High Priest is Chosen by Sanhedrin, Temple Service Could Be One Week Away-By Adam Eliyahu Berkowitz August 29, 2016 , 11:30 am-BREAKINGISRAELNEWS

“For the priest’s lips should keep knowledge and they should seek the law at his mouth; for he is the messenger of Hashem of hosts.” Malachi 2:7 (The Israel Bible™)-A significant step was recently taken towards reinstating the Temple service when the nascent Sanhedrin selected Rabbi Baruch Kahane as the next Kohen Gadol (high priest). The selection was made as a precaution for Yom Kippur. If the political conditions should change, allowing the Jews access to the Temple Mount, they will be required by Torah law to bring the sacrifices. Rabbi Kahane is confident that if that should happen, Temple service could begin in less than one week.Rabbi Kahane is a prominent scholar, knowledgeable in the complicated laws pertaining to the subject of the Temple Service. He is part of the Halacha Berurah Institute, established by Rabbi Avraham Isaac HaCohen Kook, the first Chief Rabbi of Israel, which deals with the elucidation of Jewish law from its Talmudic sources (Oral Law) and commentaries. He has played a prominent role in all the reenactments of the Temple services performed to date. This year has already seen much Temple-oriented activity: the Temple Institute has created a registry of kohanim; established a school for educating men of the priestly class in the details of the Temple service; and performed reenactments on all the holidays, including the especially significant Passover sacrifice.Rabbi Hillel Weiss, spokesman for the nascent Sanhedrin, explained to Breaking Israel News the necessity for choosing a High Priest, even in the absence of a Temple.“We do not need a miraculous occurrence like the sudden appearance of a Temple descending from heaven onto the Temple Mount to make this decision relevant,” explained Rabbi Weiss. “The only obstacle preventing the Temple service today is the political issue. If that should suddenly change, as it very well could, we would be required to begin the Temple service immediately. It is therefore necessary that we have a candidate prepared to fill the role of the High Priest, especially now that we have kohanim prepared to serve in the Temple.”Rabbi Yisrael Ariel, founder and and head of the Temple Institute, is a member of the Sanhedrin but did not rule in this decision. He told Breaking Israel News that it was necessary for the Sanhedrin to choose a Kohen Gadol.“This is certainly something we should do now as religious Jews. Choosing a high priest and all of the preparations for the Temple Service  are mitzvot (commandments) that are incumbent upon us according to the Torah,” said Rabbi Ariel.“It is not a matter of opinion. It is written explicitly in the Torah and, just like any of the other mitzvot written in the Torah, we have to choose a Kohen Gadol, and make all the preparations, regardless of whether there is a Temple standing right now.”Rabbi Kahane was reluctant to discuss the Sanhedrin’s decision. “This may not be the time to choose a Kohen Gadol. There are no sacrifices required,” he said to Breaking Israel News. However, he added, “That could change overnight. In any case, it is clear that we need to be prepared, to prepare the priests, to have everything ready.”When asked how long it would take to begin sacrifices if it suddenly became permissible, he considered carefully before answering. “If the government decided to permit it, it would only take a few weeks to make preparations, even to do the Yom Kippur service,” he said.“The structures can be temporary and prepared almost overnight. The biggest obstacle is educating the kohanim, which we are taking care of already. Once the priests are thoroughly educated, choosing a Kohen Gadol and teaching him what he needs to know for the Yom Kippur service is relatively simple and will take one week. The Temple Service performed by the Kohen Gadol is very demanding, but for an educated kohen, it is not overly difficult to learn to serve as the Kohen Gadol.”Rabbi Weiss explained the importance of advancing Temple initiatives even when it seems that reinstituting the Temple service is not a matter of urgency.“There are many Torah laws that are not sacrifices or Temple service but are nonetheless dependant on the Temple and the kohanim. We recently reenacted the Omer Wave offering, which has ramifications for when Israel can eat the current wheat harvest. In addition, we also reenacted the giving of the shoulder, two cheeks, and stomach of an ox to the priests.” And this shall be the Kohanim’s due from the people, from them that offer a sacrifice, whether it be ox or sheep, that they shall give unto the Kohen the shoulder, and the two cheeks, and the maw. Deuteronomy 18:3-“This is not only part of a sacrifice, but is also an issue of kashrut (kosher laws), which we should be doing today,” explained Rabbi Weiss. “Instead, it is treated in a rather shabby, symbolic manner.”While it seems unlikely that the political climate could shift within a few weeks to the extent necessary for Jews to establish an altar and begin preparing sacrifices on the Mount in time for Yom Kippur, the world can rest assured that as the moment those changes should occur, the Jewish people are prepared.

Palestinians say ready for any ‘fair’ peace initiative-Amid rumors of possible Russian-led summit between Abbas and Netanyahu, PA president’s office says ‘nothing concrete’ yet-By AFP August 29, 2016, 7:27 pm-THE TIMES OF ISRAEL

The office of Palestinian Authority President Mahmoud Abbas said Monday the Palestinians are ready to participate in any peace initiative aimed at a “comprehensive and fair solution,” following speculation of a meeting organized by Russia.“We are ready to participate in any regional or international initiative with the objective of a comprehensive and fair solution,” presidency spokesman Nabil Abu Rudeina said in a statement. There has been talk of a possible meeting between Abbas and Israeli Prime Minister Benjamin Netanyahu to be organized by Russian President Vladimir Putin.A Kremlin spokesman said Monday there was “nothing concrete” yet about such a meeting. In an interview published last week, Egyptian President Abdel-Fattah el-Sissi said Putin wanted to host an Israeli-Palestinian summit to revive peace talks.France has also been working on its own peace initiative and hopes to convene an international conference before the end of the year. The Palestinians strongly support the French initiative, but Israel has rejected it, calling instead for direct negotiations.Palestinian leaders say years of negotiations with the Israelis have not ended the occupation of the West Bank, so they have started to pursue an international strategy. They say an Abbas-Netanyahu meeting would lead nowhere, without a freeze on Israeli settlement building, the release of Palestinian prisoners, and a deadline for an end to the occupation.Peace efforts have been at a standstill since a US-led initiative collapsed in April 2014.The last substantial public meeting between Abbas and Netanyahu is thought to have been held in 2010, though there have been unconfirmed reports of secret meetings since then.

Settlement building ‘surged’ in recent months — UN envoy-Quartet’s calls to halt construction in East Jerusalem and West Bank ignored by Jerusalem, peace process coordinator says-By AFP and Times of Israel staff August 29, 2016, 10:30 pm

Israeli settlement construction has “surged” in the two months since the diplomatic Quartet called for a halt to the construction of Jewish outposts on Palestinian land, a UN envoy said Monday. In a much-awaited report, the Quartet — the United States, Russia, the European Union and the United Nations — had urged Israel to stop building settlements and called on the Palestinians to cease incitement to violence. But Nickolay Mladenov, the UN coordinator for the Middle East peace process, acknowledged that the appeal had fallen on deaf ears.“Its recommendations continue to be ignored, including by a surge in Israeli settlement-related announcements and continuing demolitions,” Mladenov told the Security Council. The Quartet report was to serve as the basis for reviving the Israeli-Palestinian peace process, which has been comatose since a US initiative collapsed in April 2014.The international community has been expressing growing alarm to the effect that the construction of Jewish settlements on land earmarked for a future Palestinian state is killing off prospects for a peace deal based on the two-state solution.Since July 1, Israeli has advanced plans for over 1,000 housing units in East Jerusalem and 735 units in the West Bank, Mladenov said.Prime Minister Benjamin Netanyahu’s government is also seeking tenders for 323 units to expand east Jerusalem settlements and for 42 units in Kiryat Arba near Hebron, for which it is allocating $13 million in new funding.Israel has undertaken a land survey on the outskirts of Bethlehem for the establishment of a new settlement in a move that would contribute to the “dismemberment of the southern West Bank,” said Mladenov, in an apparent reference to plans to expand Efrat to areas beyond the security fence.Demolitions of Palestinian homes are on the rise in the West Bank, with over 130 structures destroyed, Mladenov said. He singled out the Bedouin communities east of Jerusalem and in Susiya in the southern West Bank, warning that “the demolition of this community would set a dangerous precedent for displacement.”Netanyahu has repeatedly rejected calls for a halt to settlement expansion, arguing that the residential projects are not an obstacle to peace. The Security Council declared Israeli neighborhoods in East Jerusalem and settlements in the West Bank to be illegal in a resolution adopted in 1979. Israel considers East Jerusalem part of its capital, and says the status of the West Bank must be resolved in bilateral peace talks.Mladenov said that determination was “equally true and even more urgent a concern today.”The remarks come nearly a year into an upsurge in violence and terrorism. Since October of last year, 35 Israelis and four foreign nationals have been killed in a wave of Palestinian stabbing, car-ramming, and shooting attacks. At least 214 Palestinians have been killed by Israeli security forces in the same period, some two-thirds of them while carrying out attacks against Israelis, and the rest during clashes with troops, mostly in the West Bank, the Israeli army says.

Iran claims to ward off American recon drone-Unmanned aerial vehicle allegedly took off in Afghanistan; no confirmation from US military-By Times of Israel staff August 29, 2016, 7:30 pm

Tehran claimed Monday that an American reconnaissance drone based in Afghanistan turned away before crossing into Iranian airspace, after it was warned off by a defense base over the border.According to a report in the semi-official Fars news agency, the drone “was dissuaded from accomplishing its mission after Khatam ol-Anbia Air Defense Base gave it a serious warning.”The report said the “radar-evading” drone took off from a base in Kandahar and came within 32 kilometers (20 miles) of the Iranian border when the warning was issued. Fars did not specify how the warning was communicated to the unmanned aerial vehicle. There was no immediate confirmation of the incident from the US military. It comes as leaders in Tehran have been making threatening statements about fending off American “aggression,” and following an incident in which Iranian gunships chased an American warship. The US military said the ship was “harassed” while in international waters. In 2014, Iran said it had successfully tested its own version of a US-made drone based on one it had captured.Iran has said it managed to reverse-engineer the RQ-170 Sentinel, seized in December 2011 after it entered Iranian airspace from neighboring Afghanistan, and that it is capable of launching its own production line for the unmanned aircraft.Iran says it has captured several American drones in recent years, including a Boeing-designed ScanEagle drone — a less sophisticated aircraft — after it entered Iranian airspace over the Persian Gulf. Tehran says it is also copying the ScanEagle and plans to put its version into service.AFP contributed to this report.

Iran deploys long-range missiles to defend Fordo nuclear site-Protecting nuke facilities is paramount, says Iran air commander as state TV airs images of Russian-made S-300 launchers-By AFP and Times of Israel staff August 29, 2016, 1:42 am

TEHRAN, Iran — Tehran has deployed a recently delivered Russian-made long-range missile system to central Iran to protect its Fordo nuclear facility, state television said Sunday.Protecting nuclear facilities is paramount “in all circumstances” General Farzad Esmaili, the commander of Iran’s air defenses, told the IRIB channel.“Today, Iran’s sky is one of the most secure in the region,” he added.A video showed an S-300 carrier truck in Fordo, raising its missile launchers toward the sky, next to other counter-strike weaponry. The images were aired hours after supreme leader Ayatollah Ali Khamenei gave a speech to air force commanders, including Esmaili, in which he stressed that Iranian military power was for defensive purposes only.“Continued opposition and hype on the S-300 or the Fordo site are examples of the viciousness of the enemy,” Khamenei said.“The S-300 system is a defense system not an assault one, but the Americans did their best for Iran not to get hold of it,” he said. The Russian-made missile defense system is one of the most advanced of its kind in the world, offering long-range protection against both airplanes and missiles. The first shipment arrived in Iran in April. In 2010 Russia froze a deal to supply the system to Iran, linking the decision to UN sanctions instituted because of Tehran’s nuclear program. Putin lifted the suspension in July 2015, following Iran’s deal with six world powers that curbed its nuclear program in exchange for relief from international sanctions.Israel has long sought to block the sale to Iran of the S-300 system, which analysts say could impede a potential Israeli strike on Tehran’s nuclear facilities. Other officials have expressed concern that the systems could reach Syria and Hezbollah, diluting Israel’s regional air supremacy. The Fordo site, built into a mountain near the city of Qom has stopped enriching uranium since the January implementation of the nuclear deal.Under the historic accord, Iran would have dismantled most of its estimated 19,000 centrifuges — giant spinning machines that enrich uranium, keeping only 5,000 active for research purposes.Meanwhile, Iran maintains a diverse ballistic missile defense system and conducts regular missile tests.Though not banned by the nuclear agreement, the tests violate United Nations resolution 2231, which calls on Tehran to refrain from ballistic missiles development, including testing, for eight years.Tehran has said it would continue developing its ballistic missile program even after UN Secretary-General Ban Ki-Moon and other world leaders have said the missile tests were not in the spirit of the nuclear deal.Iran has maintained it never sought to acquire nuclear weapons and never will, and the agreement does not prohibit legitimate and conventional military activities.

Khamenei warns Iran will ‘hit hard’ in response to US aggression-Amid escalating tensions in Persian Gulf, supreme leader urges bolstered military capabilities to deter American military strike-By Times of Israel staff August 28, 2016, 10:19 pm

Amid escalating tensions between US and Iranian vessels in the Persian Gulf, Iran’s Supreme Leader Ayatollah Ali Khamenei on Sunday warned any military aggression against the Islamic Republic would be met with a harsh response. In an apparent reference to the US, Khamenei told soldiers at a Tehran air base “the enemy should understand that if it makes any aggression, it will be hit hard and our defense will also include response,” according to the state-run Fars news agency.Khamenei also called to bolster Iran’s military capabilities “to the extent that the enemy doesn’t even allow itself to think about aggression.”Referring to Iran’s controversial purchase of the S-300 missile defense system from Russia, Khamenei charged the US “doesn’t respect our nation’s right of defense and actually wants us to remain defenseless so that they can launch aggression against our country whenever they want.”His remarks come days after US seamen complained of being harassed by Iranian gunboats in the open waters of the Persian Gulf, ramping up tensions. On Saturday, a top Iranian military official claimed the strength of its navy was deterring the US from launching a military offensive against Tehran.“The US doesn’t enjoy the power to confront Iran militarily,” Rear Admiral Fadavi, naval commander of the Islamic Revolution Guards Corps told a group of paramilitary volunteers in Arak, according to Fars.Fadavi — who has previously called the US Iran’s sole enemy and claimed its military capabilities have weakened in recent years — claimed the 97 IRGC speedboats patrolling the Persian Gulf were keeping US warships in the Persian GUlf at bay.Last Wednesday, a US military official said Iranian ships in the Persian Gulf harassed American naval vessels in three recent incidents, including one that prompted a US warship ship to fire warning shots.According to US Navy Fifth Fleet spokesman Commander Bill Urban, several IRGC boats maneuvered around two US patrol ships, the USS Squall and USS Tempest, creating a possible collision hazard. All three encounters last week occurred in international waters in the northern Persian Gulf, Urban said.A day earlier, US defense officials said four Iranian warships in the Strait of Hormuz sped close to two US Navy guided-missile destroyers with their weapons uncovered in an “dangerous, harassing situation” that could have led to an escalation.Video of the incident involving the USS Nitze shows American sailors firing flares and sounding the warship’s horn as the Iranian boats approached. A sailor can be heard saying that the weapons on the Iranian boats were “uncovered, manned.”The Nitze was accompanied on its mission by the USS Mason, another destroyer. When asked about the Tuesday incident, Iran’s Defense Minister Hossein Dehghan said his country’s “naval units have the duty of safeguarding the country’s security in the sea and the Persian Gulf.”OnThursday, Dehghan said that his naval forces will warn or confront any foreign ship entering the country’s territorial waters. The semi-official Tasnim news agency quoted Gen. Hosein Dehghan as saying that “if any foreign vessel enters our waters, we warn them, and if it’s an invasion, we confront.” He added that Iranian boats patrol to monitor traffic and foreign vessels in its territorial waters.A defense official told AFP that ships from the US and Iranian navies had interacted more than 300 times in 2015 and more than 250 times the first half of this year.Ten percent of those encounters were deemed unsafe and unprofessional, the official said.In January, the Iranian navy briefly captured the crews of two US patrol boats that had, through a series of blunders, strayed into Iranian territorial waters. The 10 American sailors were released within 24 hours.

Iran arrests nuclear negotiator on spying allegations-IRNA quotes judiciary spokesman as saying Iranian-Canadian national accused of ‘infiltration,’ released on bail-By AP and AFP August 28, 2016, 5:10 pm-THE TIMES OF ISRAEL

TEHRAN — Iran’s judiciary confirmed the brief detention of a member of Iran’s negotiation team with world powers on suspicion of “infiltration,” the state’s official news agency said Sunday.Hard-line news outlets said last week that the authorities detained a dual Iranian-Canadian national, Abdolrasoul Dorri Esfahani, who was a member of a parallel team working on lifting economic sanctions under last year’s landmark nuclear deal between Iran and world powers. The Sunday report by IRNA quoted judiciary spokesman, Gholamhosein Mohseni Ejehi, as saying, “(News of) the arrest of the infiltrating spy is true. He was released based on bail. Yet, his charge is not proved.”He added that the case was still under investigation, but did not provide any more details and did not identify Efsahani by name.Reuters quoted the state media as saying that Ejehi called the detainee a “spy who had infiltrated the nuclear team.”It remains unclear why Esfahani is under investigation, though dual nationals have been increasingly targeted by security forces since the nuclear deal.Iran does not recognize dual nationalities, meaning those detained cannot receive consular assistance. In previous cases involving dual nationals, like the detention of Washington Post journalist Jason Rezaian, officials initially announced indictments had been handed down without providing specifics. Later, news organizations with close ties to security services offered details of the charges.Ramze Obour (Passcode), a conservative-linked weekly, on Wednesday quoted hardline lawmaker Javad Karimi Ghodousi as saying Dorri Esfahani “bypassed the negotiating team and gave invaluable information to the US.”It claimed he had been paid by both Britain and the United States. However, the ISNA news agency said the accused was not a member of the negotiating team or the foreign ministry. It said the accused “only appeared on the team at certain points, out of necessity on behalf of one of the country’s economic sectors.”It’s unclear why Iran is increasingly detaining dual nationals, but analysts and others have suggested hard-liners want concessions from the West in exchange for releasing them.Times of Israel staff contributed to this report.

6 Reward her (AMERICA-NEW YORK) even as she rewarded you,(WITH FALSE FLAG TERRORISM) and double unto her double according to her works:(DOUBLE-EMP 1ST,THEN RUSSIA NUKE ATTACKS U.S.A) in the cup which she hath filled fill to her double.(PROBABLY A RUSSIAN CYBER ATTACK WILL SET THE WHOLE SITUATION UP AS RUSSIA HACKS THE USA ARMY COMPUTERS.THEN THE EMP,THEN THE NUKE ATTACK)
19 And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate.
20 Rejoice over her, thou heaven, and ye holy apostles and prophets; for God hath avenged you on her.
21 And a mighty angel took up a stone like a great millstone, and cast it into the sea, saying, Thus with violence shall that great city Babylon be thrown down, and shall be found no more at all.

Report of Soviet nukes sent US on highest alert during ’73 war-President Nixon feared USSR ship was carrying nuclear weapons to Egypt, threatening Israel, declassified documents show-By JTA August 29, 2016, 5:56 pm-THE TIMES OF ISRAEL

WASHINGTON — The United States went on high alert in October 1973 because of intelligence indicating that the Soviet Union was delivering nuclear weapons to Egypt at the height of the Yom Kippur War, newly declassified CIA papers show.It has long been known that the National Security Council under President Richard Nixon ordered a DEFCON III (or Defense Condition III) alert, the highest available in peacetime, because of a possible nuclear threat against Israel. What was not known until last week, when the CIA declassified its briefings for Nixon, was what triggered the concern.Tim Naftali, a presidential historian who has directed the Nixon presidential library, reviewed the documents in a post Friday on CNN’s website.“American intelligence had detected a Soviet ship headed for Egypt that it believed was carrying nuclear weapons,” Naftali wrote. “In addition, the United States detected two Soviet amphibious ships nearing Egypt.”Previous reporting showed that the Soviets were alarmed by the DEFCON III alert and sought to quickly defuse the situation, reassuring the Americans that no nuclear action was planned. The DEFCON III alert put in place on October 24, 1973, was removed the next day. The Soviet ships near Egypt dispersed, Naftali wrote. However, it is not known what happened to the ship that reached Egypt, which intelligence officials believed to be carrying nuclear weapons.

Nordic-Baltic co-operation vital in turbulent times By Dagfinn Hoeybraaten-AUG 29,16-EUOBSERVER

Today, 14:39-As the communist Soviet Union was collapsing in the early 1990s, not only our neighbours but the world as a whole found themselves in a period of unprecedented upheaval. The Baltic countries, which had lived under Soviet oppression for nearly 50 years, saw an opportunity to regain their independence, which they achieved as the USSR fell apart.Nordic observers followed events closely and with a growing level of involvement. There was a strong sense of solidarity with Estonia, Latvia, and Lithuania, as well as support for their aspirations for independence and democracy. It was no surprise, then, when the Nordic and Baltic regions began to co-operate on a practical level before independence was a reality. The Nordic Council and the Nordic Council of Ministers were pursuing the idea of establishing information centres in the Baltic countries as early as the autumn of 1990. There was broad consensus on this, and the council of ministers opened offices in Riga, Tallinn, and Vilnius in early 1991.Consequently, this year we are celebrating not only 25 years of Baltic independence, but also 25 years of co-operation between our regions.-Celebrating 25 years of co-operation-Initially, Nordic-Baltic co-operation was characterised by establishing contacts, as well as promoting Nordic culture and social values, democracy, and gender equality in the Baltic region. After the Baltic countries joined the EU in 2004, it was determined that co-operation should be on equal terms.Guidelines were adopted that form the basis of today’s Nordic-Baltic co-operation, which includes: cross-border co-operation; gender equality, research, and innovation; co-operation on social affairs and health; and the environment and sustainable development.Today we can look back on 25 years of very successful co-operation.Thousands of activities have taken place relating to social welfare, gender equality, trafficking, sustainability, the environment, culture, the media, and other issues. These many efforts, not least the so-called mobility programmes, have provided – and continue to provide – lasting benefits. The mobility programmes alone have resulted in a huge exchange of knowledge between the Nordic and Baltic countries. The efforts of the Vilnius office to support the European Humanities University – an exile university for Belarusian students in Vilnius – have attracted a good deal of attention and are worth mentioning.-Integration of Russian-speaking minorities-We also have several Nordic solutions that have served as models for the Baltic countries, such as the Gender Equality Ombudsman and Nordic political summer meetings. In recent years, the Nordic Council of Ministers has taken an increasingly active approach to supporting independent Russian-language media in the Baltic countries.Examples include support of the television channel ETV+ in Estonia, training in independent journalism supported by the Latvian office, and the newly opened branch of the Tallinn office in Narva. These are all steps in the council of ministers’ strategy to contribute to the better inclusion of the Russian-speaking minority in the Baltic countries. The opening of the Narva branch illustrates the Nordic Council of Ministers’ approach in the region over the years, which has often been characterised by quick responses to new challenges.-Subjected to Russian pressure-The Nordic offices were rapidly established 25 years ago thanks to an ability for quick decision-making in a turbulent geopolitical situation. This ability has endured to this day, and is once again important as the present geopolitical situation is the most unstable it has been for many years. The need for cohesion between the Nordic and Baltic regions becomes even greater when the Baltic countries are subjected to Russian pressure. The Nordic Council of Ministers still has the opportunity to make a difference in the Baltic region. Challenges must be faced head on, as before, with measures adapted to the current situation. This has been possible thanks to the continued bolstering of efforts at the Nordic offices. Our efforts in the Baltic region have, without doubt, been highly successful and demonstrate the importance of international co-operation. If you believe in co-operation as an instrument for achieving democracy, security, and prosperity – well, then it’s easy to see the continued relevance of Nordic-Baltic co-operation. We are more than ready to consolidate our experiences, and break new common ground.Even in the 25 years to come, our close and innovative co-operation can help to encourage development in the right direction, as well as to strengthen our common position and role in a wider European and global context. If we succeed in this, we’re all winners.Dagfinn Hoeybraaten is Secretary General of the Nordic Council of Ministers.

10,000th Syrian reaches US this week in resettlement program-US ambassador to Jordan says helping vulnerable people and keeping Americans safe are not mutually exclusive-By AP August 28, 2016, 3:29 pm-THE TIMES OF ISRAEL

AMMAN, Jordan — The US will reach its target this week of taking in 10,000 Syrian war refugees in a year-old resettlement program, the US ambassador to Jordan said Sunday, after meeting families headed to California and Virginia. The resettlement program has emerged as an issue in the US presidential campaign, with Republican nominee Donald Trump alleging displaced Syrians pose a potential security threat.Alice Wells, the US ambassador to Jordan, said Sunday that keeping Americans safe and taking in some of the world’s most vulnerable people are not mutually exclusive.“Refugees are the most thoroughly screened category of travelers to the United States, and Syrian refugees are subject to even greater scrutiny,” she said.Wells said the target of resettling 10,000 Syrian refugees in the US in the 2016 fiscal year will be reached Monday, as several hundred Syrians depart from Jordan over 24 hours. The Jouriyeh family, which attended Sunday’s short ceremony, is headed to San Diego, California.Nadim Fawzi Jouriyeh, 49, a former construction worker from the war-ravaged Syrian city of Homs, said he feels “fear and joy, fear of the unknown and our new lives, but great joy for our children’s lives and future.”Jouriyeh, who suffers from heart problems, will be traveling with his wife, Rajaa, 42, and their four children. Their oldest son, 14-year-old Mohammed, said he is eager to sign up for school in San Diego and hopes to study medicine one day.The resettlement program focuses on the most vulnerable refugees, including those who were subjected to violence or torture or are sick.Close to 5 million Syrians have fled civil war since 2011. Most struggle to survive in tough conditions in neighboring countries, including Jordan, which hosts close to 660,000 Syrian refugees.Only a small percentage of Syrian refugees have been resettled to third countries. Instead, donor countries are trying to invest more in job creation and education for refugees in regional host countries to encourage them to stay there instead of moving onward, including to Europe.Wells said the US has taken in more refugees from around the world over the years than all other nations combined.

Millennia before writing, ancient Holy Land etchings tracked passage of seasons-16,500-year-old bird’s head carved into limestone plaque from Ein Qashish may be among oldest ritual objects ever found in the Levant-By Ilan Ben Zion August 29, 2016, 2:43 pm-THE TIMES OF ISRAEL

A collection of etched limestone pebbles found by the banks of Kishon River in northern Israel’s Jezreel Valley may bear markings used to record the passage of seasons that predate the invention of writing by 20,000 years. One of the carved stones unearthed at the site, marked with the head of a bird, may be among the oldest ritual objects ever found in the Holy Land. (A 30,000-year-old horse incised on a limestone plaque found in the Hayonim Cave in the Galilee predates the Ein Qashish finds and is among the oldest representations of the beast.)-The etchings were made between 23,000 and 16,500 years ago on limestone pebbles that fit comfortably in the palm of your hand. They are “rare evidence of graphic symbols applied by late Pleistocene hunters-gatherers in the Levant,” the authors of a study published August 24 in the online journal PLoS ONE said, and they’re indicative of social complexity among the inhabitants of the site. The three stone carvings were discovered in 2012-2013 during excavations conducted at Ein Qashish by the Israel Antiquities Authority as part of the expansion of Highway 70 in northern Israel’s Jezreel Valley, just north of the modern city of Yokne’am.Radiocarbon dating of charcoal fragments found in the same layer as the stones dated some to around 23,000 years ago and others to 17,000-15,000 years ago. Other small stone tools from the layer point helped pinpoint the date of the bird’s-head plaquette (small low-relief sculpture) to the latter period, the Epipalaeolithic — the epoch just before the dawn of agriculture. One stone is marked with a hatchmarked design, referred to by researchers as the ladder plaquette. Another has a series of chevrons and geometric shapes. The most striking, however, bears the unmistakable head of a bird, identified by ornithologists as that of a bald ibis. This stone, the authors of the paper wrote, is marked on one side by “the head of a bird seen in profile, together with a slightly curved, deeply incised line right above it. The bird is characterized by a large, curved beak and three ‘feathers’ in the form of little curvilinear, roughly parallel lines attached to the bird’s nape. A large round eye appears in the middle of the upturned, drop-shaped head.”Historically, the bald ibis was found across Central Europe, North Africa and the Middle East, but destruction of habitat and hunting decimated its numbers. Today the bald ibis is a critically endangered species, with most of the remaining population surviving in Morocco. The backside of the plaquette resembles the design on one of the other stones, featuring several deep lines forming “a motif composed of several deeply incised chevron-like signs, two of them forming a rhombus divided into two triangles in the middle of the composition.”Citing the use of bird imagery in other prehistoric art, including the enigmatic “Bird Man” from the Lascaux Cave in southern France, the authors speculate that the bird engraving may have “a spirit-related interpretation… especially considering the context of the find.”Ein Qashish’s location near the Kishon River in the Jezreel Valley made it an ideal base camp for hunter-gatherer communities over the eons. Archaeologists posit that the presence of communal inhabitation at the site over the ages “implies regulating social issues related to reproduction, sharing resources and enhancing and/or renewing alliances — activities which are likely to be accompanied by rituals.”“Thus, the interpretation of the bird plaquette as an object employed in ritual, or depicting ritual-related accessories, as well as interpretation in terms of some cosmological belief/perception or an emblem of a particular group of hunters are all viable,” the article said.Alla Yeroshevich, an Israel Antiquities Authority archaeologist who was lead author of the study, hedged her bets when describing the plaquette as a ritual object because it’s “[too] small to interpret it as a device displayed in public ritual with certainty.”When nomadic groups gathered at Ein Qashish in antiquity, she said, “a variety of issues [had] to be solved, among them mating/marriage, alliances, exchange of information etc. Each of these activities indeed could have been accompanied by rituals.“If we assume that it happened during autumn or spring when the bald ibis was observed in the sky, the rituals could have been connected to this bird,” she said. “It is very possible that the aggregating groups had their own emblem to be identified with during the aggregation events.” One group may have chosen the ibis as its standard. The authors of the article also posited that the ibis could have been used as “a cue to some seasonal change” linked to the bird’s migratory patterns. The marks on the back of the stone could have been symbols corresponding to spring or autumn, when the bald ibis transited the Levant. The ladder plaquette, the authors said, may have served as a rudimentary “artificial memory system” which could have kept track of “time and location for particular activities, events of aggregation, either for specialized hunting, marital issues, rituals, exchange of resources.”The people who created the objects were members of a society on the cusp of the agricultural revolution, transitioning from a peregrinating to a sedentary lifestyle. Compared to contemporary human populations in Europe, where the need to track shifting seasons for survival was more imperative, there was less environmental pressure in the less seasonal Levant to do so.Nonetheless, the authors said, the etchings may have served as “records or notations related to availability of resources and timing of aggregation events” — in layman’s terms: a primitive calendar.“This is use of symbols which others can understand,” Yaroshevich said. “It’s like you writing [the numeral] 1 and that’s something that everyone in the world understands its significance.”The rarity of these sorts of objects in the historical record in the Levant may derive from a lesser necessity for such technology to survive in a region with less drastic seasonal shifts, Yaroshevich said.At the same time, “it could be that they used graphics but with degradable media — wood, ochre — so we don’t find it,” she told The Times of Israel in a telephone interview. The fact that symbols similar to the ones found at Ein Qashish have been discovered at contemporary prehistoric sites Europe and East Asia, she added, point to there being an “older source” in Africa.

Strong signal’ stirs interest in hunt for ETs-Telescope in Russia detects radio burst from direction of HD164595, a star about 95 light-years from Earth-By AFP August 29, 2016, 10:09 pm-THE TIMES OF ISRAEL

WASHINGTON — A “strong signal” detected by a radio telescope in Russia that is scanning the heavens for signs of extraterrestrial life has stirred interest among the scientific community.“No one is claiming that this is the work of an extraterrestrial civilization, but it is certainly worth further study,” said Paul Gilster, author of the Centauri Dreams website, which covers peer-reviewed research on deep space exploration. The signal is from the direction of a HD164595, a star about 95 light-years from Earth. The star is known to have at least one planet, and may have more. The observation is being made public now, but was actually detected last year by the RATAN-600 radio telescope in Zelenchukskaya, Russia, he said.Experts say it is far too early to know what the signal means or where, precisely,it came from.“But the signal is provocative enough that the RATAN-600 researchers are calling for permanent monitoring of this target,” wrote Gilster. The discovery is expected to feature in discussions at the 67th International Astronautical Congress in Guadalajara, Mexico, on September 27.“Working out the strength of the signal, the researchers say that if it came from an isotropic beacon, it would be of a power possible only for a Kardashev Type II civilization,” Gilster wrote, referring to a scale-system that indicates a civilization far more advanced than our own.“If it were a narrow beam signal focused on our Solar System, it would be of a power available to a Kardashev Type I civilization,” indicating one closer to Earth’s capabilities.Gilster, who broke the story on August 27, said he had seen a presentation on the matter from Italian astronomer Claudio Maccone.“Permanent monitoring of this target is needed,” said the presentation.Nick Suntzeff, a Texas A&M University astronomer told the online magazine Ars Technica that the 11 gigahertz signal was observed in part of the radio spectrum used by the military.“If this were a real astronomical source, it would be rather strange,” Suntzeff was quoted as saying.“God knows who or what broadcasts at 11Ghz, and it would not be out of the question that some sort of bursting communication is done between ground stations and satellites,” Suntzeff said.“I would follow it if I were the astronomers, but I would also not hype the fact that it may be a SETI signal, given the significant chance it could be something military.”
