Russia’s First Strikes in Syria Hit U.S. Ally, Not Islamic State-Barack Obama’s administration said Wednesday that it doesn’t know whom Russia is bombing inside Syria. Rebel leaders on the ground there say they know precisely whom Moscow is targeting — and it isn’t the Islamic State.Instead, Russia’s first airstrikes in Syria — which dominated the final day of the United Nations General Assembly session — appear to have struck a rebel group that likely was vetted by the CIA, uses U.S.-made weapons, and has publicly backed the international coalition fighting the Islamic State. The group is also part of the ad hoc alliance of militias battling the regime of Syrian President Bashar al-Assad, which means that the early phase of Moscow’s military intervention will strengthen Assad at least as much as it will weaken the Islamic State.Jamil al-Saleh, a defected Syrian army officer who is now the leader of the rebel group Tajammu al-Aaza, told AlSouria.net that the Russian airstrikes targeted his group’s base in al-Lataminah, a town in the western Syrian governorate of Hama. That area represents one of the farthest southern points of the rebel advance from the north and is therefore a crucial front line in the war. An alliance of Syrian rebel factions, including both the al Qaeda-affiliated al-Nusra Front and groups considered by Washington to be more moderate, successfully drove Assad regime forces out of the northern governorate of Idlib and are now pushing south into Hama.Tajammu al-Aaza released a video of the airstrike and its aftermath before Saleh’s statement. Syrian security sources also confirmed that a Russian airstrike took place in al-Lataminah. The Russian Defense Ministry, meanwhile, released a video of what it said was one of the strikes.U.S. officials were quick to criticize the strikes, which they said had hit targets that didn’t appear to be linked to the Islamic State. Defense Secretary Ashton Carter said at the Pentagon that the strikes were in areas “where there probably were not ISIL forces,” using an alternate acronym for the group. White House spokesman Josh Earnest, for his part, told reporters that it was “too early for me to say exactly what targets they were aiming at and what targets were actually hit.”The strikes come amid a flurry of diplomatic maneuvering at the United Nations, where Moscow and Washington have traded potshots about who is to blame for the rise of the Islamic State and who should take the lead in fighting the group.In public comments at the United Nations, Russian officials have said that the U.S.-led campaign against the Islamic State isn’t working and instead have called for working more closely with Assad and Iran to defeat the group. But rather than spurring cooperation over the shared threat posed by the Islamic State, Moscow’s moves threaten to usher in a new era of conflict with Washington by weakening groups devoted to the fight against Assad while bolstering Tehran’s influence in the region.Tajammu al-Aaza, for instance, has posted several videos of its fighters deploying U.S.-made anti-tank missiles against Syrian regime forces. One video shows fighters launching a missile at a Syrian army tank stationed at a checkpoint in the Hama countryside.Experts say those videos show that the group is clearly receiving American weaponry. According to N.R. Jenzen-Jones, the director of specialist technical intelligence consultancy Armament Research Services, or ARES, the video of the attack on the Syrian tank shows a U.S.-made AN/TSQ-136 missile guidance set, consistent with other U.S.-made TOW missile systems that ARES has documented being used in Syria.According to Jenzen-Jones, the missiles “offer a noteworthy increase in anti-armor capability when compared to the majority of systems which are employed by the Syrian Arab Army and various rebel groups.”U.S.-made military equipment, most prominently anti-tank missiles, have been distributed to rebels through an operations center, called the Military Operations Command (MOC), that’s organized by countries arming the anti- Assad opposition, which allows them to vet the groups receiving support. The operations center reportedly includes U.S. intelligence officers, which suggests that the United States authorized the distribution of weapons to Tajammu al-Aaza.“Tajammu al-Aaza is widely reputed to receive support from the MOC, and the fact that the group has documented its use of U.S.-made anti-tank missiles over a period of several months strongly suggests this is the case,” said Noah Bonsey, a senior analyst for the Middle East at the International Crisis Group. “They seem to have passed MOC vetting, which suggests the U.S. and other state backers view them as mainstream rather than extremist, and relatively reliable.”One reason the United States may have allowed arms to flow to Tajammu al-Aaza is because rather than being an ally of the Islamic State, it has actually endorsed the U.S.-led air campaign against the jihadist movement. The group signed a statement that referred to the Islamic State as a “threat to the Syrian revolution” and that called on the U.S.-led international coalition to expand its air campaign to strike the Assad regime.Earlier Wednesday, State Department spokesman John Kirby said in a statement that a Russian official had informed the United States that Russia would begin flying missions over Syria shortly before the strikes began. It’s not clear whether Moscow also told the United States that the first group it would bomb would be one that had received arms from Washington.

That's what Vladimir Putin (oh, I mean DOCTOR) Putin prescribed to the UN...just take an Assad and a Rouhani and call him in the morning.This week's UN General Assembly cavalcade of superstar dictators was a depressing juxtaposition coming on the heels of a remarkably inspirational U.S. papal visit.Just picture the Turtle Bay turnstile...Pope Francis' inspiring address urging world leaders to set aside their differences to heal the world's poverty and oppression. Flash forward to Russia's Putin grasping the UNGA lectern after a decade's absence asserting more dictators will create a new "stable" world order - by bombing Syria and Ukraine. The Amen Choir of UNGA autocrats were on their feet ready to dance the Barynya.For good measure, Iran's Supreme Leader stand-in Hassan Rouhani could not resist the temptation to pile on the U.S. "we must not forget the roots of today's wars...can be found in the occupation, invasion and military intervention..." by the U.S. invasion of Afghanistan and Iraq, and the U.S.'s unwarranted support for the inhumane actions of the "Zionist regime" (aka Israel). That's the guy we just signed a nuclear agreement with whose nation is the world's number one state sponsor of terror, and which is Putin's closest Assad ally in Syria.Putin seized upon the catastrophic rise of ISIS as an alibi to triple down on Russia's support for Syria's Assad regime -- asserting that the road to defeating ISIS lies through Damascus. Typical feint by Putin. It seems that the only person surprised with Putin's air strikes in Syria is President Obama - and that alone says all that needs to be said about this White House's abject naiveté why it's Syria "policy" is an unmitigated disaster on every count.Putin also would have none of Obama's clarion call to statesmanship. He defiantly asserted that "...we can no longer tolerate the current state of affairs in the world." The real bogeyman of global disorder, Putin asserted, is NATO and the United States. In a vain attempt to curry favor with his new-found bully buddies Putin exclaimed that the United Nations is the only institution that stands in the way of American domination of the world.What is most diabolical about Putin's orchestrated defense of Assad wrapped in an anti-ISIS appeal is how much his brazen assessment is gaining traction in the least likely of places -- western Europe. Europe's leaders, overrun by a torrent of Syrian refugees with no end in sight, are throwing their lot in with Putin on Assad - bowing to the cruel reality on the ground that Assad won't be leaving anytime soon for fear that the torrent of refugees would turn into a tsunami of boat people. And any rush to force Assad and his family to the exit could make matters worse by enabling ISIS to establish its caliphate capital in Damascus.Obama had once infamously declared "Assad must go." Now, the U.S. is talking about Assad's "managed transition." That is code for we are in no hurry to get rid of Assad, either. So much for Secretary Kerry's empty admonitions. That is the sad reality of the ground game in Syria today - coupled with a free-fire zone free-for-all of Russian, American, French, Syrian, Turkish and "coalition" warplanes (add Israeli drones) buzzing overhead without an order of battle bombing targets with abandon in an almost cartoonish display of indiscriminate air might -- all without a strategy.-Let's take a step back.-Despite all the kabuki drama in New York nothing that the U.S. says or does is going to change the Syrian equation -- nada. Obama forfeited having much of a say about Assad's coming or going when he took his red-line ante off the table and failed when confronted at every Syrian policy turn of opportunity in the road thereafter. Too late arming moderate rebels. Too late providing urgent humanitarian relief. Too late comprehending the threat that a disintegrating Syria poses to U.S. homeland security. Too late coordinating a policy with Turkey. Too late recognizing ISIS' threat. Too late demanding Sunni states stop supporting extremist anti-Assad forces. Too late to put any political pressure on Assad. The list of "too lates" is bottomless.And yet, even today before Congress, Kerry enjoys boasting about HIS 43 nation anti-ISIS coalition - quantity over quality - a paper tiger coalition that has hardly affected hardly anything on the ground because Obama won't permit U.S. Special Forces target spotters to make that air coalition effective. Kerry is flailing as is his want. He demands a political solution in Syria that would lead to a "transition government" but there is no one to hand power off to.If Kerry had the presence of thought to stay off his plane for a while and get back to basics perhaps the U.S. could come up with a plan which would: a) refocus Arab and European efforts against ISIS by organizing the boots on the ground needed to carve up ISIS; b) put some time in Baghdad to shore up its internal efforts against ISIS; 3) cajole Syria's other patron states (China and Iran) to create an anti-ISIS coalition that has some teeth to it.Alternatively, everything that Russia does, will - for the short term -- favorably impact Assad's bloody hold on power. So why is anyone surprised Russia is pouring more arms into its client state...Russia has been doing that for decades and has a convenient naval base at Tartus to unload all that equipment. Neither Iran, China, or Hezbollah (and Israel...yes ISRAEL) want to part with the devil they know, and each in their own way are determined to keep Assad's regime from collapsing. They know ISIS and Al Nusra Front will pillage and murder any Shiite left standing.Mind you, Putin is no hero here. While Russia's escalation may keep the Caliph out of Damascus, it will certainly fuel the refugee exodus, produce even more vicious fighting and civilian carnage, and serve as Hollywood blockbuster advertisement for Sunni recruits to join ISIS' forces. Afghanistan redux??But Obama's Middle East foreign policy team put his leaky ship of state on this course - get out of the Middle East, turn the keys over to the Iranians; pivot to Asia, and exit stage left declaring victory with honor. Anyone warning them of Syria's consequences was shown the door including Robert Ford -- our best mind on Syria who was the courageous envoy there.Regrettably, the unmitigated stubbornness of his National Security Council team to grasp the strategic essentials of the Middle East is the root cause of this Greek tragedy. Now, it is too late to throw our weight around without a plan that focuses on what really is essential to U.S. interests in Syria. And so far the Administration hasn't a clue what an effective plan may look like. It talks as if it has a plan, but that, too, is fantasy.

Here are some remedies: 1. Syria is Putin's Bait: The U.S. never had a geo-political stake in Syria. Syria has been Russia's #1 client state for 50 years. Syria is Russia's #1 purchaser of arms. China, too, is Assad's major big-power benefactor. Assad's fall would convert Syria into a partitioned Sunni extremist-dominated state pouring Jihadis into Chechnya and Dagestan. Putin has a geo-strategic imperative to prevent that from happening and to expand Russia's influence with the new Middle East world order that Obama and Co. have bequeathed him. The emerging Russian-Iranian Shiite alliance had the vote in the Middle East and has even snared Iraq into it - again much to the surprise of the Obama team. The U.S. must refocus to ensure that Lebanon and Jordan remain able to withstand the consequences of the Syrian extremist and refugee crisis now within their borders. That requires more strategic planning with Israel, Egypt and Turkey...I don't see any of that happening. 2. ISIS is Job #1 for US & Allies. The U.S. and its European allies have few anti-Assad cards left. The two cards that Obama and his team have failed to play so are 1) robbing ISIS of its territorial bases in Raqqa Syria and Mosul, Iraq; and 2) containing the flow of ISIS fighters to and from those areas. If Putin is going to join in and help - all the better. Cutting the Caliphate down the middle (i.e., severing its lines of communications between Syria and Iraq is essential to robbing ISIS of its attraction to Jihadis and to its own legitimacy. Putin and Iran will never be brow-beaded into changing their conduct in Syria - so Kerry should quit bellyaching about it and focus instead on protecting U.S. interests where they matter, i.e., numbers 1 & 2, above. That means organizing an ARAB expeditionary force to chop up ISIS's territory. I don't see Kerry doing anything of the sort, yet. By the way, the Europeans have yet to be brought into a planning enterprise to get this organized. 3. Homework/Homework on Homeland Security. A bi-partisan Congressional Committee issued a damning report yesterday on the Obama Administration's "two hands tied behind its back" military and intelligence failures against ISIS asserting that the U.S. is losing the battle to stop Americans from traveling abroad to enlist in ISIS. More than 25,000 foreigners have flocked to war-torn Syria and Iraq since 2011 to fight with Islamist terrorist groups including ISIS, according to U.S. government estimates noted in the report. The Obama Administration has a bipartisan "F" grade on the one danger that matters most to Americans in this conflict. We have no military, political, or strategic policy in place to deal with this. All the more reason why we need to refocus our energies and stop our Syrian flailing. 4. Just a Few Boots on the Ground. I have repeatedly called for the U.S. to unshackle itself by permitting forward spotting teams to support air strikes against ISIS - without which 75% of coalition airstrikes fail to occur or miss their targets. Obama has consistently overruled his military and intelligence advisers -- as if these boots on the ground would short-sheet his pledge not to have boots on the ground in Syria. Penny wise-pound foolish, to say the least. 5. Safe Havens/No Barrel Bombing Fly Zones. The U.S. and Turkey have been haggling over whether there should be safe-havens for Syrians defended by U.S. and Turkish forces. The U.S. can do so much more to provide the urgent humanitarian relief Syrians desperately need within Syria while leveraging strategic safe-havens to place more military pressure on the Assad regime by training Syrians to defend these safe-havens that would also be no-fly zones against Assad's dreaded barrel bombing. We have a coalition Mr. Kerry...43 members? Where are they??? Syria is so broken it is inevitable that it is going to be partitioned - the only question is when and whether the extremists will hold just a sliver of what is left. Our goal must be principally to expedite the demise of ISIS and its threat to us, and push Sunni Arab states to end their clandestine support for ISIS and Al Nusra in Syria and Iraq. Russia, Iran and China are all in for Assad until someone finally takes him down, which is surely to happen given the hundreds of thousands seeking retribution against him.What remains of America's Middle East policy is now in the hands of our adversaries. General Assembly on Monday and said the West was making an "enormous mistake" by not cooperating with Syrian President Bashar al-Assad in the fight against the Islamic State militant group. Here is the full text of his remarks.-PUTIN (THROUGH INTERPRETER): Your excellency Mr. President, your excellency Mr. Secretary General, distinguished heads of state and government, ladies and gentlemen, the 70th anniversary of the United Nations is a good occasion to both take stock of history and talk about our common future.In 1945, the countries that defeated Nazism joined their efforts to lay solid foundations for the postwar world order.But I remind you that the key decisions on the principles guiding the cooperation among states, as well as on the establishment of the United Nations, were made in our country, in Yalta, at the meeting of the anti-Hitler coalition leaders.The Yalta system was actually born in travail. It was won at the cost of tens of millions of lives and two world wars.This swept through the planet in the 20th century.Let us be fair. It helped humanity through turbulent, at times dramatic, events of the last seven decades. It saved the world from large-scale upheavals.The United Nations is unique in its legitimacy, representation and universality. It is true that lately the U.N. has been widely criticized for supposedly not being efficient enough, and for the fact that the decision-making on fundamental issues stalls due to insurmountable differences, first of all, among the members of the Security Council.However, I'd like to point out there have always been differences in the U.N. throughout all these 70 years of existence. The veto right has always been exercised by the United States, the United Kingdom, France, China, the Soviet Union and Russia later, alike. It is absolutely natural for so diverse and representative an organization.When the U.N. was established, its founders did not in the least think that there would always be unanimity. The mission of the organization is to seek and reach compromises, and its strength comes from taking different views and opinions into consideration. Decisions debated within the U.N. are either taken as resolutions or not. As diplomats say, they either pass or do not pass.Whatever actions any state might take bypassing this procedure are illegitimate. They run counter to the charter and defy international law. We all know that after the end of the Cold War — everyone is aware of that — a single center of domination emerged in the world, and then those who found themselves at the top of the pyramid were tempted to think that if they were strong and exceptional, they knew better and they did not have to reckon with the U.N., which, instead of [acting to] automatically authorize and legitimize the necessary decisions, often creates obstacles or, in other words, stands in the way.It has now become commonplace to see that in its original form, it has become obsolete and completed its historical mission. Of course, the world is changing and the U.N. must be consistent with this natural transformation. Russia stands ready to work together with its partners on the basis of full consensus, but we consider the attempts to undermine the legitimacy of the United Nations as extremely dangerous. They could lead to a collapse of the entire architecture of international organizations, and then indeed there would be no other rules left but the rule of force.We would get a world dominated by selfishness rather than collective work, a world increasingly characterized by dictate rather than equality. There would be less of a chain of democracy and freedom, and that would be a world where true independent states would be replaced by an ever-growing number of de facto protectorates and externally controlled territories.What is the state sovereignty, after all, that has been mentioned by our colleagues here? It is basically about freedom and the right to choose freely one's own future for every person, nation and state. By the way, dear colleagues, the same holds true of the question of the so-called legitimacy of state authority. One should not play with or manipulate words.Every term in international law and international affairs should be clear, transparent and have uniformly understood criteria. We are all different, and we should respect that. No one has to conform to a single development model that someone has once and for all recognized as the only right one. We should all remember what our past has taught us.We also remember certain episodes from the history of the Soviet Union. Social experiments for export, attempts to push for changes within other countries based on ideological preferences, often led to tragic consequences and to degradation rather than progress.It seemed, however, that far from learning from others' mistakes, everyone just keeps repeating them, and so the export of revolutions, this time of so-called democratic ones, continues. It would suffice to look at the situation in the Middle East and North Africa, as has been mentioned by previous speakers. Certainly political and social problems in this region have been piling up for a long time, and people there wish for changes naturally.But how did it actually turn out? Rather than bringing about reforms, an aggressive foreign interference has resulted in a brazen destruction of national institutions and the lifestyle itself. Instead of the triumph of democracy and progress, we got violence, poverty and social disaster. Nobody cares a bit about human rights, including the right to life.I cannot help asking those who have caused the situation, do you realize now what you've done? But I am afraid no one is going to answer that. Indeed, policies based on self-conceit and belief in one's exceptionality and impunity have never been abandoned.It is now obvious that the power vacuum created in some countries of the Middle East and North Africa through the emergence of anarchy areas,  which immediately started to be filled with extremists and terrorists.Tens of thousands of militants are fighting under the banners of the so-called Islamic State. Its ranks include former Iraqi servicemen who were thrown out into the street after the invasion of Iraq in 2003. Many recruits also come from Libya, a country whose statehood was destroyed as a result of a gross violation of the U.N. Security Council Resolution 1973. And now, the ranks of radicals are being joined by the members of the so-called moderate Syrian opposition supported by the Western countries.First, they are armed and trained and then they defect to the so-called Islamic State. Besides, the Islamic State itself did not just come from nowhere. It was also initially forged as a tool against undesirable secular regimes.Having established a foothold in Iraq and Syria, the Islamic State has begun actively expanding to other regions. It is seeking dominance in the Islamic world. And not only there, and its plans go further than that. The situation is more than dangerous.In these circumstances, it is hypocritical and irresponsible to make loud declarations about the threat of international terrorism while turning a blind eye to the channels of financing and supporting terrorists, including the process of trafficking and illicit trade in oil and arms. It would be equally irresponsible to try to manipulate extremist groups and place them at one's service in order to achieve one's own political goals in the hope of later dealing with them or, in other words, liquidating them.To those who do so, I would like to say — dear sirs, no doubt you are dealing with rough and cruel people, but they're in no way primitive or silly. They are just as clever as you are, and you never know who is manipulating whom. These steps will guarantee that Ukraine will develop as a civilized society, as an essential link and building a common space of security and economic cooperation, both in Europe and in Eurasia.Ladies and gentlemen, I have mentioned these common space of economic cooperation on purpose. Techies are calling the upcoming shift in how we will use our credit cards at the store something like "dip the chip."It's not a bad way of explaining things. Instead of swiping our plastic, we'll be able to slide or dip our chip-equipped credit cards at chip-enabled terminals at the register. You might see the new way of doing things as soon as the next time you shop at Target or another big retailer.A unique one-time code is generated every time a card with a chip is used, and a one-time code is hard for crooks to duplicate to make fake credit cards, according to card experts.Chips aren't entirely new. They've long been used in Canada and all across Europe. But the U.S. has been stuck in the swipe-and-sign mode for years. Beginning in October, though, some rules will change for merchants that will drive a shift into chip technology.A week or so ago, my credit card issuer sent me a notice saying that I should be receiving a new EMV Chip Technology card for my MasterCard by October. Other consumers already have chip cards in hand.Bank of America, for example, has been adding chip technology to its consumer credit cards since mid-2012 and started adding chips to debit cards last October. Bank of America said the vast majority of its debit card and credit card customers are expected to have cards with the microchip by the end of the year.Chase said it plans to convert more than 70% of its credit card and debit cards to chip technology by year's end. The bank is also upgrading its ATMs to accept chip cards.Some big-name retailers are rolling out new systems, as well. Target just finished setting up all of its stores to accept chip cards at its registers. Walmart and Sam's Club stores began accepting chip-embedded credit cards last November. 1.  Will the magnetic stripe on the back go away? No.While major retailers are moving toward the chip terminals, many experts say smaller retailers are less likely to upgrade for some time.Doug Johnson, senior vice president of payments and cybersecurity policy for the American Bankers Association, said less than half of merchants with point-of-sale devices in the store are expected to have chip-enabled systems in place by year's end.While some merchants say the costs are too high, Johnson and others noted that options are available at fairly low costs, such as $30 or $40, to handle chip technology for those who use computer tablet devices at the register. The chip-and-sign devices, he said, are less costly than if we moved to a chip-and-PIN system. People will still sign for their purchases, typically, and not use a PIN with the chip credit cards.It's still going to take time to get the chip cards into the hands of consumers, too.Stephanie Ericksen, vice president of Risk Products at Visa, said nearly 127 million — or about 18% — of all Visa cards at the end of July were chip-enabled cards. Those numbers will grow as we move into the holiday shopping season. Some banks are reissuing chip cards as credit cards reach expiration dates; others are rolling out cards in batches.The industry expects that about 63% of credit and debit cards should contain EMV chips by the end of 2015. That's expected to increase to 98% by the end of 2017, according to the Payments Security Task Force, which was formed in early 2014 and includes groups in the electronic payments industry, including banks, retailers and others. 2.  What happens if I don't get a new chip card soon? "Nothing really," said Gerri Detweiler, at Credit.com.If you don't get a new chip card by this fall, she said, you will still be able to use your current card. Remember, the consumer's liability for fraudulent purchases does not change. You'd still have the same protections.The chip technology focuses on in-store purchases and cutting down on fraud involving fake cards. It does not address online purchases, but other technology down the line would offer more secure online purchases. What do you need to know about those chips? Here are five questions with answers. 3. How do I know if I have a chip card? Look at the front of your card on the left-hand side. Do you see small metallic gold- or silver-looking rectangle, possibly above the first four digits of your card number? That's the chip. The chip only provides extra security with a chip-enabled device. If you swipe, the extra level of security is not present. 4. What kind of mishaps can happen with the new chip cards?  Consumers have to learn a new payment process but it's not really rocket science."It's a quick transaction," said Randy Hargrove, a spokesman for Walmart in Bentonville, Ark. "Once you do it the first time, it's certainly an easy transaction." Consumers just need to get used to doing things slightly differently at the store. Some stores once allowed you to swipe your card long before the clerk rang up the entire cart. The chip system is different. You need to wait to insert the card in the reader until all your items are rung up. The reason? The transaction itself is part of the coding process."You have to wait until everything has been totaled up," said Michael Moesser, director of payments practices for at Javelin Strategy & Research.You also have to wait a while for the process. Some clerks have had to tell customers to keep the card in the reader until they hear a beep or get another signal. Some shoppers think you can put the chip card in and pull it out of the reader quickly, and that's not the case.You must leave that card in the reader until prompted to take it out. You're going to sign for the purchase, if a signature is required, while the card is in the reader, too.Moesser is concerned that some consumers might forget to take the card out, particularly if they're in a hurry.But again, terminals give off a beep or might flash to let you know the transaction has been authorized and to remember to take the card.Also, the chip isn't going to help right now with online sales.“The EMV chip technology is intended to combat card-present fraud in stores, specifically counterfeit cards," Moesser said."Unfortunately, the chip technology does not apply to online purchases, where the physical card is not used in the transaction. Card issuers and banks are working with merchants to promote widespread adoption of existing security features, as well as develop new ones to combat online credit card fraud,” Moesser said.Another possible point of confusion: Right now, some terminals at stores look like they can accept a chip but  do not have chip functionality yet. Some of those systems will be turned on later.Various banks, including Bank of America, are sending out step-by-step instructions with the card or listing tips online.  Target has listed some chip tips for shoppers in a blog.The Payments Security Task Force and the EMV Migration Forum are working to provide education on the chip model. Their website, GoChipCard.com, has information on the chips for consumers, issuers and merchants.5. What is this October deadline that I'm hearing about the news? Beginning Oct. 1, merchants that have not updated point-of-sale devices to recognize chips will be held liable if there is fraud at the register in the store if the bank has issued cards with chips. Whoever has the older technology is liable for fraud. Address by H.E. Mr. Donald Tusk President of the European Council 70th General Assembly General Debate-Tuesday 29 September 2015-United Nations-New York

I am here today to reassure you that Europe is as committed to its values and objectives now, as it has ever been: Europe will stay the course, even though it is now confronting challenges unseen and unheard of since for decades. Wars are raging both to the South and to the East of our borders. European leaders are tackling the consequences of borders being changed on our continent by force, like in Ukraine, in violation of the Charter of the United Nations. We are also dealing with the refugee crisis, with terrorist attacks inside Europe and with economic difficulties in some Member States. As difficult as the situation is, I am sure that we will cope with it, and most importantly, we will, at the same time, remain dedicated to helping make the whole world a better place.Everyone who wishes to contribute to eradicating poverty, supporting peace keeping missions, solving the migration crisis, as well as to handling the causes and effects of climate change, can still count on us. For Europe, isolationism has never been, and will not be, an option.We are always ready to listen to the good and sound advice of our friends, also on the unprecedented refugee and migrant crisis that we face today.The myth prevails that Europe is the only rich place on Earth. This is not true; there are other places comparable to us in terms of wealth. But for some reason, refugees and migrants are not flowing there. This is because wealth is not the only element that determines where people choose the future for their children; such values like tolerance, openness, respect for diversity, freedom, human rights and the Geneva Convention are also a magnet attracting them to us.And we refuse to change in these respects. If in Europe we are engaged in animated discussions on relocation quotas, it is because we care. It is because we seek to be as effective and as inclusive as possible. But quotas are just a fraction of what Europe is already doing to help those who flee wars and persecution. By contrast, many countries represented here deal with this problem in a much more simple way; namely by not allowing migrants and refugees to enter their territories at all. This is why suggesting that Europe is an example of poor treatment or indifference towards asylum-seekers is sheer hypocrisy.In fact, the opposite is true, as we can see from the direction of their travel. No-one seems to be escaping from Europe, while people from all over Eurasia and Africa are coming to Europe. The crisis we are talking about has global dimensions and demands a global solution. First of all, it demands global solidarity. Everyone can offer help to the refugees. And those who do not want to, at least shouldn't hide their indifference by criticiszing Europe for doing too little.It is no coincidence that the UN General Assembly debate this year focuses mainly on the situation in the Middle East, especially in Syria. Let us have no illusions. Syria's crisis will not be solved unless a common denominator of interests is found among the regional players. But a peace plan must not only be only a formula for defining a new division into spheres of influence. Here, in the United Nations, we should speak not only about the interests of the regional powers but above all about the interests of millions of Syrians, including those internally displaced and the refugees.The fight against terrorism is no doubt important in this context; that is why we welcome the fact that this aim is gaining the support of new and quite unexpected allies. But we cannot overlook the fact that many refugees are fleeing state terrorism, of which Syria is a dramatic proof.Europe, which everyday witnesses the tragedies of millions of Syrian refugees, must be their advocate. We all want to see stable states in the region; stabilisation is a value beyond any dispute. But stability cannot be won with barrel bombs and chemical weapons used against civilians.Today the circle of proponents of the idea that Bashar al-Assad should be part of Syria's transition is growing. Yet we cannot forget that millions of people have fled his horrific methods of trying to secure stability in Syria. During my trips to the region, I was told that Assad's victory would only lead to another exodus. The only goal and intention of a peace plan for Syria must be to make it possible for the people to again start leading normal lives in the region.This, and this message alone, will be consistent with the values of the international community, of the European Union, and with the values that the United Nations has held dear for more than seventy years.This year will also be crucial in the global efforts to fight the causes and consequences of climate change. In the last days and weeks we have listened with great hope and satisfaction to the pledged of leaders, committed to fighting global warming. Europe is determined that the Paris Summit be a breakthrough, symbolising our readiness to undertake unified action in the face of this global problem.With a pledge to reduce CO2 by 40%, as compared to 1990, Europe remains in the lead of this process. But fighting global warming is not a sports competition. Victory is possible when everybody moves in the same direction and at a similar pace. This is why we invite all of you to take part in this common endeavour. Without a global agreement, Europe's isolated efforts will be impractical. What matters for Europe is practical effects, not ideological fervour..Global challenges must be dealt with multilaterally, or they will not be dealt with at all. There is a duty on all of us to make the words "international community" actually mean something real. We are facing multiple global emergencies. Let them pave the way to forming our strong global community.Thank you.

Carbon-pricing mechanisms such as markets and taxes are set for “widespread and rapid” use in the years after the Paris climate talks as more nations are seen adopting them as incentives for cleaner energy, according to the World Bank.Carbon taxes introduced in Portugal, South Africa and Chile through 2017 will see 38 systems govern about 12 percent of the world’s greenhouse-gas emissions, up from 5 percent in 2011, the bank said in its annual State and Trends of Carbon Pricing report.“We are not asking people to walk around a blind corner anymore,” Rachel Kyte, a special climate envoy at the bank, said in a call with reporters on Friday before publication of the report.More than 190 nations are meeting in Paris in December with the aim of agreeing to limits on heat-trapping pollution and keep global warming below 2 degrees Celsius (3.6 degrees Fahrenheit). The European Union, which manages the world’s biggest carbon market by traded volume, on Friday urged United Nations envoys to agree international carbon-market rules and emissions-accounting systems by 2017.The bank isn’t advocating market systems that allow excessive speculation, a concern raised by the Catholic church in June, Kyte said.“This is not about making a quick buck on the back of the poor in order to put a green invisibility cloak on yourself,” she said.Carbon-pricing systems may work even if nations fail to adopt common accounting systems at the UN talks in December, said Grzegorz Peszko, the lead economist on climate change at the bank. Informal talks on climate change reveal broad support for ‘durable’ deal in Paris, Ban reports-UN

27 September 2015 – Secretary General Ban Ki-moon reported today that ahead of an upcoming United Nations climate conference in Paris, world leaders have voiced broad support for reaching a durable agreement that will accelerate investments in clean energy and spur a global, low-carbon transformation well before the end of the century, consistent with a below 2 degrees Celsius pathway.“Leaders expressed their resolve to finalize a durable, meaningful agreement in Paris that applies to all countries,” Mr. Ban told reporters following a high-level working lunch held on the margins of the UN Sustainable Development Summit, which opened in New York on Friday and wraps up later today.The Summit, which has adopted the landmark new sustainability blueprint, Transforming Our World: the 2030 Agenda for Sustainable Development – composed of 17 goals and 169 targets to wipe out poverty, fight inequality and tackle climate over the next 15 years – is also being seen as an opportunity to continue momentum ahead of the Twenty-first meeting of States Parties to the UN Framework Convention on Climate Change (UNFCCC), informally known as COP 21, taking place in the French capital this December.“Our meeting today was not a negotiation, but an informal gathering to inject greater political energy,” explained the UN chief at a press conference alongside Peruvian President Ollanta Humala and French President François Hollande, who both had participated in the working lunch and welcomed the generally positive nature of the discussions.Stressing that the points of political convergence that had emerged must be translated into tangible action, the Secretary-General said that leaders had noted that a Paris agreement must be a turning point that sends a clear signal to citizens and the private sector that the transformation of the global economy is inevitable, beneficial, and already underway.“There was also consensus that the agreement must strengthen resilience to climate impacts, with a focus on the poorest and most vulnerable. There was a will towards sticking to the 2 degree Celsius pathway. With that in mind, he urged all those countries that had not presented their climate initiatives to do so ahead of COP 21.He went on to stress the need to set out a five-year review mechanism that would help ensure that the goals agreed in Paris will be met. President Hollande also said it was important for every country to implement a carbon pricing system, without which, “there will be no real change.”He looked forward to reaching a “pre-agreement” ahead of COP 21 to set out a clear guide to what could be expected in Paris. “Everyone is convinced that there will be an agreement in Paris but the question is what type of agreement” and how strong the commitment will be to implement it, he concluded.

NEW YORK -- Six big U.S. banks called for a "strong global climate agreement" in a statement Monday, with Bank of America, Citi, JPMorgan Chase, Goldman Sachs, Morgan Stanley and Wells Fargo arguing in a joint release that government action, in addition to private business investment, is needed to address climate change. The banks said that putting a price on carbon emissions is crucial to increasing investments in clean energy. The right policy frameworks, they wrote, "can help unlock the incremental public and private capital needed to ensure" that the estimated $90 trillion in new infrastructure investments projected over the next 15 years will help reduce, not increase, carbon emissions.The next round of United Nations climate talks will take place from Nov. 30 through Dec. 11 in Paris. This series of talks has dragged on for years without yielding a significant deal, but as Reuters' David Stanway reports, the 2014 agreement between the U.S. and China means that "a global deal in Paris has become much more likely" -- although Stanway also notes that the individual country targets that have been laid out so far are not as ambitious as many countries would like to see. The banks' statement adds four major financial institutions to the list of U.S. businesses that support a deal in Paris."As U.S. negotiators enter climate talks in Paris, they can say with confidence that the business and financial community in this country is ready for government leadership to address climate change," said Mindy Lubber, president of the nonprofit Ceres, in a statement Monday.In July, 13 major U.S. companies, including Bank of America and Goldman Sachs, signed a White House statement in favor of a Paris deal. Politically, support from the business community could help to undercut the argument that economic growth and reducing carbon emissions are mutually exclusive goals.Still, no matter what the country's major banks say, it's not clear whether they'll persuade many Republican lawmakers to get on board with addressing climate change -- especially if those lawmakers are facing primary challenges from tea-party types and already feel insecure about holding on to their seats. It's also far from certain whether the business community can do much to change the anti-climate-action views of conservative lawmakers who have won congressional seats in recent years.

ASSOCIATED PRESS- WASHINGTON -- The Obama administration on Monday announced a new collaboration between major U.S.-based companies on climate change, teasing what has been promised to be another big push on climate change in the coming weeks.Participants in the "American Business Act on Climate Pledge" include Alcoa, Apple, Bank of America, Berkshire Hathaway Energy, Cargill, Coca-Cola, General Motors, Goldman Sachs, Google, Microsoft, PepsiCo, UPS and Walmart, which combined brought in $1.3 trillion in revenue last year. The companies together called for a "strong outcome" at the climate negotiation in Paris at the end of this year, and each put forward voluntary commitments on climate, which include investments in renewable energy, individual emissions reduction targets and reducing water use and deforestation in their operations and supply chain."We recognize that delaying action on climate change will be costly in economic and human terms, while accelerating the transition to a low-carbon economy will produce multiple benefits with regard to sustainable economic growth, public health, resilience to natural disasters, and the health of the global environment," states the pledge.Alcoa pledged to cut its greenhouse gas emissions from U.S. operations by 2025 to 50 percent of its 2005 levels. Berkshire Hathaway Energy pledged to increase its investments in renewable energy generation by $15 billion. Google pledged to triple the amount of energy it purchases from renewable sources by 2025. The White House has posted a list online of other company-specific commitments.The White House said it intends to release a second round of pledges from businesses this fall, and that Secretary of State John Kerry would host an event on the role of businesses in climate efforts on Oct. 20-21.President Barack Obama indicated in an appearance on "The Daily Show" that he plans to make another big push on climate change in the coming weeks. The Environmental Protection Agency is due to release final versions of regulations on emissions from both new and existing power plants sometime in the next few weeks, though the exact dates are still unclear. Best estimates range from Aug. 3-11. It remains to be seen whether the administration at the same time will also issue a final decision on the proposed Keystone XL pipeline, which climate change advocates have been urging the administration to reject.

The agenda is designed to catalyze public and private sector action on climate change both before and after 2020, the date when the universal climate agreement which governments will reach in Paris comes into effect.The full letter from the six companies follows:Climate change is a critical challenge for our world. As major companies from the oil & gas sector, we recognize both the importance of the climate challenge and the importance of energy to human life and well-being. We acknowledge that the current trend of greenhouse gas emissions is in excess of what the Intergovernmental Panel on Climate Change (IPCC) says is needed to limit the temperature rise to no more than 2 degrees above pre-industrial levels. The challenge is how to meet greater energy demand with less CO2. We stand ready to play our part.Our companies are already taking a number of actions to help limit emissions, such as growing the share of gas in our production, making energy efficiency improvements in our operations and products, providing renewable energy, investing in carbon capture and storage, and exploring new low-carbon technologies and business models. These actions are a key part of our mission to provide the greatest number of people with access to sustainable and secure energy.For us to do more, we need governments across the world to provide us with clear, stable, long-term, ambitious policy frameworks. This would reduce uncertainty and help stimulate investments in the right low carbon technologies and the right resources at the right pace.We believe that a price on carbon should be a key element of these frameworks. If governments act to price carbon, this discourages high carbon options and encourages the most efficient ways of reducing emissions widely, including reduced demand for the most carbon intensive fossil fuels, greater energy efficiency, the use of natural gas in place of coal, increased investment in carbon capture and storage, renewable energy, smart buildings and grids, off-grid access to energy, cleaner cars and new mobility business models and behaviors.Our companies are already exposed to a price on carbon emissions by participating in existing carbon markets and applying ‘shadow’ carbon prices in our own businesses to test whether investments will be viable in a world where carbon has a higher price.Yet, whatever we do to implement carbon pricing ourselves will not be sufficient or commercially sustainable unless national governments introduce carbon pricing even-handedly and eventually enable global linkage between national systems. Some economies have not yet taken this step, and this could create uncertainty about investment and disparities in the impact of policy on businesses.Therefore, we call on governments, including at the UNFCCC negotiations in Paris and beyond to:introduce carbon pricing systems where they do not yet exist at the national or regional levels create an international framework that could eventually connect national systems.To support progress towards these outcomes, our companies would like to open direct dialogue with the UN and willing governments. We have important areas of interest in and contributions to make to creating and implementing a workable approach to carbon pricing, including: 1. Experience. For more than a century we have provided energy to the world. We are global in reach, closely familiar with managing major projects and risks of many kinds, and well-versed in trading and logistics. As we are already users of carbon pricing systems across the world, exchange of information at international scale could help to identify the best solutions.-2. Motivation. We want to be a part of the solution and deliver energy to society sustainably for many decades to come. Like our counterparts in other industry sectors we will play a key role in implementing the measures and deploying the technologies that will lead to a lower carbon future. Low carbon business models and solutions are fragile until they reach critical size, but with linked carbon pricing systems worldwide, uncertainty would be reduced and such solutions will start to create value for business more rapidly.-3. Pragmatism. We believe our presence at the table could be helpful in designing an approach to carbon pricing that would be both practical and deliverable, as well as ambitious, efficient and effective.-4. A forum for discussion. Our companies and others have come together under the auspices of the World Economic Forum to form the Oil & Gas Climate Initiative, or are members of the International Emissions Trading Association, the World Bank or the UN Global Compact Carbon Pricing initiatives. We believe these forums may offer an appropriate ground for public-private dialogue on how to price carbon into energy.-Practically, we and our senior staff will seek to engage and share our companies’ perspectives on the role of carbon pricing in several important settings: in our meetings with Ministers and Government representatives-as we attend and address conferences-as we hold engagements with our investors-as we conduct meetings with other stakeholders including partners, suppliers, academics and researchers-as we hold meetings for management and staff within our businesses.Pricing carbon obviously adds a cost to our production and our products – but carbon pricing policy frameworks will contribute to provide our businesses and their many stakeholders with a clear roadmap for future investment, a level playing field for all energy sources across geographies and a clear role in securing a more sustainable future.We acknowledge the long-term challenge and appreciate that this will be transformative across the energy sector. Over many decades, our industry has been innovative and has been at the forefront of change. NEW YORK: Today, CDP and The Climate Group released a report showing that over 170 major companies, states, regions and cities around the world have committed to reducing their greenhouse gas (GHG) emissions by 80-100%, or procuring 100% of their power from renewable sources.Bringing together information from several trusted sources, the findings demonstrate a trend toward increasingly ambitious climate action on the part of “non-state” actors (i.e. non-national governments), in the lead up to the Paris Climate Conference later this year. Evan Juska, Head of Policy for The Climate Group, North America said: “What surprised us was the diversity of companies and sub-national governments setting ambitious climate targets. They differ in location, size, energy use, and ideology. But they share a belief that reducing emissions makes sense for both customers and constituents.”The report also explores what motivates these leaders to be bold in addressing climate change, when so many national governments remain hesitant.
