GENEVA (AFP) — The Palestinian economy could easily double, while sky-high unemployment and poverty would plummet if the Israeli occupation were lifted, the United Nations development agency said Tuesday.In a new report, UNCTAD pointed to a long list of ways the Israeli occupation stifled the economies of the West Bank and Gaza Strip, including the confiscation of Palestinian land, water and other natural resources.The widespread restrictions on the movement of people and goods, destruction of homes, trees and other assets, and the expansion of Israeli settlements were also damaging, it said.“Without occupation, the economy of the Occupied Palestinian Territory could produce twice the GDP (gross domestic product) it currently generates,” the report said.The economy of the territories grew 3.5 percent last year after shrinking 0.2 percent in 2014, when it was hard-hit by the devastating war in Gaza between Israel and Islamist rulers Hamas and other factions.Per capita income remains below its pre-2014 level, the report said.The 2014 Gaza war killed more than 2,200 Palestinians and 73 on the Israeli side while causing economic losses close to three times the size of Gaza’s GDP.With reconstruction hampered by Israel’s blockade and by lagging international aid, 91 percent of damaged houses in Gaza have yet to be rebuilt and 75,000 people remain displaced two years on, UNCTAD said.UNCTAD also pointed to the dire impact Israel’s control of the so-called “Area C”, which covers 61 percent of the West Bank and 66 percent of its grazing land.“It is estimated that the occupation of Area C costs the Palestinian economy the equivalent of 35 percent of GDP” ($4.4 billion in 2015), UNCTAD said in a statement.-Gaza’s rising infant mortality-In Gaza meanwhile, producers are unable to access half of the cultivable area due to an Israeli-imposed buffer zone blocking access to land alongside the border fence, and 85 percent of fishery resources due to a maritime blockade, it said.Israel also widely blocks Palestinians from digging water wells, while confiscating 82 percent of Palestinian groundwater, the agency said.“The Palestinians are left with no choice but to import their own water from Israel to cover 50 percent of their consumption,” it said.All of this combined has “generated permanent crises of unemployment, poverty and food insecurity,” UNCTAD said.Officially, one quarter of the population in the Palestinian territories is unemployed, while the rate in Gaza is 38 percent, but these figures are likely to significantly underestimate the problem, UNCTAD said.“A shocking indicator of the grim situation in Gaza is the rising infant mortality rate, … (which) has risen for the first time in 50 years,” the report said.The neonatal mortality rate nearly doubled between 2008 and 2013, from 12 to 20.3 deaths for every 1,000 live births, it said.

Israeli passengers on an Air Serbia flight from Belgrade to Tel Aviv were stunned when an airport staffer announced more than once that travelers “on the flight to Palestine” should head to gate C3, it emerged Tuesday.When challenged, a member of the ground staff compounded the blunder by trying to explain that the flight was “to Tel Aviv, not to Israel,” the Israeli Ynet news website reported.“I couldn’t believe my ears,” one unidentified Israeli passenger told Ynet about the flight last month. “The first time, I thought I hadn’t heard right and I asked a few other passengers if the announcement had really said Palestine. They said I wasn’t mistaken.“I went to the company’s counter and another guy from Rosh Pina joined me and we asked that they announce again that the flight is to Israel and not to Palestine.” But the woman on duty then told the two Israelis that the flight was to Tel Aviv, “not Israel.”The passenger threatened not to board the flight until a corrected announcement was made three times, and after much discussion in Serbian between the official and others, an announcement was indeed broadcast three times that the flight’s destination was Tel Aviv.A spokesman for the Foreign Ministry in Jerusalem described the incident as “most worrying… It’s totally unacceptable that a flight official with a microphone in her hand could so distort reality,” said Emmanuel Nachshon.Israel’s ambassador in Serbia, Alona Fisher, to whom the Israeli passenger submitted a complaint, said that Air Serbia’s director general “reacted with shock” when she told him about the incident, apologized profusely, and assured her that the position taken by the announcer in no way reflected Air Serbia’s views.The following day, the Air Serbia boss contacted the Israeli Embassy to say it had been an airport staffer, rather than an airline staffer, who had made the announcement and that he had asked the airport to take steps against her.An Air Serbia spokesperson told The Times of Israel the airline was “aware of the reports of an incorrect airport announcement being made in Belgrade and have asked the airport to look into the matter.”

The German government has for the first time admitted that the Palestinian Authority likely grants financial support to terrorists and their families, and vowed to further investigate the matter.Following repeated queries by an opposition lawmaker, the Foreign Ministry in Berlin last week also acknowledged that funds for so-called “martyrs” and Palestinian prisoners sitting in Israeli jails for security-related offenses come not only from the Palestine Liberation Organization but partially from the PA’s own budget.Germany supports the PA annually with about €160 million ($179 million), but insists that the money only goes to specific development projects and not to so-called “salaries” for Palestinians held in Israeli prisons or to the relatives of killed terrorists.“There are Palestinian institutions that make payments to the families of those incarcerated by Israel and the families of those who were killed or wounded. Among them are also relatives of assailants,” reads a Foreign Ministry document from September 1, a copy of which was obtained by The Times of Israel.The document goes on the explain that Palestinian prisoners get financial support from the PLO Commission for Detainees and Ex-Detainees Affairs because the PA ceased its own payments to prisoners after its Ministry of Detainees and Ex-Detainees Affairs was dissolved two years ago. “The Federal Government is investigating indications that the Palestinian Authority in individual cases supported the PLO’s Commission for Detainees’ budget,” the document states.In addition, families of Palestinians killed or injured by Israeli security forces, including those who attacked Israeli troops, receive stipends, the document acknowledges. “These payments appear to come from a fund for the killed and injured, which is not part of the PLO budget but is being paid for by the PA’s budget.”The document was sent to MP Volker Beck, who heads the German-Israeli Parliamentary Friendship Group, in response to a second query he submitted on August 22 after the government’s reply to a previous question left him unsatisfied.Berlin says it does not fund the PLO but only specific projects by the PA, especially in the areas of development, culture and education, humanitarian aid and civilian crisis prevention.“If it is confirmed that parts of these described payments [to Palestinian security prisoners or their families] comes from the Palestinian Authority’s budget, the Federal Government will take the matter up with the Palestinian Authority and other partners,” the document states. “The Palestinian Authority and the PLO are called upon to take all necessary steps against the incitement of violence and to increase its efforts in the fight against terrorism.”In 2014, PA President Mahmoud Abbas — who is also the head of the PLO — closed the PA’s Ministry of Detainees and Ex-Detainees Affairs and converted it into a commission directly subordinate to the PLO.“The aim of this deliberately misleading move was to alleviate pressure on the PA by donor countries that do not wish their money to be channeled to support terrorism,” Yigal Carmon, the president of the Middle East Media Research Institute (MEMRI), told the US House of Representatives’ Committee on Foreign Affairs in July. “However, the offices remained the same and the official in charge remained the same under a new job title. Former Gaza prime minister Ismail Haniyeh is likely to replace Khaled Mashaal as head of the Hamas terror group’s politburo in upcoming elections, according to Arab media reports Monday.All other contenders for the position are said to have withdrawn, leaving Haniyeh as the sole candidate.“There is almost an agreement inside the leadership of the political bureau that the two (other) expected candidates running for the presidency of Hamas would withdraw and therefore, allow Haniyeh to chair the movement,” an informed source told the London-based Asharq Al-Awsat newspaper.Haniyeh, 53, left the coastal enclave via the Rafah crossing Monday en route to Saudi Arabia to attend the hajj, according to Hamas radio. Syrian opposition sources reported intense shelling of the village of Hamidiyah, in the demilitarized zone, around the time of the response.“The IDF holds the Syrian government accountable for this blatant breach of Israeli sovereignty, and will continue to act in order to safeguard Israel,” the army said in a statement.A Syrian Army official later responded to the IDF strike, telling the official Syrian state news agency that “the Israeli enemy continued to support terrorist organizations by attacking Mashati Hadar area in the countryside of Quneitra province with two rockets fired from a reconnaissance aircraft, causing material damage.”Israel’s retaliatory strike came a few hours after a stray mortar shell fired from Syria hit a road in the central Golan Heights.No injuries were reported in that incident, but the mortar damaged a roadway.Syrian opposition media reports around the time of the earlier incident said forces in Tel al-Sha’ar, a village near the demilitarized zone separating Syria and the Israeli-controlled Golan Heights, fired artillery at troops in Hamidiyah, a village in the DMZ. Elbit Systems Dragon makes it possible for armored vehicles to accurately hit distant targets without exposing soldiers.In recent days, the IDF land forces technology brigade has begun installing the Dragon advanced firing system on Achzarit armored personnel carriers (APCs) used by some infantry forces, and on Puma armored engineering vehicles used by engineering forces.Israeli defense electronics company Elbit Systems Ltd. (Nasdaq: ESLT; TASE: ESLT) land-based section developed the system according to needs defined by IDF land forces personnel, based on the lessons learned in recent conflicts, including Operation Protective Edge.One of the Dragon's key features is its ability to quickly spot targets in both the day and the night, and under any weather conditions, using cameras installed on the APCs. Once the targets have been spotted, under various battle conditions, the system can deliver a short, accurate, and deadly burst of fire at an effective range of 1,500 meters, while the APC crew remains sheltered inside it, and the soldiers are not exposed on the battlefield.In addition to the cameras providing high-resolution pictures day and night, the system also includes a small radar set enabling it to identify suspects in various theaters of activity, in open areas, and in urban areas. When the suspicious images are spotted, the Dragon makes it possible to lock in on them, and to direct accurate fire against them, while being operated through a computer located inside the APC."It facilitates better performance from an accuracy standpoint," Elbit VP Land and C41 division Boaz Cohen told "Globes." The memorandum will also improve the direct mail transfer between Israel and the PA.Until now all mail entering the Palestinian Authority had to first go through the Israeli postal services, according to the Palestinian news agency Maan.Israel and the PA signed a similar agreement in 2008 but it was never put into practice. This time, COGAT said, the memorandum will be put into effect.In 2011, in protest over the delayed implementation of the agreement, the PA threatened to stop sending and receiving mail through Israel. Then Palestinian communications minister Mashhour Abu-Daqqa claimed that failure to implement the agreement was costing the Palestinian postal services over $200,000 a month.At the time Israel denied that there was any censorship or delay to the mail bound for the PA. Palestinian Authority President Mahmoud Abbas pushed back against attempts by foreign capitals, including Moscow, Washington and other unnamed Arab capitals, to intervene in internal Palestinians affairs.“Our relations with everyone must be good, but no one will dictate to us any position or idea…Therefore, let us think as Palestinians. I will think about Palestine, not Washington or Moscow,” said Abbas Saturday night during a meeting in Ramallah, according to footage aired by the official PA news channel Palestine TV the following day.After mentioning Washington and Moscow, Abbas said he was also tired of “other capitals,” apparently in the Arab world, adding that he wouldn’t mention them by name in order not to insult them.“Release us from the capitals, and from the money of the capitals and the influence of the capitals. We want to work as Palestinians,” said Abbas, who appeared emotional during his statements. Arab leaders have recently been pressuring the Palestinian Authority and its leader Mahmoud Abbas to patch up differences within Fatah and make peace with former Gaza strongman Mohammad Dahlan.Among the heads of state who have weighed in are Egyptian President Abdel-Fattah el-Sissi, Jordan’s King Abdullah, King Salman of Saudi Arabia, and United Arab Emirates President Khalifa bin Zayed Al Nahyan.Dahlan is regarded as close to the UAE’s ruler and the Egyptian president, and his name is mentioned — mainly by Israeli commentators — as a contender to replace Abbas when the time comes.In response, Fatah’s Central Committee has resolved to consider readmitting to its ranks several dozen senior Fatah figures expelled for their links to Dahlan. RAMALLAH — Among the most urgent challenges that await the new mayors of the adjacent West Bank cities of Ramallah and El Bireh is a prosaic one: traffic congestion. The traffic jams, which are increasing in frequency and severity, are a blight on the downtowns, as well as the suburbs. And although there are new buildings, shopping malls and restaurants opening in the two ever-growing cities all the time, the road infrastructure seems stuck in the 1970s. Some argue that’s caused by the Israeli occupation, but this problem, at least, cannot be so easily laid at the feet of the “Israeli enemy.”The new mayors will be chosen in local elections throughout the West Bank and Gaza on October 8, and winning those races is now the most urgent task faced by the top leadership of Fatah and the Palestinian Authority.When the elections are over, of course, they will be able to turn their attention to other issues, such as traffic, sanitation, culture, and what-have-you. But the main effort at the moment is focused on ensuring their victory five weeks hence.These efforts have been quite impressive. While some squabbles have arisen among high-ranking Fatah-linked officials, the movement as a whole has maintained a surprising degree of unity. Even the close associates of Mohammad Dahlan — the erstwhile senior Fatah official expelled from Ramallah in 2011 who now lives in the United Arab Emirates and is considered Mahmoud Abbas’s main rival — have refrained from running on competing lists and are cooperating with Fatah’s efforts to win big in Gaza as well.Abbas, who is not only the chairman of Fatah but also the president of the Palestinian Authority, has worked together with Fatah’s Central Committee (which makes up its senior leadership) to hand out “sectors” of responsibility. Each committee member has been allocated a geographical area in which to supervise election efforts, and especially the ongoing battle to prevent the many Fatah lists in those cities and villages from running against each other. This effort has been at least partially successful.“This isn’t the situation of 2005,” one of Abbas’s close associates told The Times of Israel recently, referring to local elections in which Hamas performed well, “and that’s also surprised Hamas. They thought that there would be serious infighting within Fatah that would help them win. When they realized that wasn’t going to happen, they played a trick and decided not to run openly in the elections in the territories.”Indeed, the “trick” that Hamas is playing in these final weeks before the vote seems transparent — almost too transparent. Despite the many statements by Hamas officials insisting that public opinion favors them, the movement has refrained from placing its best-known leaders on the ballot in the West Bank. This was undoubtedly done in part to avoid drawing Israeli attention to those individuals, but also, and probably in equal measure, in an attempt to avoid being stained by any possible electoral defeat. Hamas officials have said the organization will support certain lists and/or place candidates identified with Hamas on those lists. But if these lists lose, Hamas will be able to claim that it was the list, not the movement, that has lost favor with Palestinian voters. If they win, of course, Hamas officials will trumpet their victory – and Fatah’s defeat – to the world.Fatah’s high-ranking officials knew this would likely happen when they, together with Abbas, decided to hold local elections and allow Hamas to run in them. The decision seemed an irresponsible gamble until about two weeks ago.Israel’s coordinator of civilian activity in the Palestinian territories Maj. Gen. Yoav Mordechai “and the Shin Bet tried to warn us that we were going to lose, that Hamas would win,” said one high-ranking official. “They leaked story after story to their media about what would happen if Hamas won. We asked them for one thing: a little patience. A little. And a little humility wouldn’t hurt either. We told them that as no one in Israel could even predict the results of the Knesset elections, how could they presume to predict the results of the local elections in the territories?”I asked this official: What if Hamas wins just in the big cities? Isn’t that enough for it to claim victory? “I have a hard time understanding you Israelis sometimes,” the high-ranking official responded angrily. “If Labor wins the elections in Tel Aviv, does that mean it’s the same in all of Israel? Or do you count all the votes together at the end?”-The way Fatah counts it-Another high-ranking Fatah official, also an enthusiastic supporter of the decision to hold the local elections, said that a victory for Fatah would be “just the beginning. Then we will go to Fatah’s Central Committee, convene the Palestinian Central Council, and, God willing, go to parliamentary elections.“The numbers are with us,” he said. “Look closely. The total number of seats for the local councils, municipalities, villages — altogether in the West Bank and in Gaza — that will be elected on October 8 is 3,818. Of that number, there are 313 seats in Gaza and 3,505 in the West Bank. Even before the election campaign began, Fatah was assured of 1,335 seats. In other words, Fatah already had approximately 35 percent even before the election campaign started. Do you understand what I am talking about?”He explained: “We have a mechanism called tazkiya. This means that even before the elections, there is an agreement in a village or in a local council on just one list that will run in the elections. In 181 such councils out of the 391 in the West Bank, the tazkiya set up one list. No elections are to be held at all in another 38 local councils because that was what the residents decided. In other words, there are only 172 councils in the West Bank where elections will actually be held.“In those 181 local councils where the tazkiya exists, there are a total of 1,702 seats. Of that number, 1,335 belong to Fatah. Seventy-two belong to Hamas, 60 belong to the Popular Front, 30 belong to the Democratic Front, and another 160 are considered independent. There are also the seats that will go to smaller parties such as Fida, Hizb a-Sha’ab, and others. Of the 181 tazkiya lists that were elected to the leadership of the local councils, for all practical purposes, 100 are called ‘Fatah lists.’ Another 26 lists, with large clans, belong to Fatah.”He continued: “The other 55 lists belong to Fatah together with the small splinter groups, including Hamas. For some lists, we agreed to bring in one representative who is identified with Hamas. For example, a certain local council has seven council members. The tazkiya determined that six of them would be from Fatah and one would be from Hamas. Now are you starting to understand which way the wind is blowing? “So let’s go with the scare tactics of you Israelis, and assume for a moment that all the Hamas candidates for the remaining 172 local councils in the West Bank, and another 25 in Gaza (there are 416 local councils altogether), win. Their number of candidates adds up to 750. So let’s say that we took all of them together and they won — and again, there is no chance of that happening, but let’s say it does. In such a situation, they (Hamas) will have 20 percent of the seats. That’s it. Twenty percent of the seats in the impossible scenario that they win everything — and that’s why you’re screaming that we’re going to lose?” he demanded angrily.“There is a movement within Hamas that understands which way the wind is blowing, so it is reluctant to go anywhere near [the vote]. Several high-ranking members of Hamas are applying pressure to withdraw from the elections. We saw how they folded in Jenin and did not participate in the elections there in any way. In Ramallah, there is a Fatah list and a left-wing list, but no Hamas list at all. Fatah won the tazkiya in Salfit [where a rotation is expected between a left-wing list and Fatah]. In Jericho, two Fatah lists are running against one another, entirely without Hamas. It’s the same in Bethlehem, Beit Jala, and Beit Sahour. There is no Hamas list. They have lists in Hebron, Tulkarm, and Qalqilya, and [current mayor and Hamas member] Adly Yaish in Nablus, who will be mayor in rotation with a member of Fatah.”Fatah officials, in short, are supremely confident about their position in the West Bank. How much of that is optimism? Does the electoral math stand up to scrutiny? One indication may be the changing tone from Israel. Everyone agrees there will be no anti-Fatah “tsunami” like in 2005’s local elections or the parliamentary vote of 2006. As the lists are set and the races (not to mention the tazkiya mechanism) become clearer, it is becoming increasingly obvious in Israel, too, that Hamas is not set for any dramatic victory.-All eyes on Gaza-Yet Hamas could still rack up achievements in Tulkarm, Qalqilya, Hebron, and Tubas. (In Nablus, a joint Fatah-Hamas list is led by Hamas’s Yaish, but requires that he yield the office to a member of Fatah after two years.) In all these cities, the Hamas-identified lists are considered strong, while Fatah’s position is lackluster at best.Thus, there are three lists running in Hebron identified to some degree with Fatah: those of Ayman al-Qawasmeh, a well-known journalist; Khaled Qawasmeh, a former minister in the Palestinian government; and the official Fatah list led by Ahmed Bayoudh al-Tamimi.Hamas has a list called Ahl al-Balad, led by Abdel-Moati Abu Sneineh, While Abu Sneineh’s ties to Hamas are seen as personal, and his list is not officially a Hamas list, there is no confusion among voters as to which faction the list represents.Fatah may win across the width and breadth of the West Bank, but Hamas may be poised for substantial inroads nonetheless.Yet the real story in the upcoming elections may lie in Gaza.Despite Hamas’s iron-fisted nine-year rule of the territory, Fatah appears to be mounting a close challenge. Unlike in the West Bank, Gazans will be able to choose between two lists explicitly identified with either Fatah or Hamas. A head-to-head battle is shaping up in which Fatah may well be the better organized faction, at least in the large cities.There is a sense of “significant accomplishments there,” said a senior Fatah official in Ramallah. “There are only 15 seats in the Gaza City council. I would not be surprised if Fatah got more than seven.”

BEIRUT (Reuters) - A decision by a Kurdish opposition group to take up arms against Iranian authorities has senior officials in Tehran worrying that Saudi Arabia is seeking to undermine its stability in a deepening of their regional rivalry.Riyadh denies the charge. But tension between the two countries is surging, with Saudi Arabia and Iran supporting opposite sides in wars in Syria and Yemen and rival political parties in Iraq and Lebanon. The contest has largely hewed along sectarian lines as mainly Shi'ite Iran and Saudi Arabia, a predominantly Sunni country, vie for influence.That competition, officials in Tehran worry, has now spread inside their borders, thanks to what they fear is Riyadh's exploitation of the Islamic Republic's communal rifts.They point to clashes -- the first in almost 20 years -- between the Democratic Party of Iranian Kurdistan (PDKI) fighters and Revolutionary Guards in the northwest in June and July that left several dead on both sides.As fighting escalated, Iranian forces shelled suspected Kurdish military bases in northern Iraq, raising the prospect that the conflict could spread across the border."(Saudi Arabia) gives money to any anti-revolutionary who comes near the border and says 'Go carry out operations,'" Mohsen Rezai, the former head of the Revolutionary Guards said after one round of clashes, according to the Tabnak website. "When they ask, 'Where should we carry out operations?' they say, 'It's not important. We want Iran to become insecure.'"Iran’s 8 to 10 million Kurdish community is mostly Sunni. In addition to the claims about Saudi funding for Kurdish armed groups, Iranian officials have also accused Riyadh of stirring up trouble among Iran’s other Sunni ethnic minorities like the Baluch in the southeast of the country and Arabs in Iran's southwest.The PKDI denies receiving Saudi support. And for their part, Saudi officials deny meddling in Iranian affairs. Riyadh in turn accuses Iran of stirring up trouble amongst its Shi’ite minority, a charge Iranian officials have denied.Riyadh fears a nuclear deal with world powers signed last year gives Iran more scope to push its interests internationally by releasing it from many of the sanctions which have crippled its economy.Alarmed by what it sees as a dangerous spread of Iranian activity overseas, the kingdom no longer relies heavily on Western allies to counter it, and is heightening its own efforts to contain Iranian influence.-PROXY WAR-Former Saudi intelligence chief Prince Turki al Faisal showed up at a rally in Paris in July of the Mujahedin Khalq Organisation (MKO), the main exiled opposition group seeking to topple the country's clerical rulers.While Prince Turki holds no official position, his presence suggests Saudi Arabia has crossed a line in terms of willingness to publicly support Iranian opposition groups."The proxy war between Saudi Arabia and Iran is becoming much more open and much more determined," said Abbas Milani, the director of the Iranian Studies programme at Stanford University.The Islamic Republic has had a tense relationship with its Kurdish minority since the revolution in 1979, which would potentially make them an ally of Iran’s rivals, observers say.The Revolutionary Guard fought Kurdish separatists immediately after the revolution and there have been periodic crackdowns on dissidents within the community since that time.That tension has led Iranian officials to accuse members of Sunni minority groups, particularly the Kurds, of sympathizing with religious extremists, including Islamic State.Last week, Iran’s intelligence minister Mahmoud Alavi announced that 1500 Iranian youth had been prevented from joining Islamic State.“It is a very convenient time to tie any act of persecution of the Sunnis to Islamic State,” said Hadi Ghaemi, the director of the International Campaign for Human Rights in Iran.-TENSION-In early August, Iran executed 20 Kurdish inmates, allegedly Islamists, in the Rajai Shahr prison, ramping up tension between the central government and the Kurdish region of the country."The timing (of the executions) certainly appears to be sending a message to the Kurdish militant groups and the local Kurdish community,” said Ghaemi. “It’s really punishment of a community to spread fear and intimidation.”The PDKI, for its part, denies any support from Saudi Arabia and says Kurds have been forced to take up arms because they have no alternative to secure their political rights.“Our main goal is not to pursue armed clashes,” said Karim Parwizi, a member of the PDKI politburo who is based in Erbil in northern Iraq. “We want to have organizational, political and civil activities.”The operations by the PDKI come at a time when Kurds across the region appear emboldened: Kurdish armed groups in Syria have been gaining territory and the Kurdistan Regional Government (KRG) in northern Iraq is increasingly distancing itself from the central government in Baghdad.PDKI members say they have no official ties or shared operations with other Kurdish parties in Iraq, Turkey or Syria.In mid-August, the secretary of Iran's Supreme National Security Council Ali Shamkhani told a high level security delegation from the KRG that border security was a "red line", according to Mehr News.The KRG said it would not allow any group to threaten Iran’s border security, but Parwizi from the PDKI said his group had so far not been pressured to stop armed activities at the border, raising the possibility of further clashes.(Reporting By Babak Dehghanpisheh, Editing by William Maclean and Toby Chopra)
