The Middle East Adviser for the Permanent Mission of Israel to the United Nations (UN), Israel Nitzan, told the Palestinian Authority (PA) on Tuesday night that statehood cannot be achieved using provocations.Nitzan made a statement to the Security Council shortly after it rejected the PA’s resolution which would have set a deadline for Israel to withdraw from lands the PA considers to be “occupied territory”.“The Palestinians have found every possible opportunity to avoid direct negotiations. They have engaged in a never-ending string of political games and now they are parading into this Council with preposterous unilateral proposals,” he said.“I have news for the Palestinians - you cannot agitate and provoke your way to a state,” continued Nitzan.“I urge the Council to stop indulging the Palestinians and put an end to their march of folly,” he concluded.The unilateral resolution failed to pass the Security Council after only eight countries voted in favor of the resolution, one short of the nine required to pass it. Two countries voted against, and there were five abstentions.France, China and Russia were among the countries that supported the text. But according to Channel Two, France and Luxembourg have now decided to vote for the resolution, tipping the balance in the PA's favor.If true it would force the US - which has stated its firm opposition to such unilateral measures - to use its veto at the Security council. Canadian Foreign Minister John Baird has joined calls urging the United Nations Security Council to vote down a resolution drafted by the Palestinian Authority calling for an imposed solution on the Arab-Israeli conflict.The UN Security Council will vote later Tuesday on a draft resolution submitted by Jordan on behalf of the PA, demanding recognition as a state and Israeli withdrawals from Judea, Samaria and "East Jerusalem".It is almost certain to be rejected, as both the US and Britain have voiced their opposition to it already.Diplomats said it was unlikely that the resolution - which will be voted on at 10 p.m. GMT - would garner the nine votes necessary for adoption - a scenario that would allow the United States to avoid resorting to its veto power.A US veto risks angering key Arab allies, including partners in the US-led coalition carrying out air strikes against the Islamic State group in Syria and Iraq."Canada fundamentally believes that Palestinian statehood can only be a by-product of negotiations with the State of Israel. Hamas again criticized the political process of the Palestinian Authority (PA), the center of which is a draft resolution calls for Israel to “end the occupation” - that is, to withdraw from Judea and Samaria - by 2017.Mushir al-Masri, a spokesman for the Change and Reform Party in Hamas and a Hamas leader, called the resolution a "threat" to the "Palestinian problem" and the continuing series of concessions fly a "white flag."Masri accused the Palestinian Authority of "giving in" to Israel and walking through pointless negotiations of a political settlement, without a clear national strategy and adherence to the basic principles of the Palestinian people, in his words.The draft resolution, said Masri, is inconsistent with the underlying positions of the Palestinian people, and those (a hint to the PA) who seek to make decisions separately and independently of the Palestinian people cannot be in a leadership position and must be brought to justice, he said.The resolution has already been criticized by Hamas, whose spokesman said last week the resolution "doesn't represent [the] consensus of the Palestinian people."Several days ago Hamas leader Mahmoud al-Zahar added that the draft resolution in favor of Palestinian statehood was "disastrous," and that it has "no future in the land of Palestine."Zahar explained that Hamas would not accept the resolution because of its focus on the pre-1967 borders, and not on all of Israeli territory which Hamas considers to be “historic Palestine”.He further added that the movement refuses to consider allowing to be Jerusalem a capital for both Palestinian and Israeli states.Tensions between the PA and Hamas are also apparent in light of the visit of Palestinian Authority "Prime Minister" Rami Hamdallah to Gaza, along with a delegation of ministers. Analysts say Hamdallah's visit is to demonstrate the alleged control of the PA government offices in Gaza, and to ensure that border crossings are transferred to unity government control.Hamas spokesman Sami Abu Zuhri criticized Hamdallah over the move, noting that the PA has no power to dismiss the workers at the border for operation under its control. The dispute between the parties is concerned solely with the continued payment of salaries to tens of thousands of civil servants appointed by the Hamas government.

Israel is the world's only country that has so few friends and so many more enemies, so many people who would shout "eureka!" if Israel would disappear .Israel is the world's only country which can be destroyed in one day of war: a small battery of nuclear-tipped rockets can vanish it entirely.Israel is the world's only country without recognized borders.Israel is the world's only country which hasn't seen one day of peace since its founding. With the ratio of forces so disproportionate, the fact that the State of Israel continues to exist is a contradiction,  or if you prefer, a permanent miracle. Israel is squeezed between the sea and five hostile nations, eighty times larger and twenty times more populated. The birth, survival and achievements of Israel are in itself a great victory. Israel is a state built from nothing and built, defended, developed against obstacles that the reason judged insurmountable.And Israel, the only democratic nation born from a religious idea, promoted as a refuge for the persecuted, will remain one of the most exciting human adventures.So despite all, Israel will not fall. Following the first exile in 586 B.C. and the second exile in 70 A.D. and 132 A.D., Jews spread throughout Mesopotamia and the Mediterranean Basin, northern and eastern Europe, even unto India and China.The Holocaust closed that noble Jewish adventure in the Diaspora.In the last century, Jews began returning to their land and rebuilt the third Jewish commonwealth. This will not fall. It cannot fall. It must not fall. Jews wouldn't survive to another exile. And a world without Jews would be a meaningless world.The people of Israel will live. The Land of Israel will thrive. Israel is here to stay.

The “blood moon” is largely considered a rare natural phenomenon scientifically explained as a version of the total lunar eclipse.But to a section of Christians, the four-part cycle of a reddish moon that occurred two times in April and October this year with two more expected in 2015 is a divine sign that the world is coming to an end at least by next September.A time like this, when the end of one year dovetails into a new one, provides a sense of renewal with resolutions and plans on the cards.However, the New Year also provides the perfect opportunity for sections of those who are religiously inclined to prophesy the end of the world — which coincides with the return of Jesus for those who subscribe to Christianity — or an apocalyptic scenario without any religious foundation where life as we know it is annihilated.The strongest prediction so far is the “blood moon” or lunar tetrad, mostly pushed by American preachers Mr Mark Blitz and Mr John Hagee.It is said to fulfill a biblical prophecy, particularly based on Joel 2:31, which talks of the sun being turned to darkness and the moon to blood.

DOOMSDAY PREDICTIONS
Unfulfilled predictions of doomsday have been made for centuries, but this has not stopped the proclamation of new ones.Some prophesies provide a way out for those who follow prescribed rules and beliefs, others claim post-apocalyptic difficulties for survivors while some are less forgiving with their everything-will-be-wiped-out message.Various people, organisations and cults have tried to predict the precise moment this will happen and whereas the Bible states no-one knows the hour or day the messiah returns, there have been doomsayers and “prophets” alike who have always tried to tell the end of the world and have prepared for it.From psychics to crackpots to pseudo-theologians and pseudoscientists, every once in a while, up comes a man or woman who claims to correctly predict when the world will end.Doomsday scenarios have also been depicted in movies — from a comet about to collide with our planet, an unrelenting virus that sweeps through the population, a giant supernatural creature that demolishes everything and anything in its path, an alien invasion, vicious weather that makes the tsunami look like child’s play and an impending nuclear war, among others.Kenya has not been spared from these predictions. Last week’s death of one of the most bizarre “prophets” of the end times was a reminder of a notorious incident eight years ago.Mr Moshe Sang had led other followers of House of Yahweh in Nyandarua to declare that the world would end in September 2006.

SECT FOLLOWERS ARRESTED
He and his sect members begun preparing to outlive the apocalypse by burrowing themselves a few feet below the ground in caves – astoundingly hoping to survive whatever it was they said would come upon the world.He mobilised his followers to dig ditches they planned to live in, in case a nuclear war broke out, and a major drill was conducted for all followers who arrived at the Mauche church donning rudimentary gas masks and a small well-wrapped bundle containing foodstuffs and a bottle of water they intended to imbibe while living underground.There was a network of underground hideouts where the members would live as well as a large area where they would meet for spiritual nourishment and briefing.Among the foodstuffs was fermented porridge flour that would have been enough to feed them for a year hoping that all “sinners” would have been wiped off the earth by then.“You doubt me but time is coming when  they will be caught unawares once the war kicks off and if the war is not there, let the police arrest me after the deadline lapses,” he said then.The police were obviously not impressed and arrested the sect followers. And the world did not end as Mr Sang had predicted, triggering a row within House of Yahweh.Mr Sang’s relationship with his wife also went cold leading to a separation but he maintained contact with his four children whom he supported through school until his recent death.

ERRONOUS INFORMATION
A House of Yahweh member David Yahshua Yegon told Lifestyle this week that Mr Sang was not the leader of the church but a member like any other, insisting that the House of Yahweh leader was based at the world headquarters in Texas, US.Mr Yegon added that the church’s activities would go on, saying most of the doomsday information given by Mr Sang was erroneous and had since been disowned by other members.“ The House of Yahweh is intact and we have grown from strength to strength with branches sprouting in various parts of the country,” he said, adding that Mr Sang was buried in his parents’ home in Bomet County.Theologian Buri Edward, a pastor at the Presbyterian Church of East Africa in Nairobi, says that by nature, human beings are curious about what happens beyond the world we know.“There is a certain side of us that is drawn to ‘beyondness’. It’s appealed to by science and by religion. Scientists investigate ‘the other world’ and that is why institutions like NASA (in the US) invest so much in trying to find out what’s out there.They try to answer questions like ‘are we alone in the universe?’” said Mr Buri, who is based at the St Andrews church.He added: “Then, theologically speaking, the first thing is that the Scriptures – which is what most of such people use – open the room for such imagination.

ROOM FOR IMAGINATION

The scriptural philosophy that the earth will end dramatically leaves a lot of room for imagination. The end of the world is provided for in the Bible.The second thing is that Scripture is vague about the end of the world, which is the second door to creativity and imagination. Then of course, for them it’s not doomsday, it’s a day to glory. They all promise a better place,” he told Lifestyle.He explained that some preachers seem to specialise in end times, making people who want to unravel the mystery and build hope to follow them.“The world is cruel in many ways. If there is a person who is telling you about a better place, they tend to attract a certain side of the human being. What we see is normal curiosity simply taken sometimes to dangerous extremes and these turn out to be cults,” he said.Six years before House of Yahweh hit the headlines, more than 700 doomsday cultists were killed in neighbouring Uganda after that group’s predictions failed to come true.The deaths were attributed to group suicide or mass murder. Members of the cult led by Joseph Kibwetere, and his principal prophetess, Credonia Mwerinde, had earlier been told to sell all their property.The Ugandan doomsday prediction was one among many made ahead of the year 2000.

CONSPIRACY THEORISTS

But while Kenya’s House of Yahweh had a basic plan in anticipation, hundreds of people in the US take the post-apocalypse preparations so seriously that they have every detail covered.Known in some quarters as the “preppers”, they were recently featured in a Sky News report that exposed their deep fears — and the “doomsday entrepreneurs” reaping from these fears.One told the reporter that he was not afraid of the actual events that would destroy the whole world — these he had planned for— but what would happen after that.“I think that is what I’m scared of the most,” he said, “Not the actual events. I’ve already prepared for that. It’s the aftermath, when there are no police, there are no military to protect us, we’re going to be protecting ourselves.”The trigger could be a terrorist attack, a collapse of the financial system, a failure in power generation, or a natural disaster.Psychologist Mbutu Kariuki says that these doomsday conspiracy theorists are people who take ordinary curiosities and sink into extremism.Mr Kariuki particularly has no kind words for religious leaders who head outfits that push the doomsday message.“The leaders are mostly very intelligent people who know what they are doing. They introduce mysteries that they know people have difficulty understanding. They use those to knock people off balance.The leaders are people who have no shame or qualms. They are psychopaths. They benefit from these relations,” he said.

DOCTRINE AND CONFUSION
Mr Kariuki compared them to thieves and robbers who do not use the gun, but rely on doctrine and confusion.“It is white collar crime. A lot of times, they even tell followers to sell property and amass that property,” he told Lifestyle.Mr Kariuki explained that most of the followers are often people with lower intelligence than the leaders and who tend to have an escapist mentality as opposed to mastering their environments.“It’s not about formal education, it’s about cognitive ability to be able to operate and survive their environments without going to the extreme towards seeking extra-terrestrial search for answers. Everything, including religion, requires moderation,” he said.In contrast to go-it-alone survivalists, preppers in the US have embraced social media, blogging and self-publishing to share knowledge and build networks in the event of “The End Of The World As We Know It”.There is even a reality TV show, Doomsday Preppers,  on the National Geographic channel. And some like James Stevens, 73, alias Dr Prepper, who lives on a secluded hilltop in Texas with five years’ supply of food and his own water supply, have been prepping for decades.

SURVIVAL RESOURCES
Prepping even appears to enjoy a degree of subtle government endorsement: for example, on its website, the Federal Emergency Management Agency tells citizens to put together a basic disaster kit with food and water for three days.But why stop there? Preppers can shop online for everything from a year’s supply of food for one person for about Sh90,000 to pre-fabricated underground bunkers in case of a nuclear, biological or chemical attack.And while House of Yahweh followers had simple caves, which looked like they could collapse under the slightest pressure, in California, the Vivos Group markets luxury bunkers for anyone from a family of four (“discreetly installed just about anywhere in one week”) to a community of 1,000 people outfitted for a year of survival.“Members need to only arrive before their facility is locked down and secured from the chaos above,” it says.And in a recent Sky News feature, American “doomsday entrepreneur” Larry Hill explained how he had converted a former underground nuclear missiles silo into a hideout for the rich when catastrophe hits the world.It even has a Jacuzzi and cinema for residents to relax in safety as the rest of the world is destroyed. But this does not come cheap: Sh270 million is the price for a floor of the luxury facility.So, as 2015 approaches, will the “blood moon” prediction that the end is nigh before or after the divine sign of the final lunar eclipse in September be fulfilled? It will also contain information systems. The avalanche of European resolutions calling for the recognition of a Palestinian state is entirely symbolic and therefore meaningless, Israeli officials often argue. Palestinian statehood, they say, will only come about when the two sides sit together, negotiate and come to an agreement.And yet, the large number of parliaments that have voted in favor of recognition — including in Britain, France, Spain, Ireland, Belgium, Portugal, Luxembourg and the European Union — is more than just a symbolic gesture.While Europe cannot create a state where there is none, it could be argued that the mere fact that more and more countries want to recognize Palestine accords this entity a certain status approaching statehood.The former chief Palestinian negotiator Saeb Erekat said Friday that the Palestinians will submit their UN Security Council statehood resolution to a vote by Monday at latest. However it fares, the snowball of international recognition for “Palestine” is gathering pace.

The constitutive view of statehood vs…

According to one school of thought in international law, an entity becomes a state not only when it fulfills all objective criteria of statehood, but also when it is recognized by a critical mass of other states. The so-called constitutive theory postulates that “the act of recognition itself actually creates the state” based on a common definition.Followers of this theory could argue that if Palestine hadn’t already been considered a state before the onset of the European moves toward recognition, that time has certainly come. Indeed, the argument that it’s the recognitions that make the state could have been made since November 29, 2012, when 138 countries voted to accord Palestine non-member state status at the United Nations General Assembly. The European legislators’ current eagerness to recognize Palestine further strengthens that reasoning.“Each act of recognition, though not constitutive, is essentially another pebble in the pan of the balance, especially in light of the momentum captured in the 2012 GA resolution,” said John Cerone, a professor of international law at Lund University in Sweden and a visiting professor at Tufts University’s Fletcher School.“Of course, whether each is seen as a sizable pebble or as a grain of sand is a matter of interpretation,” he told The Times of Israel in an email. “It would also be relevant whether this new act is consistent with that state’s vote in the GA, or whether this is a ‘new’ pebble.”In 2012, France and Portugal, for instance, voted in favor of non-member state status for Palestine — they already recognized Palestinian statehood, and their parliamentary motions don’t add anything.While the new status at the UNGA actually improved the Palestinians’ standing in that it enabled them to accede to international treaties, conventions and organizations such as the International Criminal Court, the largely symbolic parliamentary votes have absolutely no concrete effect.Britain, on the other hand, abstained in 2012, which lends the House of Commons’ October 14 vote some significance, in that it adds the UK to the list of states that officially endorse Palestinian statehood.Whether recognition of states is indeed constitutive (or, as the rival school of thought believes, declaratory) is a complicated issue and one needs to proceed with caution before applying this theory to Palestine, said Frances Raday, an Israeli professor of international law and the president of the Concord Research Center for Integration of International Law in Israel.“The only short answer I can give is that there is cumulative impact in the international arena of diplomatic and public discourse and [the European parliamentary votes] will further impact attitudes to Israeli policy in the West Bank and Gaza.”Some scholars argue that the constitutive theory has long lost out to the declarative theory of statehood, which postulates that statehood is entirely independent of recognition and that an entity needs to fulfill certain objective criteria before it can be considered a state.According to the first article of the 1933 Montevideo Convention on the Rights and Duties of States, which has traditionally been recognized as the benchmark to determine what constitutes a state under international law, a state needs to possess the following qualifications:

a permanent population-a defined territory-government; and capacity to enter into relations with the other states.

Article 3 states that the “political existence of the state is independent of recognition by the other states,” which leads some to argue that the fact that many other states have moved to recognized Palestine doesn’t necessarily mean it’s really a state — since it doesn’t fulfill the four criteria.“In fact, it’s hard to find a single country that exists today through the constitutive approach,” said Eugene Kontorovich, a law professor of at Northwestern University. “There are no cases where there is no state but people wished it into existence. It doesn’t really happen. Statehood isn’t subjective — it’s a yes or no question.”Few people would deny that Taiwan — officially called the Republic of China — is a bona fide state, yet it is only recognized by 21 other countries. On the other hand, Russia and a handful of other states recognize the Republic of Abkhazia and hardly anyone outside these countries would argue this breakaway republic actually belonging to Georgia deserves to be considered an independent state.

Wanting the best of both worlds

But things aren’t always black and white in statehood theory, said Amichai Cohen, a senior lecturer of international law at Ono Academic College. “It’s a process. There is not always an exact moment in time when an entity becomes a state.” Regarding Palestine, “we’re currently in the middle,” he assessed.As more and more states and international organizations move to recognize a Palestinian state, its recognition will at some point become final. Retroactively, the current wave of European endorsements will then be seen as one step in the continuum toward statehood, he said.Palestine’s ostensible statehood raises some other questions, said Kontorovich, who is currently also a senior fellow at Kohelet, a Jerusalem-based think tank.“They’re acting in an incoherent way,” he said about the Palestinian leadership. “A state means something, it’s not just an idea. Being a state means having a territory with a government that exercises control. It can’t be under occupation. Because being occupied means you’re not in control.”In historical precedents, new countries came into being by getting rid of foreign rule. Israel, for instance, was declared only after the British Mandate ended. “Before that, it would have been a joke,” Kontorovich said. An Arab state of Palestine would be the first new “state” that still is occupied at time of its inception, he said.“The Palestinians want to have best of both worlds. They want to have a foreign ministry and embassies across the world, give out passports and pass laws, and at the same time complain that they’re dispossessed and controlled by Israel.”The Palestinians argue that theirs is a state under occupation, similar to France being occupied by Germany during World War II. But this situation cannot be compared to today’s Palestine, which claims to have come into being while under occupation.“There is no example in the last 50 years of a state being created while all of its territory is being occupied,” Kontorovich said.In his view, the Palestinians indeed have a state, but therefore can no longer claim to be occupied.“ Rather, the current conflict should be seen as a border dispute,” Kontorovich said. The Palestinian people exercise self-determination in the parts of the West Bank under their control (Areas A and B), which means Palestine is indeed a state. While the Palestinians wish to exert control over the entire West Bank, self-determination doesn’t necessarily mean you get the best possible borders for your state, he argued. “There are Hungarians in Serbia, that doesn’t mean that Hungarians don’t have self-determination.”

International recognition

In January 2015, more European parliaments will vote on the recognition of a Palestinian state. Finland, Italy, Belgium and Slovenia have already scheduled votes; other states are sure to follow. (Thirteen European states — Sweden, Cyprus, Malta and 10 Central and Eastern European states — already formally recognized Palestine; and countless countries in the rest of the world).In addition, the Palestinians are planning in the next days to take their statehood bid to the UN Security Council, where it will likely be vetoed by the United States.Jerusalem’s response to all these processes is that all unilateral recognitions in the world won’t change anything on the ground, and that actual Palestinian independence will only come about as the result of negotiations with Israel. That may be so, but meanwhile it seems as if the world has decided not to wait for that day and start by bestowing formal statehood upon Palestine.

Officials in Iran and the Palestinian Hamas group confirmed Saturday that Hamas leader Khaled Mashaal is set to visit Tehran in the near future.In confirming Mashaal’s visit, Iran’s Deputy Foreign Minister Hossein Amir Abdollahian denied persistent reports of a falling out between the Islamic Republic and Hamas.“The relations between Hamas and the Islamic Republic of Iran have never been cut,” the semi-official FARS news agency quoted Abdollahian as saying.“The Islamic Republic of Iran, the Islamic countries and the region’s public opinion will never leave the oppressed Palestinian people alone,” he said.Hamas had raised Iran’s ire in 2013 over its unwillingness to side with Syrian President Bashar Assad, a staunch ally of Iran, against the rebels.The official Iranian Tasnim news agency quoted a senior Hamas official to the effect that the group was coordinating Mashaal’s visit with the Iranian government.The relationship between Hamas and Iran was “positive,” the official said, reportedly stressing that his organization wished to improve its ties with the Islamic Republic.Since Hamas took control of the Gaza Strip in 2007, Iran has supplied it with much of its weaponry, primarily through a vast network of tunnels that run under the territory’s border with Egypt’s Sinai peninsula.Mashaal was in Turkey on Saturday, where he hailed the country’s leaders and said he hoped to “liberate Palestine and Jerusalem” with them.During a speech to officials and supporters of the ruling Justice and Development Party, or AKP, Mashaal congratulated the people of Turkey “for having [Prime Minister Ahmet] DavutoÄŸlu and President Recep Tayyip ErdoÄŸan” as heads of state, adding that “a strong Turkey means a strong Palestine … Inshallah, God is with us and with you on the road to victory.”“Inshallah we will liberate Palestine and Jerusalem again in the future,” Mashaal said.Turkey and Hamas have seen a rapid rapprochement as Israel’s ties with Ankara continued to deteriorate.
