BALTIMORE — Imani Holt was just 10 when she saw a neighbour get fatally shot by a triggerman riding a bicycle. The African-American girl from a gritty section of Baltimore was so traumatized by the drug-fueled bloodshed she refused to leave her family's apartment for weeks.In the eight years since, Holt has seen the chaotic aftermath of two more deadly shootings and has lost seven high school classmates to the daily drip of gun violence.Like many black teenagers in neighbourhoods hobbled by generational poverty, she is scrutinizing the national gun control debate intensely, frustrated because her community feels ignored but also cautiously hopeful that the massacre in Florida may bring about change closer to home."I feel really bad that they lost those kids in Florida. But, like, we go through shootings all the time. It's just that our shootings happen day by day. Because it happens on the regular up here, the world says it's really not that important," said the 18-year-old Holt, a junior at Excel Academy, an alternative high school across the street from a cluster of West Baltimore's boarded-up row houses.Christina Martin, a 17-year-old who lost two schoolmates to gun violence this year at Thurgood Marshall Academy in Washington, noted that the victims in the affluent Parkland community were mostly white and Latino. None were African-American."We should have got the same attention in return," said Martin, who is black.The gun violence toll is unrelenting in parts of Baltimore — a city that reached a grim milestone last year when the per-capita homicide rate rose to 56 killings per 100,000 people. The students at Excel agree that their high school — with a metal detector at the entrance— provides a sense of security. But the toll on their bodies and minds is significant. Nerves are on edge. It can be hard to concentrate."It's really scary. You just want to go to sleep, wake up and see the same people you saw yesterday. "We try to ensure that in case things need to be activated, we can do it."Under the plan, the commission, the member states and the European Defence Agency will define the military requirements, including the definition of infrastructure needed, and identify how they fit with current regulations.The aim is to be able, by the end of next year, to draw up a list of "dual-use" projects to improve infrastructure that could used both for civilian and military transport.A pilot analysis conducted last year showed that standards for road bridges or railroads were different between member states. Some bridges, for example, could not support oversized or over-weighted military vehicles, and some rails had an insufficient loading capacity.The effort to update infrastructures for military will be part of an ongoing plan to create nine east-west and north-south 'core network corridors' to be completed by 2030.Bulc noted that while €500bn was needed to complete the corridors, additional costs to adapt them to the military requirements will depend on the needs still to be identified."At this point, we're not aware of the amount of money we are talking about," she said. "We have all member states on board. AMSTERDAM, Today, 09:15-On March 6, a large majority of the Dutch Parliament consisting of 10 out of 13 parties, ordered interior minister Kajsa Ollongren to convince her European colleagues to take down EUvsDisinfo.eu, the EU website dedicated to countering Russian disinformation.Ollongren has made the fight against Russian fake news and disinformation a top priority, and previously stated that she wanted to provide extra means and funding for EUvsDisinfo.That's why the parliamentarians added that if she would not make the Dutch case properly, they would send prime minister Mark Rutte to Brussels to do the job.I think the Dutch parliamentarians are right and I will explain why.The state should not interfere with the free media.EUvsDisinfo.eu is a website that reports about disinformation fake news spread by Russian state or private actors.It maintains an extensive and constantly-updated online database of currently 3,500 media reports that, according to EUvsDisinfo, constitute "disinformation".The website is published by the East Stratcom Task Force, an official EU body that was set up in 2015 by the European heads of state.In other words, EUvsDisinfo is a state publication that not only spreads its own news, but also passes judgements whether a publication in the free media contains the correct views or not.If your publication ends up in its database, you're officially labeled by the EU as a publisher of disinformation and fake news.That is a problem which should not be underestimated.Since the birth of the Enlightenment, most of us have not only come to accept the principle of democracy as a form of government where citizens – who are principally seen as equals – have the final say in politics, but also the principle of freedom of speech, meaning the natural right of free individuals to freely spread information and absorb information by others without interference by the state.Freedom of speech is closely associated with other classical citizen rights such as the right to run free media, to free assembly, free association, free education, and on.The democratic state should not interfere in these areas because if it does, it makes it impossible for the truth to emerge in the public debate leading up to democratic votes. Also, by crippling the mentioned citizen rights the state would kill the source for its own regeneration.A curtailing by the state of the mentioned individual rights does not become more legitimate when it is democratically decided – even by referendum - because even 99 percent of citizens do not have the natural right to prevent the other one percent from free speech, free association, free education, and so on.How EUvsDisinfo operates-The above is not an abstract academic discussion. When state bodies interfere with the free media, things quickly go wrong as demonstrated below.The Dutch parliamentary action against EUvsDisinfo results from the controversy that emerged after three Dutch media outlets – regional newspaper De Gelderlander and two Eurosceptic news websites GeenStijl.nl and TPO.nl with a large cult following - discovered in January that they had been accused of spreading disinformation and fake news by the EU body because of one article published by each of them.Sadly, there is no space here to describe the cases in detail. But anyone who wants to know exactly how EUvsDisinfo distorted the Dutch media articles, falsely accused them of spreading pro-Kremlin propaganda, refused to fully rectify its obvious errors, and tried to get away with it by offering apparently false excuses, should read the English subpoena of the court case started by the Dutch media outlets against the European Union (as this is the official publisher of EUvsDisinfo).Only after receiving the subpoena, EUvsDisinfo removed the three articles from their database, without a real rectification and without informing the three media outlets about it.After their attorneys advised them that their chances in the court room had now severely reduced, the media outlets dropped the case and continued to defend themselves just by words.Meanwhile, other Dutch media, puzzled by its bizarre accusations, contacted EUvsDisinfo and investigated into its operations. The EUvsDisinfo spokesperson told them they could not visit its headquarters nor were they allowed to speak to its team members.EUvsDisinfo claims that it is informed by a volunteer network of more than 400 experts, journalists, government officials, NGOs and think tanks.In reality, Dutch public broadcaster NOS discovered that of the claimed 400 volunteers, only 10 are really active.Together they reported 75 percent of blacklisted articles, while one single jobless volunteer has been responsible for reporting no less than 25 percent of all 3,500 supposed cases of disinformation.Even more worrisome is the fact that, long after EUvsDisinfo has removed the three Dutch media reports from its blacklist, EUobserver last week quoted anonymous EU officials involved who still maintain that the Dutch media reports were, in fact, disinformation.This means EU officials have not changed their attitude at all and apparently plan to keep going on the old way.How disinformation should be combatted-Of course, the free media should be watched critically just like any other societal institution.This is the job, however, of other free media, experts, NGOs and non-state media watchdogs. The media should check on the state, not the other way around.If the media publish libel or slander, then affected individuals or organizations can sue them under the libel and slander laws existing in virtually all European countries.If state actors run disinformation campaigns meant to manipulate other countries, then governments have highly-sophisticated secret and intelligence services that can track down and counter such campaigns – if only by publishing about them.There are many claims these days that Russian disinformation threatens our democracies.In a January 2018 meeting in the European Parliament in Strasbourg, the security commissioner of the European Commission, Julian King, told MEPs and the public that Russia has been "extremely successful" in spreading disinformation.As evidence he quoted EUvsDisinfo's 3,500 cases. Danish MEP Jeppe Kofod stated: "Next year the citizens of Europe will elect a new European Parliament. This raises an uncomfortable question: how many seats will Russia get?"I think we should keep our heads cool and look at the facts.First, even if we assume that the quoted 3,500 cases (typically online articles of one webpage each) really are disinformation, then we should still remember that there are currently an estimated 130 trillion (130,000,000,000,000) single webpages, the bulk of which are from Europe and the USA.So the percentage of (claimed) disinformation pages is near zero. Could they really have the extreme effects predicted by EU officials? Second, Russian state attempts manipulate the democratic process of European countries have been in full swing since at least the 1917 Communist grab to power.And each year, tens of thousands of elections and referendums are held in Europe on all levels of government – France alone has 35,000 municipalities.Still, the first hard evidence that even a single political seat or a single referendum vote in Europe was won or lost because of hidden interference by any foreign actor, still has to be produced.That also goes for the Brexit plebiscite.Scaring the public with unproven stories that our European democracies are being derailed through hidden manipulation by agents of the enemy, comes uncomfortably close to promoting classical conspiracy theories.History has shown the destruction caused by them and responsible officials and commentators should refrain from employing them.In any case, we do not defend democracy, freedom and truth by taking over the methods of those who would like to destroy them.Arjen Nijeboer is an independent Amsterdam-based journalist, author and activist. BEIJING — North Korea's leader Kim Jong Un and his Chinese counterpart Xi Jinping sought to portray strong ties between the long-time allies despite a recent chill as both countries on Wednesday confirmed Kim's secret trip to Beijing this week.The visit highlights Beijing and Pyongyang's efforts to better position themselves by showing they support each other ahead of Kim's planned meetings with South Korean President Moon Jae-in and President Donald Trump in the coming weeks.Kim made the unofficial visit to China from Sunday to Wednesday at Xi's invitation, China's official Xinhua News Agency said, in what was in his first trip to a foreign country since he took power in 2011.Xi held talks with Kim at the Great Hall of the People in Beijing and he and his wife Peng Liyuan hosted a banquet for Kim and his wife Ri Sol Ju, Xinhua said. Mar, 09:29-Eleven EU countries have so far failed to join the others in expelling Russian diplomats in solidarity with the UK.The list as of Tuesday (27 March) included Austria, Belgium, Bulgaria, Cyprus, Greece, Ireland, Luxembourg, Malta, Portugal, Slovakia, and Slovenia.Some of them are likely to join the EU mainstream in the next few days.Belgium is still weighing up who to target from the 140 Russian diplomats accredited to Russia's bilateral mission to the country as well as its EU and Nato embassies.The Irish foreign minister, Simon Coveney, promised on Monday to "take appropriate action" to "show solidarity with our closest neighbour" later on Tuesday.The Slovak foreign ministry said: "The development of the situation, as well as Russia's response to the calls addressed to it by the EU countries - including Slovakia - will influence the next steps that we are prepared to consider in this case".Portugal does not plan to expel anyone, saying it preferred action at the level of the EU28, instead of making bilateral moves or joining EU sub-groups."Portugal believes that coordination at the European Union level is the most effective means to respond to the gravity of the current situation," its foreign ministry said on Monday.A spokeswoman for the Luxembourg foreign ministry told EUobserver: "Our government first wants to await the conclusions of the OPCW's analysis", referring to an international body on chemical warfare that is investigating the UK incident."There are only a few Russian diplomats in Luxembourg, with no proof that any of them are involved in spying activities," she added."Luxembourg has currently two diplomats in Moscow. What I can say that is that I raised all our concerns, as you know it was a long list," he said.Tusk, along with European Commission president Jean-Claude Juncker and Bulgaria's prime minister Boyko Borissov, had met with Turkey's president Recep Tayyip Erdogan as part of a broader effort to improve fraught relations.The two sides found common ground on migration, an area of cooperation that appears only to underscore tensions elsewhere. NEW YORK (Reuters) - Saudi Arabia and Russia are working on a historic long-term pact that could extend controls over world crude supplies by major exporters for many years.Saudi Crown Prince Mohammed bin Salman told Reuters that Riyadh and Moscow were considering a deal to greatly extend a short-term alliance on oil curbs that began in January 2017 after a crash in crude prices.“We are working to shift from a year-to-year agreement to a 10 to 20 year agreement,” the crown prince told Reuters in an interview in New York late on Monday.“We have agreement on the big picture, but not yet on the detail.”Russia, not a member of the Organization of the Petroleum Exporting Countries, has worked alongside the 14-member group during previous oil gluts, but a 10 to 20 year deal between the two would be unprecedented.Top OPEC producer Saudi Arabia recruited Russia and other non-OPEC countries to help drain oversupply when oil prices collapsed to below $30 a barrel in 2016 from over $100 in 2014.Crude has since recovered to $70 but fast-rising output from U.S. shale producers has capped prices.“This is all about whether the arrangement is a short-term expedient to deal with this particular crisis in the oil market, or whether it reflects a realignment in world oil,” said oil historian Daniel Yergin, vice chairman at consultancy IHS Markit.“OPEC countries want to find a way to institutionalize this relationship rather than to have it be a one-shot deal.”Robert McNally at consultancy Rapidan Energy Group said Riyadh wanted help in breaking the boom-bust cycles that characterize oil markets by capping crude on the upside as well as by helping lift low oil prices.“History shows that without a long-term, powerful, competent coherent, disciplined swing producer in the oil markets ... you get space-mountain oil prices. About 2,700 people out of the 270,000 who took part in the questionnaire were from Europe.Cambridge Analytica then used that information to target what it called people's "inner demons" with fake news updates in order to help Donald Trump in the 2016 US election.Germany's tough line was echoed by Vera Jourova, the EU's justice commissioner."Have any data of EU citizens been affected by the recent scandal? WASHINGTON — It's a double cosmic conundrum: Lots of stuff that was already invisible has gone missing.Astronomers have found a distant galaxy where there is no dark matter.Dark matter is called "dark" because it can't be seen. It is the mysterious and invisible skeleton of the universe that scientists figure makes up about 27 per cent of the cosmos. Scientists only know dark matter exists because they can observe how it pushes and pulls things they can see, like stars.It's supposed to be everywhere.But Yale University astronomer Pieter van Dokkum and colleagues spied a vast, old galaxy with relatively few stars where what you see truly is what you get. The galaxy's stars are speeding around with no apparent influence from dark matter, according to a study published in Wednesday's journal Nature .Instead of shaking the very foundations of physics, scientists say this absence of dark matter may help prove the existence of, wait for it, dark matter."Not sure what to make of it, but it is definitely intriguing," wrote Case Western Reserve astronomer Stacy McGaugh, who was not part of the study, in an email. "This is a weird galaxy."Van Dokkum studies diffuse galaxies, ones that cover enormous areas but have relatively few stars. To look for them he and colleagues built their own makeshift telescope out of 48 telephoto lenses that he first tested by using a toy flashlight to shine a light on a paper clip. The bug-eyed telescope, called Dragonfly , peers into the sky from New Mexico.Using Dragonfly, van Dokkum and colleagues found a large, sparse galaxy called NGC1052-DF2 in the northern constellation Cetus, also known as the whale. It's as big as the Milky Way but with only one per cent of its stars. Then they used larger telescopes on Hawaii and eventually the Hubble Space Telescope to study the galaxy.Even though the galaxy is mostly empty, they found clusters of densely grouped stars. With measurements from the telescopes, van Dokkum and colleagues calculated how fast those clusters moved. If there were a normal amount of dark matter those clusters would be speeding around at about 67,000 mph (108,000 kilometres per hour). Instead, the clusters were moving at about 18,000 mph (28,000 kilometres per hour). That's about how fast they would move if there were no dark matter at all, van Dokkum said.The team also calculated the total mass of the galaxy and found the stars account for everything, with little or no room left for dark matter."I find this unlikely in all possible contexts," said McGaugh, who is a proponent of a "modified gravity" theory that excludes the existence of dark matter altogether. "That doesn't make it wrong, just really weird."How could this absence of dark matter help prove that it exists? By potentially disproving modified gravity theories that suggest gravity acts in a way that the cosmos makes sense without dark matter. But those alternative theories require stars in this galaxy to zip at least twice as fast as they were seen moving in this study.Other outside scientists said the initial look at the calculations appear to be correct, though the results are confounding. A galaxy with so few stars should have more dark matter than others, not none."These are very strong scientists and so I take the results very seriously," said Marc Kamionkowski, a physicist at Johns Hopkins University.One outsider suggested that perhaps the "galaxy" van Dokkum studied is so diffuse that it may not really be a galaxy. Another suggested that the dark matter might just be outside of the area that van Dokkum measured.Van Dokkum dismissed both possibilities. "It's sort of non-negotiable. There's nothing else, just the stars," he said. The only way this can be explained is if dark matter exists in the universe, just not in that galaxy, he said.There's no good explanation for why and how this galaxy has no dark matter, van Dokkum said. He proposed four different possibilities — all unproven. Mar, 17:58-EU and Nato allies on Monday (26 March) expelled dozens of Russian diplomats in reaction to the chemical weapon attack in the UK.Fourteen EU countries, including France and Germany, as well as Nato members Canada and the US, took the coordinated step.The Czech Republic, Croatia, Denmark, Estonia, Finland, Italy, Latvia, Lithuania, the Netherlands, Poland, Romania, and Sweden were among those EU member states who also showed solidarity with Great Britain."Additional measures, including further expulsions within this common EU framework are not to be excluded in the coming days and weeks," European Council chief Donald Tusk said, after EU leaders agreed last week there was "no other plausible explanation" than that the Kremlin had ordered the killing of an ex-spy in England using a nerve agent.The decision to expel four Russian diplomats was not taken "flippantly", German foreign minister Heiko Mass said."For the first time since the end of World War II a chemical war agent was used in the middle of Europe," he said.Recent cyberattacks on German government networks were also "highly likely to be attributable to Russian sources", the German foreign ministry added, amid broader allied concerns on Russian aggression.France and Poland also expelled four Russians each, including Russia's ambassador to Warsaw.The UK attack was "a grave threat to our collective security", French foreign minister Jean-Yves Le Drian said.The Russian "personae non grata" all had intelligence backgrounds, Polish foreign minister Jacek Czaputowicz said. Mar, 11:44-The European Union's top leaders are meeting Turkish President Recep Tayyip Erdogan this Monday (26 March) in the Bulgarian city of Varna.This is the second mini-summit with the Turkish president in less than a year - and when Turkey is reaching new lows in violating basic human rights and fundamental freedoms as an EU 'acceding candidate country'.When European Council president Donald Tusk and Commission president Jean-Claude Juncker together with the EU rotating president Bulgarian prime minister Boyko Borisov will sit with Erdogan, "issues of mutual interest" will dominate the table, according to the invitation letter sent by Tusk.There is not one single reference to Turkish accession talks. The recurring theme is "common interests".That is basically what has been going on since the Turkish government led by Erdogan started its despotic drift when serious corruption charges erupted in December 2013.The Turkish government silenced the media, confiscated resisting newspapers, took the full control of the judiciary, jailed members of parliament and sped up its 'democracy-killing' in the wake of the botched coup attempt of July 15, 2016 which Erdogan famously called "a gift from God".Yet, the EU leaders pretend Turkey is still on the way to becoming an EU member and fulfils the 'Copenhagen criteria', the strict set of rules for a country to be declared a candidate.In fact, Brussels knows it better than anyone that Turkey has never been further away from those criteria.Yet for the sake of the migration deal and other "interests", the EU keeps appeasing president Erdogan, implicitly approving his draconian measures that puts Turkey in the same league with Russia and China.The pretension that Turkey is still a EU candidate country helps Erdogan to consolidate the democratic facade of an increasingly authoritarian regime.-Appeasement does not work-Appeasement policy does not work at all.On the contrary, it encourages Ankara to speed up dismantling the remaining pillars of an already-weakened democratic regime. Just have a look at what has happened in the past few days while Erdogan was busy with studying his dossiers before the summit.Turkey's largest media group, Dogan, was sold to one of Erdogan's cronies at a very low price, a few days after Turkish president issued a veiled threat to the owner of the group that he can be jailed.Although Dogan had already been tamed and was only critical at times, even that was apparently off limits.On the same day as this sell-out, the Turkish parliament approved a law for online broadcasting giving far-reaching powers to the Radio and Television Supreme Council (RTUK) in allocating licences.More than 100,000 websites are already banned in Turkey and with these new super-powers, the government-controlled RTUK will be used to silence the last bastions of critical online media.On Thursday, the German Bertelsmann Foundation published its yearly democracy report, in which it analysed the democratic transformation of some 129 countries.The report found that Turkey, Brazil and Poland were the countries that have fallen most in the democratisation index and where "political situation has become significantly worse".The foundation concluded: "In no other country has the subversion of separation of powers advanced as much in recent years as in the highly defective democracy on the Bosporus."The most condemning of all was the United Nations report on human rights in Turkey.The report, which was quickly dismissed and condemned by the Turkish authorities as full of "unfounded allegations of terrorist organisations", showed in detail how torture, ill-treatment, sexual assault and electric shocks have made a comeback in 'EU candidate' Turkey.The most disturbing finding of the report was the detention of some 100 women who were either pregnant or had just given birth on the grounds that they were their husband's associates.Some of the mothers were detained with their children and some were violently separated from them, which the UN High Commissioner for Human Rights Zeid Ra'ad Al Hussein described as "simply outrageous and utterly cruel".On top of that, 160,000 people were arrested during an 18-month state of emergency; 152,000 civil servants were dismissed, many totally arbitrarily according to the UN report.These all happened within just the week preceeding the EU leaders' meeting with president Erdogan.As EU leaders refrain from using their diminishing leverage on Turkey, its dismantling of democracy only speeds up.It is now high time for EU leaders to realise that appeasement only helps Erdogan maintain a veneer of democracy while eviscerating its institutions.Selcuk Gultasli was Brussels bureau chief of the Turkish newspaper Zaman. Mar, 17:31-The European Commission says the rushed nature of a controversial US law granting police access to personal data, known as the Cloud Act, may complicate EU efforts on a similar proposal.The US law was passed last week without any congressional debate after being slipped into a $1.3tn (€1.04tn) spending bill.The move has sparked widespread criticism from civil right defenders, who say it risks undermining freedoms by circumventing national privacy laws in Europe and elsewhere.But the commission on Monday (26 March) appeared more reserved in its criticism.EU justice commissioner Vera Jourova is hoping to secure compatible rules with the US when it comes to obtaining evidence stored on servers located in other countries."Unfortunately, the US Congress has adopted the US Cloud Act in a fast-track procedure, which narrows the room for the potential compatible solution between the EU and the US," she said in a statement.Jourova had met with US attorney general Jeff Sessions in Washington DC last week where the two discussed the act as part of a broader effort to force firms to release people's private data directly to prosecutors in case of serious crimes.-Global warrants-The commissioner is set to release an electronic evidence proposal sometime next month, which she says is needed to crack down on cross-border crime.Like the Cloud Act, the electronic evidence bill aims to allow police access to data stored by companies. And like the Cloud Act, its scope will likely go global, posing broader questions on the extraterritoriality of warrants.Authorities say the legal framework is needed to speed up access given that the current method of using so-called mutual legal assistance treaties or MLATs is too cumbersome.The Cloud Act also empowers the US president to force US services providers to deliver content data to a foreign government without the need of any mutual legal assistance regimes.The issue is at the heart of an on-going legal tug of war between US prosecutors, Microsoft and Ireland. Microsoft has so far refused to relinquish the content of emails to the US, which wants them as part of a criminal investigation in New York.The emails are held by Microsoft servers hosted in Ireland. Microsoft says it cannot so easily surrender the emails given robust EU privacy rules, noting that other avenues like MLATs exist to extract the data. Companies worry that direct access may also erode consumer confidence.But the EU is pressing for similar powers in its forthcoming proposal despite wider reforms launched by the Council of Europe, a human rights watchdog, to streamline MLATs.-Who's in charge?-The push appears to be driven by the internal affairs department or DG Home at the European Commission. Even though the electronic evidence proposal is spearheaded by the justice department, DG Home has taken the lead, according to one observer."This initiative [e-evidence], even though on paper is being led by DG Justice, in practice it is being led by DG Home and I think that is maybe why you see this flexibility in law enforcement," said Maryant Fernandez-Perez, a senior policy advisor at the European Digital Rights Initiative (EDRi), a Brussels-based NGO.She noted that the EU's upcoming data protection regulation also contains an article that prevents companies from sharing data with foreign governments unless they've secured an international agreement or a mutual legal assistance treaty.

Mar, 09:22-Whilst the UN condemns Saudi Arabia for committing human rights violations in Yemen, the UK, France and Spain supply them with the means of doing so.In the first week of February alone, 27 Yemenis were killed and 76 injured in the ongoing conflict which has torn apart the region since 2015, according to the Office of the UN High Commissioner for Human Rights (ONHCR).On one side is the Iran-backed Houthi rebels who aim to overthrow the government of Abdrabbuh Mansour Hadi. The other side, led by Saudi Arabia, is conducting an air campaign to restore Hadi's authority.The number of civilian casualties reported that week was more than double that of the week prior. Roughly half of these casualties were attributed to the Houthi forces, the other half to the Saudi-led coalition.Since the Yemen conflict began in 2015, the UK has approved exports of licences to Saudi Arabia worth over £3.7bn (€4.2bn), according to Amnesty International.In 2016, France sold over €1bn worth of weapons to Saudi Arabia, with Spain and Italy exporting over €100m worth each, according to the Campaign Against Arms Trade (CAAT).During this time, the coalition has bombed schools, hospitals and other civilian infrastructure. The Yemen Data Project has calculated that nearly a third of more than 15,000 air raids in Yemen have targeted non-military sites.The CAAT says EU member states have continued to support the Saudi air campaign in Yemen by providing arms despite the overwhelming evidence of repeated breaches of humanitarian law."From our perspective, we would strongly argue that theys are in breach of the arms trade treaty," says Patrick Wilcken, researcher on arms control, security, trade and human rights for Amnesty International UK.The Arms Trade Treaty (ATT) is an international treaty that implements standards governing arms transfers.The UK, Spain, France and Italy have all signed and ratified the treaty. Article 7 of the ATT holds that state parties must complete a risk assessment regarding the likelihood of human rights violations when exporting arms, refusing to export if there is a perceived risk."They were one of the early champions of creating the treaty," says Wilcken about the UK. BEIJING/SEOUL (Reuters) - South Korea said on Tuesday it was closely watching events that are unfolding rapidly in Beijing, where diplomatic sources said a senior North Korean official was visiting amid reports it was leader Kim Jong Un ahead of a series of historic summits.Bloomberg, citing three unidentified sources, reported on Monday that Kim was in Beijing in what would be his first known trip outside North Korea since taking power in 2011. The unconfirmed visit also comes ahead of a potential summit with U.S. President Donald Trump."The presidential Blue House is watching things in Beijing very closely, while keeping all possibilities open," said the senior official in Seoul, who spoke on condition of anonymity.Improving bilateral ties between North Korea and China would be a positive sign before the planned summits, he said.A Reuters reporter saw a convoy leave Beijing's Diaoyutai State Guest House, where senior foreign leaders often stay on visits to the Chinese capital, and drive north on Tuesday morning. Ottawa making it easier for doctors to prescribe methadone and heroin-[CBC]-YAHOONEWS-March 26, 2018

The federal government is taking steps to make it easier for doctors to prescribe methadone and pharmaceutical grade heroin.Health Minister Ginette Petitpas Taylor made the announcement Monday morning in Ottawa at the Shepherds of Good Hope, a homeless shelter that offers programs to drug addicts."The changes we've announced today will allow health care practitioners to prescribe and administer methadone treatment without needing to apply for an exemption from federal law," Taylor said."We are doing so because the need to apply for an exemption to provide or prescribe methadone discourages many family physicians and general practitioners from offering treatment as a service."​Right now, health care providers such as physicians and pharmacists must apply for an exemption from the Controlled Drug and Substance Act to prescribe, sell or provide methadone with approval from Health Canada.Now, the federal government will introduce regulatory amendments to lift this requirement and allow health care providers to administer methadone without an exemption.Petitpas Taylor said the opioid file was the first file she was briefed on when she took office and it remains the only file that keeps her up at night."There is no silver bullet solution to effectively deal with what is a situation that is happening on the ground," she said."Just in 2016 there were over 2,900 deaths and projections from the data to be released tomorrow suggest that there will be more than 4,000 deaths in 2017."Petitpas Taylor said she hopes the change will have the effect of standardizing methadone and prescription heroin as a treatment for opioid addiction.Daniel Davidson, a front line worker for the Shepherds of Good Hope who works in the supervised injection trailer, welcomed the move as a positive step forward for the federal government."Its a good service for people who might not know where to get that information from. They can just go to their family doctor, which will make it a lot easier for them to access methadone, to access proper health care for their addiction," he said."They might feel worried or ashamed to go someplace new. It might be easier to them to talk to a familiar face, somebody who knows them well and what might work for them."The move was welcomed also by Ricky Belanger, a person with an addiction who has been in an opioid management program for seven months. She receives prescription drugs to manage her addiction.She said that since she started the program she has stopped using street drugs, which she feared could kill her."It saved my life. Since I've done that program there is no overdose, I don't do drugs, I follow my program," she said.Regulatory changes-The federal government is also planning to loosen restrictions around how to, and who can, prescribe pharmaceutical heroin, or diacetylmorphine, a drug used to treat pain in a hospital setting.But it has also been known to help people with addictions who do not respond to other types of treatment, such as methadone and suboxone.Currently, diacetylmorphine can only be administered in a hospital. People with addictions who may need more than one dose a day find it difficult to make several trips to a hospital, especially if they are working.The federal government plans to introduce changes to the regulations that will allow heroin to be prescribed outside of a hospital, perhaps in treatment facilities or substance use disorder clinics.The changes will also allow nurse practitioners to prescribe the drug if they are allowed to under provincial laws.Funding the opioid crisis-During her stop in Ottawa, Petitpas Taylor also announced $18 million to fund substance abuse and addictions projects and research programs. The projects will explore drug checking in supervised consumption sites, opioid use in pain management and how opioid-related treatment can better address the needs of women.The Liberals' 2018 budget committed  $231.4 million over five years to fight the opioid crisis that has already claimed thousands of lives. That chunk includes a $150-million emergency fund for provinces to launch treatment programs, a $18.7-million education campaign to fight stigma and $31.6 million to border officers intercept fentanyl at the border.The budget also has set aside money for First Nations communities to address substance abuse, including opioids.

A formerly homeless woman in Ottawa is now the first openly transgender candidate to represent one of the major political parties in an Ontario provincial election.Lyra Evans, 25, is the NDP candidate for Ottawa–Vanier.She said she's using her personal experiences to bring issues affecting the homeless and LGBT communities to the forefront.Environmental protection and access to higher education are issues she's advocated for in the past. Evans has been involved with numerous community organizations including Planned Parenthood and the Youth Services Bureau of Ottawa.The Salvation Army's plan to build a huge facility on Montreal Road is what pushed her to enter politics, she said."I found it abhorrent the way they were disregarding the needs of the homeless," she said. "Moving the shelter takes them away from all the services that have been put in the [ByWard Market] area."Evans said the government needs to put more money into the housing first model as a method of getting people off the streets.No openly transgender candidate has ever been elected in a provincial election in Ontario. Evans, who came out as transgender six years ago, said there's a general lack of LGBT representation in politics — something she aims to fix. "I really think it's important that we have role models for young people so people don't feel ashamed of who they are, and feel like they can come out," she said.Another transgender woman, Christin Milloy, ran in 2011 for the Libertarian Party of Ontario.

Man who tried to wed laptop pushes anti-porn bill across US-[The Canadian Press]-YAHOONEWS-March 27, 2018

PROVIDENCE, R.I. — A man who tried to marry his laptop in a legal fight against same-sex marriage is promoting legislation across the country to require a filter to block pornography and human trafficking websites that would be lifted if a user pays $20.The measure pushed by Chris Sevier has been described as the "Elizabeth Smart Law" after the girl who was kidnapped from her Utah home as a teenager in 2002. But Smart wants nothing to do with it, and has sent a cease-and-desist letter to demand her name be removed from any promotion of the proposal.The legislation has drawn criticism from groups including the American Civil Liberties Union and the National Center on Sexual Exploitation, an anti-pornography advocacy group. The centre demanded last year that the Sevier stop claiming it supported his work.Despite those issues, similar bills keep materializing in state legislatures.The Electronic Frontier Foundation, which opposes the idea, has tracked about two dozen similar bills in 18 state legislatures this year, none of which have passed. A bill in Rhode Island is scheduled for a hearing on Tuesday.Sevier and supporters say it would protect children and others by making pornography and sites that allow human trafficking harder to access.Sevier said that he chose Smart's name because she has spoken about the negative effects of pornography, including that pornography during her captivity "made my living hell worse."After being told by The Associated Press earlier this month that Smart's lawyer was sending a cease-and-desist letter, Sevier said the name "Elizabeth Smart Law" was an "offhand name" that had been given to the legislation by lawmakers. Rare cholera outbreak on Vancouver Island: 'We have not seen this before'-[The Canadian Press]-YAHOONEWS-March 26, 2018

VANCOUVER — As many as four people have been infected with cholera in British Columbia, in what health officials are calling an extremely rare case.Dr. Shannon Waters, a medical health officer with Island Health, said the individuals likely contracted the illness after eating herring eggs harvested on the coast of Vancouver Island.Testing is still under way to determine the exact strain of the bacterial infection, she said."This is unique. We have not seen this before in B.C.," Waters said.Symptoms of cholera include nausea, vomiting and diarrhea that can lead to extreme dehydration.Cholera may be passed person-to-person, but is usually contracted from bacteria in food or water sources infected with fecal matter, Waters said.There have been a few cases in the United States, where people contracted the illness from eating raw or undercooked shellfish from the Gulf of Mexico, according to the Centers for Disease Control."These illnesses have been associated with herring egg consumption. Herring egg harvest is typically, on Vancouver Island, a First Nations harvest," Waters said. "The spawn had just happened earlier this month. People had harvested and were distributing between family, friends, communities."Island Health and the First Nations Health Authority are asking people in the area to wash their hands thoroughly, report to a doctor if they feel any symptoms and contact them if anyone has stored herring eggs.Waters said health authorities don't know exactly where the illness is coming from, but it could be a symptom of the changing marine environment."Our oceans are a valued resource for food, travel, recreation and they're under pressures from sewage, from boat traffic and from rising temperatures. Our health is connected to the oceans and I think this is a sign of that," Waters said.She said at least one stool sample tested positive for the bacteria and less than five people are believed infected, but she could not give specific numbers for privacy reasons.Cholera killed at least 20,000 people in Canada in the 1800s, but the disease has largely been eradicated in this country.The Ontario Ministry of Health says an average of one case per year is reported in that province, but all of those individuals were exposed to cholera in a country where the disease is endemic.The disease is most common in places with inadequate water treatment, poor sanitation and inadequate hygiene.More than 100,000 people die from cholera around the world each year, the U.S. Centers for Disease Control said.Amy Smart, The Canadian Press.
