Haley: 'I wear heels. It's not for a fashion statement. It's because if I see something wrong, we're going to kick 'em every single time'-At the UN, ‘there’s a new sheriff in town,’ Nikki Haley tells AIPAC-Trump’s envoy thrills crowd at annual event, says ‘the days of Israel-bashing at the UN are over’-By Eric Cortellessa and Rebecca Shimoni Stoil March 28, 2017, 1:10 am-THE TIMES OF ISRAEL

WASHINGTON — Thrilling a crowd of almost 18,000 at AIPAC’s annual policy conference Monday, US envoy to the United Nations Nikki Haley promised a new era at the world body — one in which America is an unabashed and unequivocal ally of Israel and any other nation that stands in the way will feel its wrath.“I wear heels. It’s not for a fashion statement,” she said. “It’s because if I see something wrong, we’re going to kick ’em every single time.”Having taken up her diplomatic assignment just a few weeks after former president Barack Obama allowed an anti-settlements UN Security Council resolution to pass — by foregoing the US veto power — Haley told the spirited audience that such an episode would not transpire again on her watch.“When Resolution 2334 happened,” she said, referring to the motion’s formal name, “and the US abstained, the entire country felt a kick in the gut.”“We had just done something that showed the United States at its weakest point ever,” she added. “Never did we not have the backs of our friends, and we don’t have a greater friend than Israel. To see that happen was not only embarrassing, it was hurtful.”The former South Carolina governor said that “everyone at the United Nations is scared” to talk to her about the measure. She said she has made an assurance to all the other member states: “That happened but it will never happen again.”“You’re not going to take our number one democratic friend in the Middle East and beat up on them,” she said. She went on to suggest that America can work to “change the culture” at the UN by being more forceful about its interests and that of its allies, which she intimated could lead to it being a less hostile environment for the Jewish state.“If you challenge us, be prepared for what you’re challenging us for, because we will respond,” she exclaimed, telling the crowd she has sent a message to the body that “the days of Israel bashing are over.”“What you’re seeing is they’re all backing up a little bit,” she asserted. “The Israel bashing is not quite as loud.”Such a proclamation came after she recently spearheaded a US boycott of the UN Human Rights Council for what the administration said was its anti-Israel bias.Haley also cited her recent move to have a UN report, accusing Israel of being an “apartheid” regime guilty of “racial domination” of the Palestinian people, withdrawn.“They tested us again and this ridiculous report, the Falk report came out,” referring to the document’s author Richard Falk, who she proceeded to criticize. “I don’t know who the guy is or what he’s about, but he’s got serious problems,” she said.Falk is a Princeton professor emeritus with a long track record of vehemently anti-Israel rhetoric who previously was the UN’s Special Rapporteur for Human Rights in Palestine.Haley on Monday also took issue with the Iranian nuclear deal, which she emphasized had “emboldened Iran to feel like they could get away with more.”“We’re going to watch them like a hawk,” she told the crowd.

New details reveal stealthy, professional hit on Hamas terror leader-Killers reportedly lay in wait in Mazen Faqha’s garage, acted so quietly family nearby didn’t know what had happened for hours-By Dov Lieber March 26, 2017, 9:59 pm-THE TIMES OF ISRAEL

The gunmen who killed Hamas military leader Mazen Faqha Friday night had broken into his garage, and lain in wait for hours, before carrying out the assassination, which left no trace but the dead body, a Palestinian daily reported on Sunday.According to the report in Al Quds, Faqha — a former prisoner in Israel who oversaw Hamas’s efforts to instigate terror attacks in the West Bank — drove home around 6 p.m., with his wife and daughter in the car. They had been away from home for a few hours. The two family members exited the car at the front door, and the Hamas leader went to park the car alone. He was killed almost immediately after the electric garage door closed behind his vehicle.Earlier reports said Faqha was killed outside his home in Tel el-Hawa, a neighborhood in southwestern Gaza City. The gunmen used weapons equipped with silencers, and shot him four times, Sunday’s report said. The Hamas-run Gaza health ministry spokesperson, Ashraf al-Qidra, said on Friday that Faqha had been shot in the head, and later added he had been shot “from point-blank range.”An hour and a half passed before Faqha’s corpse was found by one of the residents of his apartment tower, the Al Quds report said.“It all happened quietly,” his wife told the Turkish Anadolu agency on Sunday. “When he tarried [after leaving to park the car], I didn’t worry. I thought he was talking to the neighbors. The news of his death came as a surprise.”Hamas security forces quickly arrived at the scene of the assassination and checked security cameras, according to the Al Quds report, but so far have been unable to identify the killers. The report added that one of the building’s doors, which is usually kept locked, was found open on the night of the attack. The report speculated that the killers had intimate knowledge of Faqha’s whereabouts and the building he lived in, and knew exactly where they would find him alone. They also carried out the killing in a secluded area, giving them plenty of time to escape. The London-based pan-Arab newspaper al-Hayat reported on Sunday there were assessments that the gunmen had both arrived to and fled from the Strip by sea.Israel did not claim responsibility for the killing of Faqha, but Hamas leaders have pointed to the professionalism of the killing as proof of Israel’s involvement.“This assassination has the clear marks of the Mossad,” Hamas’s Gaza Attorney General Ismail Jaber said, referring to Israel’s foreign spy service. On Friday, Hamas leaders lined up immediately to point the finger at Israel. No one has an interest in assassinating the ex-detainee Mazen Fuqahaa today in Gaza other than the Israeli Occupation.— Hamas Movement (@HamasInfoEn) March 24, 2017-Khalil al-Haya, a deputy to Yahya Sinwar, the new leader of Hamas in the Gaza Strip, promised retaliation.“If the enemy thinks that this assassination will change the power balance, then it should know the minds of [Hamas] will be able to retaliate in kind,” he said on Sunday. At a mass funeral procession for Faqha Saturday afternoon in Gaza City, participants chanted, “Revenge, revenge!”Faqha’s father, who lives in the West Bank, told a Hamas TV station that Israeli intelligence officers had warned the family three times that his son’s terrorist activity was going to get him killed. “They said Mazen was carrying out attacks against Israel, and that Israel’s arm is long,” he said.Faqha hailed from the northern West Bank town of Tubas, where he was arrested in 2002 for terrorism during the Second Intifada. He was serving multiple life times for orchestrating a 2002 suicide bombing in which nine Israelis were killed. He was released in October 2011 in the prisoner swap for the Israeli soldier Gilad Shalit, and expelled to Gaza, where he and fellow West Banker Abd el-Rahman Ghanimat founded the “West Bank section” within the Gaza-based group.According to Israeli intelligence, Faqha and Ghanimat’s “fingerprints” were on many attempted and successful terror attacks emanating from Hamas cells in the West Bank in recent years.Hamas shut the Erez crossing between the Gaza Strip and Israel on Sunday “until further notice,” while it is investigating the killing of Faqha.Avi Issacharoff contributed to this report.

Putin meets Iran’s Rouhani as ties deepen-Russian president tells his Iranian counterpart the two countries ‘work very effectively, practically on all fronts’-By Gabrielle Tétrault-Farber March 28, 2017, 4:11 pm-THE TIMES OF ISRAEL

MOSCOW, Russia (AFP) — Russian President Vladimir Putin on Tuesday was hosting his Iranian counterpart Hassan Rouhani for talks that are being closely watched for signs of their next moves in Syria.Rouhani’s first official visit to Russia comes as the two backers of the Syrian regime push for ways to end the six-year conflict in the country, having done much to marginalize US influence in peace talks. At the start of their meeting, Putin told Rouhani that Moscow and Tehran “work very effectively, practically on all fronts, in international action and the resolution of major and very grave international problems,” state television showed.Iranian foreign ministry spokesman Bahram Ghasemi said ahead of Rouhani’s trip that the leaders would discuss “regional issues especially the Syrian crisis, solutions to end it quickly,” as well as ways to counter “terrorism and extremism.”The visit also comes as splits emerge between the countries, the primary allies of Syria, over the role to be played by Turkey, which is backing opponents of the regime.Moscow has formed an unlikely alliance with Ankara since 2016, envisioning Turkey as part of a solution to the Syrian conflict. But Iran has been more wary about Turkey’s involvement in efforts to end hostilities, with tensions mounting after Moscow and Ankara left Tehran out of a truce they brokered in December.Rouhani — accompanied by Foreign Minister Mohammad Javad Zarif, Oil Minister Bijan Zanganeh and other high-ranking officials — is expected to sign a slew of economic cooperation agreements with Russia, according to Iranian state media. The Kremlin said in a statement this month that Rouhani’s trip would focus in part on “the prospects of expanding trade, economic and investment ties.”It said that a “variety of bilateral documents” would be signed at the end of the meeting but did not specify in which fields.Kremlin spokesman Dmitry Peskov said earlier Tuesday that Moscow was striving to bolster its relations with Tehran, which he said had “very solid potential.”After arriving on Monday, Rouhani met Prime Minister Dmitry Medvedev, with the Iranian president saying he hoped his visit would mark a “new turning point” in relations, Russian state media reported.-Election boost for Rouhani?-In addition to cooperation on Syria, energy and defense ties have deepened between Iran and Russia despite meager trade relations.Russia is to build nine of Iran’s 20 proposed nuclear reactors and has emerged as a long-term arms partner, supplying Tehran with its S-300 air defense missile system. The relationship has blossomed under Rouhani despite the countries having a complicated history over territory, oil and Communist ideology.Rouhani is looking to boost Iran’s economy ahead of elections in May, in which he is expected to stand for a second term.Iran and Russia have become increasingly allied in Syria, providing support that has propped up President Bashar Assad. They helped Assad’s forces gain ground in recent months, including in the Syrian army’s major offensive last year to retake rebel-held eastern Aleppo.Russia’s entry into the conflict in September 2015 — when it began launching air strikes to shore up Assad’s forces — helped turn the tide for the Syrian regime, while Iran has provided military advisers and front-line militia fighters.More than 310,000 people have been killed in Syria since the conflict broke out in March 2011 with protests against Assad’s rule.

At AIPAC, McConnell criticizes nuke deal as ‘windfall’ for Iran-Senior US lawmakers show commitment to Israel and look for bipartisan support for new sanctions on Tehran-By Richard Lardner March 28, 2017, 5:08 pm-THE TIMES OF ISRAEL

WASHINGTON (AP) — Aiming to prove their commitment to Israel, senior US lawmakers are backing bipartisan legislation that would slap Iran with new sanctions while maintaining rigorous enforcement of the landmark nuclear deal. The measures, unveiled ahead of the opening of the annual American Israel Public Affairs Committee conference, seek to build consensus among Republicans and Democrats who are so often bitterly at odds on domestic issues.“The United States will stand with Israel,” Senate Majority Leader Mitch McConnell said at the conference Tuesday. But the Kentucky Republican criticized the nuclear agreement as a “windfall” for Tehran that prevented the US from taking more aggressive steps against Iran.“But today we can take a different approach,” McConnell said. “Today, we can combat Iran’s capability to fund, arm, and train terrorists like Hezbollah, Hamas, and its proxies in Syria.”In exchange for Tehran rolling back its nuclear program, the US and other world powers agreed to suspend wide-ranging oil, trade and financial sanctions that had choked the Iranian economy. The House bill, which is co-sponsored by House Majority Leader Kevin McCarthy and Minority Whip Steny Hoyer, targets Iran’s “illicit” ballistic missile development program. The measure would shut out of the international financial system Iranian and foreign companies involved in the missile program — along with the banks that back them. The Senate legislation imposes mandatory sanctions on people involved in Iran’s ballistic missile program and anyone who does business with them. The measure also would apply terrorism sanctions to the country’s Revolutionary Guards and enforce an arms embargo. The measure is supported by Sen. Bob Corker of Tennessee, the Republican chairman of the Foreign Relations Committee, and Sen. Ben Cardin of Maryland, the panel’s top Democrat.“To combat these threats, we must harness every instrument of American power,” House Speaker Paul Ryan said at the conference Monday. “We must work with our allies — and Israel in particular — to counter this aggression at every turn.”In the opening days of the conference, Israeli leaders hoping Trump would be a rubber stamp for the Jewish state heard plenty of reassuring rhetoric. Missing from the agenda so far, however, were concrete steps advancing the Israeli government’s top priorities. The Iran nuclear deal, so despised by Israel and congressional Republicans, is solidly in place. The US Embassy is no closer to moving to Jerusalem from Tel Aviv, as Prime Minister Benjamin Netanyahu’s government wants. And as it has under past presidents, Washington is still telling Israel to slow settlement construction. It is making for an unusual AIPAC conference, one relieved of the strains that marked the last years of US president Barack Obama’s tenure, but also filled with significant uncertainty.Netanyahu on Monday called the US-Israeli relationship “stronger than ever.”His ambassador to the US, Ron Dermer, said a day earlier that for the first time in years or even decades, “there is no daylight between our two governments.”Vice President Mike Pence said he and Trump “stand without apology for Israel and we always will.”But it’s too early to tell whether Trump will ultimately fulfill Israel’s wishes. And there are indications he’s reconsidering several stances adopted during the campaign. As a candidate, Trump repeatedly vowed to be the president to finally relocate the US embassy to Jerusalem, which Israel considers its capital. As Pence said Sunday, that unequivocal promise has morphed into Trump now “giving serious consideration to moving the American embassy.”While candidate Trump said he’d renegotiate or dismantle the Iran nuclear deal, which Israel fiercely opposes, US President Trump’s administration is continuing to implement the accord while examining whether it should stand. On Iran’s missile program, however, Trump has expanded US sanctions. The administration last month responded to a missile test by hitting 25 people and entities with sanctions. But backers of the new legislation want the president to go further.

Navy doubling up on seaborne Iron Dome batteries to thwart Hezbollah-Alterations will enable 4 new warships being built in Germany to better defend offshore gas fields against rockets-By Sue Surkes March 28, 2017, 3:27 pm-THE TIMES OF ISRAEL

Israel’s navy has decided to add an extra Iron Dome anti-rocket defense system to each of four new warships whose role will include defending natural gas platforms in the Mediterranean from attack, according to a report this week.A senior naval officer told Defense News that the change was made in light of a growing threat from 122-mm Grad-type rockets and longer-range projectiles in the arsenal of the Lebanese terror organization Hezbollah. Two Iron Dome systems instead of one will be installed in each ship. Each system will be capable of firing up to 20 anti-rocket defense missiles. The ship-based Barak-8 surface to air missile, jointly developed by Israel and India, will kick in to defend ships and offshore platforms from more sophisticated airborne weapons, the report said. The alteration may delay the scheduled arrival in 2019 or 2020 of the first of four Sa’ar 6-class corvette warships being built in Germany, according to the report.Israel signed a €430 million ($480 million) deal with ThyssenKrupp in 2015 to build the four corvettes, with the German government subsidizing a third of the cost.As each ship arrives at six-month intervals, it will take up to 18 months to prepare the vessels for sailing. In the meantime, the navy is practicing on the INS Lahav, an Israeli-designed, US-built, Sa’ar-5 corvette,“On a single platform, we’re putting new radar and two different intercepting systems, all of which are at the cutting edge of technology,” the naval officer told Defense News.“The risks are immense, but that’s why we’re learning so much about risk-reduction through all the work we’re doing on the Lahav.”The Sa’ar 6-class corvette ships are at the center of so-called Case 3000 — a graft investigation into allegations that Benjamin Netanyahu’s personal lawyer David Shimron used his ties to the prime minister to influence multi-million dollar naval deals between Israel’s Defense Ministry and ThyssenKrupp.Netanyahu is not personally implicated in this investigation. The State Attorney’s Office opened a criminal investigation into the affair last month, when Attorney General Avichai Mandelblit determined there was sufficient evidence and testimony to do so.Shimron is suspected of pushing for a NIS 6 billion ($1.5 billion) contract to purchase submarines for the Israeli Navy and other vessels for protecting the country’s maritime natural gas fields, an effort that could have netted him a hefty fee.Netanyahu’s own role in the purchase decision, including his insistence that ThyssenKrupp be exempted from the usual Defense Ministry tender process, raised concerns of a conflict of interest for Shimron.Part of the agreement being pushed by Shimron would also have seen ThyssenKrupp construct a lucrative shipyard in Israel, where the company would maintain the new vessels.Times of Israel staff contributed to this report.

Haifa Chemicals employees protest in Tel Aviv against ammonia tank closure-Jobs on the line, workers’ and manufacturers’ unions join fray, slamming move made due to safety concerns in the bay city-By Shoshanna Solomon March 28, 2017, 2:50 pm-THE TIMES OF ISRAEL

Hundreds of Haifa Chemicals Ltd. workers protested in the streets of Tel Aviv Tuesday against the closing of an ammonia plant, which they say could put them out of their jobs. The demonstrators flooded the Azrieli intersection in the heart of the city in protest of a court decision to close a huge ammonia tank on the Haifa bay by April 1, following concerns that damage to the storage facility could endanger the lives of tens of thousands of people in Haifa, Israel’s third-largest city. The tank stores the compound that Haifa Chemicals and others use in their production lines. Haifa Chemicals is the main consumer of the imported ammonia, which it uses to make potassium nitrate, a fertilizer used by farmers in Israel and globally to grow flowers, fruit and vegetables.“I hope that in the end they will listen to us and find a solution to the ammonia problem,” said 62-year old Emil Lugaci, who has worked for 35 years at Haifa Chemicals and is in charge of the ammonia tank’s maintenance. “The tank is already empty and 3-4 production lines in the north and the south have been shut down. In the coming three days, all of Haifa Chemicals’ activities will be halted.”Haifa Chemicals has said its business cannot function without ammonia and is lobbying the government to find an alternative supply of the compound until a new manufacturing plant can be set up in the south of the country. The Histadrut national workers’ union has also joined the fight, with the Histadrut’s chairman, Avi Nissenkorn, proclaiming a labor dispute in the industry and among employees in the south of Israel. The president of the Manufacturers Association of Israel, which has warned of the impact to Israel’s economy if the supply of ammonia is halted, also on Tuesday called on industries to avoid setting up their plants in Haifa.“Don’t go to a place in which the mayor is motivated by populist considerations. Don’t be there,” Shraga Brosh said at a conference in the north of the country, according to the financial news site Calcalist. “You cannot empty an ammonia plant without solving the problem and deciding where the next tank will be. Hospitals, operating and refrigerating rooms, they all cannot survive without ammonia.”Haifa Chemicals employs some 800 workers directly, and indirectly some additional 3,600 people are expected to be affected by the closure of operations, according to the Economy and Industry Ministry. These include truck drivers, producers of the plastic bags in which the fertilizer is stored, and shippers. The company is the second-biggest user of shipping containers in Israel. The operations of Haifa Chemicals account for 2 percent of Israel’s industrial exports and 1% of total exports from Israel, the Manufacturers Association of Israel said in a February report. Its sales total some $600-$700 million, 97% of which are exported, according to data provided by the company. The Haifa municipality has been lobbying for the closure of the plant after a report it commissioned found the ammonia operations pose a serious risk to the population. The report warned that if ruptured, the vast ammonia storage tank would suffocate 16,000 victims under a toxic cloud. The tank could “fall apart tomorrow morning,” the report’s author, chemistry professor Ehud Keinan, said at a press conference to release the report on January 31, held at the municipality.“The small businessman from Ramat Gan is preaching morality to more than one million residents in Haifa and the north,” Yona Yahav, Haifa’s mayor, said in a text message, commenting on Brosh’s remarks. He is “one of the most failed representatives of all time of the glorious Israeli industry. Whoever doesn’t understand that there is no industry without society or its safety, should hand in his keys. Brosh has proven once again that we must not abandon the north in the hands of a small activist from Ramat Gan. ”Environmental groups have lobbied for the closure of the tank and have said that Haifa Chemicals is cynically using the workers as a chip in its negotiations with the government. An email sent to the Finance Ministry seeking comment was not immediately replied.

20  And Isaac was forty years old (A BIBLE GENERATION NUMBER=1967 + 40=2007+) when he took Rebekah to wife, the daughter of Bethuel the Syrian of Padanaram, the sister to Laban the Syrian.
21  And Isaac intreated the LORD for his wife, because she was barren: and the LORD was intreated of him, and Rebekah his wife conceived.
22  And the children (2 NATIONS IN HER-ISRAEL-ARABS) struggled together within her; and she said, If it be so, why am I thus? And she went to enquire of the LORD.
23  And the LORD said unto her, Two nations are in thy womb, and two manner of people shall be separated from thy bowels;(ISRAEL AND THE ARABS) and the one people shall be stronger than the other people;(ISRAEL STRONGER THAN ARABS) and the elder shall serve the younger.(LITERALLY ISRAEL THE YOUNGER RULES (ISSAC)(JACOB-LATER NAME CHANGED TO ISRAEL) OVER THE OLDER ARABS (ISHMAEL)(ESAU)

ZECHARIAH 12:1-5 King James Bible
1 The burden of the word of the LORD for Israel, saith the LORD, which stretcheth forth the heavens, and layeth the foundation of the earth, and formeth the spirit of man within him.
2 Behold, I will make Jerusalem a cup of trembling unto all the people round about, when they shall be in the siege both against Judah and against Jerusalem.
3 And in that day will I make Jerusalem a burdensome stone for all people: all that burden themselves with it shall be cut in pieces, though all the people of the earth be gathered together against it.
4 In that day, saith the LORD, I will smite every horse with astonishment, and his rider with madness: and I will open mine eyes upon the house of Judah, and will smite every horse of the people with blindness.

ISAIAH 28:14-19 (THIS IS THE 7 YR TREATY COVENANT OF DANIEL 9:27)
14 Wherefore hear the word of the LORD, ye scornful men, that rule this people which is in Jerusalem.
15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.
19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

Tony Blair says regional approach to peace is ‘going well’-At AIPAC, former British PM and peace envoy endorses Netanyahu’s strategy of tying a deal with the Palestinians to detente with Arab world-By Eric Cortellessa March 26, 2017, 6:11 pm-THE TIMES OF ISRAEL

WASHINGTON — Former British prime minister and peace envoy Tony Blair told AIPAC’s annual policy conference Sunday that a broader regional approach between Israel and its Arab neighbors could create the conditions for Israeli-Palestinian peace.“We’re not going to reach peace in the old way; we need a new way forward,” Blair said, adding that the process of bridging divides between Israel and the Arab world has been “going well, actually.”Prime Minister Benjamin Netanyahu has long advocated for such a strategy. Since US President Donald Trump assumed office, speculation has abounded that Washington will seek to engage Sunni Arab countries to advance a regional agreement that will encompass Israel and the Palestinians.Blair, who has served as the Middle East Quartet’s special envoy to the region, endorsed the approach in front of almost 18,000 delegates at the American Israel Public Affairs Committee’s 2017 confab at the Washington Convention Center. There is need for “a different approach to reach peace between Israelis and Palestinians,” Blair said. “The key to that approach, in my view today, lies in the relationship with the region.”“Today there are common strategic interests and common objectives that are shared between Israel and the Arab nations,” he added, alluding to mutual fears about Iran’s activities in the region and its ambition to acquire a nuclear weapon.“What I work on is based on this fundamental belief: that the key to transforming the Middle East and therefore to a more peaceful world is to have a relationship between Israelis and Arabs — which can be open, above the table, acknowledged — in which Israel’s right to exist is accepted and Israel works closely with Arab states,” Blair said.He also stressed the need for a two-state solution to be “pursued in a way that guarantees Israel’s security.”A frequent visitor to the Middle East, Blair shared with the audience that he would be making his 178th visit to Israel in the coming weeks.Asked by the moderator whether the dynamic between Israel and its Arab neighbors was beginning to develop, Blair answered in the affirmative, but suggested there was more progress needed on that front and that the Palestinian situation could not be ignored.“It’s happening, but it needs to happen much more,” he said. “The key to that is you cannot get this new relationship unless the Palestinian issue is managed and dealt with and put at least on a path to resolution.”Still, he reiterated that an “outside-in” approach could foster an environment conducive to striking the elusive accord.“We’re going to have to create a new set of circumstances. Up to now, people have thought, if you do a peace deal, then the circumstances will change,” he said. “I think it’s the other way around. I think we need to change the context of peacemaking, and then we’re better able to make peace.”

Analysis-Will the Arab Summit make Abbas great again?-The PA leader is enjoying a Trump-generated tailwind heading to Amman, but the true test of his indispensability will be in the White House next month-By Dov Lieber March 28, 2017, 5:46 pm-THE TIMES OF ISRAEL

The Arab League Summit set to begin Wednesday in Amman comes at an opportune moment for Mahmoud Abbas. The Palestinian Authority president has been gaining momentum since US President Donald Trump invited him to visit the White House earlier this month. Like a powerful gust, Trump’s brief phone call to Abbas lifted him out of political isolation and set him up for success at the annual gathering of Arab leaders.Previous months had largely soured the 12th year of what was meant to be Abbas’s four-year presidential term.First the Saudis turned off the cash tap to the PA. Then Abbas’s ally Egypt embraced one of his most potent potential challengers, Mohammad Dahlan, and warmed relations with his bitter political rival Hamas, the terror group in control of the Gaza Strip.Additionally, it emerged that Egyptian and Jordanian leaders had met with Prime Minister Benjamin Netanyahu in a secret summit in Amman, organized by the US without Abbas’s knowledge. Making matters worse, the Saudis reportedly agreed to join the initiative should the summit produce actionable solutions (it didn’t).There was also a new sheriff in Washington, and the administration was taking its time contacting Ramallah, prompting further anxiety in the Muqata’a, Abbas’s seat of power in Ramallah, that the PA would be frozen out. It wasn’t until nearly a month into Trump’s presidency that Palestinian security officials got to meet their American counterparts. But since March 10, when Abbas received a White House invitation in a brief-yet-fateful phone call, the Palestinian leader has met Trump’s peace envoy Jason Greenblatt as well as the emir of Qatar, and spoken twice on the phone with King Abdullah II of Jordan. Most importantly, he met with Egyptian President Abdel-Fattah el-Sissi after 10 months without any official talks between the two leaders. His talks with Abdullah and Sissi were geared toward closing ranks and coordinating positions on the Palestinian issue, as both men are slated to meet with Trump in Washington before Abbas does.Heading into the Arab Summit, Abbas, no longer facing the prospect of being sidelined by the new administration, will be looking to solidify a unified Arab front on the peace process — and his indispensability to it.A Palestinian draft statement for the summit calls on the Arab states to “reaffirm their commitment to the two-state solution and to the right of the State of Palestine to restore its sovereignty over the territories occupied in 1967, including east Jerusalem.”It further calls on “all countries to respect UN Security Council resolutions that reject Israel’s annexation of occupied east Jerusalem” and urges countries “not to move their embassies” from Tel Aviv to Jerusalem, a reference to Trump’s campaign pledge, which has since been relegated to a back burner. The draft was approved by Arab foreign ministers at an eve-of-summit meeting in the Jordanian Dead Sea resort of Sweimeh.Abbas has also said he will seek to have the Arab states recommit to the 2002 Arab Peace Initiative, rather than some regional plan that might be cooked up behind his back in a forum similar to the aborted attempt in Amman last year. Netanyahu has recently been touting Israel’s improving ties with Sunni Arab states as an avenue for bypassing the Palestinian Authority en route to a regional deal, and Trump, during a meeting with the Israeli leader in February, seemed receptive to the idea. The Arab Peace Initiative offers Israel full relations with dozens of Arab and Muslim states in exchange for withdrawal from all lands captured in 1967 as well as a “just solution” to the Palestinian refugee problem.Ghaith al-Omari, a fellow at the Washington Institute and former minister in the Palestinian Authority, told The Times of Israel that he believes Abbas will try to use the summit to shore up his legitimacy, and will succeed in doing so — but perhaps only for the short term.“Unless the Arab Summit is followed up by something serious in Washington, it will be just like the UN strategy, with short-term benefit but no long-term [path] to legitimacy,” Omari said in a phone interview Monday, referring to Abbas’s strategy over recent years of having Palestine accede to various international bodies.Omari pointed out that Abbas’s trip to Washington, which is reportedly set for mid-April but has no official date, might not go as planned. Trump, known for his unpredictability and volatility, could pressure Abbas on domestic issues, such as incitement against Israel, or try to corner him into moving on to a regional track for negotiations rather than the bilateral approach Abbas has been demanding, he said.“If this meeting with Trump ends up being a one-off that concludes with a negative dynamic, then his isolation would be even deeper after that. So there is an opportunity but also a great risk for him,” he added.Omari explained that much of the consensus around the Palestinian issue is due to behind-the-scenes work by the Jordanians, whose primary interest right now is to ensure that the Arab Summit goes on without a hitch. He pointed out that the recent meeting between Abbas and Sissi was reportedly coordinated by Amman.“If there is a US-led peace process, domestic challenges will recede. But the sources of the tension are still there. They have not been fixed. He will get, in my view, a degree of a honeymoon with the Arab countries until his meeting with Trump. After that, it will depend on the content of the meeting,” Omari said.As for the prospect of consensus during the Arab Summit — Omari was skeptical it could lead to any real change.“The Arab Summit,” he said, “is almost a laundry list that has to be checked, and then people proceed to ignore it.”AFP contributed to this report.

MK petitions court to allow lawmaker visits to Temple Mount-After Netanyahu reported to mull lifting order in 3 months, former activist demands to be allowed onto holy site before Passover-By Sue Surkes March 28, 2017, 1:00 pm-THE TIMES OF ISRAEL

Likud lawmaker Yehudah Glick on Tuesday petitioned the High Court to force the government to allow Knesset members to visit the Temple Mount holy site after a nearly 18-month ban.Glick, an activist who had pushed for increased Jewish presence on the tinderbox Jerusalem site before entering the Knesset last year, filed his request a day after Prime Minister Benjamin Netanyahu reportedly said he would consider lifting the ban in three months.Knesset lawmakers have been banned from visiting the Temple Mount since November 2015 as Netanyahu attempted to douse tensions related to an uptick in car-ramming and stabbing attacks. In his petition, Glick and the Temple Mount Heritage Foundation, which he chairs, asked the court to order the attorney general to develop regulations limiting the prime minister and public security minister’s freedom to interfere in operational police decisions. The petition asks the court to stop the police from banning lawmakers from ascending to the esplanade, and specifically to allow Glick himself to freely visit the site, like any other person, as soon as possible, or at the very latest before the eve of the Passover festival on April 10.According to a Channel 2 news report, Netanyahu prefers to wait until after Passover and other sensitive dates in the Jewish and Muslim calendars before lifting the ban, which has remained in place despite the number of terror attacks being on the wane for nearly a year.Speaking outside the Supreme Court on Tuesday, Glick said that quiet had returned to the Mount, and now was the time to change the “insufferable” situation in which people from all over the world were allowed into the site, except for Knesset members. He added that the court move was a last resort after approaching Netanyahu, the police and the attorney general to no avail.“The situation is insufferable and very strange, where all the people of the world can go in [to the Temple Mount] except for Knesset members, when the law in Israel says you can’t limit Knesset members’ freedom of movement, and certainly not in the one place in the world where a Jew is ordered to be,” he said.Glick, who is the most junior Knesset member from Netanyahu’s Likud party, visited the site in May just before he was sworn in, drawing an angry response from Netanyahu.“This is the last time you do this to me,” the prime minister could be heard telling a seemingly surprised Glick at the end of a Likud faction meeting.“What did I do? Earlier today I called up [Public Security Minister Gilad] Erdan in the US and I told him about the whole thing,” Glick told Netanyahu in response at the time.Other lawmakers, including both Jews and Muslims, have also complained about the ban.Netanyahu’s decision to consider lifting the ban in three months came at a meeting on Monday at which security officials cautioned against resuming visits by lawmakers at this time. The Temple Mount is the holiest site in Judaism. Known to Muslims as the Haram al-Sharif or the Noble Sanctuary, it is also the third-holiest site in Islam.Under the terms of the fragile status quo in place on the Mount for decades, Jews and other non-Muslims can visit but not worship there. However, high-profile visits and rumors of changes to the status quo have preceded outbursts of violence. The Mount itself is administered by the Muslims and it was Palestinian claims of alleged Israeli intentions to undermine that Muslim control — claims denied repeatedly by Israel — that allegedly sparked the wave of Palestinian stabbings, car-rammings and shooting attacks that began in September 2015.Potentially sensitive dates over the next 12 weeks include Passover in April, and May’s scheduled celebration of 50 years since the reunification of Jerusalem in the Six Day War, along with the Muslim festival of Ramadan, which ends in late June.No date has yet been set for a hearing on the petition, which names the prime minister, the public security minister, Knesset Speaker Yuli Edelstein, the Knesset’s Ethics Committee, Police Chief Roni Alsheich and Attorney General Avichai Mandelblit as defendants.
