In first, female prisoners in Russia get Jewish prayer space-House of worship opened by Saint Petersberg chief rabbi and deputy head of federal prisons service-By JTA March 30, 2016, 9:13 pm-the times of israel

Rabbis in Saint Petersburg have opened Russia’s first prison Jewish prayer space for women.Inaugurated on Tuesday, the Jewish place of worship in the Number 2 Penal Colony of the Federal Penitentiary Service of Russia has a capacity of 20 worshipers, the Russian news website www.jewish.ru reported.Services in the space will be led by Rabbi Ifrah Abramov from Saint Petersburg.“Convicts of Jewish faith received with joy at the news about the opening of a prayer room in the colony,” he said. The opening ceremony was attended by the deputy head of the Federal Penitentiary Service, Valery Nikolaev, and the chief rabbi of Saint Petersburg, Menachem Mendel Pevzner, as well as Rabbi Aaron Gurevich, who works with prisoners across Russia.Elsewhere in Russia, many prisons for men have prayer spaces and synagogues.Berel Lazar, a chief rabbi of Russia affiliated with the Chabad-Lubavitch movement, visited the synagogue at eastern Moscow’s Butyrka Prison in December — previously a notorious penitentiary for dissidents of Russia’s Communist governments. The synagogue opened there two years ago and services 15 men, most of whom were jailed for nonviolent crimes.“Giving attention and religious services to people behind bars can have a much more profound effect on them than on other populations because these are people facing what is often the most difficult moments in their lives,” Lazar said after lighting Hanukkah candles there with prisoners.

Laptop found near terror suspects’ hideout held images of Belgian PM’s home-Officials request US authorities’ help to examine electronic devices seized in raids conducted after last week’s Brussels attacks-By Agencies March 30, 2016, 5:22 pm-the times of israel

An official linked to the investigation of the Brussels terror attacks said Wednesday that a laptop found near the hideout of the suspects in the March 22 airport bombing contained images of the prime minister’s official residence and office. The official, who asked not to be identified because the investigation was ongoing, said that at the moment there were “absolutely no” specific indications that Prime Minister Charles Michel was under threat from the attackers. He said the computer “was full of stuff” of many locations and information garnered from the Internet. The prime minister’s office has long been under special security review which been increased since the November 13 attacks in Paris.A total of 32 people were killed in coordinated suicide attacks that were claimed by the Islamic State group and which also hit Maalbeek metro station in central Brussels. On Monday, the Wall Street Journal reported that Belgian officials had requested of US authorities to help examine two laptops and several phones seized from suspects in raids since the attacks in Brussels. As Brussels struggles to get back on its feet, criticism of authorities’ handling of the case has mounted after the sole suspect charged over the attacks was freed on Monday for lack of evidence.Prosecutors had charged the suspect, known as Faycal C., with “terrorist murder” and were investigating whether he was the third airport attacker who fled after his bomb did not detonate. But the hunt is now back on for the so-called “man in the hat,” seen in CCTV footage next to the two suicide bombers at the airport. The inquiry into the attacks has been dogged by accusations that Belgium missed a series of leads in cracking down on a jihadist network linked to the Brussels bombings as well as the November 13 Paris attacks that killed 130 people.Adding to the storm, Brussels Mayor Yvan Mayeur said Tuesday that he regretted the release of the man identified by Belgian media as Faycal Cheffou, who claimed to be a freelance journalist.Hinting at suspicions that the man was a jihadist recruiter, Mayeur told French media: “There is a very thin line between an agitated radical and a radical recruiter, and in this case the judge probably didn’t want to cross that line.”The man’s lawyer Olivier Martins told RTBF television his client was let go because he had an alibi, based on telephone analysis, which showed he was at home at the time of the attacks.Under pressure at home and abroad over an apparent series of missed chances, the Belgian government has admitted mistakes were made.In the most damning revelation, Turkey has accused Belgium of ignoring warnings from Ankara after it deported airport suicide bomber Ibrahim El Bakraoui as a “terrorist fighter” last year, following his arrest near the Syrian border. Two senior Belgian ministers offered to resign last week after the Turkish link emerged, but Michel refused to accept their resignations. In a development sure to raise fresh questions about whether enough was done to prevent the carnage, a Dutch minister also revealed that the FBI shared information with the Netherlands about El Bakraoui and his brother Khalid — the metro bomber — six days before the attacks.Justice Minister Ard van der Steur said the report contained “notification of Ibrahim El Bakraoui and his brother Khalid’s criminal backgrounds and Khalid’s terrorist background.”The following day “the issue came up during bilateral contact between the Dutch and Belgian police,” said Van der Steur.Raids and arrests in Belgium, France and the Netherlands since the Brussels bombings have exposed a complex web of jihadist cells, underscoring the need for better European coordination in the fight against terrorism.Dutch prosecutors said Tuesday that a French suspect — arrested in Rotterdam over the weekend in connection with a foiled plot to attack France — intends to fight his extradition to France.

Trump says nuclear Saudi Arabia may be inevitable-GOP front-runner calls for US to consider allowing allies to acquire atomic weapons as defense against rogue states-By JTA March 30, 2016, 9:01 pm-the times of israel

Republican presidential front-runner Donald Trump said nuclear proliferation, including in Saudi Arabia, may be inevitable.Speaking Tuesday on CNN, Trump said he opposed nuclear weapons proliferation, but it may be inevitable, in part because of the nuclear deal reached last year between Iran and six major powers led by the United States. The Obama administration maintains that the sanctions relief for nuclear rollback deal keeps nuclear weapons away from Iran and will stop proliferation.“Iran is going to have it within 10 years,” he said, apparently referring to nuclear weapons capability. “Iran is going to have it.”Trump and his rivals for the Republican nomination — Senator Ted Cruz of Texas and Ohio Governor John Kasich — appeared separately Tuesday night in Milwaukee at town hall meetings broadcast by CNN ahead of Wisconsin’s April 5 primary.Trump said at some point the United States should consider allowing allies like Japan and South Korea to acquire nuclear weapons as a means of defense against nuclear rogue states such as Iran and North Korea.Asked whether he would tolerate a nuclear Saudi Arabia, if proliferation is inevitable, Trump said he might, although he also said he would not be happy about it.“It’s going to happen, anyway,” the real estate magnate said. “It’s going to happen anyway. It’s only a question of time.”Trump also explained why his daughter, Ivanka, who has converted to Judaism, named her son born days ago Theodore.“Theodore Roosevelt is somebody Jared and Ivanka have long studied and respected, and it’s Theodore James,” Trump said.Ivanka is married to Jared Kushner, who like her is the scion of a real estate family. “Tough, strong, and it’s Theodore James, and that’s what they really had in mind.”At his meeting, Kasich criticized President Barack Obama for aloofness when it came to US allies, citing Obama’s refusal last year to meet Prime Minister Benjamin Netanyahu when he spoke to Congress against the Iran deal, and his unwillingness to meet formally with Turkish President Recep Tayyip Erdogan this week in Washington.“The president of the United States — the first thing he did is he wouldn’t meet with our friend Netanyahu,” he said. “Now he’s snubbed another one. He’s snubbed a meeting with the president of Turkey. Do you know how important it is for to us have good relations with Turkey? They’re the gateway to the East.”The White House said Obama would meet informally with Erdogan on the sidelines of a nuclear security summit in Washington, DC.The Obama and Erdogan governments are at have been at odds recently over whether to support Kurds fighting the Islamic State in Syria.Separately, The Associated Press debunked an ad run in Wisconsin by a “super PAC” backing the presidential bid of Cruz alleging ties between Kasich and George Soros.Soros, a billionaire hedge fund manager, is despised on the right because of his backing for liberal groups, including the liberal pro-Israel group J Street.AP found that two investors who have had business relationships with Soros have backed Kasich, but that the investors have long contributed to Republicans and do not have political affiliations with Soros.Trusted Leadership, the political action committee backing Cruz, says in the ads that Kasich is backed by “hundreds of thousands of dollars from George Soros.”

Lufthansa to pay $1,400 in damages for forgetting kosher meal-Brazilian Jew claimed ‘moral damage’ after being forced to fast on 14-hour flight from Sao Paulo to Zurich-By JTA March 30, 2016, 7:43 pm-the times of israel

RIO DE JANEIRO – The German airline Lufthansa was ordered to pay nearly $1,400 for “moral damage” to a Brazilian Jewish passenger for not serving the kosher meal he had requested when booking his round-trip ticket between Sao Paulo and Zurich.Isaac Kopfler, who was awarded the damages by a court in Sao Paulo on Monday, said he had to fast during the 14-hour flight between Switzerland and Brazil on March 21, 2012. His initial lawsuit requested about $5,000 in refunds and damages.“The passenger has the right to receive what he paid for. It is a consumer relationship and, unlike what the airline claims, the nonexistence of kosher food, despite having been requested in advance, is not an accessory matter,” according to the court decision. The kosher meal “is of great importance and is based on religious principles,” it said.In a letter to the Exame news portal this week, Lufthansa apologized and committed to pay the damages.Lufthansa said the flight was operated by SwissAir, which belongs to the Lufthansa Group, and the “technical problem” is uncommon. The food reportedly did not board the airplane with the catering service and therefore was not served. Other alternatives would have been offered to the passenger, who may be contacted to receive further compensation in mileage, according to the airline.Brazil is home to some 120,000 Jews, half of whom live in Sao Paulo.

Garland holds first meeting with GOP Illinois senator-Mark Kirk’s 20-minute session with Supreme Court nominee provides Democrats with visual image to pressure other Republicans-By Alan Fram March 30, 2016, 8:37 pm-the times of israel

WASHINGTON (AP) — Mark Kirk on Tuesday became the first Republican senator to meet with Supreme Court nominee Merrick Garland, criticizing GOP leaders’ refusal to hold confirmation hearings or a vote on the longtime federal judge and praising him as “one of the most eminent jurists in the country.”There was no sign the session would erode Senate Majority Leader Mitch McConnell’s insistence on leaving the vacancy unfilled until President Barack Obama’s replacement names a selection after the November elections. Even so, Kirk’s 20-minute session with Garland provided Democrats with a visual image — and words — that they hope will pressure other Republican senators to end their blockade.“I think when you just say I’m not going to meet with him and all, that’s too closed-minded,” Kirk told reporters, all but explicitly rebuking McConnell, R-Ky.Kirk, who represents Democratic-leaning Illinois, is perhaps the most imperiled Senate Republican facing re-election in November. And when it comes to the battle over Obama’s pick to fill the court vacancy, Kirk has been one of the earliest and most outspoken outliers. He’s one of just three Senate Republicans to say the Senate Judiciary Committee should hold hearings on Garland. And he’s one of two GOP senators — along with Susan Collins, R-Maine — to say the full chamber should vote on the nominee, saying Tuesday he would “obviously” consider voting for him.The death last month of conservative justice Antonin Scalia created the court opening, and Obama is pressing to make his third appointment to the court.“By leading by example, I’m showing what a rational, responsible guy would do that really wants the constitutional process to go forward,” Kirk said.Kirk had an additional incentive to be hospitable to Garland: The longtime federal judge and former prosecutor is originally from Chicago.Matt McGrath, deputy campaign manager for Kirk’s November opponent, Rep. Tammy Duckworth, D-Ill., said the Republican had done “the bare minimum” by meeting with Garland, and said Kirk should pressure McConnell to relent.Earlier Tuesday, Collins explained the basis for her desire to see the Senate begin considering Garland’s nomination by telling Maine’s WGAN radio, “The first thing I did is I read the Constitution.”Collins said there was “no basis” for flatly refusing to consider any Obama pick, as McConnell did, and conceded, “Obviously the leader is not real happy with me.” Arguing that a newly elected Democratic president might choose a nominee more liberal than Garland, she said of McConnell, “I’m a bit perplexed by his position.”McConnell spokesman Donald Stewart declined to comment on Kirk’s and Collins’ remarks.Underscoring the stakes in the nomination fight, Kirk’s meeting with Garland occurred the same day that on a 4-4 tie, the eight-strong Supreme Court handed liberals a major victory. That vote upheld a lower court ruling allowing a government employees union to collect dues from non-members, a fight they all but certainly would have lost were Scalia still a justice. That ruling prompted Carrie Severino, chief counsel for the Judicial Crisis Network, to warn that confirmation of Garland would create “a new liberal majority that will dominate the court’s decisions for a generation.”Democrats have insisted that the Senate go through the regular confirmation process for Garland, currently chief judge of the US Court of Appeals for the District of Columbia Circuit. With most public opinion polls showing majorities favoring Senate action on Garland, Democrats’ goal is to force GOP senators to buckle under pressure or make some facing re-election this fall pay the price on Election Day.At least 14 Senate Republicans have said they’d be willing to meet with Garland, though many have said they would tell him that he won’t get a vote.Earlier this month, Kirk said on a Chicago radio program that the Senate should “man up and cast a vote.”Garland has met with seven Democratic senators and plans to meet Wednesday with two more, Al Franken of Minnesota and Kirsten Gillibrand of New York.

In wake of tragedy, a Passover seder in Nepal offers respite-A year after a devastating earthquake that killed thousands, Chabad aims to bring together Jews in Kathmandu to commemorate and celebrate-By Cnaan Liphshiz March 30, 2016, 8:41 pm-the times of israel

JTA — When the ground started to shake beneath Rabbi Chezki Lifshitz’s feet, he was praying near a doorway at the Chabad House of Kathmandu, where he lives with his wife, Chani, and their six children.Lifshitz, 42, an energetic redhead who was born in Israel, has served as the Chabad-Lubavitch movement’s first permanent envoy to Nepal since 2000, when he and Chani opened the Chabad House in the earthquake-prone nation’s capital. Since then he has lived in expectation of tremors. But nothing could have prepared him for the 30 seconds of violent shaking on April 25 of last year, which was so powerful it shifted the whole of Kathmandu 10 feet southward. The city was devastated and some 9,000 people throughout the small, mountainous country were killed. In the days following the quake, Lifshitz conducted dozens of airborne rescue operations while his wife, staff and volunteers followed a contingency plan they had spent years preparing. The plan included building a cache of supplies (food and purified water, medical supplies, gasoline for the power generators) and setting up a network of emergency service providers, such as helicopter pilots and chauffeurs, who could be counted on in times of crisis.Last year, the Chabad House was transformed into an island of safety for hundreds of Israelis who were in the country, along with dozens of locals and tourists from around the world — Jews and non-Jews.‘A feast believed to be the world’s largest seder’-Now, in a country that even before the quake was ranked as Asia’s second poorest, the Lifshitzes are preparing to kick off a massive annual production that is among the highlights of their mission in Nepal: a feast believed to be the world’s largest seder, which attracts some 1,500 Israeli and Jewish backpackers each year. The event in Kathmandu comprises three, sometimes four, simultaneous seders — two in Hebrew, the rest in English. Some years, as is the plan for this Passover near the end of April, the venue is the 8,000-square-foot Chabad House compound – a heavily guarded fortress in the city’s touristic Thamel district. In other years the feast is hosted at a hotel, often the Radisson, whose kitchen is especially kosherized for the event. Two weeks ahead of the seder, Thamel’s guesthouses fill up with many hundreds of Israelis, mostly 20-something backpackers who have recently finished their army service. They’re drawn to Nepal in the spring, as it’s one of the best season for trekking in the Himalayas. At the seder, they are joined by a diverse melange of Israelis and Jews, including middle-aged hikers on unusual honeymoons and “homesick” drifters from India and Thailand – some on spiritual journeys, others on a different kind of trip. Sporting dreadlocks, bindis and Teva sandals, they descend on Thamel’s shops to buy the traditional Kathmandu seder uniform: white cotton shirts and loose-fitting salwar pants, though nothing stays white for long in the city’s thick smog, said Keren Singer, an Israeli participant in the 2012 seder. An interior designer in her 30s, Singer and her architect husband, Daniel, were in Nepal on a trip around the world that year. Both non-observant Jews, they had planned an intimate seder with four other friends — Singer said she was looking forward to cooking and to “get away from the Israeli crowd” they had met in tourist destinations across Nepal and India. But they went for the Chabad option “out of a desire to have a proper seder and because we didn’t have time to organize our own,” she said. Before the event, Singer joined dozens of other Israelis who each year volunteer to help prepare the event.“Being away from home for so long brought us closer to anything reminiscent of it,” she recalled. For the Lifshitzes, the Passover preparations are somewhat more demanding. Immediately after one seder they start fundraising for the next, as each meal costs north of $60,000. And while Chabad-Lubavitch World Headquarters provides much of the funding, the Lifshitzes still strive to collect as much as possible from private donors. It’s a struggle in a country lacking the kind of local philanthropists that bankroll Chabad activities elsewhere in the world.Four months before the big night, the Lifshitzes and their helpers kick off logistical efforts that include transporting into Nepal some 800 pounds of matzah, 2,000 kosher wine bottles and thousands of tins of fish. They also organize a schechitah, a kosher slaughter, of hundreds of fowl and some beef. The process is always challenging in a corrupt nation with a bad transportation system, but this year has been extra difficult because of the post-earthquake chaos, Lifshitz said.Describing Nepal as a “beautiful and uniquely spiritual,” Lifshitz also said that “misery here is enormous,” with “whole villages wiped off the map.”While some roads are blocked because of the earthquake, others are targeted by road thieves. The combination has complicated and delayed the process of shipping this year’s Passover necessities to Nepal from neighboring India.“We just had to begin earlier than usual,” Lifshitz said of the preparationsIn addition to readying for the event, the rabbi and his staff are helping rebuild a village that was destroyed during the earthquake.Another hurdle is Nepal’s gas shortage – the worst in recent history. The Lifshitzes had planned to offer a cold seder dinner — a major downgrade from previous years — because of the lack of fuel. However, the couple acquired enough butane to ensure warm meals. Lifshitz declined to specify how he managed it beyond saying that Chabad “still has some friends.”With Nepal’s already poor infrastructure in shambles, the tourist traffic to Nepal last fall – the other popular trekking season — was significantly lower than the previous year. So the Lifshitzes expect fewer guests this seder. But the event is on, as are the two other (and far smaller) seders being organized by the Lifshitzes in Nepal: in Pokhara, a city near the capital that is a point of departure for the famous Anapurna trail, and Manang, a trekkers’ hub at an altitude of 11,545 feet. According to the Chabad-Lubavitch World Headquarters, it is the world’s tallest.“Every seder in the world has four children,” Lifshitz said in reference to a passage in the Haggadah, the text that sets forth the Passover seder, that explores four attitudes to Judaism. “In Nepal, we have seders for the fifth child: the one who’s never home for seder.”

Israel tells its citizens to get out of Turkey now-Severe new travel warning issued following Istanbul terror attack and Turkish intel on Islamic State plots to target Jews-By Times of Israel staff March 28, 2016, 12:31 pm

The Counter-Terrorism Bureau at the Prime Minister’s Office on Monday issued a travel warning calling on the public to avoid visiting Turkey and urging Israelis currently there to leave as soon as they can.The warning, which raised the terror risk in Turkey from level 3 (basic concrete threat) to level 2 (high concrete threat), came in the wake of a terror attack in central Istanbul on March 19, in which three Israelis were killed and several others wounded. That attack, the PMO said in a statement, underscored the threat emanating from Islamic State cells that seek to attack tourism sites and proved that IS has “high capabilities of carrying out further attacks.”“Terrorist infrastructures in Turkey continue to advance additional attacks against tourist targets – including Israeli tourists – throughout the country,” the statement added.Israelis in Turkey should “leave as soon as possible,” it said.On Saturday, Turkish police warned of possible Islamic State attacks against Christians and Jews.IS has been blamed for four of six bombings that have rocked Turkey in the past eight months, including a double suicide attack at a peace rally in the capital, Ankara, in October that left 103 people dead.A radical offshoot of the rebel Kurdistan Workers Party (PKK) claimed the other two attacks. The police have warned that IS group members may have scouted out places of worship as well as consulates and embassies, saying that churches and synagogues especially in Ankara, as well as foundations belonging to non-Muslims, should be on their guard.Israel has not stated definitively whether last Saturday’s blast had deliberately targeted Israelis. It has praised Turkey for its handling of the aftermath of the bombing. The Israeli victims of the attack were Yonathan Suher, 40, Simha Dimri, 59, and Avraham Goldman, 69. Suher and Goldman were also United States citizens.AFP contributed to this report.

Israel, Turkey mum on reported threat to Jewish schools-Hours after Israel told its citizens to get out of Turkey, Jerusalem and Ankara go silent on possible Islamic State plan to target synagogues, educational institutions-By AFP and Times of Israel staff March 29, 2016, 2:53 pm

Israeli and Turkish officials refused to comment Tuesday on a report by Britain’s Sky News that the Islamic State group planned to attack Jewish schoolchildren in Turkey. The report came hours after Jerusalem issued an alert urging all Israeli citizens to leave Turkey as soon as possible, citing an Islamic State threat, and nine days after three Israelis were killed in a bombing in Istanbul.According to Sky News, citing an “intelligence source,” terrorists are plotting to attack a synagogue which also doubles as a school and community center in the Beyoglu neighborhood of Istanbul. The source said the threat was imminent and could happen at any moment-“The most likely target of an attack is Istanbul’s synagogue in Beyoglu, which also has a community center and a school attached to it,” Sky reported.Asked by AFP to comment, Prime Minister Benjamin Netanyahu’s office and Israel and Turkey’s foreign ministries refused.Three Israelis were among four people killed in a March 19 suicide bombing in Istanbul. The fourth was Iranian.Israeli officials followed up that warning Monday by raising the terror risk in Turkey from level 3 (basic concrete threat) to level 2 (high concrete threat). The Prime Minister’s Office cited the March 19 attack, which, it said in a statement, underscored the threat emanating from Islamic State cells that seek to attack tourism sites and proved that IS has “high capabilities of carrying out further attacks.”The Turkish government said the bomber had links to IS.The group has been blamed for four bombings that have rocked Turkey in the past eight months, including a massacre at a peace rally in the capital Ankara in October that claimed 103 lives.Sky reported on its website that unidentified “intelligence officials” said that a fresh attack was imminent, based on information from six IS operatives arrested in southern Turkey.

13 injured as Palestinian police clash with gunmen in Nablus-Firefight erupts between PA security forces and armed Fatah militants as cops attempt to arrest a murder suspect-By Daniel Douek March 29, 2016, 5:55 pm-THE TIMES OF ISRAEL

Armed clashes broke out Tuesday between Palestinian security forces and local youths in the West Bank city of Nablus, leaving seven youths and six security officials injured, the Ma’an news agency reported. The firefight, which took place in Nablus’s old city, ensued after PA security forces attempted to arrest a local man accused of murder, Nablus’s governor, Akram Rujoub, told Ma’an.A local man named Hani Halaweh, a leader in the Al-Aqsa Martyrs’ Brigades, Fatah’s military wing, was identified as the murder suspect by Rujoub. Halaweh is believed to have been involved in the killing of a man named Ashraf al-Beia two months ago, the report said.Halaweh spoke out against the PA immediately after the clashes.“What happened today was a raid on houses of martyrs, prisoners, and resistance fighters in the old city, which we will not allow,” he said.“We look to the Palestinian Authority as a Palestinian national project that must be protected and defended, but there are people in the PA who still chase resistance fighters when they should be chasing spies and drug dealers,” he added.Since October 2015, when the recent round of violence erupted between Palestinians and Israelis, Palestinians have often expressed dissatisfaction with their leadership.A recent example of unrest was last month, when the PA used its security resources to violently quell a large-scale teachers’ strike throughout the West Bank.

Sephardic Chief Rabbi Yitzhak Yosef walked back his statement that non-Jews should not live in Israel, calling the comment “theoretical.”In a letter, he also retracted a statement made earlier this month that it is obligatory to kill terrorists.Yosef made the statement about non-Jews on March 26 during his weekly Saturday night lecture. He said non-Jews could live in Israel only if they observe the seven Noahide Laws, which include prohibitions against idolatry, blaspheming God, murder, forbidden sexual relations, stealing and eating limbs off a live animal, and which prescribe the establishment of a legal system. Non-Jews, Yosef said, are in Israel only to serve Jews.“According to Jewish law, gentiles should not live in the Land of Israel,” Yosef said. “If a gentile does not agree to take on the seven Noahide Laws, we should send him to Saudi Arabia. When the true and complete redemption arrives, that is what we will do.”Following a public backlash, Yosef on Tuesday clarified his comments in a statement, writing that his lecture referred to a future messianic era, not the present day. He wrote that he has “always adopted a peaceful and embracing path.”“These laws are theoretical, refer to fulfilling the seven Noahide Laws in the days of the messiah, and have no connection to the present day,” the statement read. “It’s clear that there’s no law in our time, God forbid, to expel non-Jews from Israel.”Earlier this month Yosef, the son of the late chief rabbi of Israel Ovadia Yosef, asserted during his weekly lecture that it was a mitzvah to kill a terrorist. He also asserted in the same March 12 lecture that the threat of being killed by an attacker’s would-be victim would deter such attacks.Yosef’s statement on Tuesday claimed that “contrary to reports, he was one of the few who declared that neutralized terrorists shouldn’t be killed, and should be turned over to the authorities.”

Designated NY consul-general calls J Street ‘un-Jewish’-Shortly before his posting was announced, Dani Dayan attacked dovish pro-Israel lobby; now says comment was ‘somewhat undiplomatic’-By Raphael Ahren March 29, 2016, 5:46 pm-THE TIMES OF ISRAEL

Dani Dayan, Israel’s just-designated consul-general to New York, last week called the dovish pro-Israel lobby J Street “un-Jewish” over its ostensible support for US politicians critical of Israeli policies.“I prefer the attitude of AIPAC to that of J Street that endorses all the anti-Israel candidates — the more anti-Israel you are the more you are endorsed by J Street. That’s un-Jewish,” he said during a television interview conducted Thursday and aired Saturday.Dayan, a former settler leader, had made comments critical of J Street in the past. The animosity was mutual: J Street has repeatedly voiced concerns over Israel’s intention to appoint him to diplomatic positions abroad due to his vocal opposition to a two-state solution.Responding to a Times of Israel query about his remarks, Dayan stressed that he is “one of the very few Israeli right-wing figures that never boycotted J Street.” On the contrary, he said, “I always made a point of maintaining an open dialogue with its leaders and missions. I am often criticized by my colleagues for that but I am proud of doing it.”The group’s head, Jeremy Ben Ami, would agree with that assessment, Dayan said. “We had our share of strong arguments but that did not prevent us from keep our dialogue alive.”Dayan, however, did express “harsh personal criticism of most of their policies, including their endorsements of Senate and House candidates,” he told The Times of Israel. “I believe that endorsing candidates that advocate leniency toward Hamas or routinely accuse Israel and only Israel of alleged intransigence is neither pro-Israel nor pro-peace. That endorsement policy indeed puzzles me.”His comment about J Street being “un-Jewish” was made as a private person, he added, though he admitted it was “somewhat undiplomatic.”At the time the interview was conducted by Tal Shalev for Israel’s i24news television channel, Dayan was Israel’s designated ambassador to Brazil, though it was apparent that the government in Brasilia was unwilling to confirm his nomination due to his past as leader of Israel’s settlement movement. On Monday morning, Prime Minister Benjamin Netanyahu announced that Dayan had been appointed to succeed Ido Aharoni as consul-general in New York.In a series of tweets shortly after the announcement, Dayan pledged to work with all segments of American society and the local Jewish community. He promised to engage in an “inclusive dialogue” with everyone and promised to make “no exclusions.” I intend to reach out to Orthodox & Reforms, Liberals & Conservatives, Republicans & Democrats.— Dani Dayan (@dandayan) March 28, 2016- As CG of @IsraelinNewYork I will maintain an open & inclusive dialogue w/all parts of the general society & Jewish community. No exclusions-— Dani Dayan (@dandayan) March 28, 2016-J Street, in a press release published Monday, expressed “deep concern” over Dayan’s appointment as Israel’s consul general in the city home to the world’s largest Jewish community outside Israel.“Though the prime minister of Israel continues to express his concern that Israel not become a binational state, he is sending as his envoy to New York a man who served for years as chairman of the settlers’ council and who revels in predicting the demise of the two-state solution,” the group stated.Dayan’s posting “will serve to inflame opponents of Israel’s policies rather than signal a desire to heal the growing divisions between the world’s two largest Jewish communities,” the statement added.“To Dayan’s credit,” it goes on, “we note that he has shown himself willing to engage in dialogue and debate with those he disagrees with, including J Street. This trait is vital for a diplomat, and we welcome the opportunity to meet and engage with Dayan, even as we strongly disagree with many of his positions and beliefs.”

Hamas military wing’s Twitter account shut down-Palestinian terror group blames pressure from ‘Zionist groups’-By Dov Lieber March 29, 2016, 5:27 pm-THE TIMES OF ISRAEL

The Twitter account of Hamas’s military wing was shut down without warning Monday night, according to a statement from the Gaza-based terror group. The manager of the account said in a statement posted to the Izz ad-Din al-Qassam Brigades’ website that “Twitter closed the page following pressure by Zionist groups.”At the time of its closing, according to the account’s manager, the account had over 140,000 followers and reached 5 million tweet impressions in recent months.Twitter also shut down the English-language Twitter account of the Qassam Brigades earlier in March, according to the group’s statement. It wasn’t the first time that Twitter accounts associated with Hamas’s military wing have been shut down by the social media site.During the 45-day war between Hamas and Israel in the summer of 2014, Twitter shut down all of the group’s official accounts. However, almost immediately, the Qassam Brigades began operating new accounts.Rather than open a new account this time, Qassam Brigades spokesman Abu Obeida urged the 194,308 followers of his own account on Tuesday to follow a separate Twitter handle operated by the terror group that has been less active in recent months. The terror group’s Twitter handle was used to publish internal news about the organization, such as when its members died in training accidents, and also to call for and praise attacks against Israeli civilians.Twitter has been making efforts over the last two years to prevent terrorist organizations from spreading their messages through the service. The social media giant, however, has come under fire for its inability to prevent the terror groups, among them the Islamic State, from simply opening new accounts.

Kuwait to deport 60 Lebanese for alleged Hezbollah links-EU reportedly looking into blacklisting Shiite group as Gulf states press sanctions-By AFP March 29, 2016, 1:49 pm-THE TIMES OF ISRAEL

Kuwait is to deport 60 Lebanese for alleged links to Hezbollah in the latest Gulf Arab move against the Shiite militant group, a newspaper reported on Monday. Those to be deported all had permanent residency, which has been revoked, the Al-Qabas daily said. Those classified as “dangerous cases” were given just two days to leave the country, it added. It is the second wave of deportations from Kuwait reported since Gulf Arab states blacklisted Hezbollah as a “terrorist” group earlier this month.Last week, Al-Qabas reported that 11 Lebanese and three Iraqis had been deported for alleged links to the group.Around 50,000 Lebanese live and work in the oil-rich emirate, providing remittances that are vital to the domestic economy. The terror blacklisting was the latest step taken by Gulf states, led by Sunni powerhouse Saudi Arabia, against Hezbollah, the leading force in Lebanon’s governing bloc which is backed by Riyadh’s Shiite rival Tehran.Last month, Saudi Arabia halted a $3 billion program of military aid to Lebanon to protest what it said was “the stranglehold of Hezbollah on the state.”It also urged its citizens to leave Lebanon and avoid travelling there.Qatar and Kuwait followed with similar travel advisories, while the United Arab Emirates banned its nationals from travel to Lebanon.Hezbollah is fighting in support of the government of Syrian President Bashar Assad against Gulf-backed rebel fighters and extremist militants.Earlier this month, the Arab League voted to blacklist Hezbollah as a terror group as well. However, former Egyptian minister Sameh Shoukry said the move was likely symbolic and wasn’t expected to lead to any changes on the ground.Condemnation of Hezbollah has been mostly limited to Sunni Gulf states, but a report in another Kuwaiti daily Tuesday indicated that the EU is also seeking to blacklist Hezbollah, after putting its military wing on the terror blacklist in 2013.The move, reported by Kuwaiti daily al-Seyassah, will allow the EU to further implement sanctions against the Lebanese movement, such as freezing assets connected to it in Europe.Israel has been pushing for the EU to blacklist Hezbollah since a 2012 bombing in Bulgaria against Israeli citizens blamed on the group. There was no official confirmation of the report. The latest moves against Hezbollah by the Arab league and the Gulf nations reflect an emerging solidarity of opinion between the US, Israel and the Sunni Arab world. The Saudi decision to cut aid to Lebanon is expected to pile further difficulties on the already hard-pressed Lebanese economy.Other Gulf states have also taken measures against alleged Hezbollah supporters since the terror blacklisting.Bahrain said it had deported several Lebanese residents for alleged links to the group.Saudi security forces arrested a Shiite preacher accused of glorifying the group, the kingdom’s Al-Watan newspaper reported last week. And the United Arab Emirates has reportedly put seven people on trial for allegedly forming a cell linked to Hezbollah.Daniel Douek contributed to this report.

IS said to aim cyber ‘second strike’ against terror targets-Terrorists who strike European countries often follow attacks with mass hacking, according to Israeli cyber-security firm-By David Shamah March 27, 2016, 6:35 pm-THE TIMES OF ISRAEL

Terror attacks are often followed, in an extra strike of cruelty, by major cyber-attacks on the targeted country, according to data gathered by Israeli cyber-security firm Cytegic.Such second strike attacks then provoke a response by anti-terror cyber-activists, with the result that a country could find its networks paralyzed for days because of the huge strain, just when communication is especially vital.Cytegic researchers have been observing this pattern for months, and the best example to date is the activity in the wake of the terror attacks in Paris last November – activity that has repeated itself in the days since the Brussels attack last week.According to this pattern, cyber-attacks peak about four days after the actual terror attack, and the attacks encompass major sectors of the economy, especially government, media, and the financial sector. The attacks have a clear political character, based on the messages left behind on defaced websites and the email messages sent out as part of the phishing attacks by hackers. Those messages include links to articles and stories connected to the terror attack, and when users click on them, they download malware that corrupts their computers and the networks they connect to.Based on the intelligence they have gathered, Cytegic experts have connected these cyber-operations to the Islamic State terror group and other Islamist groups that have take responsibility for terror attacks.“The most used attack methods are denial-of-service, defacements, email social engineering and malware injections,” said the Cytegic report. “The most targeted industries in the attacked country are government, media, banking and finance, critical infrastructure, military and defense.”Meanwhile, cyber-defenders in a targeted country – such as self-declared members of hacker group Anonymous – fight back, striking back at servers and websites affiliated with IS and other Islamist terror groups.“After the Paris attacks, the cyber-war included two sides – French government forces, Anonymous and its affiliated on one side, and pro-ISIS hacktivists and sensationalists on the other,” said Cytegic, using an alternate acronym for Islamic State.Less than a week after the Brussels attacks, “we have already been able to see political activists starting to ‘rally the troops’ and organize for an anti-ISIS campaign. This usually includes attacks on ISIS supporting websites and social-media accounts – mostly denial-of-service attacks, defacements, website redirections and taking down Twitter accounts,” the same tactics used by IS, the report said. But the medicine could be just as damaging as the disease; as pro- and anti-terror groups fight it out, they use up network resources. That causes the targeted country’s Internet traffic to falter, giving the terrorists a second victory with their ability to slow down business, government, and daily life revolving around the Internet.Cytegic figured all this out using its big data analysis system, which can quickly analyze Internet trends: who is threatening whom, which kinds of attacks are in vogue, what’s in the news that would prompt a cyber-attack, and much more, according to CEO Shay Zandani.“For example, we determine how much a term, like ‘nuclear Iran,’ is being used on the Internet and the ‘undernet,’ where hackers hang out, and if our client has something to do with nuclear power, criticism of Iran, or some other related matter, we would send them an alert that they need to be on guard against an attack. Our Dynamic Trend Analysis (DyTA) system collects data from over 1,000 sources and checks 20,000 terms and concepts, analyzing them and determining what the threat level is for relevant clients.”IS did not invent the idea of trying to bring down a country’s Internet after a terror attack or other act of aggression, said the Cytegic report. That honor apparently belongs to Russia.“It is important to mention the recent cyber-attacks on Ukrainian critical infrastructure and transportation targets, including Kiev’s international airport, a local railway company and an energy company, supposedly done by Russian government-backed hackers,” the report said. Those attacks occurred in January, and were traced back to a server in Russia, according to Ukrainian investigators who believe that they were part of Russia’s ongoing attacks against Ukraine in light of the latter’s opposition to Russia’s entry into Crimea in 2014 and the subsequent economic sanctions by the West against Russia.Expect more attempts by terror groups to disable the economy of a targeted country.“Cyber terrorists are constantly looking to place ‘doomsday buttons,’ in critical infrastructure targets, and are more likely to continue doing so as the war against ISIS continues and grows.”In any event, said Cytegic, “high-profile organizations in Belgium and Western Europe, mainly in the government, media, banking and defense sectors, should be on high alert for cyber-attacks in the coming weeks and take preemptive measures to prevent mostly DDOS, social-engineering and malware attacks on their websites, networks and employees.”

Israeli entrepreneurs tire of Chinese ‘tourist investors,’ says expert-Vadi Ventures think it can help bridge the gap between nervous Sino businesspeople and sabra tech companies-By David Shamah March 29, 2016, 6:55 pm-THE TIMES OF ISRAEL

In any given week, there are dozens, if not hundreds, of Chinese entrepreneurs, investors, and government officials in Israel, touring companies, attending tech and medical events, and examining potential business deals with start-ups.But for most, that’s where it ends, according to Liu Yiu Edwards, CEO of Vadi Ventures, who believes that there is a significant “trust gap” between Israelis and Chinese showing up most prominently in the business activity between the two countries.Israeli start-ups, he said, are “getting a little tired of all these supposed Chinese investors traipsing through their offices. The visitors come, look, ask questions, and take pictures – and then they leave, without investing anything.”In fact, said Edwards, many of the Chinese “investor trips” to Israel these days are organized not by venture capital funds or other investment-oriented organizations, but by travel agents.“Organizing ‘start-up nation’ tours is a big business in China these days,” said Edwards. “But there are no criteria for who goes on these trips other than how much they can pay for it. They are certainly not investor-only events.”The reluctance of Chinese investors to take their commitment to the next level is due to several factors, such as a lack of understanding of how Israel works, and fear that they are not getting an accurate picture of the industry or the prospects of a technology’s success, said Edwards.“We aim to change that with Vadi, a new firm that we developed dedicated to gathering data about Israeli companies for Chinese investors, and giving them the information they want and need in order to invest – such as the funding, the background of the team, the state of the industry they are working in, etc.,” said Edwards.Edwards’ account of the growing lack of enthusiasm for Chinese visitors was confirmed by several entrepreneurs who expressed their opinion on the matter.“We are always polite when they come by, and we usually book the visit when we are asked to,” said the chief marketing officer of a Tel Aviv start-up who asked to remain anonymous in order not to alienate potential Chinese partners. “You never know if there are going to be authentic investors in a group, and even if there aren’t, it doesn’t hurt to have your name known among the Chinese, because someone who visited us might tell a friend who knows a real investor. But we have come to the point where we aren’t expecting too much when these groups come by.”As a result, Israeli entrepreneurs are less enthusiastic about receiving Chinese visitors than they were two or three years ago; investment money they were led to believe would materialize just hasn’t – and it’s doubtful that the signing of the free trade agreement between the two countries will change things substantially, at least when it comes to start-up investments. “There are issues on both sides, but mostly on the Chinese side – which doesn’t feel comfortable with investing outside the country,” said Edwards.Israeli entrepreneurs tend to suspect China of being a difficult environment to work in – especially when it comes to their intellectual property. Despite the best efforts of the Chinese government, the country is seen by Israelis and many other Westerners as a death trap for IP, a place where ideas and technology are likely to be ripped off inside a broader system they suspect tacitly approves of IP theft in order to build up China’s tech capability. But the Chinese have their concerns, too, said Edwards.“Chinese investors of course don’t know Hebrew, and they don’t know how to find start-ups, so they rely on ‘handlers,’ both Israeli and Chinese, to point them in the right direction,” said Edwards. “But there have been several instances in which investors got burned when a company that was portrayed as having good prospects turned out to be a bad investment. The bottom line is that investors don’t know whom to trust, so they end up trusting no one.”With the database Vadi is developing, Edwards hopes to pull the veil off the mysterious world of Israeli start-ups.“You have to be above board and very clear and objective about companies and industries if you want Chinese investors to trust you,” he said. “Chinese in general are ‘holistic’ thinkers and want to see the whole picture – where a company came from and where it is going, and how it fits into an industry – before making their move. We believe that by supplying that kind of information, we will be able to attract many more investors, especially medium sized ones – the backbone of China’s market economy – to invest in Israel.”Many of those potential investors are “economic immigrants” – middle-aged and older people who as children were inculcated with the “purist” Communist principles of Mao, and then some 20 years ago set about building China into the world economic power it is today.“They know one thing – that they worked night and day to make their fortune, and they are not going to part with a nickel of it unless they understand where it is going and what their prospects for success is. The more we can allay the fears, the more we will be able to encourage Chinese investors to take the next step.”

Egypt plane drama ends with hijacker arrested, passengers freed-‘It’s over,’ tweets Cypriot Foreign Ministry after seven-hour standoff at Larnaca airport; officials say no explosives found-By AP and Times of Israel staff March 29, 2016, 4:54 pm

An Egyptian man who hijacked an EgyptAir plane during a routine domestic flight to Cairo and forced it to land on the island of Cyprus on Tuesday surrendered and was taken into custody after he released all the passengers and crew. His surrender ended an hours-long drama and standoff at the Larnaca airport in southern Cyprus. The hijacker had earlier freed most of the passengers but kept seven people — four crew members and three passengers — with him.Just minutes before the arrest, local TV footage from the airport showed several people disembarking from the aircraft and a man who appeared to be a crew member climbing out of the cockpit window and sliding down the side of the plane.Alexandros Zenon, the permanent Secretary of the Foreign Ministry in Cyprus, confirmed the hijacker’s surrender and subsequent arrest, saying the situation was “over.”Its over. The #hijacker arrested. #LarnacaAirport # Egyptair-— Cyprus MFA (@CyprusMFA) March 29, 2016-The arrest was also reported by Egypt’s prime minister, Sharif Ismail, and Civil Aviation Minister Sharif Fathi.“All passengers and crew are safe,” Fathi said on state television. The man’s motivation was unclear, but Cyprus President Nicos Anastasiades said the hijacking was “not something that has to do with terrorism” and a Cyprus government official, speaking on condition of anonymity to discuss an ongoing investigation, said the man “seems (to be) in love.”Anastasiades, appearing alongside European Parliament President Martin Schulz in Nicosia, was asked by reporters whether he could confirm that the incident was about a woman. “Always, there is a woman” involved, he replied, drawing laughter.A Cyprus police official, speaking on condition of anonymity because he was not authorized to disclose details of the situation, said the hijacker walked off the plane and was taken into custody by special anti-terrorist police. The official said the man wore a belt but there were no explosives in it.A civil aviation official, also speaking on condition of anonymity because he wasn’t allowed to talk to the media, said the man gave negotiators the name of a woman who lives in Cyprus and asked to give her an envelope. It was not clear if she was his former wife. The hijacker had also complained about the current Egyptian government and had demanded the release of female prisoners from Egyptian jails, he said. The flight MS181 took off from the Mediterranean coastal city of Alexandria on Tuesday morning en route to Cairo with at least 55 passengers, including 26 foreigners, and a seven-member crew.An official with flight-tracking website FlightRadar24 said the plane showed no immediate signs of distress. The flight between Alexandria and Cairo normally takes about 30 minutes. There was also confusion about the hijacker’s identity. At a news conference in Cairo, Egypt’s Civil Aviation minister, Sharif Fathi, refused to identify him.Earlier, Egyptian government spokesman Hossam al-Queish said the hijacker was Ibrahim Samaha, but an Egyptian woman who identified herself as Samaha’s wife said her husband was not the hijacker and was on his way to Cairo so he could fly to the US to attend a conference. The woman, who identified herself only as Nahla, told the Egyptian private TV network ONTV in a phone interview that her husband had never been to Cyprus and that a photo on Egyptian and regional TV channels that supposedly showed the hijacker was not him. Later, the official Middle East News Agency gave a different name for the hijacker.Egypt’s state news agency, MENA, later identified the hijacker as Seifedeen Mustafa. The name was confirmed by a senior Cypriot official.Al-Queish, the government spokesman, also told the private CBC TV network that authorities could not confirm that the hijacker had explosives on him. An earlier statement from the Egyptian Aviation Ministry said the man claimed he had a belt with explosives. The plane landed at the airport in the southern Cypriot city of Larnaca, also on the Mediterranean. A statement from the Egyptian Civil Aviation Ministry statement said the foreigners on board included eight Americans, four Britons, four Dutch, two Belgians, a French national, an Italian, two Greeks and one Syrian. Three other foreigners could not be identified. The initial batch of passengers released by the hijacker was seen calmly walking off the plane down a set of stairs, carrying hand luggage, and boarding a bus parked by the plane’s side. Security was tight at the airport, with police repeatedly pushing back reporters and TV news crews working just outside the facility’s fence, near where the aircraft stopped.Police also evacuated the nearby Makenzy beach, a stretch of coast close to the airport and popular with tourists. It was not immediately clear why.An Egyptian aircraft was expected to later fly to Larnaca so it could bring back the released passengers, according to officials. The incident raises more questions about security at Egyptian airports, five months after a Russian aircraft crashed over Egypt’s Sinai Peninsula minutes after it took off from Egypt’s Red Sea resort of Sharm el-Sheikh.All 224 people on board were killed in the crash. Russia later said an explosive device brought down the aircraft and the extremist Islamic State group took responsibility.US Homeland Security Secretary Jeh Johnson, appearing on MSNBC’s “Morning Joe” program Tuesday, said that a “very good question” is whether the man who hijacked the plane Tuesday was able to pass through airport security with a bomb-laden belt. The hijacking was reminiscent of a deadly 1978 incident that involved Egyptians, planes and Larnaca airport. The incident arose when two Palestinians assassinated an Egyptian government minister at his hotel in Nicosia. The assailants took hostages and drove to the airport, where they boarded a plane with them. They later returned to Cyprus, where they had an hours-long standoff until an Egyptian C-130 carrying commandos landed at Larnaca airport. The commandos attempted to storm the Cyprus Airways jet, but were fired upon by Cypriot troops. Many were killed. The Palestinians eventually surrendered. They were arrested, sentenced and released years later. The incident poisoned Egypt’s relations with Cyprus for years. Relations eventually improved, but it was Egyptian President Abdel-Fattah el-Sissi, in office since June 2014, who has forged close ties with Cyprus.Sissi and Anastasiades frequently confer in person or on the phone. They spoke by phone Tuesday about the hijacking.

Report: Islamic State seeking to target Jewish schools in Turkey-Intelligence source cited by Sky News says concrete threat to Istanbul synagogue and community center, after Turkey and Israel both warn of increased danger for Jews and Israelis By Times of Israel staff March 28, 2016, 11:51 pm

Islamic State terrorists are planning an imminent attack on Jewish kindergartens, schools and youth centers in Turkey, according to a report by Britain-based Sky News Monday. The report came hours after Jerusalem issued an alert for all Israeli citizens to leave Turkey as soon as possible, citing an Islamic State threat, and nine days after three Israelis were killed in a bombing in Istanbul.According to Sky News, citing an “intelligence source,” terrorists were plotting to attack a synagogue which also doubles as a school and community center in the Beyoglu neighborhood of Istanbul. The source said the threat was imminent and could happen at any moment.“This is a more than credible threat. This is an active plot,” the source said. “We don’t know when it’s scheduled for. It could be in the next 24 hours or next few days.”The report was likely referring to the Neve Shalom synagogue, Istanbul’s largest, serving many of the country’s estimated 17,000 Jews. The synagogue has been the site of two previous deadly attacks: a 1986 shooting and a 2003 bombing. The source said the intelligence was related to the capture of a group of Islamic State operatives, including a suicide bomber, in Gaziantep last week, and added security was being beefed up along with increased anti-terror measures. On Saturday, Turkish police warned of possible Islamic State attacks against Christians and Jews over the weekend. The police issued a nationwide alert warning of possible attacks targeting churches during Easter on Sunday, as well as synagogues, the state-run Anatolia news agency reported.Israeli officials followed up that warning Monday by raising the terror risk in Turkey from level 3 (basic concrete threat) to level 2 (high concrete threat). The Prime Minister’s Office cited a March 19 attack in central Istanbul in which three Israelis were killed and several others wounded. That attack, the PMO said in a statement, underscored the threat emanating from Islamic State cells that seek to attack tourism sites and proved that IS has “high capabilities of carrying out further attacks.”“Terrorist infrastructures in Turkey continue to advance additional attacks against tourist targets – including Israeli tourists – throughout the country,” the statement added.Israelis in Turkey should “leave as soon as possible,” it said.Despite chilly ties between Jerusalem and Ankara, Turkey remains a popular tourist destination for Israelis.IS has been blamed for four of six bombings that have rocked Turkey in the past eight months, including a double suicide attack at a peace rally in the capital, Ankara, in October that left 103 people dead.A radical offshoot of the rebel Kurdistan Workers Party (PKK) claimed the other two attacks.

International mediators said working on Hamas, Israel prisoner swap-Gaza source says release of prisoners rearrested after Shalit deal is a precondition to talks for Israelis believed held by Palestinian group-By Dov Lieber March 28, 2016, 8:34 pm-THE TIMES OF ISRAEL

International mediators are interested in brokering a prisoner swap between Israel and Hamas, a source in the Gaza-based Islamist group reportedly said on Monday.A source in Hamas told the London-based daily Asharq al-Awsat that though there are currently no direct negotiations between Hamas and Israel, foreign parties are examining the possibility of completing a prisoner exchange.Hamas is thought to be holding two Israeli citizens, as well as the bodies of two Israeli soldiers killed in 2014.Israel and Hamas do not officially maintain direct contacts, and any deal would have to be mediated by international parties. In 2011, kidnapped Israeli soldier Gilad Shalit was released in exchange for 1,027 Palestinian detainees, in a deal brokered with the help of a German diplomat.Hamas has reportedly refused to even entertain the possibility of negotiating a swap until Israel releases all Palestinians rearrested after being freed in the 2011 deal for Shalit. The group is also demanding the talks be held separately from all other issues, according to the report.Hamas is believed to be holding 29-year-old Avraham Mengistu, as well as a Bedouin-Israeli citizen whose name was not released for publication. The two Israelis reportedly crossed into the Gaza Strip on their own accord. The remains of two soldiers killed in the 2014 Gaza war, Oron Shaul and Hadar Goldin, are also believed to be held by Hamas, which has not clarified their fate. The captivity of the two men is viewed by Israel as a humanitarian issue unrelated to the negotiations over the bodies of the two deceased soldiers, an official told Walla news last July. While a senior Palestinian official based in the Gaza Strip denied that the group was holding Mengistu, Hamas political leader Khaled Mashaal alluded to Mengistu and the second man when discussing Israelis held by his organization.Speaking with the London-based Arabic language al-Araby al-Jadeed newspaper last July, Mashaal claimed Israel had requested European officials to mediate negotiations with Hamas over the release of the captured individuals.“We won’t let Israeli prisoners go before the release of Palestinian prisoners,” Mashaal told the outlet. At a rally in Gaza last July, Hamas displayed a huge model fist holding a mock-up of Shaul’s ID card and two other IDF dog tags with question marks on them, implying that it holds two Israelis captive.Mengistu, who suffered from unspecified mental issues, was rejected for IDF service.Little is known of the whereabouts of Mengistu, who climbed over the Gaza security fence in September last year. Family members have described him as “unwell” and urged Hamas to consider his condition and return him to Israel immediately.Mengistu’s brother, Gashao, traveled to Geneva in February to plead his family’s case before European officials.“When Hamas is asking for humanitarian assistance, and contributions to the people in Gaza, then the international community should tell them: Don’t expect us to assist you when you are violating the same rights of the other side,” Gashao said. The second hostage, an Israeli from the Bedouin village of Hura, reportedly entered Gaza via the Erez Crossing in April.According to an Israeli official, the man has mild psychological issues and has a history of entering Jordan, Egypt and Gaza.Times of Israel Staff and agencies contributed to this report

Most Israelis don’t believe MKs represent them — poll-IDI survey finds just 17% think lawmakers reflect the will of the people, while 38% say Knesset functions badly or very badly-By Times of Israel staff March 28, 2016, 5:40 am

Barely one year after the 20th Knesset was sworn in, a new poll finds that only 17 percent of Israelis believe that lawmakers properly represent the will of the people, and 38% say that the Knesset “functions badly or very badly,” a new poll found.According to the survey by the Israel Democracy Institute, almost one third of Israelis (29.5%) say this distrust stems from a lack of professionalism on the part of MKs, while 28.5% say lawmakers are disconnected from the public.Furthermore, the poll found that more than half of Israelis (56%) believe that it is impossible to make successful contact with lawmakers, while a little over one-third (37%) hold the opposite opinion. Almost two-thirds of respondents (61%) also said that even if they did make a request of an MK, that request “will not receive proper attention or treatment.”The survey was commissioned to mark the launch of a new caucus to “improve the image of the Knesset and its members.” The caucus, which is the initiative of Yesh Atid MK Elazar Stern, has also won the backing of President Reuven Rivlin, the IDI said. The details of the survey released by the IDI did not include the margin of error, the number of respondents or their demographic breakdown.

PM warns of ‘difficulties’ in mixed-gender Western Wall scheme-Netanyahu doesn’t detail problems involved in creating egalitarian section of holy site, but names top aide to help tackle the issue, promises to resolve it within 60 days-By Times of Israel staff and Agencies March 27, 2016, 11:32 pm

Prime Minister Benjamin Netanyahu warned Sunday that there were difficulties that could hamper a historic agreement to allow egalitarian Jewish prayers at the Western Wall in Jerusalem, sparking condemnation from the country’s Reform and Conservative movements. He said he had appointed the head of his bureau to help work out the difficulties. David Sharan will “coordinate discussions on this issue with the various elements” and present recommendations within 60 days to resolve the difficulties, Netanyahu said.A statement the Prime Minister’s Office said that “some difficulties have arisen” in the scheme, but noted that Netanyahu remains committed to resolving the problems and hopes to propose a solution within 60 days.“Two months ago the government took a decision to implement the recommendations of an advisory team on the matter of prayer arrangements at the Western Wall. After taking the decision, some difficulties have arisen. We are working to find a solution to them,” the statement read.Netanyahu did not clarify what difficulties had arisen from the decision, which would move to create an egalitarian prayer space at the Western Wall alongside the traditional separated men’s and women’s sides.Officials from the Reform and Conservative streams of Judaism colored the decision as a Netanyahu retreat from pressure from the ultra-Orthodox community.Earlier this month Interior Minister Aryeh Deri said his ultra-Orthodox Shas party would leave a government that recognized Reform Judaism and Western Wall Rabbi Shmuel Rabinowitz, who agreed to the compromise with non-Orthodox leaders over the future of the holy site, retracted his support and denounced the deal.Gilad Kariv, Executive Director of the Israel Movement for Reform and Progressive Judaism said the agreement was for the benefit of Jewish unity.“Implementing the plan for the the Western Wall is a test case of the ability of the government to implement its decisions, and to stand behind agreements and compromises that were intended to prevent unnecessary division in the Jewish people,” he said.Kariv called on Netanyahu to “clarify to his Haredi partners [in the government] that the unity of the Jewish people and the connection between Israel and the Jewish world can’t be hostages to the street battles in the Haredi community.”Executive Director and CEO of the Conservative Judaism movement in Israel, Yizhar Hess, said it was unthinkable for Netanyahu to change direction on the agreement.“Not one of us would think that the Israeli government will back down from an historic compromise plan, that the sides reached after a long and intensive negotiation, and to which the prime minister committed himself at innumerable forums and gatherings,” Hess said according to the Hebrew-language Ynet website reported. In a historic move, Israel’s cabinet voted two months ago to build a new plaza for mixed gender prayer at the Western Wall, adjacent to the current Orthodox prayer plaza. It was viewed as a victory for liberal streams of Judaism, which are dominant in the US-Yet the plan has since run into fierce opposition from ultra-Orthodox lawmakers and groups in Israel, many of whom wield influence within Netanyahu’s narrow coalition government.A string of ultra-Orthodox leaders criticized the deal and insulted Reform Jews. The day the Israeli government approved the deal, on January 31, UTJ lawmaker Moshe Gafni called Reform Jews “clowns.” In late February, Israel’s chief rabbis asked the government to freeze the agreement. The deal would expand the wall’s non-Orthodox section and construct a shared entrance for both sides. The Women of the Wall group has agreed to move their monthly services to the non-Orthodox section once the deal is implemented. The Western Wall, Judaism’s holiest prayer site, is administered by ultra-Orthodox authorities, who have a monopoly over religious affairs in Israel and oppose mixed-gender or female-led prayers.

Knesset legal adviser warns MK suspension bill could be struck down-Despite expected victory in Monday evening vote, lacking a majority of 61 lawmakers, law may not stand up to challenges in High Court-By Raoul Wootliff March 28, 2016, 9:48 pm-THE TIMES OF ISRAEL

A controversial bill that would allow MKs to suspend fellow lawmakers may be struck down by the High Court if it is voted into law but fails to garner a parliamentary majority, the Knesset legal adviser warned Monday, hours ahead of the vote. The proposal, expected to pass its first Knesset reading but without a majority Monday night, would change a Basic Law, allowing 90 members of Knesset to vote to suspend lawmakers if they “negate the existence of the State of Israel as a Jewish and democratic state,” incite racism, or express support for a terror group or state in its war against Israel. In a legal opinion published hours before the vote on the bill, Eyal Yinon, the chief legal adviser for Israel’s parliament, said that while he does not deem it necessary, it is “preferable” the proposal receive a majority and could face legal challenges if it doesn’t.The legal opinion was written after Likud MKs David Amsalem and Avraham Neguise announced they would not vote with the government, slashing its paper-thin majority majority from 61 to 59 MKs.Avigdor Liberman, head of the hawkish Yisrael Beytenu opposition party, said Monday he would not support the measure unless he gets tit-for-tat backing from the coalition for a bill to block the Supreme Court from involvement in activities of the Central Elections Committee. However, he also indicated his six-member faction would not vote against the measure either, effectively letting it pass by a likely vote of 59 to 53.Lacking a written constitution, the rules defining the key tenets of the Israeli legislative process, as well as the mechanisms to change them, are delineated in a number of Basic Laws. While some Basic Laws require at least 61 or 90 of the 120 Knesset members to be amended, others can be changed with a simple majority of MKs.According to Yinon, while the clause regarding the banning of serving lawmakers does not need a special majority to be changed, some may argue it falls under rules dealing with elections that do and would therefore require the support of at least 61 MKs.“Given the position of the High Court of Justice, which has previously ruled in favor of extending the remit of Clause 4 [dealing with elections], and given the importance of this proposal, it is preferable that passing this law be done with a majority of at least 61 MKs in all its readings,” Yinon wrote. The controversial measure has been vociferously opposed by some, including President Reuven Rivlin, who warned that the power to punish lawmakers should not be in the hands of fellow Knesset members. The bill was proposed after three Arab MKs made a condolence visit to the families of Palestinians killed while attacking Israelis, and the three observed a moment of silence, which some said was tantamount to showing support for terror.Speaking before his Likud party meeting in the Knesset Monday, Prime Minister Benjamin Netanyahu made it clear he still hoped to see the bill pass the vote.“I expect all those who say they are in favor of the bill to vote in support and to not give an advantage or profit to those who support terror,” he said.Times of Israel staff contributed to this report.

UN expert says Palmyra likely beyond repair after IS carnage-During its 10-month occupation, Islamic State destroyed the 2,000-year-old Temple of Bel and shrine of Baal Shamin-By AFP March 28, 2016, 9:19 pm-THE TIMES OF ISRAEL

A Syrian expert for the UN’s cultural body said Monday she was “very doubtful” the destruction caused to Palmyra’s ancient monuments during its occupation by the Islamic State group can be repaired.“Everyone is excited because Palmyra has been ‘liberated’, but we should not forget everything that has been destroyed,” said Annie Sartre-Fauriat, who belongs to a group of experts on Syrian heritage set up by UNESCO in 2013.“I am very doubtful about the capacity, even with international aid, of rebuilding the site at Palmyra,” she told AFP.“When I hear that we are going to reconstruct the temple of Bel, that seems illusory. We are not going to rebuild something that has been reduced to dust. Rebuild what? A new temple? I think there are probably other priorities in Syria before rebuilding ruins.”The Russian-backed Syrian army ousted IS from Palmyra on Sunday at the climax of a three-week offensive.During its 10-month occupation, IS destroyed the 2,000-year-old Temple of Bel and shrine of Baal Shamin, a dozen of the city’s best-preserved tower tombs and the Arch of Triumph dating from around 200 AD.Sartre-Fauriat’s assessment contrasts with the slightly more upbeat view of Syria’s head of antiquities, Maamoun Abdulkarim, who told AFP on Monday that 80 percent of the city’s ruins were in “good shape” and would need five years to restore.“As long as the Syrian army is there, I am not reassured,” said Sartre-Fauriat. “We should not forget that the army occupied the site between 2012 and 2015 and caused a lot of destruction and pillaging.“We should not kid ourselves. It’s not because Palmyra has been retaken from Daesh (IS) that the war is over. This was a political and media operation designed to win over public opinion for the regime of (Syrian President) Bashar al-Assad,” she added.-Statues decapitated, sarcophagi smashed-The historian said she was receiving photos and videos every hour from the scene — one showing the inside of the Palmyra Museum which was transformed into a court by IS.“It’s totally vandalized. Contrary to what we thought, the museum was not emptied of its collection (prior to the arrival of IS) because the antiquities department had only 48 hours to pack everything up and the large monuments could not be transported.”She said the figures on ancient sarcophagi had been smashed and all the statues had been pushed over, decapitated or broken.Funeral plaques, a special feature of Palmyra, “have been ripped savagely from the walls, probably to be sold by Daesh,” she added. One sliver of hope lay in the fact that a huge lion statue with a gazelle in its paws that had been overturned and smashed “might possibly be recovered because it has not been pulverized,” she said.

Belgium releases sole suspect charged over Brussels attacks-Prosecutors lack evidence linking bombings to Faycal Cheffou, suspected of fleeing airport after failed detonation attempt-By AFP March 28, 2016, 7:16 pm-THE TIMES OF ISRAEL

The sole suspect charged over last week’s Brussels attacks was released Monday following a lack of evidence linking him to the carnage, Belgian prosecutors said.“The indications that led to the arrest of Faycal C. were not substantiated by the ongoing inquiry. As a result, the subject has been released by the examining magistrate,” the federal prosecutor’s office said in a statement, without giving further details.Belgian media had identified the man as Faycal Cheffou who claimed to be a freelance journalist.Cheffou was charged on Saturday with “taking part in a terrorist group, terrorist murder and attempted terrorist murder.”A source close to the inquiry previously said that prosecutors were looking into the theory that he was the third man seen in CCTV footage alongside two suicide bombers at Zaventem airport. His release comes as a new blow to an inquiry already dogged by accusations that Belgium missed a series of leads in cracking down on a jihadist network linked to the attacks and a similar assault in Paris in November.Police earlier Monday released CCTV footage of a third suspect in the March 22 Zaventem airport attack, the so-called “man in the hat” seen with two other men who blew themselves up.Officials also updated the death toll from the bombings at the airport and at Maalbeek metro station to 35, the worst terror attacks in Belgium’s history, after four more people had died while hospitalized. In the video released Monday, a man in a hat and white jacket is seen pushing a trolley with a large bag through the departure hall next to bombers Ibrahim El Bakraoui and Najim Laachraoui.“It’s a new video which had not previously been released,” a spokesman for the federal prosecutor’s office said.A police notice issued with the video — still images from which have previously been released — said that officers “want to identify this man.”Prosecutors earlier said three men arrested in raids in Belgium over the weekend had been charged with “participation in the activities of a terrorist group” but that no direct link had been established with the Brussels attacks. The men — identified as Yassine A., Mohamed B. and Aboubaker O. — were held during 13 raids in Brussels and the towns of Mechelen and Duffel. A fourth person arrested at the same time was released. In the latest piece in the puzzle of the jihadist cross-border networks, police arrested a 32-year-old French national in Rotterdam Sunday on suspicion of planning a terror attack, Dutch prosecutors said, following a raid carried out at the request of French authorities. The man is thought to have been planning an attack in France in the name of the Islamic State group along with Reda Kriket, who was detained near Paris on Thursday, a French police source told AFP.Belgian prosecutors at the weekend also charged two men with involvement in the Kriket plot, including one shot in the leg after a dramatic stand-off at a tram stop in Brussels on Friday. An Algerian held in Italy as part of a probe into fake ID documents used by the Paris and Brussels attackers is still being interrogated but refused to answer questions, a judicial source said.

US Capitol shooting suspect in custody, injuries unclear-Swirling reports indicate police officer or gunman may have been injured during incident at visitors center; areas locked down and staff and visitors told to take shelter-By AP and AFP March 28, 2016, 11:14 pm-THE TIMES OF ISRAEL

WASHINGTON (AP) — A gunman was taken into custody after firing shots in the US Capitol complex on Monday, Capitol officials said, and visitors and staff were shut in their offices and told to “shelter in place.”Initial reports said a police officer sustained minor injuries, but later reports raised doubts about who, if anyone, was shot.CNN and MSNBC reported that the suspect had been shot and taken to a hospital.According to MSNBC, the incident occured after a person pulled out what seemed to be a gun at the entrance to the visitors center.Police cordoned off access to the Capitol building during the incident. An ambulance was at the scene. The event unfolded with Congress on recess and lawmakers back in their districts. The White House was briefly put on lockdown, but that was soon lifted. A notification sent to Senate offices said no further suspects appeared to be at large, and most Capitol Hill buildings were later re-opened for business.“There has been an isolated incident at the US Capitol. There is no active threat to the public,” Washington police said on Twitter. The shooting occurred in the Visitors Center of the sprawling Capitol complex. Staffers, reporters and others were told to “shelter in place” while the incident was being investigated.Visitors were being turned away from the Capitol as emergency vehicles flooded the street and the plaza on the building’s eastern side. Police, some carrying long guns, cordoned off the streets immediately around the building, which were thick with tourists visiting for spring holidays and the Cherry Blossom Festival.Cathryn Leff of Temicula, California, in town to lobby with the California Association of Marriage and Family Therapists, said she was going through security at the main entrance to the Capitol Visitors Center when police told people to leave immediately.Outside, on the plaza just to the east of the Capitol, other officers told those there to “get down behind this wall,” she said. “I heard what sounded like two shots off to my left.” After a while police told her and others to keep running. “I felt like I was in a movie. It didn’t feel real at all.”Traffic was jammed in the vicinity, but despite the obvious emergency the scene was relatively calm. A work crew on the north side of the Supreme Court, across the street, was asked to stop work and move away from the building as a precaution.Capitol Police did not immediately return calls seeking clarification about the incident. From back home in their districts many lawmakers got in touch with staff to ensure all were safe, and posted thanks on Twitter as it appeared they were.Earlier in the day, officials conducted an unrelated shelter-in-place drill at the Capitol.

Body found in Brussels airport, bringing death toll to 32-State Department says it’s unaware of any US citizens killed in IS-claimed attacks, but some Americans remain unaccounted for-By Times of Israel staff and Agencies March 23, 2016, 6:17 pm

Belgian authorities have recovered another body at the Brussels airport, raising the death toll in the Tuesday terror attacks to 32, according to local media reports Wednesday. The reports said that during the investigation at the scene, a wall collapsed, perhaps revealing the previously obscured body. Some death tolls counted as many as 34 killed in the twin suicide bombings at the airport and metro on Tuesday. The discrepancy could not be immediately accounted for.The Obama administration said Wednesday it’s unaware of any Americans killed in the Brussels attacks.State Department spokesman Mark Toner said about a dozen US citizens are known to be injured. A number of other Americans remain unaccounted for.Toner said it’s unclear if any Americans might be among the dead as Belgium has not released the nationalities of those killed. Toner said the United States is still doing its own, post-attack accounting and making every effort to support the welfare of embassy staff and US citizens in the city.Belgian Foreign Minister Didier Reynders told Belgian television RTBF that there were around 40 nationalities were among the dead and wounded. They included citizens of Britain, Colombia, Ecuador, France, Portugal and the United States, as well as three to four staff from the EU’s executive arm, the European Commission. The broad range of nationalities reflects the cosmopolitan nature of Brussels — home to many migrants to Belgium as well as the institutional capital of the 28-nation European Union.Among the first fatalities to be named was a Peruvian woman, Adelma Marina Tapia Ruiz, who had been living in Belgium for six years and was travelling with her journalist husband and young twin daughters. One of their daughters was wounded by flying debris in one of two blasts at Brussels’ Zaventem airport.“They took away everything she wanted to do with her life,” her brother Fernando Tapia told Peruvian media, after she was identified by the foreign ministry in Lima.A Moroccan woman was also killed in a third blast at a metro train at a station close to the European Union’s institutional hub, according to the Moroccan news agency MAP.According to an ongoing toll provided by the Belgian health ministry, 31 people were killed and 270 were injured. It was the bloodiest terror assault in Belgium’s history.French Prime Minister Manuel Valls on Wednesday said 10 French nationals had been injured, four of them seriously. In London, Downing Street said one British national was missing and four were injured, three of whom were being treated in hospital.Officers from the Belgian federal police’s disaster victim identification team were working at the sites of both attacks, poring over the remains in a grisly process to identify the casualties.

Brothers-in-jihad — when fraternal bonds lead to terror-As in the Brussels, Paris and Boston attacks, experts say radicalization among siblings ‘a natural phenomenon’-By Michel Moutot March 24, 2016, 12:32 am-THE TIMES OF ISRAEL

PARIS, France (AFP) — The Brussels attackers included a pair of brothers, the latest in a long string of sibling duos involved in violent religious extremism — something experts say can occur when close childhood bonds “spin out of control.”“It’s a completely natural phenomenon,” said Marc Sageman, a psychiatrist and former CIA agent who was among the first to identify it in his 2003 book “Understanding Terror Networks.”“You develop your social identity first by talking to those close to you. And at first those close to you are of course your brothers and childhood friends,” Sageman told AFP.“It’s what I call the activation of the social identity. It’s a question of proximity. That’s why there are so many brothers, sometimes sisters, neighborhood friends.“They grow up together. They invent for themselves an identity as defenders of an Islam under attack, of women and children killed in air strikes. They radicalize and reinforce each other,” he said.Brothers Khalid and Ibrahim El Bakraoui were identified as two of the suicide bombers in Tuesday’s attacks in Brussels, while other brother duos were identified in the January and November attacks in Paris last year and attacks in Toulouse in 2012.The 2013 Boston marathon bombers were also brothers — and no fewer than three pairs of brothers were among the 19 hijackers involved in the September 11, 2001, attacks in the United States.“We have plenty of examples across the terrorism spectrum, of multiple kinds of terrorism in Indonesia, Northern Ireland, Middle East,” said University of Massachusetts Lowell criminology professor John Horgan.Family names by twos, threes and even fours are common on terror watch lists, especially in France and Belgium, as security officials track their travel to and from Islamic State group territory in Iraq and Syria. To beat the tight surveillance put in place since September 11, these family dyads or triads retreat into their own small worlds.“It’s a matter of trust,” Sageman said. “You confide in someone close to you, naturally. And when it’s a matter of getting someone to join you, the most logical target is your little brother or your older brother. It’s the same thing with street gangs. Less brainwashing and indoctrination is needed.”Patrick Amoyel, a psychoanalyst in the southeastern French city of Nice who works for a center specializing in de-radicalizing youths attracted to jihad, said he often comes across sibling pairs.“The influence goes both ways,” he told AFP. “They quickly lock themselves into a sort of psychic confusion. There’s something a little mad, a little irrational in this process. It’s risk-taking that is a bit adolescent, even if they are not always adolescents.”His colleague at the association, Amelie Boukhobza, adds: “It’s often the younger one with more to prove, a place to find for himself, who influences the older one. The older one is not necessarily the dominant one.”The rest of the family is typically aware only that the brothers are close, spend a lot of time together and may lower their voices when others come within earshot.Once the radicalized bubble forms it acquires its own internal logic and resistance to any external challenge.“It can be enlarged to include close friends,” Amoyel added. “Then you have a… consolidation that is very solid, hard to break up. We have seen it very often. And it doesn’t come from mental illness.”The complicity can eventually “spin out of control” as the brothers egg each other on, he said, stoking a “desire to exceed limits, to go towards absolute rebellion. And that can end up in terrorist action.”

Over 40 nationalities among Brussels dead and wounded-Victims include citizens of Britain, Colombia, Peru, France, US; American missionary hurt in attack had survived Boston Marathon bombing-By AFP March 23, 2016, 5:31 pm-THE TIMES OF ISRAEL

BRUSSELS, Belgium — They came from Peru or Morocco, from North America or Europe, and their lives — as parent, eurocrat, sportsman or missionary — were just as diverse. That is the emerging picture of the hundreds of people who were killed or wounded in the triple bomb attack in Brussels on Tuesday.Belgian Foreign Minister Didier Reynders told Belgian television RTBF that there were around 40 nationalities were among the dead and wounded. They included citizens of Britain, Colombia, Ecuador, France, Portugal and the United States, as well as three to four staff from the EU’s executive arm, the European Commission. The broad range of nationalities reflects the cosmopolitan nature of Brussels — home to many migrants to Belgium as well as the institutional capital of the 28-nation European Union.Among the first fatalities to be named was a Peruvian woman, Adelma Marina Tapia Ruiz, who had been living in Belgium for six years and was traveling with her journalist husband and young twin daughters. One of their daughters was wounded by flying debris in one of two blasts at Brussels’ Zaventem airport.“They took away everything she wanted to do with her life,” her brother Fernando Tapia told Peruvian media, after she was identified by the foreign ministry in Lima.A Moroccan woman was also killed in a third blast at a metro train at a station close to the European Union’s institutional hub, according to the Moroccan news agency MAP.According to an ongoing toll provided by the Belgian health ministry, 32 people were killed and 270 were injured. It was the bloodiest terror assault in Belgium’s history.French Prime Minister Manuel Valls on Wednesday said 10 French nationals had been injured, four of them seriously. In London, Downing Street said one British national was missing and four were injured, three of whom were being treated in hospital.Officers from the Belgian federal police’s disaster victim identification team were working at the sites of both attacks, poring over the remains in a grisly process to identify the casualties.Mason Wells, 19, was one of three US missionaries from Utah who were seriously wounded in the blasts at the airport, the Church of Jesus Christ of Latter-day Saints said in a statement.US media reports said that in a dark twist of fate, Wells had a similarly close call three years ago while in Boston accompanying his mother who was running the marathon. The event was the target of a terror attack that killed three and wounded scores more.NBC News, quoting Wells’ family, said he was also in Paris in November when the French capital was rocked by a series of attacks.Wells “has burns to his hands and legs and some to his face,” a family friend, Lloyd Coleman, told Utah’s Deseret News daily. The US Air Force also said one of its service members and several of his relatives were also injured.Basketball player Sebastien Bellin, who was pictured lying on the airport floor covered in blood, has had surgery, his father, Jean Bellin, told CNN.“He is obviously stunned. Belgian and other Western intelligence services reportedly had advance, highly specific warnings ahead of the deadly terror attacks in Brussels, but failed to respond accordingly.Belgian authorities knew that terrorists were planning to attack the airport and the metro, and yet they didn’t do enough to counter the threat, Haaretz reported.Belgium said on Wednesday that two brothers with links to the Paris attacks were among the suicide bombers who struck Brussels, killing 32 people and injuring over 200.Prosecutors identified Ibrahim El Bakraoui as one of two men who blew themselves up in the Zaventem airport departure hall while his brother Khalid struck shortly afterwards at the Maalbeek metro station, in the attacks on the symbolic heart of Europe.Police stepped up a manhunt for a third airport assailant whose bomb failed to go off in the attacks claimed by the Islamic State group which have left European leaders once more grappling for ways to tackle the jihadist threat.Belgian authorities had already been hunting the Bakraoui brothers, both Belgian nationals with long criminal records, over their links to Salah Abdeslam, the key suspect in the Paris massacre who was arrested in Brussels on Friday after four months on the run.A third man in a hat and white jacket, seen on CCTV footage with Bakraoui and another unidentified suicide attacker pushing their bomb-filled bags through the departure hall shortly before the attacks, “is on the run,” Van Leeuw said.Authorities are under immense pressure over their apparent inability to smash jihadist networks in Belgium, Europe’s top exporter of jihadist fighters to Syria per capita.Broadcaster RTBF said Khalid El Bakraoui had rented an apartment in Brussels last week under a false name where Abdeslam’s fingerprints were found. He is also linked to another apartment in southern Belgium that Abdeslam and other jihadists used before the Paris attacks.Leaders across Europe have reacted with outrage to the Brussels bombings, with the EU calling an emergency meeting of interior ministers and vowing to defend democracy and combat terrorism “with all means necessary.”Analysts said the attacks pointed to a sophisticated jihadist network in Europe, and French Prime Minister Manuel Valls said there was an “urgent need” to tighten the EU’s external borders following the attacks.

After attacks, Antwerp Jews told not to wear Purim masks-With Belgium on high terror alert, Jewish community cancels events, urges locals not to carry toy guns, use firecrackers-By JTA March 23, 2016, 6:16 pm-THE TIMES OF ISRAEL

The crisis management center of the Jewish community of Antwerp urged locals not to wear masks on Purim following Tuesday’s terrorist attacks in Brussels. In addition to this instruction, the Jewish Crisis Management Team in Antwerp requested in an announcement published Tuesday that revelers, including children, refrain from carrying toy weapons or using firecrackers or any other device which produces loud bangs.“With the police and army on very high alert, all these cause confusion and are potentially dangerous,” the announcement read.Antwerp’s Jewish quarter is among a handful of areas in Western Europe where the holiday of Purim, often referred to in Belgium as “the Jewish carnival,” is celebrated publicly on the street. Thousands of members of the city’s large ultra-Orthodox community take to the streets in colorful costumes on Purim. The unusual announcement follows the terrorist attacks at Brussels’ main airport, where some 14 people were killed, and at a Brussels metro station, where at least another 17 died.A concert planned for Antwerp featuring the Gat Brothers, popular Hasidic singers from Israel, was cancelled after the singers, who were en route to Belgium when the attacks happened, were redirected to the airport of Liege south of Brussels, the website Kikar Hashabbat reported. Two large Purim events planned for Brussels also were cancelled.

Netanyahu links Palestinians and IS, says all terrorism has same goal-If there is one people that can sympathize with Belgium, it’s terror-struck Israel, PM says at Jerusalem press conference-By Raphael Ahren March 23, 2016, 10:17 pm-THE TIMES OF ISRAEL

Prime Minister Benjamin Netanyahu made a direct link Wednesday between the devastating attacks a day earlier in Brussels, for which Islamic State claimed responsibility, and Palestinian terrorism, positing that both phenomena pursue the same goal.“I already said many times that terrorism is caused not by occupation and despair, but by hope — the hope of the Islamic State terrorists to establish an Islamic caliphate in all of Europe [and] the hope of Palestinian terrorists that they will succeed in establishing a Palestinian state in the entire territory of the State of Israel,” the prime minister said.Attacks Tuesday at the airport in Brussels and at a metro station in the city a short time later left at least 32 people dead and hundreds more wounded. Islamic State later said that it had carried out the bombings. Belgium on Wednesday identified two of the suicide bombers as Ibrahim and Khalid El Bakraoui.Speaking at a press conference at the Prime Minister’s Office in Jerusalem, Netanyahu began by expressing condolences to the people of Belgium, and offering any possible assistance.“If there is one people who know what they are going through it is the people of Israel, who have been bravely and courageously fighting against terrorist attacks for many years,” he said.“We’re in a global war against terror. It’s a war of the civilized word versus the sons of darkness. Terrorism strikes everywhere,” he added.“I think the point of departure in the fight against terrorism is this: Nothing justifies terrorism, absolutely nothing. In Paris, Brussels, San Bernadino, Tel Aviv or Jerusalem. Terror must be condemned equally and it must be fought equally.”The prime minister continued: “In all of these places, terrorism does not stem from deprivation. It does not come from frustration. It stems from a murderous ideology — the desire to destroy the enemy and to uproot him.Netanyahu said he had spoken with Belgian Prime Minister Charles Michel and European Union foreign policy chief Federica Mogherini and offered them Israel’s full assistance – including in the areas of security and intelligence.“Israel stands ready to cooperate with all the nations in this great struggle. These terrorists seek our destruction, but they will fail; but if we work together they will fail a lot sooner,” Netanyahu said.Responding to a question posed by The Times of Israel, on whether he was concerned that the United States could support, or at least refrain from opposing, a Palestine-related resolution at the United Nations, he replied that it has been the “traditional policies of US governments to oppose” unilateral efforts to advance the Israeli-Palestinian peace process. All US presidents, including Barack Obama, support this view, Netanyahu said.He then quoted from a speech Obama delivered five years ago at the UN General Assembly: “Peace will not come through statements and resolutions at the United Nations… Ultimately, it is the Israelis and the Palestinians — not us –- who must reach agreement on the issues that divide them.”“That is to say that peace won’t come from dictates at the UN or the Security Council,” Netanyahu said. “I agree entirely to this position.”On Tuesday, addressing the powerful pro-Israel AIPAC lobby via video conference, Netanyahu had denigrated the idea of a Security Council resolution that would seek to establish the framework of a peace deal.“A Security Council resolution to pressure Israel would further harden Palestinian positions, and thereby it could actually kill the chances of peace for many, many years,” he said. “And that is why I hope the United States will maintain its longstanding position to reject such a UN resolution.”The US government has repeatedly rejected unilateral steps toward Palestinian statehood, arguing that a solution can only come as the result of bilateral negotiations. On the other hand, the administration has never confirmed that it would veto a Palestine-related resolution if it came up, and some Israeli officials fear that in his last months in office, Obama could support such a demarche in a bid to create a lasting legacy on the peace process.Asked about an unfriendly meeting he had a few years ago with Obama, which was recently described by US journalist Jeffrey Goldberg in The Atlantic, Netanyahu jokingly said he would keep this for his memoirs, quickly adding that he had no intention of writing them in the near future.More seriously, he said that Israeli and American governments occasionally have differences of opinions.“I never thought for a second that, as Israel’s prime minister, I don’t have to express what I think is important for Israel’s security. And that’s what I did. And I think it did it in a straight and respectful and practical manner.”

Obama: No Israeli-Palestinian peace deal in my presidency-In meeting with Argentine counterpart, US president dismisses idea of bi-national state, reiterates support for two-state solution-By AP and Times of Israel staff March 24, 2016, 1:07 am

US President Barack Obama on Wednesday said an Israeli-Palestinian deal would not be reached during his remaining nine months in office.“This is not something I was able to get done,” he said. “I am not that hopeful that it’s going to happen in the next nine months. It’s been 60 years; it’s not going to happen in the next nine months.”He said he expected, however, to continue his efforts to achieve Middle East peace after leaving office in January, Reuters reported.During a two-day, state visit to Argentina, Obama also said a “bi-national” state with joint Israeli and Palestinian leadership was highly unlikely in light of the deep distrust between the two peoples.“There’s been talk about a one-state solution or sort of a divided government. It’s hard for me to envision that being stable, there’s such deep distrust between the two peoples right now,” Reuters quoted the president telling students and teachers at a town hall meeting in Buenos Aires.“And the neighborhood is in such a mess that I continue to believe that a two-state solution is the best way. Now, over time that could evolve.”Israelis and Palestinians both have legitimate fears, but when it comes to making peace, “we can’t do it for them,” Obama added.Earlier this month the Wall Street Journal reported that the White House was exploring the possibility of backing a UN resolution to lay the groundwork for an Israeli-Palestinian peace agreement. But US officials quickly denied the claim.Prime Minister Benjamin Netanyahu said Wednesday that he was sure Obama, like all US presidents, would maintain the “traditional policies of US governments to oppose” unilateral efforts to advance the Israeli-Palestinian peace process.Meanwhile, Obama held up Argentina on Wednesday as an emerging world leader worthy of US support, as he and President Mauricio Macri broke with years of recent tensions between their countries.Obama’s state visit to Buenos Aires quickly turned into a love-fest between him and Macri, who in December replaced hot-blooded former president Cristina Fernandez, long a thorn in Obama’s side. Obama lavished praise on Macri and said his visit was “so personally important,” even riffing on his boyhood interest in Argentinian literature and culture.“President Macri is a man in a hurry,” Obama said in Casa Rosada, the pink-hued presidential palace made famous in the US by the movie “Evita.” ”I’m impressed because he has moved rapidly on so many of the reforms that he promised.”Macri, who has committed Argentina to a pro-business approach, was equally effusive about Obama, who leaves office in less than a year.“You emerged proposing major changes and you showed they were possible — that by being bold and with conviction, you could challenge the status quo,” Macri said. He added, “That was also a path of inspiration for what our dear country is now going through.”Obama has made no secret of his preference for Macri over the left-leaning Fernandez, whose meandering invectives against the U.S. were a source of frequent eye-rolling in the White House. Fernandez was close with Hugo Chavez, Venezuela’s famously anti-American late president, and openly admired Cuban revolutionary leader Fidel Castro. She was quick to blame the US for Argentina’s problems and was accused of helping Iran hide its role in bombing a Jewish center in Buenos Aires, a claim she denied. So Obama was all too glad to see Fernandez replaced by Macri, who has started pushing Argentina back toward the political center after years of flirting with the extreme left. To that end, Obama’s visit was a reward of sorts to keep that promising trajectory on track. It’s a theme of Obama’s Latin America policy that was on vivid display a day earlier in Cuba, where Obama paid a history-making visit aimed at spurring further reforms in the communist country. Obama’s administration has also been heartened by the Venezuelan opposition’s recent success in legislative elections and Bolivian President Evo Morales’ defeat in a referendum on term limits. Those developments have fueled optimism in Washington “that Latin America is moving toward more rational economic and political policies,” said Gabriel Salvia of the Center for the Opening and Development of Latin America, an Argentina-based think tank.Yet Obama conceded that America’s history backing repressive regimes in the region had clouded its ability to take the moral high-ground. His visit, the first for a U.S. president in nearly 20 years, coincides with the 40th anniversary this week of Argentina’s 1976 coup, stirring up lingering questions about America’s role supporting the military dictatorship that followed. At Macri’s request, Obama has agreed to declassify U.S. intelligence and military records about the period known as the “Dirty War,” a gesture Macri said would help Argentinians “know what the truth is.” Before closing his visit on Thursday, Obama planned to pay homage to the dictatorship’s victims at Remembrance Park in Buenos Aires.“I don’t want to go through the list of every activity of the United States in Latin America,” Obama said. But he said one of the “great things about America” is that “we engage in a lot of self-criticism.”Still, there were detractors. Some prominent rights groups threatened to boycott Obama’s visit to Remembrance Park. And a few hundred people gathered at a McDonald’s in protest.“We reject Obama’s presence because the United States is most responsible for the dictatorship,” said Victoria Remesa, a 25-year-old teacher-in-training.It was the opposite sentiment at a factory-turned-concert hall where Obama fielded questions from young Argentinians at a town hall meeting. He called on one fawning woman who said she was “going to have a heart attack,” adding that “you are my hero.” It turned out she didn’t actually have a question.Macri was to honor Obama and his wife Wednesday evening at a state dinner at a cultural center named for the late Nestor Kirchner, Fernandez’s husband and himself a former president. Before returning to Washington, Obama and his family planned for a leisurely daytrip to Bariloche, a picturesque city in southern Argentina.
