Channel 10 reported that two Israeli soldiers were lightly wounded, with one taken to Meir Hospital in Kfar Saba after a rock struck him in the face near Tulkarem.Separately, a Palestinian driver hit four Israeli men with his car in a car-ramming terror attack, killing two of them and seriously injuring the others, outside the Mevo Dotan settlement in the northern West Bank.The violent demonstrations came after Palestinian factions in the West Bank and Gaza Strip called Thursday for Palestinians to protest Trump’s decision by staging rallies after Friday prayers. The protests were being held under the banner of “Friday rage for Jerusalem.”The Palestinian National and Islamic Forces, a coalition consisting of various groups, called on Palestinians to confront IDF soldiers and settlers immediately after prayers.The groups said participation in the protests would send a message to Israel that the Palestinians have not, and will not, forget Trump’s unjust decision against the Palestinians.Palestinians “will continue to protest against this decision and the plan to move the US embassy to Jerusalem, as well as attempts to liquidate the Palestinian cause,” the groups said.On Thursday, Hamas issued a separate appeal to Palestinians to participate in Friday’s protests. TOMSK, Russia — As fish was eaten and toasts raised by the Jewish leadership of Tomsk, the quiet central Siberian city’s Jewish community chairman Baruch Ramatsky suddenly produced a small, ancient Torah scroll.From the looks on the faces of Russian Chief Rabbi Berel Lazar, and Tomsk’s local rabbi, Levi Kaminetsky, this was not part of the planned celebrations heralding the return of a historical synagogue once appropriated by the Communist authorities.Called the Cantonist Synagogue, the returned building is a rickety wooden structure — one of just a few of its kind still standing — that was built over 110 years ago by a group of veteran conscripts, or Cantonists, who were forced to serve over 25 years in the tsar’s army as child conscripts.A small but dedicated number of Jewish Cantonists resisted systemic pressure to convert while enlisted. But ironically, they were shunned as “uncouth” by their community upon their return home decades later and were often segregated into a separate section in the back of the synagogue. In response, the Cantonists of Tomsk formed a congregation of their own.Torah-wielding Ramatsky’s grandfather was the last caretaker of that synagogue before it was taken over by the Soviets in 1930.“We’ve been safeguarding this Torah in my family for 90 years,” Ramatsky said. “And now it is time for it to come out of hiding.”Together with the belated return of the Cantonist synagogue, the revelation of the existence of the scroll was an apt metaphor for the greater Russian-Jewish community, which even decades after the fall of the Iron Curtain is still cautiously emerging from its shell. And, like the Cantonists themselves, it was a unique symbol of resilience in the face of adversity.On that subzero afternoon, members of Tomsk’s small but stalwart community danced with the Torah in front of the Cantonist synagogue after a ceremony in which the city’s mayor, Ivan Klyayn, symbolically handed over the building’s keys to Lazar.From yesterday to tomorrow-While the Jews of Tomsk celebrated in front of the ancient wooden synagogue, just 25 kilometers (15 miles) southward some 160 young adults excitedly converged at the launch of an annual three-day long weekend aimed at fostering a sense of Jewish community and identity among a cohort in their late teens and early 20s.The venue was a sprawling campus in the middle of the Siberian forest that impossibly gave off a sense of lushness, even from beneath a heavy blanket of snow and ice. The numerous dormitories that comfortably housed hundreds formed a circle around a main building. There, in addition to the administrative offices, was found a kosher cafeteria and an auditorium that was soon to double as a dance studio.Part of the Russian Jewish community’s greater Yachad youth initiative which includes the Eurostars program, this group for young adults, called ZOOM, holds weekly activities across Russia, Belarus, Azerbaijan and Kazakhstan. Like many parallel North American youth groups, it is divided into regions, where participants take turns gathering in different host cities. Tomsk falls into the sparsely populated Siberia region – geographically the largest by far.“In Tomsk, there’s an assimilation rate of 99 percent,” said Kaminetsky, who accompanied The Times of Israel to the event. Kaminetsky also acts as the youth director for the local ZOOM branch.“Most participants only have a Jewish mother [not father], and we’re reaching a point where the chances of them continuing their Judaism into the next generation are near zero,” Kaminetsky said.“This program has been revolutionary for our community [in Tomsk],” said Kaminetsky.“We started with nobody, now we have 40 young people participating on a regular basis. And they’re not just going to weekly classes – they’re giving out matzah on Passover, food parcels on Purim, they volunteer to help at community events. It’s really beautiful,” he said.As snacks were served, friends laughed, introduced newcomers, and high-fived each other enthusiastically. A smattering of Hebrew could be heard among the Russian as participants discussed which of the wide assortment of activities and workshops they planned on attending.Girls flipped their hair and boys puffed out their chests: In addition to providing Jewish education, the event serves as an active dating scene where singles can potentially find a Jewish significant other.“I wouldn’t miss this for anything,” said a 19-year-old attendee named Alex. “I rode on the train 14 hours to get here from Omsk.”When asked whether that was the farthest branch from Tomsk, he laughed. “No, there are people from Irkutsk which is like 20 hours from here,” Alex said.Kaminetsky says that the program is having multiple effects, including the rejuvenation of an aging community. He also says that some participants take on additional Jewish observance, but stresses that there is no predetermined religious outcome planned for group members.“Some people add on a bit of Sabbath observance, some get circumcised, some marry Jewish, and some go to yeshiva,” Kaminetsky said. “But this is very much an individual matter. Every person does his or her own thing.”A spiritual awakening-When a 23-year-old Kaminetsky and his wife Gitti first came to Tomsk from Israel in November 2004, the community was as fractured as it was small.Located 15 kilometers (9 miles) southwest of the closed city of Seversk – the site of the Siberian Group of Chemical Enterprises, reactors and facilities that produce and store nuclear warheads – Tomsk has gained a reputation for having some of the best universities in Siberia. And though many Jews arrived during the Communist era due to informal quotas on Jewish students in major cities such as Moscow, most of them quickly assimilated.The rabbi estimates the Jewish population today to be around 4,000. When he first arrived 14 years ago, there were three buildings next to the decrepit main synagogue that functioned as additional places of worship — but each serviced only a handful of people. Divided as they were, none of them had enough people for a prayer quorum.Kaminetsky’s first order of business was to sit them down and unite them under one roof.“Their disagreements weren’t personal, and not overly ideological,” he said. “Everyone wanted to do his own thing, but there weren’t serious problems.”Then, together, the newly-formed community set out to repair the synagogue. The building is now remodeled and restored, housing a small Hebrew school which serves the whole community, and a kosher kitchen.Following the lead of Lazar, who offered Passover matzah to unaffiliated Moscovites in need of edible staples as much as anything else, Kaminetsky ran spots on local television stations advertising the free distribution of the bread of affliction. Eventually, he cobbled together a mailing list of about 2,000 Jews whom he says are regularly active.“It’s incredible,” he said. “At one time, there were maybe 10 active community members, tops.”Forty children attend a Jewish kindergarten, and another 100 participate in extracurricular education. An additional 80 participate in programs for teens and post-teens up to the age of 28.Today, despite his upbringing in balmy Mediterranean Israel, the rabbi considers far-flung Tomsk to be his true home.“When I visit Israel — I love Israel very much, but I feel like a guest,” said Kaminetsky. “I love it here [in Tomsk], the kids love it here. You can’t succeed at this job if you don’t love the place. And if you walk around all the time telling yourself that you live in exile, then you’ll start to feel that you actually live in exile.”And though he feels at home in his remote locale, his sense of belonging is very much intertwined with his mission.“Jews should be able to live wherever is comfortable for them,” Kaminetsky said. “And if they want to live in Tomsk, then they should have all the same infrastructure that a Jew would have in France or America. They should have a Jewish school, kosher food, a solid community surrounding them — that’s the goal. And it’s happening incrementally, but pretty quickly.”

Defense Minister Avigdor Liberman said Friday he would pursue the death penalty for a Palestinian suspected of killing two soldiers and seriously injuring two others in a West Bank car-ramming attack earlier in the day.“We will seek the death penalty for the terrorist, the destruction of his house and punishment for anyone who cooperated [with him],” Liberman said.Liberman’s Yisrael Beytenu party has long supported passing legislation allowing the death penalty for convicted terrorists and made the issue a central plank of its 2015 election campaign.A bill being pushed by the party that would apply to those convicted of fatal acts of terrorism passed a preliminary reading in the Knesset in January.Although the death penalty formally exists in Israeli law, it has only ever been used once — in 1962 in the case of Nazi officer Adolf Eichmann, one of the architects of the Holocaust. It is technically allowed in cases of high treason, as well as in certain circumstances under the military law that applies within the IDF and in the West Bank, but is not implemented.Liberman also dismissed the notion of “lone wolf” terrorism, carried out in the spur of the moment by individuals with no formal ties to terror groups. He later generously decorated Russian servicemen with medals for carrying out the occupation.The inhabitants of Crimea suddenly found themselves living under Moscow's de facto rule. They have subsequently been forced to obtain Russian citizenship, and to serve in the Russian armed forces – both in violation of international law.Broad repressive policies have followed, leading to widespread human rights abuses such as imprisonment on political grounds, closure of media outlets and schools, and several cases of killings and disappearances.The indigenous Crimean Tatars and ethnic Ukrainians, many opposed to the illegal annexation, have been particularly targeted. Roughly 1,100 students at two Chicago high schools will serve detention for participating in a school walkout to protest gun violence.A spokeswoman for Community High School District 99 told the Chicago Tribune that 1,100 students at Downers Grove North and South high schools will serve one hour of detention after participating in the walkout and refusing alternative means of protest suggested by school officials.“Students have shared they consider the detention a ‘badge of honor’ and a symbol they truly are protesting and standing up for their rights at a personal cost,” spokeswoman Jill Browning told the Tribune.Browning added that the district met with students beforehand and suggested alternative in-school protests “that would not disturb the educational environment," but students rejected the ideas.About 3,900 students remained in class at the two schools on Wednesday amid national protests from students against gun violence and in support of gun control measures, according to Browning.Gun control and school safety have re-entered the national conversation after a shooting at Marjory Stoneman Douglas High School in Parkland, Fla., killed 17 people in February. BRUSSELS (Reuters) - Belgium is taking back control of the Grand Mosque of Brussels by terminating Saudi Arabia's lease of the building with immediate effect over concerns it promotes radicalism, the government said on Friday.The announcement is Belgium's first official confirmation of the move which comes after months of behind the scenes diplomacy to prevent any fall-out with Saudi Arabia, as reported by Reuters in February.Concerns over Brussels' biggest mosque, located near the European Union's headquarters, surfaced after Islamist militants who plotted their assault in Brussels killed 130 people in Paris in 2015, and 32 in the Belgian capital in 2016.Friday's decision breaks Saudi Arabia's unusual 99-year, rent free use of the building, the government said."The concession will be terminated immediately ... in order to put an end to foreign interference in the way Islam is taught in Belgium," the Belgian government said in a statement.Belgium leased the Grand Mosque to Riyadh in 1969, giving Saudi-backed imams access to a growing Muslim immigrant community, mostly from Morocco and Turkey, in return for cheaper oil for its industry.It has been run by the Mecca-based Muslim World League (MWL), a missionary society mainly funded by Saudi Arabia. BEIRUT (Reuters) - Thousands of civilians were fleeing from besieged enclaves at opposite ends of Syria on Friday as two major battles in the multi-sided war entered decisive phases, with hundreds of thousands of people trapped in the path of both assaults.Air strikes killed scores of people in eastern Ghouta, a war monitor said, and weary residents streamed out on foot for a second day, as Russian-backed government forces pressed their campaign to capture the last big rebel bastion near Damascus.On another front, Turkish and allied rebel forces shelled the northern Kurdish-held town of Afrin heavily, killing at least 27 people and forcing 2,500 people to flee, the Syrian Observatory for Human Rights war monitor said.The Kurdish YPG militia defending Afrin said it was battling Turkish forces who tried to storm the town from the north.The two offensives, one backed by Russia and the other led by Turkey, have shown how Syrian factions and their foreign allies are aggressively reshaping the map of control after the defeat of Islamic State's self-proclaimed caliphate last year.The Syrian war entered its eighth year this week having killed half a million people and driven more than 11 million from their homes, including nearly 6 million who have fled abroad in one of the worst refugee crises of modern times.The government launched its offensive on eastern Ghouta a month ago, and Turkey began its cross-border assault in Afrin in January. Beirut (AFP) - The rebel groups left in Syria's Eastern Ghouta said on Friday they would be willing to negotiate with regime backer Russia on a ceasefire for their one-time stronghold outside Damascus.In a joint statement, Islamist factions Jaish al-Islam, Faylaq al-Rahman, and Ahrar al-Sham said the United Nations should host such talks in Geneva."We are totally ready to hold direct negotiations in Geneva with Russia, sponsored by the United Nations," the statement said.Such talks would aim to implement UN Security Council resolution 2401, in which world powers last month demanded a 30-day ceasefire.Syrian government troops have been pressing a ferocious air and ground assault on Ghouta since February 18 that has seen them retake 70% of the former rebel bastion.Regime forces have broken up the remaining territory into three pockets, each one held by a separate rebel group.Hayat Tahrir al-Sham, a jihadist group made mostly of ex-members of a former Al-Qaeda affiliate, also has a presence in Eastern Ghouta but is not a signatory to the statement.Jaish al-Islam, Faylaq al-Rahman, and Ahrar al-Sham said their statement on Friday was in response to comments by the UN's envoy for Syria, Staffan de Mistura.De Mistura had hours earlier briefed the UN Security Council on one negotiations track his team was already facilitating between Jaish al-Islam and Russia.Those talks had already resulted in six days of calm for Ghouta's largest town of Douma, he said."We hope it will continue, notwithstanding engagements between government forces and Jaish al-Islam in other areas, outside of Douma," he said, however warning that even in Douma, the truce is "fragile.""It need not be this way. Negotiations in Douma do show that there is a way to create the conditions that can advance the implementation of your resolution 2401," he told the council.

European powers propose new Iran sanctions to meet Trump ultimatum-[Reuters]-By Robin Emmott and John Irish-YAHOONEWS-March 18, 2018

BRUSSELS/PARIS (Reuters) - Britain, France and Germany have proposed fresh EU sanctions on Iran over its ballistic missiles and its role in Syria's war, according to a confidential document, in a bid to persuade Washington to preserve the 2015 nuclear deal with Tehran.The joint paper, seen by Reuters, was sent to European Union capitals on Friday, said two people familiar with the matter, to sound out support for such sanctions as they would need the support of all 28 EU member governments.The proposal is part of an EU strategy to save the accord signed by world powers that curbs Tehran's ability to develop nuclear weapons, namely by showing U.S. President Donald Trump that there are other ways to counter Iranian power abroad.Trump delivered an ultimatum to the European signatories on Jan. 12. It said they must agree to "fix the terrible flaws of the Iran nuclear deal" - which was sealed under his predecessor Barack Obama - or he would refuse to extend U.S. sanctions relief on Iran. U.S. sanctions will resume unless Trump issues fresh "waivers" to suspend them on May 12."We will therefore be circulating in the coming days a list of persons and entities that we believe should be targeted in view of their publicly demonstrated roles," the document said, referring to Iranian ballistic missile tests and Tehran's role backing Syria's government in the seven-year-old civil war.The steps would go beyond what a U.S. State Department cable obtained by Reuters last month outlined as a path to satisfy Trump: simply committing to improving the nuclear deal.It also reflects frustration with Tehran. "We're getting irritated. We've been talking to them for 18 months and have had no progress on these issues," a diplomat said.European Union foreign ministers will discuss the proposal at a closed-door meeting on Monday in Brussels, diplomats said.Analysts say the nuclear agreement, touted at the time as a breakthrough reducing the risk of a devastating wider war in the Middle East, could collapse if Washington pulls out.The document said Britain, France and Germany were engaged in "intensive talks with the Trump administration to "achieve a clear and lasting reaffirmation of U.S. support for the (nuclear) agreement beyond May 12".The proposal follows weeks of talks between the State Department and European powers as they try to mollify the Trump administration, which is split between those who want to tear up the agreement and those who wish to preserve it.A U.S. official cited "very good" talks with London, Paris and Berlin this week in Vienna on the issue."PROLIFERATION" OF IRANIAN MISSILES-The European document referred to sanctions that would "target militias and commanders". It proposes building on the EU's existing sanctions list related to Syria, which includes travel bans and asset freezes on individuals, and a ban on doing business or financing public and private companies.It was strident in its criticism of Iran's ballistic weapons, which Tehran says are for defensive purposes, saying there was "transfers of Iranian missiles and missile technology" to Syria and allies of Tehran, such as Houthi rebels in Yemen and Lebanon's Iran-backed Shi'ite Hezbollah."Such a proliferation of Iranian missile capabilities throughout the region is an additional and serious source of concern," the document said.Still, the issue is highly sensitive because the 2015 pact between Iran and six major powers - Britain, China, France, Germany, Russia and the United States - lifted international sanctions that crippled Iran's oil-based economy.While the EU retains some sanctions on Iranians over human rights abuses, it rescinded its economic and financial restrictions on Iran in 2016 and does not want to be seen to be reneging on the agreement.While Iran signed up to limits on its uranium enrichment activity, which it has repeatedly said is for peaceful power generation, not atomic bombs, it has refused to discuss its missile programme, which it says is purely defensive.The Islamic Republic has dismissed Western assertions that its activities in the Middle East are destabilising and also rejected Trump's demands to renegotiate the nuclear accord.In the joint document, Britain, France and Germany set out questions and answers that seek to show that legally, the European powers would not be breaking the terms of the nuclear deal. It said that they are "entitled to adopt additional sanctions against Iran" as long as they are not nuclear-related or were previously lifted under the nuclear agreement.The European powers said new sanctions are justified because Iran "did not commit further to stop undertaking ballistic missile destabilising activities" under the nuclear agreement.The nuclear deal's terms did not cover ballistic missile activity. U.S. helicopter crash in Iraq kills all aboard: military-[Reuters]-YAHOONEWS-March 17, 2018

WASHINGTON (Reuters) - All personnel aboard a U.S. military helicopter carrying American service members were killed in a crash in western Iraq, the U.S. Central Command said on Friday.Central Command did not say how many people were killed in the crash late on Thursday. A U.S. military official told Reuters on Thursday the U.S. HH-60 Pave Hawk helicopter was carrying seven people.The crash, which did not appear to be the result of enemy activity, is under investigation, the command said in a statement."All personnel aboard were killed in the crash," said Brigadier General Jonathan P. Braga, director of operations of the Combined Joint Task Force. "This tragedy reminds us of the risks our men and women face every day in service of our nations."The military said a second accompanying American helicopter immediately reported the crash and Iraqi security forces and coalition members secured the area.Two U.S. officials, speaking on condition of anonymity and citing initial reports, said on Thursday the aircraft crashed near al-Qaim, a town in Anbar province close to the Syrian border.The United States says it has about 5,200 troops in Iraq that are part of a coalition fighting Islamic State militants.(Reporting by Doina Chiacu and Idrees Ali; Editing by Bernadette Baum)

PARIS (AP) — The German and French leaders started working Friday toward what French President Emmanuel Macron said will be an "ambitious, clear road map" for Europe's future, months after Macron first laid out his proposals for reforming the European Union.Macron hosted German Chancellor Angela Merkel on her first trip abroad after she was sworn in for a fourth term this week, ending months of postelection political drift in Germany.The leaders showed solidarity with Britain after the nerve agent attack on a former Russian spy and his daughter, which Western nations suspect Russia was behind. Merkel said the EU is looking for "the most appropriate response."Germany and France have long played a key role as leading powers in the EU, which Macron wants to reform dramatically, along with the euro currency union.Macron said a new vision for Europe is "indispensable" as the continent faces mounting populism, seen most recently in Italy's election, and the Euroskepticism highlighted by Britain's vote to leave the EU."We will propose an ambitious, clear roadmap" covering everything from defense to migration to education and culture, Macron said ahead of a dinner with Merkel.
