regularly claims the Kotel as a Muslim site and denies the Jewish connection to it, as part of a wider campaign to claim Jerusalem as an Arab site.The Western Wall is a relic of the retaining wall of the Holy Temple in Jerusalem, which was destroyed by Roman Empire in 70 CE. For nearly 2,000 years Jews were prevented from worshipping on the Temple Mount, Judaism's holiest site, and instead prayed at the Wall, which has since become a holy site in its own right at which millions of Jews congregate to pray each year.

Poroshenko: 'My pen is in my hands' to sign EU pact

BRUSSELS - Ukraine’s new President, Petro Poroshenko, at his "modest" inauguration said he wants to sign an EU trade treaty as soon as possible.“My pen is in my hands and as soon as the EU approves the respective decision, the signature of the President of Ukraine will appear in this fateful document,” he said in a speech at the Ukrainian parliament, the Verkhovna Rada, on Saturday (7 June).“We consider it as the first step toward full membership in the EU. Nobody has the right to veto the European choice of Ukraine,” he added.“We, the people who were isolated from their great European homeland, are coming home.”The EU pact means Ukraine can have free trade with Russia, but is legally bound to stay out of Moscow's Eurasian Union.It is known in EU circles as “accession-lite” because it also obliges Ukraine to align itself with the minutsiae of single market rules.EU ambassadors are to meet in Brussels on Wednesday to adopt a decision to sign.The Union intends to sign it along with Georgia and Moldova treaties in the EU capital on 27 June, but officials have not ruled out doing it earlier.Poroshenko also outlined a peace plan for east Ukraine.He said pro-Russia gunmen who are not guilty of killing people can have amnesty and offered “a corridor for Russian mercenaries who would like to return home.”He called for local elections to pick new leaders for talks on "decentralisation" and “guaranteed” the “free usage of Russian language".He laid down some red lines, however.He said Ukraine will not become a federation and will not cede Crimea to Russia. They also made fun of an incident in 2010, when Yanukovych was going into parliament for his inauguration and a guard's hand slipped on the door, which almost closed in Yanukovych's face.

Fighting continues

EU diplomats say it was a "good sign" that Poroshenko met with Russian leader Vladimir Putin at a D-Day anniversary in France on Friday.But Putin said afterward he would adopt trade restrictions if Ukraine signs the EU pact. "As soon as the treaty is signed and comes into force, we will be taking measures to secure the [Russian] economy,” he told a state broadcaster, Russia Today.Meanwhile, fighting continued in east Ukraine on Saturday and Sunday.A rebel leader, Fyodor Berezin, told the Reuters news agency that he rejects Poroshenko’s peace plan.“What they really want is one-sided disarmament and for us to surrender. That will never happen … As long as Ukrainian troops are on our soil, I can see that all Poroshenko wants is subjugation,” Berezin said.

BRUSSELS - The EU has threatened to take action against settlers after Israel backed the building of 1,466 more Jewish homes on Palestinian land in the West Bank.EU countries said in a joint communique on Thursday (5 June) the move is “unhelpful to peace efforts” and called on Israel to “reverse the decision”.They added that if it doesn't, they will “act accordingly” and “fully and effectively implement existing legislation in relation to settlements”.The threat refers to plans to publish a code of conduct for EU retailers on how to label settler-made products - a move likely to fuel consumer boycotts and to harm Israel’s image.It is part of a tougher new approach which EU diplomats say the US endorses.The US state department also on Thursday said: “We’re deeply disappointed; again, difficult to understand how these [settlements] contribute to peace.”Israel announced the new housing units as a price tag for Palestine’s formation of a unity government.The government is backed by Palestine’s two main political factions, Fatah and Hamas, which used to be bitter rivals. But it is composed of technocrats and does not contain anyone from Hamas, which the EU and US call a “terrorist” entity because it advocates armed resistance.The EU and US earlier this week snubbed Israel by saying they will work with the new Palestinian cabinet.Israel’s housing minister, Uri Ariel, himself a far-right settler, said the new housing units come because "when Israel is spat upon, it has to do something about it".Israeli Prime Minister Benjamin Netanyahu said: “Hamas is a terrorist organisation that calls for Israel's destruction, and the international community must not embrace it".He has also said he supports a two-state solution and freed dozens of Palestinian prisoners in recent peace talks. DEUTORONOMY 4:15-19
15  Take ye therefore good heed unto yourselves; for ye saw no manner of similitude on the day that the LORD spake unto you in Horeb out of the midst of the fire:

Oxfam on G7 summit: Stronger steer needed on energy security, climate change and the global economy-Published: 5 June 2014-Energy security, climate change and the global economy were among the main topics the G7 leaders addressed during the Brussels summit, but Oxfam says what’s needed is a stronger steer from leaders.

Energy security and climate change

Today G7 leaders backed the Rome G7 Energy Initiative adopted by their ministers last month, and stressed the urgency of reaching a global climate change deal at next year’s UN climate talks in Paris.Natalia Alonso, Head of Oxfam’s EU Office, said: “G7 leaders missed turning the energy crisis with Russia into an opportunity to steer Europe and the world onto a clean energy path that will save Europe money and prevent the worst impacts of climate change at home and abroad.“G7 leaders offered climate action with one hand, making good pledges on energy efficiency and renewables, only to snatch it away with the other, by continuing to trumpet indigenous hydrocarbon resources, which are expensive, unproven and dirty like shale gas.“Europe’s dependence on dirty energy is pushing up fuel prices and driving climate change, which means higher food prices in Europe and across the world. If leaders don't break their fossil fuel habit, poor people in Europe may be left to choose between eating and heating.“Ahead of the Ban Ki-moon climate summit in September, Europe and the G7 should take bold steps to wean us off dirty fuels and promise cash for the new global Green Climate Fund to help the world’s poorest countries tackle climate change.”Global economy: Wealth inequality and tax dodging.Regarding the global economy, G7 leaders did reaffirm their commitment to end financial secrecy and tax evasion, but they failed to say how they’re going to take further action on wealth inequality, which can only block growth and job creation.Alonso commented: “Today 85 people own as much wealth as half the world’s population. At least US$18.5 trillion is hidden by wealthy individuals in tax havens worldwide representing a loss of more than $156 billion in tax revenue; money that could be invested in promoting equitable and sustainable growth and jobs.“By not agreeing on next steps to end financial secrecy and tax evasion, G7 leaders have in effect shut their eyes to the growing problem of economic inequality. In response, Oxfam is calling for the Post-2015 Millennium Development Goals to eradicate extreme economic inequality by 2030.”

Extractive industries

What G7 leaders agreed was an initiative aimed at supporting governments in developing countries to negotiate fairer and more sustainable natural resource deals with multinationals.Oxfam’s Natalia Alonso said: “Making all contracts between extractive industries and governments public should be a prerequisite for donors’ assistance in negotiating deals.“Affected communities should have a say in how – and whether – oil, gas and mining projects go forward, and their governments should harness the natural resource wealth of their countries to help all citizens to be lifted out of poverty.”

New Alliance for Food Security and Nutrition

G7 leaders reiterated their support for the New Alliance for Food Security and Nutrition, launched by the G8 in 2012, but they need to do more to help boost public sector investment in agriculture to meet the needs of small-scale food producers.Alonso commented: “The ‘New Alliance’ requires major reform to prevent it from tipping policy reforms and company investments in favour of large-scale producers, at the expense of small-scale producers who are in greater need of support. The “New Alliance” must be more transparent and accountable.”Worldwide, around 500 million small farms support almost two billion people – nearly one-third of the global population. Public sector funding directed to meet the needs and priorities of small-scale food producers should remain a top priority as reliance on private sector investments alone will not benefit them.
