Ties between Jerusalem and Amman are frosty on the outside, but warm on the inside. Last year’s tensions over the Temple Mount brought Jordan to withdraw its ambassador from Israel – although the police response to terrorist attacks was far tamer than the attacks themselves. Jerusalem is a tough issue for Jordan’s government, which forced Binyamin Netanyahu even during the final days of his campaign to declare he would not upset the status quo on Mt. Moriah and start a “religious war.”
“Tensions around the holy places in Jerusalem primarily harm ties of Israel and Jordan on the public level," says Ofir Winter of the Institute for National Security Studies. “They may result in hostile rhetoric from the Jordanian royal family or media forums (calling) to reduce normalization and stop the joint economic projects between the two countries.”Regardless, the public fighting between Amman and Jerusalem did not touch the security links between the two governments.“Despite all that, security cooperation and intelligence are well below the surface - around the common security and strategic that Israel and Jordan share – are made to survive even through diplomatic tremors,” said Winter.Efforts to change the status quo alarm Jordan. It is hard to tell how open Jordan itself would be to any major changes in Jerusalem because they treat the issue so sensitively.Israelis tend to scoff at the idea that resolving the Israeli-Palestinian conflict would resolve all – much less, any – of the other major conflicts in the Middle East. Jordan has a more intimate connection with the struggle.“Israel supplies Jordan with a stable western border. In conjunction with that, Jordan sees the Palestinian conflict a providing fuel to the Islamists' fire. Therefore, the main aid Jordan wants from Israel in the context of fighting ISIS is dowsing the flames of the conflict,” Winter said.That does not mean Jordan sees Israel as a threat. ISIS represents a truer threat to the Jordanians, who see “on the one hand an external threat from Syria and Iraq; on the other pockets of support for Islamists” inside the Kingdom.Is Israel providing any real intelligence aid to Jordan on ISIS? Winter can’t be sure.There is concern about the viability of the partnership beyond real-time security threats, though. The peace, like the one with Egypt, is considered a “cold peace.”Israelis, Jordanians and common allies like the US have tried to warm the cold peace between the two countries with little to no avail. Security is tight, but the public reception of the treaty – mainly on the Jordanian side – has been far less than hospitable. That has been a theme behind the Red-Dead Project, a massive canal built from the Eilat-Aqaba tip of the Red Sea, though Jordanian desert before emptying into the Dead Sea.Many have come out against the Red-Dead Canal for environmental reasons, asserting that it would likely cause more damage than repair by working against the natural ecology of the area, risking the health of marine life in the Gulf of Eilat, and injure the delicate salt-to-water ratio in the Dead Sea that existed even prior to its massive level reduction in the last few years. While some of those issues have been addressed, the option of this canal versus other projects might be more appealing from a diplomatic perspective because of its tremendous scope.“The Red-Dead Canal was designed firstly to help Jordan cope with a water shortage and then to raise the level of the Dead Sea,” explained Winter.“Its value is in the peaceful links between the states and strengthening the legitimacy of the treaty in the mind of the Jordanian body politic. At its heart, (the point is) to improve the image of the peace treaty by bearing economic fruit for the benefit of the Jordanians who have barely felt any material benefit of the first 20 years of that peace.”That peace, again, might be threatened if Jewish rights move to fast or in an uncoordinated way on Mt. Moriah. When asked if continued public activism for Jewish rights on the Mount would agitate the Jordanians, Winter offers some daylight.“Changes in the status quo on holy places in Jerusalem, if done without the Jordanians or even in spite of their view, might seriously harm ties between the countries. That's for two reasons. Firstly, most Jordanians are Palestinian, so Jordan will be affected sharply and immediately by escalation. Secondly, the house of Abdullah II sees the Temple Mount as a symbol of merged national narratives that glorifies the 'religious legitimacy' of his rule as a “Guardian of the Holy Basin.’”Jordan does not have a religious regime, but Jordanians are still Muslims and the influence of the Muslim Brotherhood is palpable. Guarding the major site in Jerusalem is a sort of cornerstone of the Jordanian monarchy. Were it to ‘fall’ in a manner of speaking, the regime itself might also be swept up in the consequent upheaval. Israel is wary of this as well.“The ‘blood connection’ between Jordanian sovereignty and the city of Jerusalem draws its life force from the founding fathers of the dynasty: the noble King Hussein bin Ali buried by the Mount, his son King Abdullah I was assassinated in Jerusalem. King Hussein invested a lot into fixing up Al-Aqsa Mosque (on the southern end of the Temple Mount),” said Winter.“Therefore, the Jordanian government sees itself as obligated to defend Muslims' rights at the Islamic shrines in Jerusalem,” he added.While it might seem odd – or even hypocritical given the extent to which King Abdullah II has tried to avoid any responsibility for helping solve the Palestinian issue – the King still expects to be in the driver’s seat on the Mount were any agreement to be reached between Jerusalem and Ramallah.”“As such, he also aims to play a meaningful role on the Mount in the framework of a set political order that will (presumably) be established between the Israelis and the Palestinians.”

European relations with Israel are more mixed than negative these days. There is a widening perception among Israeli and American observers that Israel's ties with Europe are far less strained than people believe, while at the same time Israeli-American relations are the ones seeing unprecedented lows.Yet while there was rage directed to toward Netanyahu for his Congressional speech last month, European reaction to Israel's blunt opposition has not been anywhere near as bitter.“To be honest it was only the Democrats in the US where the reaction was strong,” suggests Azriel Bermant of the Institute of National Security Studies. “I wasn’t aware of a particular reaction among European countries.”This is a critical point to digest for policy makers and analysts. The fallout over Netanyahu’s perceived interference in the Iran talks was largely aimed at the United States. The reasons for why Netanyahu targeted America in particular might vary from the larger public base of support for Israel to the traditional bipartisan platform the Prime Minister would receive in Congress, but the suggestion the United States is more aggressively advocating for the deal could be behind it.“The Obama Administration is the senior partner (in the negotiations) and it appears they have been pushing harder than any other party (for an agreement). Other parties, particularly Germany, want it to happen now but the Obama Administration is pushing the strongest.”European capitals are by extension more hesitant than Washington to sign off on an agreement, though that does not mean they are not trying to reach one. Even Paris, which has received the bulk of the attention in recent weeks, is likely to fall into place by the end of the negotiations.“Fabius has been a strong critic. There could be various reasons France might be hesitating but it could be they want to exert their clout and make their voice heard.”“Again, unless there is a major problem, I feel that they will fall into line.”There is also a sometimes the perception that Israel’s policies regarding the Palestinians could be impacting their role in the Iran talks. But Bermant does not see that way, and the Europeans do not wish to either.“I don’t think the two issues are brought together. European countries in general are unhappy about the position of Israel on a Palestinian state and settlements, but the Iran issue is considered separate. They want to distance them from a bomb and in their view reaching an agreement is better than using force.”There should be no illusion that how Israel shapes its policies on things like two states might affect the Iran negotiations in anyway. It is not as if Europe “would suddenly take a harder stance on Iran” if Israel were to completely turn its policies on settlements or attitudes to a Palestinian state around.Bermant is also not as concerned about intelligence cooperation. He dismisses the importance of intelligence sharing regarding the negotiations, at least on the grounds that it is only one matter of policy. Even now, “generally speaking cooperation is very good.”The talks have come at an awkward time in Iran’s ties with Western countries. They find themselves on the same side when it comes to fighting ISIS, but clearly have divergent interests at the nuclear negotiations as well as on Iran’s increasing aggressiveness in the Middle East. Bermant does not see any sort of secret understandings between the two sides regarding a cooperative fight against ISIS being part of these negotiations.Yet, Bermant does admit that the entire situation is odd.“In my personal view, it’s strange on the one hand that the US is so close to the Kingdom of Saudi Arabia on Iran's influence in Yemen, yet other other hand the United States and Europeans are helping strengthen Iran's international standing on the nuclear deal.”“To me it all seems very strange and does not make a lot of sense.”Bermant feels that the negotiations are not wide enough in their scope. The Iranians’ ballistic missile programs is far too important in his view to be ignored by the talks.“They haven’t answered all the International Atomic Energy Agency’s (IAEA) questions – will these be dealt with before an agreement?”If talks are going to happen about Iran’s development of weapons programs, especially weapons of mass destruction, Bermant thinks there needs to be more demand to put these issues on the table.“Iran is still free to work on its ballistic missiles and advancing the range of those missiles. Iran will not discuss that. The missiles could reach Middle East countries in the immediate term, but later on it could be a concern to European countries and beyond.”

Saudi Arabia is the world's top weapons importer, eclipsing India in 2014 - those weapons will now be put to the test against Iran-backed Houthi Shi'ites in Yemen in its widest-reaching military campaign since the first Gulf War.Yiftah Shapir of the Institute of National Security Studies (INSS) spoke to Arutz Sheva about what can be expected in the operation."The Saudi Arabian air force's capability on paper is very great: they've got Typhoons and specially-modified F-15s and the best ammunition in the world," said Shapir. "How much they're capable of doing though depends on the intelligence on their targets."This is the third anti-Shi'ite intervention Saudi Arabia has made in the last seven years: a previous Houthi incursion into Saudi Arabia resulted in a small-scale war and ground invasion in 2009. Protests in Bahrain during the "Arab Spring" frightened the Saudis into thinking the country's Shi'ite majority would topple its Sunni elite, drawing Saudi tanks to Bahrain to police the streets.For now, it is unknown if there is a plan for a ground invasion. As many Israelis might recall from the most recent war with Gaza, air strikes cannot accomplish the things infantry can."We know from experience from virtually everybody that airstrikes don't do much, especially on the first day," says Shapir. "Successful operations last longer, at least a month. It's tough to say what they're achieving. The capability of air strikes is very limited. If you don't enter with ground forces or the enemy expects you don't have the will to send those forces, it can have a negative effect on the campaign."It should be noted that the Saudi military buildup was only widely reported within hours of the first Saudi airstrikes. Ground invasions are also more likely following a sustained air campaign making that invasion easier.Shapir says the other capabilities that will be getting attention in this war are those of a largely untested Saudi navy."They have a strong navy in two theaters: the Red Sea and the Persian Gulf. They have quite a strong force with French-made frigates. But in practice, they have not been involved in any war."Saudi Arabia has 50,000 personnel between the country’s two coastlines, including some 12,000 marines. The Saudis are using that navy now to block resupply from the Indian Ocean straight to Houthi forces on the western coast of Yemen. It was in fact the Houthi advance on the port city of Aden and their threat to major shipping lanes by the Red Sea that added to the urgency of military actions.Egypt has already sent four warships to the area, apparently forcing Iranian ships in the area to retreat according to one report from Arab News.The fact Egypt is involved at all might be surprising, and is likely only because Saudi Arabia has such a disproportionate leadership role in the fight that the Egyptians feel they can make the token contributions that other Arab states are making. But that is not because Egypt does not pack a punch of its own.“Egypt has a lot to offer. They have a strong air force but the real question is how involved they really want to be with wars on two fronts of their own: Libya and the Sinai.”On top of those fights, President Abdel Fattah Al-Sisi’s regime seems more focused on domestic security and holding down the Muslim Brotherhood.“This is the main preoccupation of the Egyptian military," says Shapir. "The Egyptian military is much more interested in internal war, with Egyptian security and the economy. The military also has their own interests.”It would not be the first foray for Egypt in Yemen. Between 1962 and 1967, Egypt became bogged down in fighting an insurgency there when Gamal Abdul Nasser was in the midst of asserting Egypt as the leader of the Arab world. According to Shapir, a greater deployment in Yemen would not necessarily conjure up the same sorts of memories that Americans might have of Vietnam, but they would be similar.As for the possibility that Saudi Arabia might be making a dry run at attacking other Iranian-backed groups in the region, Shapir does not see it. This is likely not as much a practice campaign for future conflict as it is the opportunity to send a message to the Iranians.Yemen provides Saudi Arabia with problems regardless of the Houthi connection with Iran. Were the Houthis to be much less intimate with Iranian aid, they would still be viewed as a threat to an allied Sunni state right on Saudi Arabia's own border.As much as the rest of the world is watching the conflict as an outgrowth of the rivalry with Iran, Shapir wanted to emphasize that there are still numerous issues exclusive to Yemen that Iran has no bearing on."I think it's a mistake to say it's a war against Iran. Yemeni forces act on their own interests. The may get a lot of support from the Iranians, but they operate on their own."This should have bearing on the way Israelis see things. While it might be important to note Iran's influence in Yemen, there are separate conflicts there. For the Saudis, according to Shapir, there will still be an end-game when "they will have to come to terms with the Houthis because they are their neighbors.”

Iranian lawmaker, cleric, and Majilis (council) member Mohammed Nabavian declared Monday that Iran does need a nuclear bomb - to destroy Israel.Iran would be able to build a nuclear bomb in “two weeks” if it gets “access to 270 kilograms of 20 percent [enriched uranium], 10 tons of 5 percent, and 20 thousand centrifuges,” Nabavian stated, according to Iranian media reports. “We are not looking for a nuclear bomb, but having a nuclear bomb is necessary to put down Israel."Regarding Iran's resumed diplomatic relations with the US, Nabavian stated, "If Obama asked for a meeting five times before the visit to New York and several times during the visit, it's because over these eight years measures were taken [by Iran] and, as a result, the United States [now] needs Iran.""In Syria, the U.S. did not manage to attack and was humiliated. In practice, Obama was humiliated because he did not stand up to Iran, and hence it is necessary to meet with Iran's president to show that he is a strong man and tell the world: I brought Iran to the negotiating table after 30 years."According to MEMRI, Nabavian made the remarks in a speech that he delivered at a political activists' conference in Mashhad (northeastern Iran).Nabavian also claimed that Iran agreed to a deal only to escape the sanctions imposed on its booming oil trade."Forty-nine percent of our budget depends on oil [revenue]. This is a very high figure. This means that half our budget comes from oil money. In [March 2012-March 2013,] we had to sell 2,700,000 barrels of oil daily to supply the budget. Now take into account banking sanctions [even] more severe than the oil sanctions," he mused."Since June 2012 all the world's banks have been barred to us and we don't have permission to exchange even a dollar. Think of it, even if we sold 2,700,000 barrels of oil [a day], how could we have conducted the financial transactions?"Once an agreement was reached, business eased, according to Nabavian. "Finally, Putin sent the governor of his central bank directly [to Tehran] to secure alleviations in the field of money transfers and barter trade. Likewise, China transferred to our account 10 billion toman from the blocked funds."The deal is set to take affect on January 20, according to recent reports. The interim deal requires that Iran freeze or curb its nuclear activities for six months in exchange for some sanctions relief. In the meantime, Iran and Western powers will try to reach a comprehensive agreement.Nabavian's remarks, oddly, echo statements made by Intelligence Minister Yuval Steinitz in December, who dismissed reports that the sanctions had little effect on Iran and lamented the deal for allowing nuclear building to escalate."According to calculations the government made a few months ago, during a special Knesset meeting, the sanctions imposed on Iran cost it over 100 billion dollars," Steinitz stated. "This is a vast sum, considering that Iran's GNP is 450 billion dollars per year."Steinitz stated that the sanctions had been one of the State of Israel's greatest successes. "If we would have continued sanctions [on Iran], we would have seen the Iranian economy collapse in a year or two," he said.

Hezbollah leader Hassan Nasrallah blasted Saudi Arabia for launching airstrikes against Houthi rebels in Yemen.Speaking in a televised speech, Nasrallah said the military campaign should be directed at Israel, not Yemen, adding that if the warplanes were directed towards Israel, Hezbollah would join in.“If the war was against Israel we would have been partners in the war but not if it’s against an Arab peoples,” Nasrallah said, according to the website of the Lebanese newspaper Daily Star.He denounced Saudi Arabia for leading a campaign against Yemen, but failing to take action against Israel over the decades-long conflict.“The Palestinian people are still calling on you,” he declared , noting that a large portion of the population among the Palestinian Arabs are Sunnis and yet their calls for assistance were not met by unified force likes of the coalition organized against the Houthis.He dismissed arguments supporting the coalition that it was reclaiming the legitimacy of Yemen's President Abed Rabbou Mansour Hadi, saying that these arguments should be used instead to justify action in “Palestine.”Nasrallah rejected claims that Iran was threatening to intervene and control the region, as Turkish President Recep Tayyip Erdogan claimed on Thursday, saying they were “the biggest lie” and demanding “evidence that Yemen is occupied by Iran” to be presented.On Wednesday night, Saudi Arabia and a coalition of regional allies launched a military operation in Yemen against the Iranian-backed Houthi rebels threatening the government there. Iran has threatened that Saudi Arabia’s foray into Yemen would end up costing it dearly.Nasrallah said that there is a problem in Saudi Arabia's mentality in that it doesn't respect the will of free peoples. After the Beirut-Damascus-Baghdad axis, Iran is carrying out a pincers movement in the south as well in order to take over and conquer the entire Middle East. Islamic State has recently found a following among Bedouin tribes in southern Jordan, tens of kilometers away from the border with Israel, sources from the IDF's Southern Command claim, according to Walla! News.Sympathy for the terror organization, IDF sources fear, may spur terror cells to be established along the border, from where terrorists will infiltrate into Israel's Aravah region and carry out attacks. Concern is only amplified by the fact that there is no border fence between Jordan and Israel in that region, and the Aravah Division of the IDF, responsible for border security, suffers from low manpower.Just last month, Walla!  reported that seven people entered Israel illegally from Jordan, made their way to the Yotvata Kibbutz on the border, and stole vehicles before disappearing. None of the infiltrators have been caught. Jordan, meanwhile, is presently dealing with waves of refugees pouring in from Syria. In addition to food and shelter concerns, Jordanian security forces are also working to prevent terror cells belonging to both ISIS and Al Qaeda's Al-Nusra Front from springing up.Nonetheless, many ISIS supporters in Jordan are terrorists who returned from Syria, and there is a real concern that they will begin trying to accumulate followers thereby creating splinter groups.While IDF officials have confirmed there is a growing concentration of pro-ISIS supporters in Jordan's Ma'an province, kilometers away from the border with Israel, they argued it was too early to tell if active terror cells posed a genuine threat at this point.

So reports Virginia-based Defensenews.com.Saudi Arabia has launched a series of intense air attacks, with the help of several other Arab countries, to fight off the Iranian-backed Houthi take-over of Yemen. Saudi sources said that its objectives for this first stage of the offensive – mainly, the destruction of most or all Houthi air power - have been achieved.Saudi analysts say the launch of Decisive Storm this past Thursday has been in preparation for months, since the accession of Salman Bin Abdul Aziz to the throne of Saudi Arabia. His predecessor, King Sahd, was crowned the new king of Saudi Arabia two months ago, following the death of his half-brother, King Abdullah."This operation is a very significant move by Saudi," Defense News quoted regional political analyst Ali Shihabi as saying. "First of all, it addresses Saudi public opinion, which was becoming increasingly worried about Iranian power surrounding the kingdom, and the perceived Saudi impotence in the face of it, and the fact that the US is pulling back from the region, thus leaving the arena free for Iran to expand its influence. So the fact that Saudi took aggressive action now is a source of wide public satisfaction within the kingdom.""Such a proactive policy is not in traditional Saudi style," Shihabi continued, "and I think these two younger leaders [Deputy Crown Prince Muhammad bin Nayef and Defense Minister Prince Muhammad bin Salman] played the key role in pushing for it."The intelligence gathering over the past several months for the Saudi airstrikes in Yemen has been supported by US forces in the region, said Mustafa Alani, director of the military and security program at the Gulf Research Center. Saudi Arabia is the world's top weapons importer, eclipsing India in 2014 - those weapons will now be put to the test against Iran-backed Houthi Shi'ites in Yemen in its widest-reaching military campaign since the first Gulf War.Yiftah Shapir of the Institute of National Security Studies (INSS) spoke to Arutz Sheva about what can be expected in the operation."The Saudi Arabian air force's capability on paper is very great: they've got Typhoons and specially-modified F-15s and the best ammunition in the world," said Shapir. "How much they're capable of doing though depends on the intelligence on their targets."This is the third anti-Shi'ite intervention Saudi Arabia has made in the last seven years: a previous Houthi incursion into Saudi Arabia resulted in a small-scale war and ground invasion in 2009. Protests in Bahrain during the "Arab Spring" frightened the Saudis into thinking the country's Shi'ite majority would topple its Sunni elite, drawing Saudi tanks to Bahrain to police the streets.For now, it is unknown if there is a plan for a ground invasion. As many Israelis might recall from the most recent war with Gaza, air strikes cannot accomplish the things infantry can."We know from experience from virtually everybody that airstrikes don't do much, especially on the first day," says Shapir. "Successful operations last longer, at least a month. It's tough to say what they're achieving. The capability of air strikes is very limited. If you don't enter with ground forces or the enemy expects you don't have the will to send those forces, it can have a negative effect on the campaign."It should be noted that the Saudi military buildup was only widely reported within hours of the first Saudi airstrikes. Ground invasions are also more likely following a sustained air campaign making that invasion easier.Shapir says the other capabilities that will be getting attention in this war are those of a largely untested Saudi navy."They have a strong navy in two theaters: the Red Sea and the Persian Gulf. They have quite a strong force with French-made frigates. But in practice, they have not been involved in any war."Saudi Arabia has 50,000 personnel between the country’s two coastlines, including some 12,000 marines. The Saudis are using that navy now to block resupply from the Indian Ocean straight to Houthi forces on the western coast of Yemen. It was in fact the Houthi advance on the port city of Aden and their threat to major shipping lanes by the Red Sea that added to the urgency of military actions.Egypt has already sent four warships to the area, apparently forcing Iranian ships in the area to retreat according to one report from Arab News.The fact Egypt is involved at all might be surprising, and is likely only because Saudi Arabia has such a disproportionate leadership role in the fight that the Egyptians feel they can make the token contributions that other Arab states are making. But that is not because Egypt does not pack a punch of its own.“Egypt has a lot to offer. They have a strong air force but the real question is how involved they really want to be with wars on two fronts of their own: Libya and the Sinai.”On top of those fights, President Abdel Fattah Al-Sisi’s regime seems more focused on domestic security and holding down the Muslim Brotherhood.“This is the main preoccupation of the Egyptian military," says Shapir. "The Egyptian military is much more interested in internal war, with Egyptian security and the economy. The military also has their own interests.”It would not be the first foray for Egypt in Yemen. Between 1962 and 1967, Egypt became bogged down in fighting an insurgency there when Gamal Abdul Nasser was in the midst of asserting Egypt as the leader of the Arab world. According to Shapir, a greater deployment in Yemen would not necessarily conjure up the same sorts of memories that Americans might have of Vietnam, but they would be similar.As for the possibility that Saudi Arabia might be making a dry run at attacking other Iranian-backed groups in the region, Shapir does not see it. This is likely not as much a practice campaign for future conflict as it is the opportunity to send a message to the Iranians.Yemen provides Saudi Arabia with problems regardless of the Houthi connection with Iran. Were the Houthis to be much less intimate with Iranian aid, they would still be viewed as a threat to an allied Sunni state right on Saudi Arabia's own border.As much as the rest of the world is watching the conflict as an outgrowth of the rivalry with Iran, Shapir wanted to emphasize that there are still numerous issues exclusive to Yemen that Iran has no bearing on."I think it's a mistake to say it's a war against Iran. Yemeni forces act on their own interests. The may get a lot of support from the Iranians, but they operate on their own."This should have bearing on the way Israelis see things. While it might be important to note Iran's influence in Yemen, there are separate conflicts there. For the Saudis, according to Shapir, there will still be an end-game when "they will have to come to terms with the Houthis because they are their neighbors.”

Israel and the United States need to get ready to thwart a terrible surprise.At the moment there no such thing as an Obama Doctrine for foreign policy – but one may be coming and it could prove catastrophic.I worry about bringing it up. It might give the President an idea he may have skipped, so it might be best to leave it unspoken.What does Israel do when it is not Israel but Iran that has America’s back? But we must approach the subject, like it or not, because the possibilities are staggering. In fact, I’d be surprised if it were not already the central part of the deal being manufactured between Obama and the ayatollahs toward an agreement that is entirely favorable to Iran regarding Iran’s nuclear program.Favorable is one thing, but the cherry on the cake could be a feature, devastating to Israel, similar to the Doctrine imposed by President James Monroe in 1823, in which Europe was warned to keep hands off the Western Hemisphere. Otherwise, at any further encroachment, the United States would be bound to retaliate.The Kennedy Doctrine was equally explicit as part of the agreement with the Kremlin that settled the Cuban Missile Crisis of 1962.It warned that an attack by Cuba against any Latin American country would be viewed as an attack upon the United States.Could this be something in the works between Obama’s Administration and Tehran? The deal would read that an attack upon Iran, by any country, would be viewed as an attack upon the United States. Farfetched? Let us hope so. But nearly every part of Obama’s foreign policy is farfetched but happening.Except for the clairvoyant (read this!) no one saw it getting this far – an American President abandoning Israel while embracing Iran, favoring a terrorist theocracy over an egalitarian democracy, and selling out Sunni partners for the Shiite monolith that is Iran.So if that’s possible, anything is possible, including a mandate that forbids a strike against Iran’s nuclear facilities, and if such a measure failed to come from Obama’s negotiators, Iran’s ministers surely insisted, if I read the down cards correctly – cards to be out in the open any day now.This Doctrine would be addressed against any country pondering deterrent action against Iran, but the message would be specific to Israel.

Killer pilot Andreas Lubitz told an ex-lover he was planning an act so heinous his name would be remembered for ever, it was sensationally claimed last night.Lubitz was a tormented, erratic man who was a master of hiding his darkest thoughts and would wake up from nightmares screaming ‘we’re going down’, the former partner said.The 26-year-old Germanwings stewardess, known only as Maria W, revealed to a German newspaper how Lubitz ominously told her last year: ‘One day I will do something that will change the whole system, and then all will know my name and remember it.’When she heard about the crash of Germanwings Flight 4U9525 on Tuesday, she remembered Lubitz’s menacing prophecy. ‘I never knew what he meant, but now it makes sense,’ she told Bild. The captain of the Germanwings plane desperately tried to break down the cockpit door with a crowbar after Andreas Lubitz locked him out, it emerged yesterday.The flight recorder showed that Patrick Sonderheimer repeatedly knocked on the door of the cockpit as the plane began to descend.But he resorted to using a crowbar to try and get through the armoured panel as the plane plunged fatally towards the Alps.German newspaper Bild yesterday reported that he had attempted to use an axe, and a Germanwings spokesman confirmed that such a tool was on board the aircraft.But it emerged last night that the only axe on the plane would have been in the cockpit, meaning it was out of reach of the captain.The disclosures will raise more questions for Lufthansa, the parent company of Germanwings, as to how he was allowed to fly a passenger jet when he was known to suffer from depression – and to have suffered burnout and mental illness.Unusually, Lubitz’s file with the German Civil Aviation Authority had been ‘flagged’ with the warning that he needed regular psychological assessment before being allowed to continue to fly.Lawyers believe the families of victims could win up to £100million in a joint action against Lufthansa and Germanwings, which had claimed Lubitz was ‘100 per cent fit to fly’ but then admitted he slipped through their safety net.Belgian Christian Driessens, whose brother Claude died in the crash, said: ‘I don’t understand how a serious company can let a depressed man pilot a plane.’ Police have ruled out any religious or political motive for the crash.Ralf Herrenbrueck, of the German prosecutors office, said yesterday that torn-up sick notes ‘support the current preliminary assessment that the deceased hid his illness from his employer and colleagues’.He said seized documents indicated ‘an existing illness and appropriate medical treatment’.Police are investigating whether Lubitz had stopped taking any medication he was on. As well as having been signed off from training with depression in 2008 and suffering a ‘depressive episode’ in 2009, it was reported that Lubitz had continued to receive mental health support right up until this week’s crash.He had been described as ‘unflyable’ while at flying school and had been downgraded on several occasions due to depression. AIRLINE THAT ALLOWED KILLER PILOT TO FLY NOW FACES TENS OF MILLIONS IN LEGAL PAYOUTS

The airline that allowed Andreas Lubitz to fly could face compensation claims of tens of millions of pounds, it emerged last night.Lufthansa – which owns the budget carrier Germanwings – is offering immediate aid of up to 50,000 euros (£36,500) per passenger to relatives, it was revealed yesterday.But families of the 149 victims may launch a ‘class action’ for compensation which could see the airline involved in lawsuits for years.Airlines are automatically liable to pay up to £105,000 for each death under the 1999 Montreal Convention – an international agreement on compensation for aviation disasters. But victims’ relatives can make much bigger claims if they can prove they have suffered losses as a result of the crash. In order to reject the demands, the airline must prove that it was not negligent or a third party was responsible – which could be difficult for Germanwings as there is evidence that Lubitz crashed on purpose.Airline spokesman Thomas Jachnow confirmed a report on Lufthansa’s offer by German daily Tagesspiegel. The airline had not previously detailed the level of the payments to relatives, which are separate from eventual compensation claims.Lufthansa CEO Carsten Spohr had said earlier that the airline would ‘honour international arrangements regulating liability’, and noted that the company already has offered immediate financial aid to anyone requiring help.

A pilot who once flew with Lubitz last night told how he left him alone in a cockpit to use the toilet.‘I remember him well,’ said Frank Woiton, 48, ‘and I left my seat from time to time in the air to use the toilet.‘When I flew with him he told me of his training and how happy he was.‘He said that he wanted to fly long-haul routes and become a captain.‘He had mastered the plane very well, he had everything under control. That’s why I left him alone in the cockpit, to go to the toilet.’He also told how he volunteered to fly the day after the crash after several Germanwings crews refused to board their aircraft.The father-of-two added: ‘I am proud to be a pilot. Right now. The passengers and the crew trust me with their lives. By the unfathomable act of this man endless confidence is destroyed that now must be laboriously rebuilt.’But European safety regulators last night issued a ‘temporary recommendation’ for airlines ‘to ensure that at least two crew, including at least one qualified pilot, are in the flight crew compartment at all times of the flight’. Such recommendations are effectively mandatory.Last night the CAA issued an official statement saying: ‘The CAA has been closely co-ordinating with colleagues at the European Aviation Safety Agency since the Germanwings incident and we believe this recommendation is a proportionate step to enhance aviation safety for the travelling public.We remain in close contact with all UK airlines, and it is the individual airline’s responsibility to determine how to comply with this recommendation, following a review of their cockpit security procedures.’BA has declined to explain its reasoning insisting: ‘We don’t discuss security issues.’ It repeated that line again last night.However the CAA said cockpit rules were an ‘operational issue’ and not a security issue.The details were published in a major new aviation safety information bulletin issued last night and relating to ‘authorised persons in the flight crew compartment.’But fears have been expressed by some that ‘knee-jerk’ reactions could perversely leave planes more vulnerable to terrorist attack.The aim of the new rule is to help prevent a repeat of Tuesday’s tragedy when co-pilot Andreas Lubitz, 28, locked his captain out of the cockpit of the Germanwings Airbus and flew the packed plane into a mountainside.British Airways carries 40million passengers a year to 175 destinations in 79 countries, at the rate of around 750 to 800 flights a day, including 43 to the USA. It has 281 aircraft of which 134 are long-haul and 147 short-haul. Likud MK Yariv Levin, a member of the party’s negotiating team, denied claims Friday from the Jewish Home faction that Prime Minister Benjamin Netanyahu wants to create a government without them.“I think there is no place for those feelings,” said Levin during an Israel Radion interview. “The prime minister not only promised a nationalist government, but that is exactly what we are doing…It is impossible to create it in a short time.”He called the Jewish Home party a “central partner” in the 67-member coalition Likud is trying to create, while emphasizing that no party can expect to receive all of its demands.The Jewish Home presented 39 core demands during its meeting with Likud representatives on Thursday, but the sides did not discuss specific ministries. Levin accused the Jewish Home of trying to control the policy of ministries it wouldn’t hold.Levin also said that because of the Likud’s size — 30 seats — it should hold key posts like the Foreign and Defense ministries, as well as economic ministries.Jewish Home MK Yinon Yigal responded that the Likud had not presented any serious offers. “They have presented us nothing. Nothing.”Yigal said the Likud wants to humiliate the Jewish Home and drive them out of coalition talks, so it can create a unity government with the Zionist Union.Yigal said that if this occurred, the Jewish Home would serve as the right-wing opposition to Netanyahu’s government.Earlier, Jewish Home head Naftali Bennett also cited rumors that the Likud head plans to approach Zionist Union and its 24 seats in the hope of forming a unity government. An United Nations humanitarian report released on Thursday said that 2014 had the highest civilian death toll among Palestinians since 1967, while calling on Palestinian groups to refrain from firing rockets at Israel, and lamenting a “crisis of accountability” on both sides of the conflict.The annual United Nations Office for the Coordination of Humanitarian Affairs report on the Palestinian territories aims to provide “a comprehensive overview of the underlying causes or drivers of the humanitarian situation” in the Palestinian territories.In total 2,314 Palestinian were killed during due to the conflict with Israel, while 85 Israelis lost their lives. There were 17,125 Palestinian injuries and 2,629 Israeli injuries. In 2013 there were 39 Palestinian fatalities and five Israeli deaths. The main reason for the sharp increase in the number of casualties was the summer conflict in the Gaza Strip, the report noted, along with violence in Jerusalem that was fueled by the Gaza fighting and clashes over the Temple Mount.According OCHA, which based its figures on a variety of local and international sources, a total of 2,220 Palestinians, including 1,492 civilians, were killed over 50 days of fighting between the IDF and armed groups in Gaza in July and August. Israel disputes the casualty figures, claiming about half of the Palestinian fatalities were armed gunmen. Israel also blames Hamas for all civilian deaths since the Palestinian terror group, which took over Gaza in a violent coup against the Palestinian Authority in 2007 and which seeks to destroy Israel, emplaced its war machine in residential areas. On the Israeli side, 66 soldiers and six civilians were killed.The Palestinian Health Ministry claimed a further 11,231 Palestinians were injured, the report continued, and some 100,000 remain displaced. The conflict, along with violence and tensions in Jerusalem, also caused a “marked increase in Israeli casualties.”“Israeli attacks striking residential buildings accounted for a significant number of the civilian casualties, raising concerns about respect for the principles of distinction, proportionality and precaution in attack under international humanitarian law,” the report said. “The hostilities also had a severe impact on the Israeli civilian population due to indiscriminate rocket and mortar fire from armed groups in Gaza.”“All parties to the conflict, including armed groups, must fulfill their legal obligations to conduct hostilities in accordance with international law to ensure the protection of all civilians during hostilities and to ensure accountability for acts committed in contravention of the laws of armed conflict,” OCHA said.Israeli forces “should refrain from launching attacks, if these are expected to cause loss of civilian life, injury to civilians, or damage to civilian objects, which would be excessive in relation to the military advantage anticipated,” OCHA said.“Palestinian armed groups in the Gaza Strip should refrain from the indiscriminate firing of rockets and other projectiles at Israel and, to the extent possible, ensure that civilian areas in Gaza are not used to launch attacks or to shield military forces or installations,” the UN group demanded.Israeli and Palestinian authorities must do more take responsibility and full investigate any violations that cause civilian causalities, the report urged.In the West Bank and Jerusalem, 2014 also saw an increase in the number of Palestinian fatalities, which at 58 were more than double the death toll for 2013 — 28. There was also an increase in Palestinian attacks against Israeli civilians and security forces with 16 fatalities last year, compared to four in 2013.“The rise in the number of Palestinian fatalities and serious injuries in the West Bank highlights longstanding concerns over the use of excessive force by Israeli forces, particularly in crowd control contexts,” the report said. “Criminal investigations by the Israeli authorities into the circumstances of 32 of this year’s killings have led to the indictment of only one suspect, while the results of the other cases are still pending.”

Lawmakers from the Joint List of Arab parties set out Thursday on a four-day protest march from an unrecognized Bedouin village in the Negev desert.The march, led by party head Ayman Odeh, is scheduled to reach the President’s Office in Jerusalem on Sunday.Representatives from the unrecognized villages and from the Joint List, which swept into the Knesset with 13 seats, said the goal of the march was to raise awareness about the living conditions in the unrecognized towns, and to present the president with a plan for their recognition.Protesters headed out from the Wadi al-Na’am village, one of 46 Bedouin Negev towns they are asking the government to recognize.In addition to the Joint List legislators, participants in the march included the mayor of Rahat, which is one of four recognized Bedouin cities, the head of the unrecognized villages regional council, and the heads of nearby regional council Abu Rabia and Hura.Sympathetic Arab and Jewish Israelis were also expected to join for stretches of the four-day event.Odeh was slated to present President Reuven Rivlin with the Bedouin proposal for recognizing their settlements at his official residence Sunday, but Rivlin will be in Singapore for the funeral of the country’s first prime minister Lee Kuan Yew.Rivlin and Odeh spoke by phone Thursday, and agreed to meet upon the president’s return.The march is scheduled to pass through several unrecognized towns, as well as Beersheba, Beit Guvrin, Abu Ghosh and Jerusalem.Large segments of the Bedouin population live a semi-nomadic existence in unplanned tent villages that dot the Negev landscape and as far north as Jerusalem and the West Bank.The government-backed Prawer Plan, canceled in 2013 amid violent protests, called for Israel to officially recognize and register many of these “unrecognized villages” while relocating residents of others into towns and planned communities.
