The German government is reportedly displeased with Prime Minister Benjamin Netanyahu for asserting that Chancellor Angela Merkel has changed her stance on a two-state solution for Israel and the Palestinians, and has dispatched emissaries to Jerusalem clarify Berlin’s position.On February 16, Merkel said at a joint press conference with Netanyahu in Berlin that now is “certainly not the time to make really comprehensive progress.” Netanyahu hailed Merkel’s statement, arguing that the world is slowly coming to a realization he had a long time ago.Sources in the chancellery were “surprised” by Netanyahu’s statement, the German daily Die Welt reported Sunday. Berlin has not changed its position on the need for Palestinian statehood and Netanyahu was told as much during Israel-German government consultations two weeks ago in Berlin, sources told the paper.According to Die Welt, Roderich Kiesewetter, a member of parliament for Merkel’s center-right CDU party, will confront Netanyahu on the issue during a meeting Monday in Jerusalem.“Netanyahu is usually very clear. Therefore he must state clearly that he holds on to the two-state solution. Most of all, he must not abuse visits at Israel’s closest friend in Europe — Germany — to misinterpret Germany’s position,” said Kiesewetter, a defense expert with a long history of staunch support for Israel.Kiesewetter, who is visiting Israel this week as part of a delegation of the Bundestag’s Foreign Affairs Committee, was not the only member of Merkel’s party to come out against Netanyahu. The Palestinian Authority on Sunday said direct financial assistance by Iran to the families of Palestinian terrorists and attackers killed in a five-month wave of violence would be unacceptable, and called for such funding to be directed through a PA .Nabil Abu Rudeineh, a PA presidency spokesman, was quoted in local media as saying that bypassing the Authority in handing out such funds would constitute illegal interference in internal Palestinian affairs.Tehran announced last week assistance would be offered to families of those killed in the wave of Palestinian stabbing, car-ramming and shooting attacks that erupted in October 2015. The PA official did not reject the payments, but said such aid must follow official channels.Iran should “send this money through official channels to the [PA’s] Martyrs and Prisoners Foundation rather than relying on informal and circuitous routes,” Abu Rudeineh said.Iran’s ambassador to Lebanon, Mohammad Fathali, said Wednesday that Tehran would offer $7,000 to the families of each Palestinian killed in what he called the “Jerusalem intifada.”Iran will also give $30,000 to Palestinian terrorists’ families whose homes are destroyed by Israel, he told a news conference in Beirut.The money pledged is in addition to the monthly aid paid since 1987 by an Iranian institution to families of Palestinians killed, the ambassador said.Twenty-eight Israelis and three foreign nationals have been killed in a wave of Palestinian terrorism and violence since October. Iran is withdrawing all of its 2,500-strong fighting force from Syria, Israeli television reported Sunday night.Most of the forces have already been returned home, and the rest are on their way out, Channel 2 said. It said the decision was taken by Iran’s supreme leader Ali Khamenei and President Hassan Rouhani.The forces, drawn from various units of the Iranian Revolutionary Guards Corps, have been increasingly deployed to fight alongside President Bashar Assad’s forces for more than the past two years. They have sustained some 160 fatalities, with over 300 injured, the TV report said. Among the dead are at least six senior officers, including generals and colonels.The report did not specify a single reason for the withdrawal, which comes amid a fragile new cease-fire in the bitter civil war, but highlighted an Iranian tradition, breached by their deployment, not to deploy fighting forces beyond the immediate area of Iran.The report said 700 Iranian military advisers were staying in Syria, to assist Assad.Tehran will also continue to arm and support Lebanon’s Hezbollah movement, which has itself dispatched forces to shore up the Syrian regime against local rebel forces, the report said. IDF troops arrested dozens of Palestinian suspects during raids across the West Bank overnight Wednesday in one of the largest hauls since the beginning of the current wave of terror attacks, the army said Thursday morning.A total of 33 Palestinians were arrested, including seven men described as Hamas members. Twenty-two of those detained are suspected of direct involvement in recent attacks on civilians and security forces, the IDF said.The suspects were transferred to the Shin Bet security agency for interrogation.Twenty-nine Israelis and three non-Israelis have been killed in a wave of Palestinian terrorism and violence since October. About 170 Palestinians have also been killed, some two-thirds of them while attacking Israelis, and the rest during clashes with troops, according to the Israeli army.While the IDF carries out operations most nights, arresting handfuls of suspects in each operation, Wednesday’s raids represent a significant increase in the number of people detained.During the raids, several Palestinian youths clashed with soldiers in the West Bank town of Ramallah, according to Palestinian news site Wafa. Two youths were reportedly injured lightly to moderately by shrapnel from shots fired in their direction.In a separate operation, combat engineers entered the West Bank village of Qabatiyah to map out the home of Balal Abu Zid, accused of helping three others carry out a deadly attack outside Jerusalem’s Old City earlier this month. The mapping procedure is conducted ahead of home demolitions.The three attackers, Ahmed Abou Al-Roub, Mohammed Kameel and Ahmad Rajeh Ismail Zakarneh, also from Qabatiya shot and stabbed a group of border police, killing 19-year-old Hadar Cohen. A second policewoman was seriously injured in the attack.Qabatiya, near Jenin, is one of a handful of Palestinian population centers from which several terrorists have emerged in the current round of violence, a list that includes the village of Samua near Hebron, and the Shuafat and Qalandiya refugee camps around Jerusalem.The practice of demolishing the family homes of terrorists has been criticized by non-governmental groups, but government officials have defended its use as a deterrent against attacks. In a matter of seconds, Israeli troops burst into the building, ransacking apartments in a door-to-door search for wanted Palestinian fugitives.When the raid was over, the apartments had been trashed, furniture destroyed and Sallaj’s 30-year-old son, Ahmad, had been taken into custody.Palestinian Authority officials say that such raids, carried out in PA-controlled territory, have become a daily occurrence since a wave of violence erupted five months ago — undermining the public’s trust in their own security forces and jeopardizing one of the last areas of official contact between Israel and the Palestinians.“The Israeli forces enter our territory every night, since the beginning of the current uprising, and this has a significant impact on the morale of our forces and on the image of these forces in the eyes of the public,” said Adnan Dameri, the spokesman for the Palestinian security forces.“In every joint meeting, we tell the Israeli side that the daily incursions embarrass the Palestinian forces,” he added.Security cooperation between the Israeli military and Palestinian security forces began following interim peace accords reached in the 1990s that granted the Palestinians limited autonomy in 40 percent of the West Bank.Although those agreements gave Israel overall security control in the West Bank, it yielded significant day-to-day responsibilities to Palestinian forces in a joint effort to control Islamic militants and to prevent friction between Israeli troops and Palestinian civilians.The system broke down during the second Palestinian uprising in the early 2000s, but resumed once the fighting subsided and has continued to function for the better part of a decade.Today, at a time when peace efforts are at a standstill and tensions are high, security is one of the last areas of coordination, playing a critical role in preventing near-daily violence from spinning out of control.The security coordination has also benefited PA President Mahmoud Abbas. WASHINGTON — US President Barack Obama signed a bill on Wednesday that punishes the international boycott campaign against Israel, but said he will not apply a segment that extends protections to West Bank settlements.The Trade Facilitation and Trade Enforcement Act of 2015, aimed at removing unfair barriers to competitive US trade, passed the US House of Representatives in December and the Senate on February 11.A lengthy section of the law on promoting US-Israel trade requires non-cooperation with entities that participate in the boycott, divestment and sanctions (BDS) movement against Israel, and reporting on such entities. The section includes within its definition of an Israel boycott actions that would target businesses in “Israeli-controlled territories.”“I have directed my administration to strongly oppose boycotts, divestment campaigns, and sanctions targeting the State of Israel,” Obama said in a signing statement. “As long as I am president, we will continue to do so. Certain provisions of this act, by conflating Israel and ‘Israeli-controlled territories,’ are contrary to longstanding bipartisan United States policy, including with regard to the treatment of settlements.”Obama further said in the statement that “consistent with longstanding constitutional practice” the administration would negotiate with other countries under the law “in a manner that does not interfere with my constitutional authority to conduct diplomacy,” language used in signing statements to signal that a president will not apply a part of a law that does not comport with US foreign policy.The BDS portion of the law, backed by the American Israel Public Affairs Committee, was authored by Rep. Peter Roskam, R-Ill. and Rep. Juan Vargas, D-Calif.There are multiple bills under consideration in Congress and in over 20 state legislatures targeting BDS. Many of the state bills mandate the divestment of state funds, including pensions, from entities that boycott Israel and a number of those bills extend protection to the settlements. Illinois and South Carolina have passed into law in recent months anti-BDS bills that include protection for settlements.The Florida legislature this week passed a law that includes settlement protections, and it awaits signing by Governor Rick Scott. Defense Minister Moshe Ya’alon accused Iran Wednesday of building an international terror network that includes “sleeper cells” that are stockpiling arms, intelligence and operatives to be ready to strike on command in places including Europe and the US.Ya’alon, speaking in Cyprus, said Iran is aiming to destabilize the Middle East and other parts of the world and is training, funding and arming “emissaries” to spread a revolution.He called Tehran the anchor of a “dangerous axis” that includes Baghdad, Damascus, Beirut, Saana and other cities in the region.In 2012, a Lebanese man was arrested in Cyprus and accused of plotting a Hezbollah attack against Israelis.Israel considers Iran the biggest threat to the region, citing its support for anti-Israel groups like Hezbollah and Hamas, as well as efforts to use the power vacuum in Syria to set up cells to attack Israel from the Golan Heights.Ya’alon’s comments came during a one-day visit to the island to meet with counterpart Christoforos Fokaides. The Lebanese should be losing sleep over the dramatic developments in the last 48 hours in Saudi Arabia and the United Arab Emirates with regard to Lebanon. The decision by Riyadh and Abu Dhabi to bar their citizens from visiting Lebanon is expected to cause considerable economic damage to Beirut. If you add to that the Saudi decision to halt its $4 billion annual aid to the Lebanese government and the Lebanese army, this makes for a devastating economic blow imposed by Riyadh on Beirut.Unfortunately for the people of Lebanon, there’s not a great deal they can do about what looks like another battle in the wider Middle East war that Saudi Arabia and its Sunni allies are waging against Iran and the rest of the “Shiite axis.”The bottom line seems to be that Saudi Arabia — one of the most important allies of the former Lebanon, the moderate, modern, advanced Lebanon that for decades was controlled by a Christian Maronite-Sunni alliance — has decided to pull away, to wash its hands.It is giving up on its allies and leaving Lebanon in the control of Iran, Hezbollah and the new alliance that has taken shape there between various Christian Maronites (Michel Aoun and his men) and the Shiites, who today constitute the country’s largest community.In many respects, the Saudi decision represents a recognition of defeat: Lebanon is now controlled by Iran and Hezbollah, and therefore every dollar transferred there as military or government aid simply strengthens Hezbollah at the expense of the remaining moderate Sunnis and anti-Syrian Christians.Underlining the point, Iran has moved quickly to fill the vacuum left by Riyadh. A Foreign Ministry spokesman in Tehran announced Tuesday that Iran is ready to discuss providing military help to the Lebanese Army “if an official request for such assistance is made.”It’s unlikely that the Saudis and the UAE will be the only Sunni states to reach the conclusion that Lebanon is lost. Riyadh tends to takes steps like this only when it has the full backing of the other Gulf states.Why have the Saudis acted now rather than earlier? Apparently they’ve finally concluded that Lebanon’s political circus is beyond repair and that any further effort to preserve Lebanon’s old political framework, and to pretend that the democratic show goes on, only serves Hezbollah and the Shiites. More than this, from the Saudi perspective Lebanon is inseparable from the war with Iran unfolding in Syria, Iraq, Yemen and beyond. Preserving the appearance of a functioning government in Lebanon does nothing to help the Sunni axis; it merely strengthens Hezbollah’s position as the group that runs Lebanon.Where is all this heading? Certainly to a deepening of interreligious tensions inside Lebanon. The armed confrontation there between Sunnis and Shiites, which has played out in wars between terror organizations until now, is likely to escalate sooner rather than later.It may also see the Saudis take the major gamble of entering the Syrian conflict.Washington and Moscow may be seeking support everywhere in the Middle East for their call for a ceasefire in Syria from Saturday, February 27, almost five years after the start of the civil war. But both Russia and the US know full well that this will be a very limited ceasefire at best (Islamic State and the Al-Nusra Front are not part of it). At worst, it will collapse in the deafening crash of still deeper conflict.

An ultra-Orthodox MK reportedly compared the Reform movement to a mentally ill person.Yisrael Eichler of the United Torah Judaism party made his remarks Tuesday in the lead-up to a Knesset debate the next day on the Supreme Court’s decision that non-Orthodox converts can immerse in a public mikvah, according to the Israeli daily Haaretz.“Not every mentally ill person can come to the operating room and decide the rules of medicine and force the hospital to have an operation by whatever way works,” Eichler was quoted as saying. “The High Court can’t force a hospital to allow the court’s surgeons and the court’s medicines into the operating room. And so it is intolerable that the directors of ritual baths will have to allow organizers of Reform religion-changing ceremonies into a Jewish ritual bath.”Eichler also reportedly said the Supreme Court has “no authority to enforce Jewish law, whose source of authority is the Torah, which the High Court does not recognize as a source of its legal authority.”He also said: “The High Court decision to force the members of the Jewish religion to carry out ritual bath rules and conversions according to the Reform religion, which does not believe in the purity of the ritual bath … is a serious infraction of freedom of religion for the members of the Jewish religion, which has clear laws. Religious freedom is promised in the Declaration of Independence to the members of all religions in the State of Israel, including the believers in the Jewish religion.”Earlier this month, the Supreme Court ruled that mikvahs in Israel must open to non-Orthodox conversion rites. Previously, Israeli mikvahs have denied access for conversion immersions to Reform and Conservative converts. Israel’s mikvahs are run by Israel’s Religious Services Ministry, which operates in lock-step with the Orthodox-dominated Chief Rabbinate.Rabbi Rick Jacobs, president of the Union for Reform Judaism, in a statement Wednesday called Eichler’s remarks “another example of the extreme intolerance of the ultra-Orthodox religious establishment.
